    Delhi: External Affairs Minister S Jaishankar on Thursday conveyed to his Chinese counterpart Qin Gang at a meeting that the state of India-China relations is “abnormal” as their talks focused on addressing the challenges in bilateral ties, especially that of peace and tranquillity in the border areas.

    Jaishankar’s first in-person meeting with Qin came on the sidelines of the G20 foreign ministers conclave amid the over 34-month-long border row in eastern Ladakh. Qin took charge as Chinese foreign minister in December, succeeding Wang Yi.

    “It’s our first meeting after he took over as foreign minister. We spent maybe about 45 minutes talking to each other and the bulk of our conversation, understandably, was about the current state of our relationship, which many of you have heard me describe as abnormal,” Jaishankar told reporters.

    “And those were among the adjectives that I used in that meeting. There are real problems in that relationship that need to be looked at, that need to be discussed very openly and candidly between us,” he said.

    The external affairs minister said the thrust of the meeting was on the bilateral relationship.

    “We also had a brief discussion on what was happening in the G20 framework. But the thrust of the meeting was really on our bilateral relationship and the challenges in the bilateral relationship, especially that of peace and tranquillity in the border areas,” he said.

    Qin arrived in Delhi on Thursday morning to attend the G20 meeting hosted by India under its presidency of the influential grouping.

    “Met Chinese Foreign Minister Qin Gang on the sidelines of #G20FMM this afternoon. Our discussions were focused on addressing current challenges to the bilateral relationship, especially peace and tranquillity in the border areas,” Jaishankar said on Twitter earlier.

    “We also spoke about the G20 agenda,” he said.

    Qin also had a meeting with Russian foreign minister Sergey Lavrov.

    In an address at the G20 foreign ministers’ meeting, Qin highlighted China’s peace plan to resolve the Ukraine conflict.

    “Global development and prosperity cannot be achieved without a peaceful and stable international environment. With this in mind, China has put forward the Global Security Initiative, and issued the position paper on the political settlement of the Ukraine crisis,” he said.

    “China will always stand on the side of peace, actively promote peace talks, and play a constructive role,” he said.

    In his remarks, he also said that the G20 must contribute to global development and prosperity.

    “The G20 is the premier forum for international economic cooperation. Faced with a volatile international situation and rising global challenges, the G20 must rise to the occasion, enhance cooperation, and contribute its share to global development and prosperity,” he said.

    India has been maintaining that its ties with China cannot be normal unless there is peace in the border areas.

    The talk between the foreign ministers came nearly eight months after Jaishankar held a meeting with the then-Chinese foreign minister Wang Yi in Bali on the sidelines of a G20 meeting.

    At the hour-long meeting on July 7, Jaishankar conveyed to Wang the need for early resolution of all the outstanding issues in Eastern Ladakh.

    The external affairs minister had told Wang that the relationship between the two countries should be based on “three mutuals” — mutual respect, mutual sensitivity and mutual interests.

    In line with a decision taken at the 16th round of military talks, the two sides carried out disengagement from Patrolling Point 15 in the Gogra-Hotsprings area in September last year.

    But the face-off between the two of the planet’s biggest military forces lingered on in Demchok and Depsang regions though the Indian side pressed for completion of the disengagement in remaining friction points at the earliest.

    On February 22, India and China held in-person diplomatic talks in Beijing and discussed proposals for disengagement in the remaining friction points along the Line of Actual Control (LAC) in eastern Ladakh in an “open and constructive manner”.

    The meeting took place under the framework of the Working Mechanism for Consultation and Coordination on India-China Border Affairs (WMCC).

    The eastern Ladakh border standoff erupted on May 5, 2020, following a violent clash in the Pangong lake area.

    The ties between the two countries nosedived significantly following the fierce clash in the Galwan Valley in June 2020 that marked the most serious military conflict between the two sides in decades.

    As a result of a series of military and diplomatic talks, the two sides completed the disengagement process in 2021 on the north and south banks of the Pangong lake and in the Gogra area.

    It is only the Congress party that can build a modern and progressive India. “In this fight for building a modern and progressive India, Rajiv Gandhi will always remain a source of inspiration for the Congress party and the youth of our country,” Kharge added.

    Want to blow a kiss to your distant crush? A Chinese contraption with hot, mobile silicone “lips” seems to have just the solution.

    The device, billed as a way to allow long-distance couples to share “real” physical intimacy, is causing a buzz among Chinese social media users, who have reacted with intrigue and shock.

    Equipped with pressure sensors and actuators, the device is capable of imitating a real kiss, replicating the pressure, movement and temperature of the user’s lips.

    Along with the movement of the kiss, it can also transmit the sound the user makes.

    However, while many social media users saw a funny side to the device, others criticized it as “vulgar” and “creepy”. Some have expressed concern that minors might buy and use it.

    “I don’t understand (the device) but I’m totally shocked,” said one of the top comments on Weibo.

    On the Twitter-like platform, various hashtags about the device racked up hundreds of millions of views last week.

    To send a kiss, users need to download a mobile app and plug their device into their phone’s charging port. After pairing with their partners on the app, couples can start a video call and broadcast replicas of their kisses to each other.

    According to China’s state-owned Global Times, the invention was patented by the Vocational Institute of Mechatronics Technology in Changzhou.

    “At my university, I had a long-distance relationship with my girlfriend, so we only spoke on the phone. That’s where the inspiration for this device came from,” said Jiang Zhongli, the main inventor of the design, according to the Global Times.

    He said Jiang had applied for a patent in 2019, but the patent expired in January 2023 and Jiang was now hoping someone else could expand and perfect the design.

    A similar invention, the “Kissinger”, was released by the Imagineering Institute in Malaysia in 2016. But it came in the form of a touch-sensitive silicone pad rather than realistic-looking lips.

    Though advertised for long-distance relationships, the Chinese device also allows users to anonymously pair up with strangers in the app’s “kiss square” function. If two strangers match and like each other, they can ask to kiss each other.

    Users can also “upload” their kisses into the app for others to download and experience.

    On China’s largest online shopping site, Taobao, dozens of users shared their reviews of the device, which costs 288 yuan (R$ 225).

    “My partner didn’t believe that (remote) kissing could be achieved at first so her jaw dropped when she used it… This is the best surprise I gave her during our long distance relationship,” commented one user.

    “Thank you technology.”

    New Delhi: The Enforcement Directorate (ED) on Monday said that they have arrested middleman Jeetendra Prasad and Delhi government school Hindi teacher Dinesh Singh Kushwaha for allegedly receiving Rs 2.60 crore from an accused involved in Powerbank app (Chinese loan app) case for getting his work done.

    This is the same Chinese app by which Chinese lenders cheated Indian nationals to the tune of Rs 250 crore.

    The two were produced before a special PMLA court which sent them to ED custody till March 3.

    “Cash of Rs 47.5 lakh, forged summons, notices, duplicate official stamps were recovered during searches conducted at the house of Jeetendra Prasad,” the official said.

    The company is likely to use the teardrop hinge design for its upcoming Galaxy Z Fold 5 and Galaxy Z Flip 5 devices.

    It is expected that the company’s top priority for 2023 is to make its foldable phones thinner.

    Last week, display analyst Ross Young had also claimed that Samsung will make displays for its upcoming foldable devices.

    Meanwhile, last month, it was reported that the Galaxy Z Fold 5 will feature a “droplet” style hinge that will likely lessen its display crease.

    Wshington: The US Department of Defense (DOD) has released a selfie image taken by an American pilot which shows the suspected Chinese spy balloon that was shot down earlier this month.

    The selfie, taken by the pilot of a U-2 spy plane, shows the shadow of the aircraft on the balloon and a clear image of the latter’s payload as it crossed across the continental US, CNN reported.

    The suspected spy balloon, which was first spotted by the US on January 28, was shot down on February 4 by an American F-22 fighter jet.

    The officials waited until the “strange object” was safely over water before shooting it down.

    The balloon was retrieved off the coast of Myrtle Beach in South Carolina on February 5.

    A senior State Department official said earlier this month that fly-bys “revealed that the high-altitude balloon was capable of conducting signals intelligence collection operations”.

    The image, which was released on Wednesday was taken the day before the balloon the shot down, has reportedly “gained legendary status” inside the Pentagon, reports the BBC.

    The balloon was said to be hovering at 60,000 fee in the air. U-2 spy planes routinely fly at altitudes over 70,000 feet, according to the Air Force.

    The single-seater reconnaissance and surveillance aircraft, nicknamed the Dragon Lady, were previously flown by the CIA.

    Pilots are required to wear full pressure suits similar to those worn by astronauts.

    Recovery efforts for the balloon’s scattered remnants in the Atlantic Ocean ended on February 17.

    Pieces of the debris were transferred to the Federal Bureau of Investigation Laboratory in Virginia to be studied further, reports CNN.

    Deputy Pentagon press secretary Sabrina Singh said in a briefing on Wednesday that the payload of the balloon had been recovered.

    Beijing: China’s ruling Communist Party as well as the state institutions will undergo a major revamp at a key meeting of the party to be held here next week, it was announced here on Wednesday.

    The Central Committee of the Communist Party of China (CPC) headed by President Xi Jinping will hold its second plenary session from February 26 to 28, an official press release after the political bureau meeting of the Party held here on Tuesday said.

    The Political Bureau discussed the draft plan on the reforms of Party and state institutions, which will be submitted to the second plenary session of the Central Committee for review, it said without disclosing the details of the planned reforms.

    The Central Committee which is the top policy of the party was elected at the once in five-year Congress of the party held in October last year and consisted of 203 members and 168 alternate members.

    Xi, 69, was re-elected for an unprecedented third five-year term by the Congress.
    The Central Committee plenary session will be held ahead of the annual session of China’s Parliament, the National People’s Congress (NPC) and the top advisory body the China People’s Political Consultative Conference (CPPCC).

    The two bodies were scheduled to meet in the first week of next month.

    After the NPC annual session, China will unveil a new leadership, including a new Premier to succeed the incumbent Li Keqiang who is retiring.

    Barring Xi, almost all officials at the top are expected to be replaced.

    Washington: Amidst strained ties over an alleged Chinese spy balloon, US Secretary of State Antony Blinken on Saturday met his Chinese counterpart Wang Yi and raised “the unacceptable” violation of American sovereignty and warned that Beijing’s material support to Moscow over Ukrainian war would attract sanctions.

    The meeting on Saturday between the two top American and Chinese diplomats took place on the margins of the Munich Security Conference.

    “The Secretary directly spoke to the unacceptable violation of US sovereignty and international law by the PRC high-altitude surveillance balloon in US territorial airspace, underscoring that this irresponsible act must never occur again,” State Department Spokesperson Ned Price said.

    “During the meeting, Blinken made clear the United States will not stand for any violation of our sovereignty, and that the Chinese high-altitude surveillance balloon programme which has intruded into the airspace of more than 40 countries across five continents has been exposed to the world,” he said.

    Blinken also raised the Russia-Ukraine war during the meeting with Chinese Foreign Minister Wang Yi.

    “On Russia’s brutal war against Ukraine, the Secretary warned about the implications and consequences if China provides material support to Russia or assistance with systemic sanctions evasion,” Price said.

    Blinken condemned the ICBM test by North Korea as the latest destabilizing act carried out by Pyongyang, and emphasized the need for responsible powers to respond to such significant international challenges.

    During the meeting, Blinken reaffirmed there had been no change to the longstanding ‘One China’ policy of the US, and he underscored the importance of maintaining peace and stability across the Taiwan Strait, the spokesperson said.

    “The Secretary reiterated President Biden’s statements that the United States will compete and will unapologetically stand up for our values and interests, but that we do not want conflict with the PRC (People’s Republic of China) and are not looking for a new Cold War,” Price said.

    Blinken underscored the importance of maintaining diplomatic dialogue and open lines of communication at all times, he said.

    Bloomberg first reported on Monday that Blinken was considering meeting with Wang at the conference, which opened Friday and continues through Sunday.

    But there are signs that Blinken is operating under the assumption that a Munich meeting with Wang Yi is highly likely. “Some of the officials who would need to be there for such a meeting left with Blinken to Munich in anticipation of a potential meeting,” said a third Washington, D.C.-based diplomat familiar with the trip’s participants. All three diplomats spoke on condition of anonymity because they weren’t authorized to give public statements about the negotiations.

    The meeting would be the first face-to-face attempt by the Biden administration to address the Chinese spy balloon the U.S. shot down off the coast of South Carolina a week ago.

    The potential meeting carries political risk for President Joe Biden, who is trying to balance his administration’s desire to maintain “open lines of communication” with Beijing amid a widening bipartisan uproar about what both a House and a Senate resolution have declared was a “brazen violation” of U.S. sovereignty.

    Already tense relations have only been souring since the Pentagon revealed the balloon’s presence over the northwestern U.S. earlier this month. Blinken postponed his originally planned Feb. 5-6 trip to Beijing in response to the incursion. Biden said on Thursday that he’d make “no apologies” for the balloon’s destruction and that he’d be speaking to Chinese leader Xi Jinping to “get to the bottom” of the incident.

    The Chinese government has insisted the balloon was a civilian airship for meteorological purposes and has criticized its destruction as “a trigger-happy overreaction.” Chinese Foreign Ministry spokesperson Wang Wenbin signaled a softening in Beijing’s position called on Thursday by calling for bilateral ties to shift to “the track of sound and steady development.”

    Beijing: Efforts to revive China’s economy have become “complicated” with growing global competition to attract investment, President Xi Jinping has said, calling for steps to forestall and defuse major economic and financial risks, including those arising from the property sector and the piling local government debt.

    In an article published in the official media on the subject “State of the Country’s Economy”, Xi said that more efforts should be made to attract and utilise foreign investment.

    In a tacit admission of the disquieting state of the world’s second-largest economy which last year shrank to three per cent registering its second lowest growth rate in 50 years, Xi said that economic work in 2023 is complicated and the efforts to revive it should focus on the major problems and start with improving public expectations and boosting confidence in development.

    In the article that is originally in the Chinese language and published in an official magazine, Xi, also the general secretary of the ruling Communist Party of China, noted that international competition for attracting investment is becoming more intense.

    China, regarded as the factory of the world for decades, faced an increasing shift of international investments to several countries, including India, in the last few years due to three years of zero Covid policy as well as the government crackdown on big tech industries.

    Last year the annual Gross Domestic Product (GDP) of China totalled USD 17.94 trillion in 2022, falling below the 5.5 per cent official target.

    The slow pace was blamed mainly on the strictly implemented zero-Covid policy leading to periodic lockdowns and the ruling Communist Party’s crackdown on big industrial firms besides the lingering real estate crisis.

    This is the slowest growth of the Chinese economy since the 2.3 per cent registered in GDP in 1974.

    Last year, China’s GDP in terms of dollars declined from USD 18 trillion in 2021 to USD 17.94 trillion last year mainly due to a sharp rise of the dollar against RMB (the Chinese currency) in 2022.

    Public unrest due to economic slowdown is resulting in rare protests in the Communist country. Besides protests against the zero Covid policy in December last year, China in the last few weeks witnessed unprecedented protests by thousands of pensioners over health insurance cuts highlighting risks from an ageing population.

    Pensioners in the central Chinese city of Wuhan city have taken to the streets twice over the past week to protest against cuts to medical services.

    The rare protests underscore the challenge facing Beijing as it comes to terms with an ageing population, a shrinking workforce and the long-term financial health of its social security system, the Hong Kong-based South China Morning Post reported.

    China is ageing rapidly, with the number of people aged 60 years and above reaching 267 million by the end of last year accounting for 18.9 per cent of the population, Wang Haidong, director of the National Health Commission’s Department of Aging and Health said.

    It is estimated that the elderly population will top 300 million by 2025 and 400 million by 2035, he told official media here in September last year.

    In his article, Xi noted that international competition for attracting investment is becoming more intense and urged more efforts to attract and utilise foreign capital.

    Efforts should be made to expand market access, comprehensively improve the business environment, and provide targeted services to foreign-funded enterprises, he said.

    He called for efforts to effectively forestall and defuse major economic and financial risks, including the systemic risks arising from the property sector, financial risks and local government debt risks.

    According to 2019 estimates, China’s local governments’ debt rose to USD 2.58 trillion, which remained a constant worry for the central government. Xi said that there is still a lot of important work to be done in 2023 citing tasks such as advancing rural revitalisation on all fronts and planning a new round of reform across the board.
