    Officers and heads of departments also responded to the queries and grievances of the people pertaining to their departments.

    The DC instructed Executive Engineer PMGSY to complete the repairs of Pombay Aadigen road at an earliest.

    New Delhi: The UAE will explore all opportunities of partnership with India to contribute to New Delhi’s high-growth-low-carbon pathway, Sultan Al Jaber, the COP28 president-designate, said on Wednesday.

    He also said the goal of limiting the global temperature increase to 1.5 degrees Celsius above pre-industrial level is “just non-negotiable”.

    Al Jaber said India is on its way to becoming the third largest economy in the world and this makes it one of the largest consumers of energy. As such, India’s sustainable development is critical not just for itself but for the whole world.

    “India’s goal of adding 500 gigawatt of clean energy in next seven years is a true and a powerful statement of intent. As one of the largest investors in renewable energy, the UAE and Masdar (renewable energy investing firm) will explore all opportunities of partnership with India to contribute to its high-growth-low-carbon pathway,” he said.
    “Keeping the goal of 1.5 (degrees Celsius) alive is just non-negotiable. And, it is also clear that we cannot continue business as usual. It simply won’t get us there,” the UAE’s climate envoy said at the World Sustainable Development Summit (WSDS) organised by The Energy and Resources Institute here.

    “We need a true, comprehensive paradigm shift in our approach to adaptation, mitigation, finance and loss and damage,” he said.

    Keeping the goal of 1.5 degrees Celsius alive means taking action to reduce greenhouse gas emissions to limit global warming 1.5 degrees Celsius from the pre-industrial level to and prevent the worst impacts of climate change.

    In a new development in the Adani-Hindenburg report, Wikipedia’s online newspaper The Signpost published a news report stating that Adani Group employed several undeclared paid editors to ‘clean its Wikipedia page’.

    The Signpost focuses on English Wikipedia, its sister projects, the Wikimedia Foundation, and the Wikimedia movement at large.

    It categorically says “no entirely on-Wiki investigation of a user’s edits can completely identify an editor’s name or employer. Even if the editor identifies themself as an employee of a company, they may be simply trying to embarrass the company…We can, however, examine the nearly complete record of edits made to Wikipedia and identify editors that are likely to be fraudulent, or that appear to be working together with other accounts.”

    Hindenburg Research’s founder Nate Anderson tweeted about the report on his page, “Of all things—now the Signpost, Wikipedia’s independent newspaper, is out w/ an article showing how Adani systematically manipulated its Wikipedia entries using sock puppet accounts, undisclosed paid editors & removing the evidence of conflicts of interest.”

    The article was written by a Wikipedia user called Smallbones. Smallbones has now been staged under the ‘disinformation report’ category.

    The article titled ‘The “largest con in corporate history”?’ states that Hindenburg accused the conglomerate of alleged financial fraud, stock price manipulation and money laundering.

    Signpost recently banned over 40 sockpuppets (a false online identity, typically created by a person or group in order to promote their own opinions or views) or undeclared paid editors who were employed to create a clean image of the industrialist, his family members including wife Priti Adani, son Karan Adani and nephew Pranav Adani as well Adani Group. Wikipedia reported that all 40 sockpuppet accounts have been banned.

    Signpost also reported that there was one person who activated from the company’s IP address and rewrote the article for ‘Adani Group’ entirely.

    “Many of them edited several of the articles and added non-neutral material or puffery. A declared paid editor, using a company IP address, completely rewrote the Adani Group article. Others removed warnings about conflict-of-interest editing. Some created articles by unusual methods that avoided Wikipedia’s quality control systems,” the report says.

    Another account called ‘Hatchens’ misused its power of position and edited seven of the nine articles edited by the Signpost team.

    The report also mentions about two single-purpose accounts or SPA – ‘Adanigrouponline’ and ‘Adani Group’- which were later blocked after they were found of editing and cleaning Adani’s image. The two SPAs were dedicated to rewriting or editing Adani-related articles as well as adding a detailed list of business units, and a list of awards, the report noted.

    New Delhi: Delhi Lieutenant Governor V K Saxena on Thursday launched an intensive campaign to clean the Yamuna floodplains as part of a mega drive to rejuvenate the river.

    He also inducted a 94-member company of the territorial army into the Yamuna cleaning operations. The personnel will ensure that the cleaned stretches of the floodplains do not get encroached upon again.

    The territorial army, provided by the National Mission for Clean Ganga (NMCG), will take over the operations from Friday.

    “We will ensure that there is a visible change in the river in the next six months. One of the major sources of pollution in the river is drains, particularly the Najafgarh drain. We have tapped 13 major drains and several smaller ones too. We are already getting some results,” the LG said.

    He said a conveyor belt will be installed to remove the garbage floating in the river, and an innovative technique will be used to reduce the biochemical oxygen demand (BOD) of the river.

    “The agencies will also install a floating boom and conveyor system at the Qudsia Regulator floodplain to collect and remove the garbage from the river,” officials said.

    Murphy plans to start New Jersey on the path pioneered by California with a requirement that all new cars sold in the state have zero emissions by 2035.

    The governor is also directing the state Board of Public Utilities to open a proceeding on “the future of the natural gas utility.” It would be similar to other states looking for an orderly way to reduce the burning of natural gas.

    “These bold targets and carefully crafted initiatives signal our unequivocal commitment to swift and concrete climate action today,” Murphy will say, according to prepared remarks of the speech. “We’ve turned our vision for a greener tomorrow into a responsible and actionable roadmap to guide us, and it’s through that pragmatic, evidence-based approach that we will ultimately arrive at our destination.”

    The governor will also:

    — Set a target to electrify 400,000 residential buildings and 20,000 commercial buildings by 2030, which generally means retrofitting them to switch from natural gas to electric heat.

    — Spend $70 million from the Regional Greenhouse Gas Initiative to help companies and local governments buy electric medium and heavy duty trucks, a category that includes school buses, semi-trucks and heavy duty loaders.

    — Move forward on the next phase of climate changed-related rules, particularly ones related to flooding known as the “resilient environments and landscapes” or REAL.

    The governor’s new 100 percent clean energy by 2035 plan is similar to a bill from Sen. Bob Smith (D-Middlesex), chair of the state Senate Environment and Energy Committee, that began circulating widely a few weeks ago. While the governor can set his own target without legislation, the administration plans to keep working with Smith on the bill.

    A clean energy law might ultimately have more staying power in a state where the governor’s office tends to go back and forth between Republicans and Democrats.

    Many of the goals that were once nearly unthinkable and are now fast approaching. But they also stretch well beyond the time that Murphy, a two-term governor, has left in office.

    Whether the announcements will be enough to revive the governor’s flagging reputation among environmentalists remains to be seen. In 2017, he campaigned on a 100 percent clean energy by 2050 goal. In the years since, environmental activists in the state have questioned his commitment and, last month, one prominent group said they no longer considered him America’s “greenest governor.”

    Just a few weeks ago, the state changed its timeline for redoing its Clean Energy Master Plan, delaying it until 2024 because of the time needed for a more robust planning process. Now, though, Murphy is moving ahead on more aggressive targets, like those outlined by Smith’s bill.

    Even though success of the 2035 goals will can’t be measured for years, the administration has compared energy policy to a moving ship. If someone doesn’t put the state on a clean energy course, it may never get there.

There is hope that the mismanagement and malpractices under the present dispensation headed by Md. Azharuddin will end.

    Justice Nageswara Rao will oversee the conduct of the elections and this step has been welcomed by many players and officials as well as the fans. Earlier supervisory body which had Justice Kakru as its head was tied up in various problems. This time a single member committee has been appointed. Everybody hopes that there will be a positive outcome. Justice Rao who hails from Hyderabad was a cricketer himself and knows the inside stories of the HCA. The cricket players and fans of Hyderabad certainly deserve a better deal than the one they have been given for the last three years.

    Former international cricketer and Hyderabad’s ex-captain Arshad Ayub is optimistic that the problems will be solved. He told siasat.com “I think that for Hyderabad cricket this announcement is like a second independence day. We are at last free of the shackles that had imprisoned us. The supervisory committee which was earlier appointed by the Supreme Court tried to get things done but it faced several difficulties.”

    “The reason why I am more hopeful is because Justice Nageswara Rao was himself a cricket player. He knows the situation inside the HCA and understands what has to be done. Plus, his job is clear cut. He has to conduct and oversee the election process. He is an experienced person and I think that we are going to see some real progress this time,” said Arshad.

    Former HCA secretary S. Venkateswaran was elated. “It is a huge positive step. A lot of spadework has already been done. I can definitely state that from here onwards things will go well and I am sure that many clubs will agree with me about this. But before conducting the elections, a proper voters list has to be drawn up. This could be a messy task because so many new clubs have cropped up. However, there is a precedent which was set during the conduct of the previous HCA elections by V S Sampath Kumar, former Chief Election Commissioner. His work can serve as the base this time,” Venkat explained.

    “The other task before Justice Rao is to go into the financial irregularities. Shivlal Yadav has said that for three years the accounts have not been submitted. Earlier, the BCCI never used to release grants to the state bodies unless the audited accounts were submitted. I don’t know why they have decided to overlook this important rule in the case of the HCA. Imagine how many crore must have gone into the pockets of corrupt elements,” said Venkat.

    It may be recalled that Sports Minister V. Srinivas Goud had said recently that the state government would not hesitate to take back the land given to HCA for the Uppal stadium and would run the stadium on its own if required. If the Supreme Court’s latest move bears fruit, that situation may not arise. The mood is upbeat. But a clear outcome is could be assessed what transpires in the next three or four months.

    New Delhi: An intensive operation to clean the Yamuna floodplains, involving territorial army personnel, will be launched by Delhi Lieutenant Governor VK Saxena on Thursday, the Raj Niwas said in a statement.

    Saxena has directed the agencies concerned with the cleaning to ensure “drastic change” in the quality of river water within the next six months, it said.

    A 94-member company of the territorial army will be drafted to ensure ground level enforcement and monitoring of all untrapped drains and sub-drains that pollute the river, it said.

    The Lt Governor heads a high-level committee constituted by the National Green Tribunal (NGT) in January to oversee implementation of its orders with regard to cleaning of the Yamuna.

    The cleaning and rejuvenation work in the Yamuna and its floodplains has picked up within last one month, said the statement.

    In a meeting of the committee on Tuesday, the LG was informed by officials that 13 sub-drains of Najafgarh Drain were fully trapped and 3.03 km of trunk/peripheral sewer lines were completely desilted since January 20 when the panel met for the first time.

    In an inspection of 88 industrial units during the period, water and power connection of 12 polluting units were cut and a penalty of Rs 53 lakh was imposed.

    The officials informed the LG that so far, a 17-km stretch of Najafgarh Drain has been cleaned. Trapping of three untrapped major drains – Barapullah Drain, Maharani Bagh Drain, Mori Gate Drain – will be completed by September 2023. This will check the flow of 48.14 MGD of sewage into the Yamuna, officials informed.

    Under the Interceptor Sewer Projects (ISP), 76 untrapped sub-drains — 44 sub-drains of Najafgarh Drain, two falling into Shahdara Drain and 30 sub-drains of Supplementary Drains — will be completely trapped by September 2023, the officials assured the LG.

    Of the 76 sub-drains, 52 will be completely trapped by June 2023, they claimed further.

    Also, the faecal sludge (septage) management committee impounded 46 vehicles for unauthorised discharge of septage into the drains. A fine of Rs 12.77 lakh has been imposed, they said.

    The officials informed the LG that laying of sewer lines in 573 colonies is underway out of which, work in 264 colonies will be completed by June 2023 and in another 70 colonies by September 2023.

    Similarly, connection of drains in 639 JJ colonies with the sewer system is underway out of which 558 JJ colonies have been connected with the sewer system. Work in the remaining clusters will be completed by June 2023.

    During the meeting, the LG asked drain owning agencies – the PWD, the MCD, the DDA, the DJB, the DSIIDC – to physically inspect and submit within 15 days a report on all illegal sub-drains that are not in the official records of the agencies but are falling into the main drains, added the statement.

    New Delhi: Embattled Adani group has appointed accountancy firm Grant Thornton for an independent audit of some of its companies in a bid to come clean of the damning allegations levelled by the US short-seller Hindenburg Research and to assure investors and regulators.

    Sources said that the audit is primarily to show regulators like the Reserve Bank of India (RBI) that the group has nothing to hide and it is in compliance with relevant laws.

    The audit will specifically look into if there was any misappropriation or repatriation of funds and if loans were used for any purpose other than the one they were intended for.

    The audit, they said, would go a long way to show that the books are healthy and project executions are on track – something that the investors are keenly watching given the damage to market value that the Hindenburg report has caused.

    As the run on its shares continued, Adani Group had on Monday attempted to calm the market, saying its growth plans are intact, business plans are fully funded and it remains confident of delivering returns to shareholders.

    Market value of the group’s seven listed companies has halved since the January 24 report by the US-based short-seller Hindenburg Research alleged that Adani pulled “the largest con in corporate history” using offshore tax havens and stock manipulation.

    The group has denied all allegations, calling them “malicious”, “baseless” and a “calculated attack on India”. It called Hindenburg the “Madoffs of Manhattan”, referring to the late financier and fraudster Bernie Madoff.

    “Balance sheet of each of our independent portfolio companies is very healthy,” the group spokesperson had said. “We have industry leading development capabilities, strong corporate governance, secure assets, strong cash flows, and our business plan is fully funded.”

    The group debunked reports of a cut in growth goal and capex. Projects may be delayed but none is shelved or deferred and plans for expansion of solar, green hydrogen and airports were on track.

    “Once the current market stabilizes, each entity will review its own capital market strategy, be rest assured, we are confident in the continued ability of our portfolio to deliver superior returns to shareholders,” the spokesperson added.

    The Adani crisis has sparked worries of financial contagion in India and ability to carry on infrastructure projects.

    Last week, French oil major TotalEnergies said it would wait for the result of an independent audit before proceeding with investing in Adani Group’s USD 50 billion plans to make green hydrogen.

    According to Bernstein Research, Adani Green is capable of paying off all its debt of Rs 22,000 crore due in the financial year ending in March 2025, if it divests some renewable energy assets, seeks fresh equity capital from existing investors, or cancels some planned projects and avoids bidding for new ones.

    The spokesperson, however, termed questions over the group’s ability to fund projects and refinance debt as ‘unfounded speculation’.

    Last week, Moody’s Investors Service downgraded the ratings outlook for four Adani group companies to negative from stable, while index provider MSCI said it would cut the weightage of some of its stocks in its indices.

    Finance Minister Nirmala Sitharaman on Saturday said the country’s regulators are very experienced and are seized of the matter relating to the Adani Group crisis.

    “India’s regulators are very, very experienced and they are experts in their domain. The regulators are seized of this matter and they are on their toes as always, not just now,” she had said.

    The special session was announced by legislative leaders on Friday. By Monday afternoon, some of the first bills — including one designed to inoculate DeSantis’ controversial migrant relocation program from an ongoing lawsuit filed by a Democratic state senator — had already cleared its first stop.

    Many rank-and-file GOP legislators either shrugged off or joked when asked about the timing of the special session — which is coming just weeks ahead of their annual legislative session. But some acknowledged the bills teed up for passage would help DeSantis’s agenda.

    “Presidential campaigns aside, I have every interest in helping the governor,” said state Rep. Tom Leek, an Ormond Beach Republican and chairman of the main House budget committee which advanced the migrant proposal Monday. “What the governor is doing is helping the people of Florida.”

    The 12-day special session comes amid an increasingly busy time for DeSantis. He has a much anticipated autobiography due out at the end of this month — followed by appearances before GOP groups in Texas, California and Alabama. The regular legislative session will also kick off in early March, where lawmakers are expected to take up more high-profile proposals from the governor, including changes in Florida’s higher education system.

    Put it all together and it creates a ready-made checklist to sell to Republican primary voters if DeSantis officially joins the race later this year.

    Democrats cast the entire special session as a clean-up exercise and giving DeSantis “cover” for an expected presidential bid.

    “You have a governor who is overreaching and running for president so he is doing all these things because he can,” said state Rep. Dotie Joseph, a North Miami Democrat. “And you don’t have a Legislature to check him.”

    The DeSantis administration has found that its rapid-fire approach can lead to legal and political scrutiny. Multiple lawsuits have bogged down or prevented some of DeSantis’s top priorities over the last few years from going ahead, including on a law that dictates how race is taught in Florida.

    Three of the measures state legislators are expected to pass in the next two weeks center on actions that have given DeSantis plenty of national headlines but have been created a large amount of political blowback and legal scrutiny.

    DeSantis last year led the charge to dismantle the special district that had been controlled by Disney for more than 50 years after the entertainment conglomerate opposed a measure that banned discussion of gender identity or sexual orientation in classrooms up until third grade. DeSantis promised repeatedly that the state would resolve unsettled questions about outstanding bonds and debts affiliated with the special district. Under the latest proposal, the special district would be renamed and placed under control of appointees selected by the governor.

    “We’re not going to have a corporation controlling its own government,” DeSantis said again last week when he said the pending legislation would put the state in charge.

    Another measure aims to resolve legal questions about whether the statewide prosecutor had the authority to pursue voter fraud cases that were trumpeted by DeSantis last August. Some of the defendants that were swept up in the arrests have successfully used that question to challenge their charges.

    Lastly, legislators are poised to pass a bill that broadens the controversial migrant relocation program that resulted in the state paying to fly nearly 50 migrants from Texas to Martha’s Vineyard last year. A lawsuit has challenged the program, in part, because it was created in the state budget and not in a stand-alone law.

    But just as importantly, the bill would make it clear that DeSantis has authority to transport migrants from anywhere in the United States as opposed to limiting his actions to just those who are actually in Florida.

    State Rep. Kelly Skidmore, a Boca Raton Democrat, derided the legislation as a “get out of jail free” card to let DeSantis carry on a political stunt. Other Democrats, including President Joe Biden, have denounced DeSantis’ flights, saying the Florida governor is using vulnerable people as pawns to score political points.

    Lawmakers are pledging $10 million for the program, although state Rep. Tom Gregory, a Republican from southwest Florida, questioned why legislators weren’t considering whether to spend as much as $50 million or $100 million on relocation.

    Rep. Randy Fine, a Brevard County Republican, also gave a forceful defense of the program after it was assailed by Democrats by saying that shipping migrants to “blue states” may prompt President Joe Biden to “care” about criticisms about border security.

    “This will hopefully make that day come faster,” Fine said.
