    Hyderabad: High-level meeting to discuss women’s, children’s safety held

    Hyderabad: City police commissioner CV Anand on Saturday held a high-level meeting and discussed the Safe City project with top police officials to make Hyderabad a safer place for women and children.

    Additional commissioner of police (Crimes & SIT) AR Srinivas, Additional CP (Traffic) G. Sudheer Babu, and others officers from the Information Technology ( IT) cell and other officials of various government departments were present in the meeting.

    Additional Director General of Police Shikha Goel and other commissioners from the state also attended the meeting.

    In the meeting, Anand stressed on various works of the project such as making 26 Centers for Development and Empowerment of Women by the end of May and facilitating equipment for forensic Science laboratories. He said that completing it by the due date of August this year. Other issues that were discussed pertained to getting specially trained personnel for managing the helpline ‘ Dail 100’ for women and children in distress and for deploying volunteers to operate pelican signals. 

    The current status of buildings that would house the new Bharosa centres of tri-commission rates was also reviewed.

    UK watchdog fines TikTok millions for misuse of children’s data

    London: The UK on Tuesday imposed a 12.7-million pound fine on Chinese video app TikTok for a number of breaches of data protection law, including failing to use children’s personal data lawfully.

    The Information Commissioner’s Office (ICO), the country’s information watchdog estimates that TikTok allowed up to 1.4 million UK children under the age of 13 to use its platform in 2020, despite its own rules not allowing children that age to create an account.

    The move follows a UK government move last month to ban TikTok from all government phones amid security concerns around the Chinese-owned social media app.

    The ban brought the UK in line with the US, Canada, the European Union (EU) and also India which has banned TikTok entirely from the country, even as the company strongly denies sharing user data with the Chinese government.

    UK data protection law says that organisations that use personal data when offering information services to children under 13 must have consent from their parents or carers.

    “There are laws in place to make sure our children are as safe in the digital world as they are in the physical world. TikTok did not abide by those laws,” said John Edwards, UK Information Commissioner.

    “TikTok should have known better. TikTok should have done better. Our 12.7 mn pounds fine reflects the serious impact their failures may have had. They did not do enough to check who was using their platform or take sufficient action to remove the underage children that were using their platform,” he said.

    TikTok said it is reviewing the decision and its next steps.

    According to Edwards, under-13s were inappropriately granted access to the platform, with TikTok collecting and using their personal data. That means that their data may have been used to track them and profile them, potentially delivering “harmful, inappropriate content at their very next scroll”.

    TikTok is also accused of failing to carry out adequate checks to identify and remove underage children from its platform. The ICO investigation found that a concern was raised internally with some senior employees about children under 13 using the platform and not being removed. In the ICO’s view, TikTok did not respond adequately.

    Giving details of the contraventions, the ICO found that TikTok breached the UK General Data Protection Regulation (UK GDPR) between May 2018 and July 2020 by providing its services to UK children under the age of 13 and processing their personal data without consent or authorisation from their parents or carers.

    It also breached UK laws by failing to provide proper information to people using the platform about how their data is collected, used, and shared in a way that is easy to understand.

    Without that information, users of the platform, in particular children, were unlikely to be able to make informed choices about whether and how to engage with it and failed to ensure that the personal data belonging to its UK users was processed lawfully, fairly and in a transparent manner.

    A TikTok spokesperson told the BBC that its “40,000-strong safety team works around the clock to help keep the platform safe for our community”.

    “While we disagree with the ICO’s decision, which relates to May 2018 – July 2020, we are pleased that the fine announced today has been reduced to under half the amount proposed last year. We will continue to review the decision and are considering the next steps,” the spokesperson said.

    The watchdog had previously issued the Chinese social media firm with a “notice of intent”, or a precursor to handing down a potential fine, warning TikTok could face a 27 million pound fine for its breaches.

    The ICO said that after taking into consideration the representations from TikTok, it had decided not to pursue the provisional finding related to the unlawful use of special category data.

    An FTC spokesperson declined to comment. It could not be learned whether the FTC is interested in settling the case, and the company declined to comment. The company previously said it is in compliance with COPPA, and that its Amazon Kids offering for Alexa requires parental consent and gives parents full control over their children’s use of the product.

    Much of the attention on the FTC’s investigations of Amazon has been focused on a yearslong antitrust probe of every part of the company’s business, and President Biden’s hard-charging FTC chair, Lina Khan, first gained international prominence with a legal paper outlining an antitrust case against the tech giant.

    However, the agency has several ongoing consumer protection investigations into the company, including for potential privacy and data security violations in its Ring camera and home security business.

    Financial penalties under COPPA are limited to just over $50,000 per violation, though each affected person is considered a separate violation and the total number can add up quickly for a company the size of Amazon.

    The details of the FTC’s COPPA case couldn’t be learned. However, in 2019, a group of consumer and digital rights organizations filed a complaint with the FTC over a version of the company’s Echo Dot smart speaker geared toward kids. Among the allegations, the groups claim Amazon doesn’t properly provide notice to parents on the exact information collected by children using the device, and makes it too difficult to delete data, including transcripts of kids’ interactions with the devices.

    Srinagar, Mar 08 (GNS): Two persons died after being hit by an Ambulance vehicle near the newly constructed children’s hospital at Bemina Srinagar during midnight, officials said on Wednesday.

    They said that the duo was grievously injured after being hit by the ambulance and were shifted to Bone and Joint Hospital Srinagar where doctors declared them brought dead on arrival. They have been identified as Ali Mohammad Dar (56) of Nowpora Baramulla, and Fayaz Ahmad Chopan (40) of Hadipora, Rafiabad Baramulla.

    Meanwhile, a senior police officer confirmed the accident as well as causality to GNS and said that a case has been registered and further investigations are going on. (GNS)

    Srinagar, Feb 13 (GNS): Anti-corruption Bureau on Monday said to have caught and subsequently arrested Accounts Assistant Children’s Hospital Bemina Srinagar red-handed while demanding and accepting bribe in tune of rupees 18000.

    “Anti Corruption Bureau received a written complaint from Class-IV/MTS employees of Children’s Hospital Bemina Srinagar through their representative, stating therein that a fellow public servant working as Accounts Assistant at the said hospital is demanding bribe at the rate of rupees 3000 per employee for releasing 2-1/2 days allowance along with the salary in their favour”, maintained a Bureau statement issued to GNS adding the complainants were however, not willing to pay the bribe and approached Anti-Corruption Bureau (ACB) Srinagar for taking legal action against the accused public servant as provided under law.

    “On receipt of the complaint a Case FIR No. 01/2023 U/S 7 PC Act 1988 was registered with PS ACB Srinagar and investigation taken up”, the statement reads.

    “During the course of investigation a trap team was constituted by this Bureau. The team laid a successful trap and caught the accused public servant red handed while demanding and accepting a bribe amount of rupees 8,000 from the complainants. The money was recovered from the accused on spot. The accused has been identified as Mr. Nisar Ahmad Rather son of Ab Ahad Rather, a resident of Nowshera, Accounts Assistant.”

    Children’s ‘rushed’ immune response makes them susceptible to Covid reinfection: Study

    Melbourne: Scientists have found that children’s immune systems, unlike those of adults, do not remember the virus and do not adapt, and so when exposed to SARS-CoV-2 again, their body still treats it as a new threat, risking reinfection.

    According to the study, children have largely avoided severe COVID-19 symptoms because they have a strong initial ‘innate’ immune reaction that quickly defeats the virus.

    And now, researchers led by scientists at the Garvan Institute of Medical Research, Australia, have uncovered what this might mean for the immune system, the study published in the journal Clinical Immunology said.

    “The price that children pay for being so good at getting rid of the virus in the first place is that they don’t have the opportunity to develop ‘adaptive’ memory to protect them the second time they are exposed to the virus,” said lead author Tri Phan, Co-Lead of the Precision Immunology Program at Garvan.

    “Because children haven’t been exposed to many viruses, their immune system is still ‘naive’. And because they don’t develop memory T cells, they are at risk of getting sick when they become reinfected.

    “With each new infectious episode as they get older, there is a risk of their T cells becoming ‘exhausted’ and ineffective, like the T cells in older people. This is why we think it’s important to vaccinate children,” said Phan.

    The immune system has two modes. The innate immune system is the first line of defence, comprising physical barriers such as skin and mucosal surfaces that block viruses from entering.

    The innate immune system is also composed of cells that make chemicals to signal to other cells and ward off the viruses. The innate immune system does not distinguish between one type of virus or another.

    The second line of defence comprises B and T cells of the adaptive immune system. These cells have specific receptors that can recognise and distinguish different parts of a virus and generate a rapid response to neutralise or limit it.

    Infants start with an immune system blank slate, which has a much higher proportion of naive T cells, the researchers found. As they move through childhood into adulthood and become exposed to more viruses, the naive T cells are replaced by memory T cells that are locked in to making responses to viruses they have seen before, the study said.

    “Over time, as you get infections, your immune system becomes more ‘educated’, allowing you to make a faster immune response that’s tightly matched to the viruses that have infected you before,” said Philip Britton, Associate Professor and clinical lead in the study.

    “Children’s immune systems move from relying mostly on the innate system, to needing the adaptive system as a backup as they grow older and are unable to clear viruses as rapidly,” said Britton.

    In this study, Phan, Britton and colleagues took a deep dive to investigate T cells and cellular immune responses of a small group of children and their household family contacts who had mild or no symptoms from coronavirus (SARS-CoV-2) infection, it said.

    The researchers sequenced white blood cell samples to analyse T cells in children and adults at the time of acute infection and one month later, the study said.

    Because they studied household family contacts who were infected, researchers could control for the impact of genetic or environmental influences on the immune response, the study said.

    The scientists found that children had many different naive T cells to fight SARS-CoV-2 and made poor memory T cell responses to the virus after they had recovered, whereas the adults had few naive T cells but made good memory T cell responses after recovery
