    Supporters insist he is robust, expects the very best – and will even concede that he is demanding. But after an inquiry into eight complaints, involving 24 people and spanning four years, found Dominic Raab’s conduct in some instances “involved an abuse or misuse of power in a way that undermines or humiliates”, the former justice secretary resigned. Yet he has not gone quietly, defiantly insisting that the report by Adam Tolley KC sets a “dangerous precedent” by lowering the threshold for what is considered bullying.

    Raab has blamed instead “activist civil servants” who could not cope with being told that their work was not up to the standard he expected. And he says he worries that it “will be the public that pay the price” if politicians can not do that without being accused of bullying behaviour.

    Pippa Crerar, the Guardian’s political editor, broke the story that first outlined the accusations of bullying against Dominic Raab. She explains how some civil servants felt they had been pushed to breaking point by the politician, and tells Nosheen Iqbal what the fallout could mean for Raab’s political future, and for Rishi Sunak’s government.

    Hyderabad: Managing Director Hyderabad Metro Rail Limited N V S Reddy was facilitated by the 21st Century IAS Academy here on Sunday.

    The academy was celebrating Civil Service Day. The award was handed over by the former Vice President of India M Venkaiah Naidu to Reddy for the latter’s innovations and the outstanding contribution made in the field of public service.

    Reddy spoke about the numerous hurdles and delays he and his team met during the construction of metro projects. “We faced many problems in the form of court cases, campaigns, protests. Even my effigy was burnt. But this did not deter me to achieve my goal,” Reddy said while accepting the award.

    He advised young civil service aspirants to aim high. Civil service is a rare opportunity for any one to serve the nation, he pointed out.

    Coordination between federal agencies responsible for counterterrorism and their state and local counterparts — a crucial ingredient of the overall law-enforcement effort — is also a serious problem. There is no federal mandate for state and local authorities to report to federal authorities, so federal agencies must proactively elicit their cooperation. But non-federal agencies often have little interest in this work, because they entertain lower threat perceptions, contentious legal understandings or adverse conceptions of the role of government.

    In exceptional cases, county law-enforcement officials may not regard a vocally anti-government gun owner as a present danger or even as ideological, and may consider the state government the highest one to which they are answerable. And while most state and local officers are duly concerned about employee grievances, which often do produce mass-casualty events, many of these officers are indifferent to ideological ones.

    The net effect is that there is no nationwide structure that provides federal agencies with effective interlocutors at the state or local level. Some pockets of excellence exist, but they are not replicated at scale. Furthermore, while U.S. intelligence agencies have the capabilities needed to map far-right groups, for good constitutional reasons they can’t freely apply those capabilities at the domestic level.

    The face of the state, therefore, is federal law enforcement — and this is no more conducive to winning hearts and minds in the U.S. hinterland than it is in the fight against Muslim extremism in Leeds or Molenbeek. At the same time, gaps in domestic counterterrorism arrangements leave space for far-right radicalism to continue to flourish.

    By virtue of Jan. 6 and the increasing normalization of domestic political violence, senior U.S. officials already have strategic warning. That means they most value tactical warning, yet that’s harder to come by. In terms of combustibility, of course, the United States is not comparable to Bolshevik Russia and Enrique Tarrio is no Vladimir Lenin. U.S. militia groups do not appear to be strongly networked. Yet it would be imprudent to assume that the MAGA movement is still just an inchoate insurgency, as its grievances are widely shared. Law enforcement’s limitations suggest that the key factor in staving off civil breakdown is not state power but rather political dynamics.

    SRINAGAR: Dr Shahid Iqbal Choudhary, CEO Mission Youth J&K and Secretary to the Government, along with DC Baramulla Dr Syed Sehrish Asghar, have been chosen to receive the prestigious Prime Minister’s Award for Excellence in Public Administration, which is India’s highest honor in civil services. Lieutenant Governor Manoj Sinha has congratulated both Dr Choudhary and Dr Asghar on their accomplishment.

    Shahid has become the first person to win the PM award for the third time, thanks to his innovative work with Mission Youth, which has put J&K at the forefront.

    Meanwhile, Sehrish received the award for excelling in the Aspirational Districts category, specifically for her work in Baramulla district. The key achievements of Baramulla’s Aspirational District Programme that led to the Deputy Commissioner’s recognition include the creation of Birth Waiting Wards in Primary Health Centres and Community Health Centres, diagnostic service upgrades at all delivery points, and the distribution of Poshan Tracker Tabs to all Anganwadi workers.

    The Deputy Commissioner provided farmers with support through various measures such as plant protection, nursery strengthening, robust root stocks, and quality planning material.

    Additionally, a marketing facility was established in Sopore, the second largest Fruit Mandi in Asia. In the district, Severe Acute Malnutrition rates dropped from 3% to 0.01% and Moderate Acute Malnutrition rates reduced from 11.93% to 0.039%. To address the critical health sector gap, a two-year paramedical diploma course has been launched for 300 students in the border area. Lastly, 56,215 PM Jan Dhan Yojana accounts have been opened in Baramulla district as part of the financial inclusion initiative.

    New York: Former US President Donald Trump is heading back to New York City for a civil trial after filing a $500 million suit against his former lawyer, Michael Cohen — the prime witness against him in the criminal case against him.

    In the case filed in a federal court in Florida on Wednesday, Trump alleged that Cohen had violated his contract with him as his lawyer, disclosed confidential information and spread “falsehoods”.

    Cohen had acted as Trump’s “fixer” paying $130,000 to adult film actress Stormy Daniels to buy her silence after she claimed to have had an affair with the former President.

    That is one of the elements in the 34 charges filed last week against Trump by Manhattan Prosecutor Alvin Bragg who alleges that the payoff was illegally disguised as a lawyer’s fees.

    Cohen was convicted on tax and election finance charges in connection with the payoff.

    On Thursday, Trump is scheduled to participate in a legal process called deposition in connection with a $250 million civil lawsuit filed by New York’s Attorney General Letitia James against the former President, three of his children involved in his business and the Trump Organization alleging they falsified financial statements to obtain loans.

    In a deposition, the accused or witnesses appear before lawyers away from a courtroom without the judge being present and their testimony and cross-examination are recorded and presented at trial to cut the actual trial time in court with a judge.

    Last August, a deposition was taken with Trump in the case during which he is reported to have refused to answer about 400 questions claiming constitutional protection against being made to make self-incriminating statements.

    He does not face prison term in the civil case, but that is a possibility if he is convicted in the New York criminal case or any others that arise in the ongoing investigations by a prosecutor in Georgia into whether he tried to manipulate the 2020 election results there or by a federal special attorney into his role in last year’s riot that resulted in an attack on the Capitol by his supporters and into his handling of secret documents.

    On Tuesday, Trump told a Fox News interviewer that he intends to run for President in next year’s election even if he is convicted.

    Asked if he would back out if convicted, Trump said: “I’d never drop out; it’s not my thing, I wouldn’t do it.”

    The US Constitution does not bar a convict from running for President.

    Adding to the web of litigation, Bragg filed a federal case against Republican Representative Jim Jordan, the chair of the House of Representatives Judicial Committee, to block the panel’s investigation into his prosecution of Trump.

    Jordan has alleged that Bragg’s prosecution was political.

    Meanwhile, the Judiciary Committee is bringing its battle with Bragg to his home turf holding a hearing on crime in the city.

    The committee said that it would probe how what it called “Bragg’s pro-crime, anti-victim policies” contributed “to an increase in violent crime”.

    Bragg had been criticised even by his own party leaders for being lax in prosecuting violent crimes or keeping violent offenders in custody.

    Major crimes soared 22 per cent last year across New York City, but there are signs it is ebbing with a drop of 5.6 per cent in February.

    The prosecutions against Trump are expected to gain momentum as the Republican Party campaigns for the presidential nomination get underway starting in August with the first candidate’s debate.

    The only candidates to officially announce their run against Trump are former Arkansas Governor Asa Hutchinson and two Indian-Americans — Nikki Haley, a former member of his cabinet; and Vivek Ramaswamy, an entrepreneur and author.

    Republican Senator Tim Scott, an African-American who was first appointed to the Senate by Haley when she was the governor of South Carolina, announced on Wednesday that he was setting up a committee to explore a run for the nomination.

    Florida Governor Ron DeSantis, who is considered a front-runner to challenge Trump, has not announced his candidacy, and neither have former Vice President Mike Pence and former Secretary of State Mike Pompeo who were considering joining the race.

    Trump is far and away the leader for the Republican nomination to take on President Joe Biden, with 51.7 per cent support and a lead of 26.7 per cent over nearest rival DeSantis, according to an aggregation of polls by RealClear Politics.

    Despite facing criminal charges Trump was 1.7 per cent ahead of Biden, 44.1 per cent to 42.7 per cent, according to the latest RealClear Politics aggregation, with Trump’s lead widening in two of the three polls conducted after his indictment on March 30.

    Aden: Yemen government officials have gathered in Saudi Arabia to discuss a comprehensive three-year peace plan to end the country’s prolomged civil war, a diplomat said here.

    “Saudi Defence Minister Khalid bin Salman held a meeting on Thursday with Rashad Al-Alimi, chairman of Yemen’s Presidential Leadership Council (PLC), and other high-ranking Yemeni government officials in Riyadh, during which he presented the kingdom’s plan for peace in Yemen,” the diplomat told Xinhua news agency late Friday.

    The proposed plan, which is based on a series of back-channel negotiations between Saudi Arabia and the Houthi militia in Muscat for the past few months, has three main stages that will be implemented over a period of three years, he said, adding the Yemeni officials have already shown their initial support for the plan.

    The first phase of the plan, according to the source, is “a six-month truce between warring factions in Yemen, during which hostilities will cease and efforts will be made to rebuild trust and lay the groundwork for peace”.

    The second phase would entail a dialogue to address key issues and grievances among the various Yemeni factions and reopen the closed roads, airspace and seaports.

    The third stage would be a two-year transitional period during which a new and inclusive government would be established, paving the way for long-term stability and peace in the country, according to the official.

    A truce agreement between the Yemeni government and the Houthi rebel group is likely to be announced in the coming days, the official added.

    Meanwhile, another Yemeni government official confirmed to Xinhua that Muhammad Al Jaber, the Saudi Ambassador to Yemen, along with an Omani delegation, is planning to meet Houthi leaders in Sanaa to discuss the “the final arrangements” of the truce.

    Oman and the UN have mediated previous rounds of negotiations between the Yemeni government, Saudi Arabia, and the Houthi rebels.

    Muscat’s role has been crucial in facilitating talks and maintaining good relations with both parties.

    Yemeni observers hope that the proposed peace plan will be a viable solution to the ongoing conflict and alleviate the country’s humanitarian crisis.

    The UN has been working to broker a political solution to the conflict, but previous attempts have failed due to a lack of trust between the warring parties and continued violence on the ground.

    Yemen has been embroiled in a devastating civil war since 2014, with the Houthis fighting against the internationally-recognised government.

    The Saudi Arabia-led coalition intervened in the conflict in support of the Yemeni government in 2015.

    Hyderabad: The Telangana High Court on Wednesday issued orders suspending Bommathi Bhavani, principal junior civil judge and additional metropolitan magistrate, Rangareddy District, at Kukatpally.

    Bhavani faced allegations that she freed an accused in a narcotics case on personal bail despite evidence presented before her.

    Hence, a decision based on a letter from the Principal District Judge, Rangareddy, as well as the report of the Cyberabad Police Commissioner, and other evidence against her was made.

    The Vigilance Wing of the HC decided to initiate disciplinary proceedings against her in accordance with the provisions of the Telangana Civil Services (CC&A) Rules, 1991 after the court concluded that the judicial officer was guilty of grave misconduct.

    New Delhi: Apex investigating agency Central Bureau of Investigation (CBI) has registered 110 cases against 166 Civil Service Officers since the year 2018.

    “During the last five years including 2018, 2019, 2020, 2021, 2022 and 2023 (upto February 28, 2023), CBI has registered 110 cases against 166 number of Civil Service Officers,” said a reply by MoS, Personnel, Public Grievances and Pensions, Jitendra Singh in Lok Sabha on Wednesday.

    The All India Services (Conduct) Rules, 1968 and Central Civil Services (Conduct) Rules, 1964 lay down the Code of Conduct for Central Government employees to which every member of the Service shall, at all times, follow.

    Colombo: The head of Indian Institute of Good Governance shared India’s experience to improve the performance of civil service using information technology with Sri Lankan President Ranil Wickremesinghe, who expressed interest in replicating this in his country.

    The President met Bharat Lal, Director General of the Indian Institute of Good Governance, who visited Sri Lanka to discuss potential ways to enhance the country’s civil service and improve government institution performance by implementing effective monitoring measures.

    At the meeting at the President’s official residence on Saturday, Lal “shared
    how India was successful in integrating information technology into civil service”, the President Media Division (PMD) stated.

    “India’s success in incorporating information technology into public service delivery, has resulted in significant progress and cost savings,” he told the Sri Lankan head of state.

    During the discussion, President Wickremesinghe urged Lal’s assistance in establishing a University of Governance and Public Policy in Sri Lanka.

    On Friday, launching a master plan to digitalise the country’s economy by 2030, the President vowed to build a digitalised modern Sri Lanka by digitalising the government sector. He said that a Committee of Cabinet Ministers would be set up to ensure that the government sector digitalisation would be done speedily.

    He said that it is a duty of the government to accelerate the digitalisation.

    During the Saturday discussion with President Wickremesinghe, Lal was accompanied by Indian High Commissioner in Colombo, Gopal Baglay.
