    “We do not have a contract with a dictatorship and once there is a de-facto dictatorship in Israel, we do not have a contract with them,” he said of the military. (Barak clarified that he was certain soldiers would obey orders if the country’s survival was in jeopardy.)

    Netanyahu’s package of judicial reforms would essentially strip his nation’s Supreme Court of its independence and defang the nation’s courts by making it possible for the government to pass legislation that can’t be reviewed in the courts. Netanyahu and his backers say the legislation is necessary to curb the power of renegade judges.

    Opponents of the measure, some of whom have taken to the streets to protest over the last 10 weeks, insist the legislation could undermine the democratic nature of the country by eliminating safeguards.

    “These are not judicial reforms,” Livni told Zakaria. “It is about changes of the nature of Israel as a democracy.”

    She added: “The politicians in the government and the parliament can legislate, but the Supreme Court could and should supervise human rights.”

    The appointment of the appointees shall be subject to the following conditions :

    a. That the emoluments of the appointee shall be governed under S.O 194 dated 17.06.2020 as extended vide government order No. 586 JK GAD of 2021 dated 17.07.2021.

    b. That the appointee shall give an undertaking in the shape of an affidavit to the effect that if on verification, genuineness of the qualification, migrant, domicile and category (if any) certificates from the concerned issuing authority are found fake/forged, the claim of the appointee
    for appointment shall be deemed to have been cancelled abi-initio.

    c. The salary of the appointee shall be drawn and disbursed by the concerned Drawing and Disbursing Officer after receipt of satisfactory report in respect of documents as mentioned at (b).

    d. The interse-seniority of the appointee shall be as per the list as communicated by J&K Service Selection Board.

    e. The appointment and other terms and conditions shall be dated 30.12.2009 issued by Revenue Department.

    f. The appointment of the candidate shall be governed by the vide SRO-400 of 2009 dated 24.12.2009.

    g. The appointment is subject to the outcome of any writ petitions (s) if any pending before of competent jurisdiction.

    The appointee shall report to the Assistant Directors – Food, Civil Supplies and Consumer Affairs, Kashmir as shown against each and shall be allowed to join only on production of the following documents/ certificates (in original) wherever applicable to be verified subsequently:-

    1. Academic Qualification Certificate(s).

    2. Date of Birth Certificate.

    3. Domicile Certificate.

    4. Health Certificate from the concerned Chief Medical Officer.

    5. No loan certificate under Self Employment Scheme from DIC concerned and Employment Department.

    PARIS — A controversial video surveillance system cleared a legislative hurdle Wednesday to be used during the 2024 Paris Summer Olympics amid opposition from left-leaning French politicians and digital rights NGOs, who argue it infringes upon privacy standards.

    The National Assembly’s law committee approved the system, but also voted to limit the temporary program’s duration until December 24, 2024, instead of June 2025. 

    The plan pitched by the French government includes experimental large-scale, real-time camera systems supported by an algorithm to spot suspicious behavior, including unsupervised luggage and alarming crowd movements like stampedes.  

    Earlier this week, civil society groups in France and beyond — including La Quadrature du Net, Access Now and Amnesty International — penned an op-ed in Le Monde raising concerns about what they argued was a “worrying precedent” that France could set in the EU. 

    There’s a risk that the measures, pitched as temporary, could become permanent, and they likely would not comply with the EU’s Artificial Intelligence Act, the groups also argue. 

    About 90 left-leaning lawmakers signed a petition initiated by La Quadrature du Net to scrap Article 7, which includes the AI-powered surveillance system. They failed, however, to gather enough votes to have it deleted from the bill. 

    Lawmakers also voted to ensure the general public is better informed of where the cameras are and to involve the cybersecurity agency ANSSI on top of the privacy regulator CNIL. They also widened the pool of images and data that can be used to train the algorithms ahead of the Olympics.

    The bill will go to a full plenary vote on March 21 for final approval.

    Civil Aviation Research Organisation to be ready in Hyderabad by July

    Hyderabad: The Civil Aviation Research Organisation (CARO), which is coming up at Begumpet airport here, will be ready by July 2023, Union Minister G. Kishan Reddy announced on Friday.

    The minister for tourism, culture and development of the northeast said that the facility is being constructed at a cost of Rs 400 crore.

    He said CARO would be a platform for advanced research in civil aviation and the facility would be equipped with the most advanced technology in Asia.

    Reddy, who is a Member of Parliament from Secunderabad, described this as another gift from the Narendra Modi government for Telangana.

    The minister stated that CARO will undertake research required for technical advancements in the civil aviation sector in the coming days. The facility with international standards is coming up under the auspices of the Airports Authority of India.

    The organisation will be equipped with research and development facilities for air navigation, air traffic management and communications.

    The facilities will include domain simulators, network emulators, surveillance labs, navigation systems, emulation and simulation labs, cyber security and threat analysis labs.

    Kishan Reddy also thanked Prime Minister Narendra Modi on behalf of the people of Telangana for deciding to set up this world-class research centre at Begumpet airport in Hyderabad.

    SRINAGAR: The Divisional Commissioner (Div Com) Kashmir, Vijay Kumar Bidhuri and Commissioner SMC, Athar Aamir Khan along with senior officials from Srinagar Municipal Corporation on Saturday held a detailed meeting and discussion with the representatives of various trade federations to discuss the proposed property tax within Srinagar Municipal limits.

    Kashmir Chamber of Commerce & Industry, Kashmir Hoteliers Association, PHD Chamber of Commerce and Industries, KCIF, KTMF, CCIK, Kashmir Economic Alliance and many other trade federations and civil society bodies attended the meeting.

    Div Com and Commissioner SMC gave a detailed presentation to all stakeholders about the property tax. The process and method of property tax calculation was discussed with the members present.

    It was impressed that the property tax adopted by J&K is a progressive model. The tax to be collected will go into the account of the local bodies only and will be used for the development of the respective city only. The Tax rates are among the lowest in the country, they informed.

    The members present calculated the model test cases of commercial as well as residential properties.

    The tax is to be paid annually not monthly and Residential properties up to 1000 sqft have been exempted from the tax so are the agricultural land and the religious places.

    The tax slabs have been kept in a very progressive manner so that the distributive Justice is taken care of.

    Meanwhile, the property tax will be effective from 1st April, 2023.

    The officials also defended the furor of criticism of what some see as a delayed response by the administration, in particular DOT Secretary Pete Buttigieg who did not speak publicly about the derailment until over a week after it happened, by saying an evacuation order was in place early on because of the danger of an explosion and local authorities were telling people to stay out of the area. Beyond that, they said that visits by high-ranking officials can create a distraction to crews working on the ground.

    Officials on the call touched on the debate over whether electronically controlled pneumatic brakes could have averted the disaster. In 2015, after a National Academy of Sciences study could not find conclusively that they were better than other braking options, a rule that would have mandated their use on certain trains carrying very dangerous substances was withdrawn under the Trump administration, as required by statute.

    “We got an avalanche of lawsuits opposing it immediately after we finalized it, which was in 2015,” one administration official said. “In 2016, Congress created a new bar for the cost-benefit analysis of the rule and directed us to essentially revisit it, with additional costs to consider.”

    “So we found the safety benefit benefit was sufficient,” the official went on. “Then Congress weighed in. So that created an artificially higher bar for that rule and demonstrated a lack of support for that portion of the rule.”

    On Thursday, NTSB Chair Jennifer Homendy took to Twitter to insist that “even if the rule had gone into effect, this train wouldn’t have had ECP brakes” because it would have “applied ONLY to HIGH HAZARD FLAMMABLE TRAINS.”

    “The train that derailed in East Palestine was a MIXED FREIGHT TRAIN containing only 3 placarded Class 3 flammable liquids cars,” she explained.

    Several administration officials on the call said that ECP brakes have safety benefits and challenged Congress to act, since legislative action is quicker than regulatory action.

    Officials also spoke about a pending rule that would require freight trains to have at least two crew members on board and to keep a sufficient maintenance and inspection workforce, saying it is “important it is not to curtail mechanical and brake safety inspections” as well as “making sure that the right people within the railroads are conducting those investigations.”

    They also noted that the Biden administration has reinstituted audits of the railroads after they were suspended by the Trump administration.

    Hyderabad: Prof. Faizan Mustafa, former Vice Chancellor of Nalsar University, while delivering a memorial lecture at Maulana Azad National Urdu University has said that implementation of uniform civil code in a country like India is a challenging task. The culture of every state is different. Governments and political parties make promises of implementation of uniform civil code as election jumlas, but are forgotten after elections.

    The Department of Women Education organized a Commemorative Lecture in collaboration with Safdarya Girls High School. Prof. Fatima Ali Khan, former President, Department of Geography, Osmania University was the chief guest. A documentary on the life of social reformer and pioneer of women’s education in Hyderabad, Sughra Humaun Mirza, was also screened.

    Prof. Faizan Mustafa said that the uniform civil code cannot be opposed on the basis of freedom of religion for a long time. Instead, the right to culture under Article 29 of the Constitution can be the best shield. Article 29 of the Constitution can be introduced to prevent the implementation of uniform civil code.

    He said that in the past, women’s education was not given attention. At such a time, it is a great achievement for Sughra Humaun Mirza to study and inspire others.

    Vice Chancellor Urdu University Prof. Syed Ainul Hasan in his presidential address said that it is important for girls and women to be educated in competitive times. He paid tribute to the services of Sughra Humaun Mirza and said that the institutions established in her name are running successfully.
