    SRINAGAR: In a significant development, the Directorate of School Education Kashmir (DSEK) is readying to equip around 845 Kindergarten Classes in government schools with child friendly furniture across Kashmir.

    The Directorate has accorded post-facto sanction for procurement of furniture for around 845 Kindergarten schools worth Rs 1267 lakhs under UT Capex budget 2022-23.

    “Post-facto administrative approval is accorded for establishment of 845 KG classes and procurement of child friendly furniture worth Rs 1267 lakhs under UT Capex Budget through CEOs of Kashmir,” reads the DSEK order.

    As per the order, the DSEK has stated that the procurement of the furniture should be made strictly as per the guidelines, provisions and specifications approved by UT Level Purchase Committee and “no deviation shall be made in it.”

    “The detailed estimate of the work should be technically sanctioned by the competent authority and the cost of instant work be restricted to the extent of administrative approval accorded as such,” the order reads.

    The DSEK order further states that the Heads of the Institutions (HOIs) will produce a certification that there is no further requirement left after the said school is strengthened or upgraded.

    “As it will not be proposed for any requirement during the next five year,” it reads.

    The DSEK has further ordered that the expenditure shall be restricted to the sanctioned provision of funds for the current financial year while the works shall be executed within 45 days from the accord of Administrative Approval (AA).

    “The liability whatsoever shall not be created on account of delay in the execution of work to the next financial year,” it reads.

    The order reads that a separate account shall be maintained by the executing agency and similarly separate inventory of assets created under the programme shall also be maintained as well.

    “It shall be ensured that the work has not been executed earlier under any other scheme by any department so far and there is no overlapping in execution of the work in any other programme by any department,” the DSEK order reads. (KNO)

    New York: A 34-year-old cruise ship employee from Goa has been sentenced in a federal district court to 188 months in prison for distributing child sexual abuse material.

    Angelo Victor Fernandes sent 13 child pornography videos through an instant messaging application to Daniel Scott Crow between January 16 and April 30, 2022, the US Department of Justice said.

    Fernandes also communicated with Crow about arranging for the latter to travel to engage in sexual activity with minor children.

    During a separate communication with an unidentified person, Fernandes talked about sexual abuse of minor children and his ability to obtain children for sex.

    Crow pled guilty to one count of enticement of a minor and one count of production of child pornography in case number 22-cr-14035.

    He was sentenced on December 12, 2022, to 30 years in prison.

    Guwahati: Assam Chief Minister Himanta Biswa Sarma stated on Monday that his government is determined to eliminating the child marriage menace by 2026 from the state.

    Samra, while replying to a question by Congress MLA Kamalakhya Dey Purkayastha, said, “The state government has taken a series of measures to stop child marriages.”

    “Child marriage must be stopped in Assam by 2026. To put an end to it, our government will take decisive measures in coming days,” he continued.

    The Chief Minister further said, that the state government has set aside Rs 200 crore in this budget to oppose each case of child marriage. There will be a mission against child marriages.

    “We will start a campaign against child marriage in the state, and we will make arrests around once every two to three months. A helpline will be set up. Thus far, charge sheets were given in 900 cases and the police followed the law,” stated Himanta Biswa Sarma.

    He added that his government had taken steps to spread awareness against child marriages.

    “Our government will strive towards the victim’s rehabilitation by offering scholarships, free schooling, and free rice programmes,” Sarma added.

    Telangana police make 43 arrests in child pornography cases

    Hyderabad: Telangana police have made 43 arrests in child pornography cases across the state. A state-level review meeting of Cyber Crime cases registered in different police stations of Telangana based on TIPLINES was conducted by ADGP CID, Mahesh M. Bhagwat.

    A total of 31 cases were reviewed which were at various stages of investigation and 43 arrests were made so far. A total of 21 arrests were made in 10 cases after the review was conducted. Also, 22 arrests in 16 cases were made by the time of review.

    13 new cases were registered after the review. As of Saturday, a total of 44 cases are registered based on TIPLINES out of which 34 cases are Under Investigation and 8 (PT) cases have been charged and are under trial.

    TIPLINES are online tips about the circulation of CSAM/(Child Sexual Abuse Material) that are furnished to State CID by the National Crime Record Bureau (NCRB). CID analyses these TIPLINES and forwards the same to jurisdictional police for registering FIRs. Such cases are reviewed regularly by CID for their progress.

    “Perpetrators of such crimes are warned to stay away from such illegal activities, otherwise law will take its own course. Suspect sheets also will be opened with preventive detention of repeated offenders,” said Mahesh Bhagwat.

    TIPLINES primarily include uploading and wide circulation of Child Sexual Abuse Material (CSAM).

    The CID chief during the review meeting instructed all investigating officers to expedite the investigation and to give top priority to the cases and secure conviction. He also appreciated the I.O.s who ensured speedy arrests and filed charge sheets in CSAM cases.

    Meanwhile police party of police station Khag rushed to the spot alongwith lady police personnel, recovered the kidnapped boy from her possession and arrested her on spot. The accused lady has been subsequently identified as Chidi Devi wife of Khana Ram resident of Dhannasar, Hanumangarh Rajasthan

    Case FIR number. 17/2023 under relevant sections of law stands registered at Police Station Khag and investigation taken up. The boy has been handed over to his parents after medico legal formalities.

    The International Criminal Court (ICC) issued an arrest warrant Friday for Russian President Vladimir Putin over the forced transfer of children to Russia after the Kremlin’s invasion of Ukraine.

    Ukrainians accuse Russia of attempting genocide against them and seeking to destroy their identity — partly through deporting children to Russia.

    Putin is “allegedly responsible for the war crime of unlawful deportation of population (children)” and that of “unlawful transfer of population (children) from occupied areas of Ukraine to the Russian Federation,” the Hague-based court said in a statement Friday.

    “There are reasonable grounds to believe that Mr. Putin bears individual criminal responsibility” for these crimes, the statement read.

    The Russian president, the court argued, failed “to exercise control properly over civilian and military subordinates who committed the acts” and who were “under his effective authority and control.”

    Maria Lvova-Belova, Russia’s commissioner for children’s rights in the office of the president, was also hit by the ICC warrant for her role in the deportations.

    This is the first time the ICC has issued warrants in relation to Russia’s full-scale invasion of Ukraine, which began last February. It comes ahead of a visit to Russia next week by Chinese President Xi Jinping and will severely limit Putin’s own potential range of diplomatic visits.

    Moscow has previously said it did not recognize the court’s authority.

    In response, former Russian President Dmitry Medvedev said: “The International Criminal Court has issued an arrest warrant against Vladimir Putin. No need to explain WHERE this paper should be used … ” concluding with a toilet paper emoji.

    In spite of numerous reports that Russian forces had committed war crimes in Ukraine — including a recent U.N. investigation which said that Russia’s forced deportation of Ukrainian children amounted to a war crime — the Kremlin has denied it committed any crimes.

    In a statement, Balkees Jarrah, associate international justice director at Human Rights Watch, welcomed the announcement, saying the warrant sent “a clear message that giving orders to commit or tolerating serious crimes against civilians may lead to a prison cell.”

    Guwahati: A mere 494 persons out of 8,773 people who were charge-sheeted for child marriage and POCSO cases in Assam have been convicted since 2017, Chief Minister Himanta Biswa Sarma said on Monday.

    Replying to a query by Congress MLA Abdur Rashid Mandal in Assam Assembly, Sarma said a total of 8,773 people have been chargesheeted under Prohibition of Child Marriage Act, 2006 (PCMA) and Protection of Children from Sexual Offences Act, 2012 (POCSO) between 2017 and February 2023.

    “A total of 494 persons were convicted and a total of 6,174 persons released on bail,” he added. This represents a a conviction rate of just 5.63 per cent.

    Sarma informed the House that 4,049 persons were arrested under the PCMA and 8,908 people have been nabbed under the POCSO (Protection of Children from Sexual Offences Act) across Assam from 2017 to February this year.

    During the period, 134 boys under the age of 21 years, and 2,975 girls below 18-years of age married (the permissible age of marriage for males and females respectively), he added.

    Reacting to the data and on the recent crackdown against child marriage accused, Mandal alleged that the Assam government is “terrorising” people using the two acts.

    On this, Parliamentary Affairs Minister Pijush Hazarika said: “How is it terrorising people. You (Congress government) did not frame the rule. Because of vote bank politics, you did not take any initiative.”

    This led to a noisy scene in the House with both treasury and opposition benches trading charges.

    In a separate query by Independent MLA Akhil Gogoi, the Chief Minister stated that 4,111 incidents of child marriage took place in the state from April 2021 to February 2023.

    “A total of 4,670 cases have been registered naming 7,142 accused. Already 3,483 persons have been arrested, of which 1,182 are in jail, 2,253 have got bail and notices have been issued to 48 others,” he added.

    Sarma also informed the legislators that the government has not taken any step to take responsibility for the children born out of child marriages, but said steps will be initiated if any child requires care and security.

    During the debate on the Motion of Thanks on the Governor’s address, Leader of the Opposition Debabrata Saikia said slapping of POCSO and rape cases on child marriage accused have created disturbances in the society with many old people getting arrested.

    AIUDF’s Aminul Islam climed the government hatched a conspiracy and accordingly slapped POCSO and rape charges on the people, who had married 7-8 years.

    Congress MLA Bharat Chandra Narah refuted the government claim on Maternal Mortality Rate (MMR) and said child marriage is one of the reasons for high MMR in Assam, but not the only cause.

    CPI(M)’s Manoranjan Talukdar said: “The government said the PCMA was not implemented. If so, who is responsible for that? The BJP was in power in Assam for over six years now.”

    He also said that no awareness against child marriage has been created in the state and Assam should follow Kerala model as there is hardly any case of child marriage in the Southern state.

    Chandigarh: Chief Minister Manohar Lal Khattar on Friday said that Haryana, which was once infamous for female foeticide, is now celebrating the birth of every girl child and today, there are 923 girls for every 1,000 boys in the state.

    All this has become possible because of Prime Minister Narendra Modi’s ‘Beti Bachao, Beti Padhao’ campaign which was launched in Panipat on January 22, 2015, he said.

    “The state government, social organisations, khap panchayats, NGOs, and Education, Women and Child Development and Health departments have made tireless efforts to improve the sex ratio in Haryana. Besides, police ensured strict action against those involved in female foeticide.

    “It is only because of these dedicated efforts that today there are 923 girls for every 1,000 boys in Haryana. In 2014, there were 871 girls for every 1,000 boys,” Khattar said.

    Haryana, which was once infamous for female foeticide, is now celebrating the birth of every girl child, he said.

    Speaking at a state-level ‘Samman Samaroh’ in Karnal, the chief minister honoured women who have made remarkable contributions in various fields like education, culture, defence, singing, medicine, social welfare, sports, aviation and mountaineering.

    He honoured some women with the Sushma Swaraj Award, the Indira Gandhi Mahila Shakti Award and the Kalpana Chawla Shaurya Puraskar.

    He also awarded cash prizes to the deputy commissioners of Fatehabad, Ambala, and Jind for the improvement of sex ratio in their districts, according to an official statement.

    The representation of women in police has increased from 6 per cent in 2014 to 10 per cent today. The target is to take it to 15 per cent in the coming years, Khattar said.

    “They say that behind every successful man, there is a woman. My mother has played a big role in my success,” he said.

    He said after he cleared his matriculation exams and wanted to study further, his father did not support him but his mother gave him Rs 300 for his college admission.

    “I dedicate my success to my mother. If she had not given me the money for further studies, then I might have not reached this position,” he added.

    The chief minister also said that International Women’s Day should be celebrated as ‘Mahila Samman Diwas’.

    Mumbai: Maharashtra will implement a string of measures for the health, financial security of the girl child and women, and others, said Deputy Chief Minister and Finance Minister Devendra Fadnavis tabling the state Budget 2023-2024, here on Thursday.

    In the ‘Lek Ladki’ scheme, a girl born to a family holding yellow or orange ration cards will get grants at birth, in school Std. I, VI and XI, and Rs 75,000 on attaining the age of 18.

    Women will be given 50 per cent discount on ST bus tickets, the state will build 50 hostels for working women, and set up 50 centres under the Shakti Sadan Scheme to offer legal, health, counselling and shelter for victimised women.

    ASHA Group volunteers and promoters honorarium will be raised by Rs 1,500 each, for Anganwadi workers it will be raised to Rs 10,000, for Mini-Anganwadi workers to Rs 7,200 and for Anganwadi helpers to Rs 5,500, besides filling up 20,000 vacant posts in the entire scheme.

    The government will open 700 clinics in the state under the Hindu HridaySamrat Balasaheb Thackeray Aapla Dawakhana offering free medical tests, therapy and treatment.

    Under the Mahatma Jyotirao Phule Jan Arogya Yojana, the health cover amount is to be hiked from Rs 1.50 lakh to Rs 5 lakh per annum, while the rate for kidney transplant surgery will be increased from Rs 2.50 lakh to Rs 4 lakh, said Fadnavis.

    For those entitled to the Sanjay Gandhi Niradhar Yojana and Shravanbal Seva Rajya Nivruttivetan Scheme, the financial assistance will be hiked from Rs 1,000 to Rs 1,500 and the assistance will be paid in the first week of each month.

    Under the ‘Modi Awas’ Gharkul Yojana, one million homes shall be built in three years for OBCs, for which Rs 12,000 crore shall be set aside.
