    New Delhi: Egyptian President Abdel Fattah El-Sisi arrived in New Delhi on Tuesday and was accorded a warm welcome. He will be the chief guest at the 74th Republic Day parade.

    He is accompanied by a high-level delegation, including five ministers and senior officials for his official visit from January 24-27.

    As he arrived in New Delhi, the traditional folk dance is being performed to welcome Abdel Fattah El-Sisi.

    It is pertinent to mention that this is the first time the President of Egypt has been invited as the chief guest on Republic Day.

    Notably, India and Egypt are celebrating 75 years of establishment of diplomatic relations this year. India has also invited Egypt as a ‘guest country” during its G20 Presidency.

    According to the statement released by the Ministry of External Affairs, Sisi will be accorded a ceremonial reception at the Rashtrapati Bhawan on Wednesday.

    He is scheduled to meet President Droupadi Murmu, Prime Minister Narendra Modi, and External Affairs Minister S Jaishankar among others, with whom he will hold a meeting at the Rashtrapati Bhawan, as per a media advisory released by the MEA.

    On the same day, the Egyptian president will lay a wreath at the Rajghat, the memorial of the Father of the Nation, Mahatma Gandhi. He will hold a meeting with PM Modi and discuss bilateral, regional and global issues of mutual interest during his stay.

    The same evening, President Droupadi Murmu will host a state banquet in honour of the visiting dignitary.

    On Republic Day, Sisi will witness the Republic Day Parade as the chief guest. A military contingent of the Egyptian Army will march on the Rajpath along with other contingents.

    Sisi will attend the “at home” reception by President Murmu at Rashtrapati Bhawan. He will also hold a meeting with Vice President Jagdeep Dhankhar. He will interact with the business community in India. Sisi will return to Cairo on January 27.

    “This is for the first time that the President of the Arab Republic of Egypt has been invited as Chief Guest on our Republic Day. A military contingent from Egyptian Army will also participate in the Republic Day parade,” the Ministry of External Affairs said in an official statement on Monday.

    The Ministry of External Affairs stated, “The forthcoming visit of President Sisi is expected to further strengthen and deepen the time-tested partnership between India and Egypt.”

    India and Egypt have “warm and friendly relations marked by civilizational, cultural and economic linkages and deep-rooted people-to-people ties”, as per the MEA statement.

    The ties between the two nations are based on shared cultural values, commitment to strengthening economic growth, and cooperation in various sectors, including defence, security and convergence on regional and global issues.

    PARIS — The French data protection authority’s president Marie-Laure Denis warned Tuesday against using facial recognition as part of the 2024 Paris Summer Olympics security toolkit.

    “The members of the CNIL’s college call on parliamentarians not to introduce facial recognition, that is to say the identification of people on the fly in the public space,” she told Franceinfo.

    The French government is seeking to ramp up France’s arsenal of surveillance powers to ensure the safety of the millions of tourists expected for the 2024 Paris Summer Olympics. The plans include AI-powered cameras for the first time — but not facial recognition.

    The Senate’s plenary session starts to vote today on the law introducing the new powers. Senators are divided between those who want to add privacy safeguards and those who want to push the surveillance and security arsenal further, mainly by introducing facial recognition.

    “The amendment [to include facial recognition] was rejected in the Senate’s law committee, but it can come back [in the plenary session],” the CNIL’s chief cautioned.

    Civil liberties NGOs such as La Quadrature du Net and the Human Rights League are currently campaigning against the experimental AI-powered surveillance cameras. Denis however tried to assuage concerns.

    The CNIL will monitor algorithmic training to ensure there is no bias and that footage of people is deleted in due time, she said. The experiment will “not necessarily” become permanent, she added.

    Islamabad: India has invited Chief Justice of Pakistan Umar Atta Bandial and Foreign Minister Bilawal Bhutto Zardari to attend meetings of the Shanghai Cooperation Organisation (SCO) that also includes Russia and China, a media report said.

    India currently holds the presidency of the SCO which comprises Russia, China, India, Pakistan, Iran and Central Asian States, The Express Tribune reported.

    As president of the SCO, New Delhi is set to host a series of events, including a conference of the chief justices of member states, meeting of the foreign ministers and a summit in 2023.

    The meeting of Chief Justices of the SCO is scheduled for March while the Foreign Ministers will meet in May.

    Official sources confirmed to The Express Tribune on Monday that India shared the invitations with Pakistan for the Chief Justice and Foreign Minister.

    It is, however, not clear whether the Chief Justice and the Foreign Minister will attend both the events or depute someone to represent Pakistan.

    Pakistan hasn’t yet responded to the Indian invite, according to sources.

    Given the SCO is an important forum because of the presence of China and Russia, Pakistan is unlikely to stay out of the events, reports The Express Tribune.

    Both Pakistan and India were accepted as full members of the influential organisation a few years back after they committed not to undermine the SCO work because of their bilateral disputes.

    The meeting of the SCO Foreign Ministers is due to take place in Goa, Express Tribune reported.

    New Delhi: Currently out on parole, Dera Sacha Sauda chief Gurmeet Ram Rahim was seen “celebrating” by cutting a cake with a sword.

    The Sirsa-Dera chief who is serving a 20-year jail term for rape and murder, walked out on a 40 day parole from the Sunaria Jail in Haryana’s Rohtak district on Saturday and arrived at his Barnawa Ashram in Uttar Pradesh’s Baghpat.

    A video of the celebration by Ram Rahim with the giant cake has gone viral on social media.

    In his bail application, Ram Rahim had said that he wants to attend an event to mark the birth anniversary of former dera chief Shah Satnam Singh on January 25.

    In the purported video that has surfaced on social media, the Dera chief can be heard saying, “Got a chance after five years to celebrate like this so I should cut at least five cakes. This is the first cake.”

    Incidentally, public display of weapons i.e cutting a cake with a sword is prohibited under the Arms Act.

    Ram Rahim had on Monday virtually inaugurated a mega cleanliness campaign organized by his sect’s volunteers across multiple locations in Haryana and in some other states. A few senior Bharatiya Janata Party leaders from Haryana, including Rajya Sabha MP Krishan Lal Panwar and former minister Krishan Kumar Bedi, also participated in the event.

    This is the fourth time in the last 14 months and the second time in less than three months that Ram Rahim has been granted parole. Earlier, he was released on parole for 40 days in October 2022 ahead of the Haryana panchayat election and the Adampur Assembly bypoll.

    He was convicted by a special CBI court in Panchkula in August 2017 for raping two women followers. CBI had registered the case on the orders passed by the High Court of Punjab and Haryana in 2003 and taken over the investigation of the case earlier registered at Police Station Sadar in Kurukshetra.

    It was alleged that Ranjit Singh, a resident of village Khanpur Kolian, Kurukshetra was murdered on July 10, 2002, when he was working in his fields at village Khanpur Kolian of District Kurukshetra in Haryana.

    After a thorough investigation, CBI filed a charge sheet in 2007 against six accused and charges were framed in 2008 while, on October 8, 2021, the court convicted Rahim and four others in connection with former Dera manager Ranjit Singh’s murder case.

    JAMMU: Chief Secretary, Dr Arun Kumar Mehta today emphasised upon the need for having public infrastructure amenable to specially-abled people for their easy access to them, especially schools and health institutions of the UT.

    Dr Mehta made these remarks while chairing the 22nd Steering Committee meeting of Scheme for Implementation of Rights for Persons with Disabilities (SIPDA) here.

    The meeting was attended by Principal Secretary, H&UDD; Principal Secretary, PWD; Principal Secretary, Education; Commissioner Secretary, Social Welfare; Commissioner Secretary, IT and Information Departments; Secretary, Transport; Deputy Commissioner, Jammu; DG, I&C, Jammu; Directors of Social Welfare Department and other concerned officers.

    The Chief Secretary stressed on taking all the measures possible for making public offices and infrastructure accessible to such persons. He advised them to have ramps and rails in every office especially those visited often by such persons. He told them to have disable-friendly washrooms in such buildings besides signages and other facilities for assistance to such persons. He advised them to take both short term and long term measures to tackle this issue.

    In terms of adopting the innovative approaches, the Chief Secretary underscored the need for establishment a helpline with a nodal officer who could facilitate them in getting appointments with senior officers or offices in administration. He told them to create waiting halls for these persons in the ground floor of these offices for meeting the officers to apprise them about their issues. He also directed for giving suitable accommodation to specially-abled employees in the ground floor of the office they are working at.

    He enjoined upon them that it is the social obligation of all of us, besides our moral responsibility, to assist them in every manner. He asked them to have wheel chairs available in the main offices for their ease, besides providing them help in reaching the particular place in the office complexes.

    The Commissioner Secretary, SWD, Sheetal Nanda apprised the meeting that the SIPDA Scheme has been formulated by Government of India to provide barrier free environment for the persons with disabilities which include access to built environment in schools, colleges, academic and training institutions, offices and public buildings, recreational areas, health centres/hospitals etc.

    This also includes provision for ramps, rails, lifts, adaptation of toilets for wheelchair users, brail signages and auditory signals, tactile flooring, causing curb cuts and slopes to be made in pavement for the easy access of wheelchair users, she adds.

    It also enlists engraving on the surface of zebra crossing for the blind or for persons with low vision, engraving on the edges of railway platforms for the blind or for low vision and devising appropriate symbols of disability, etc, as was discussed in the meeting.

    It was made out that government websites should also be accessible to PwDs as per guidelines issued by NIC and Department of Administrative Reforms and Public Grievances (D/o AR&PG), Government of India.

    The concept behind this scheme is to achieve universal accessibility that will enable persons with disabilities to gain access for equal opportunity and live independently and participate fully in all aspects of life in an inclusive society.

    ISLAMABAD — The Pakistan Cricket Board (PCB) appointed former middle-order batter Haroon Rasheed as chief selector on Monday.

    In a press conference in Lahore, PCB Management Committee Chairman Najam Sethi, the chairman of the Pakistan Cricket Board (PCB), told reporters on Monday that Haroon will be heading the new selection committee but the remaining members would be decided later.

    Najam Sethi made it clear that negotiations with Mickey Arthur were still going on and in next two or three days a final announcement would be made on the new head coach of the Pakistan team.

    Rasheed will replace Shahid Afridi, who had been appointed interim chief selector ahead of Pakistan’s second test match against New Zealand late last month.

    The cricket management committee had named Shahid Afridi as interim chief selector soon after coming into power, and Sethi had wanted him to continue on long-term basis but the former all-rounder refused, insisting he had lot of commitments with his foundation and charity work.

    Rasheed previously served as chief selector in 2015-16 and also played 23 test matches and 12 ODIs for Pakistan from 1977-83. He has also served as the PCB’s director of cricket operations and as the national team’s manager.

    Delhi: Hours after a plea was moved in the Delhi High Court on Monday against the sexual assault allegations on Wrestling Federation of India (WFI) chief Brij Bhushan Sharan Singh by multiple wrestlers, it was withdrawn.

    Talking to IANS, Lawyer Shrikant Prasad said that Vicky, who was the petitioner, has asked us to withdraw the plea as the matter has been highlighted a lot.

    The lawyer further said that the motive to file the plea was about the misuse of law by women on sexual harassment and resorting to protests and there should be some guidelines set up in this context.

    In the plea, it is said that Phogat, who is also the first respondent in the plea, started blackmailing Bhushan for resigning from the post of WFI president on the pretext of protest against the sexual harassment of the wrestlers.

    It is said that the media thinks of itself as Janata Adalat and has started intervening in the proceedings of the court, the plea said.

    It is contended that wrestlers, instead of moving to court, have approached the media to show their concern, said the petition.

    In the petition, it has been argued that respondents (wrestlers) have crossed all their limits to approach the issue and that his reputation and dignity were being tarnished.

    It further claimed that sexual harassment laws were being misused and an extortion was being done on him.

    This writ petition is filed against the complete misuse of sexual harassment laws by the wrestler women, the petition read.

    It is in the petition that wrestlers are trying to get their own benefits out of this issue.

    A huge protest by the wrestlers at Delhi’s Jantar Mantar was called off following assurances from the Centre that grievances would be addressed and Brij Bhushan Sharan Singh was asked to step aside for four weeks.

    It set Zients, who won internal praise for his managerial prowess, on course for his next high-profile job as Biden’s newest chief of staff.

    As Biden’s top aide, Zients will now be expected to bring his logistical and organizational expertise to a West Wing facing another inflection point. As the president prepares for a likely reelection bid, he is also under intensifying scrutiny over his handling of classified documents. Republicans in control of the House are vowing a series of investigations, while the administration is trying to navigate an increasingly delicate set of economic dilemmas.

    Zients’ appointment is also likely to magnify yet another inconvenient reality: That despite his extensive work to get Covid under control, the virus continues to spread and kill thousands of Americans each week.

    His critics contend that the Covid team under his leadership did too little to limit the virus’ spread, prioritizing economic concerns like quickly reopening businesses ahead of the public health steps needed to give the U.S. a shot at eradicating the disease.

    “Obviously, it’s pretty disappointing,” Jeff Hauser, director of the Revolving Door Project and a chief critic of Zients’ past as an investor in various health care corporations, said of his selection as chief of staff.

    Detractors also charge that Zients allowed the administration to grow overconfident and complacent at critical junctures, allowing Covid to bounce back and deepening Americans’ distrust of the federal response.

    But Zients also has plenty of supporters, public and private, who stress that he is a uniquely talented internal operator capable of solving the government’s toughest challenges, even if he lacks the lengthy political experience. They point to his leadership of the Covid response as evidence of it.

    “Getting the right decision made and getting it made quickly, that was a hallmark,” Andy Slavitt, a former senior adviser for Biden’s Covid response, said in his praise of Zients’ communication and execution skills. “It’s the unsexy stuff, but he thrives at that.”

    A former Obama administration official, Zients built a reputation in Democratic circles as the go-to Mr. Fix-It after turning around the HealthCare.gov website following its botched launch in 2013. He would go on to stints running the National Economic Council and Office of Management and Budget, developing a close relationship with Biden in the process.

    Biden appointed him to run the Covid response shortly after winning the 2020 election, charging Zients with orchestrating a sprawling response that cut across several federal departments.

    Zients led the development of a step-by-step process for tackling the pandemic, producing a nearly 100-page National Covid-19 Preparedness Plan in the administration’s first days.

    The Covid team scored a string of initial successes, accelerating the manufacturing of vaccines that had only begun to roll out months earlier and securing enough shots for every American.

    The resulting national vaccination campaign represented one of the largest public health mobilizations in decades — an undertaking that eventually hit its goal of vaccinating more than two-thirds of adults by that summer.

    The widespread rollout won extensive praise and appeared at the time to put the U.S. on track to stamp out the virus. Instead, it set up Zients and his White House team for a setback that would dent the nation’s confidence in the Covid response.

    Shortly after Biden declared the pandemic in retreat at a July Fourth celebration, the Delta variant drove a fresh outbreak of cases — catching Zients’ team off guard and prompting a scramble to reorient a response effort that officials had believed they’d soon be able to wind down.

    The outbreak contributed to falling approval ratings for Biden, and ratcheted up partisan opposition to the Covid response that would prove among the biggest obstacles to managing the pandemic threat. And while administration officials praised Zients’ calm management of the response to Delta, the administration took increasing heat from outside health experts over the perception it had no immediate plan to bring the virus back under control. That criticism intensified a few months later, when another Covid wave caught the White House unprepared to manage rising demand for tests.

    The resurgence raised a fresh round of questions about Zients’ leadership, and whether he was exercising too much control over decision making that Biden had once vowed repeatedly would be guided by science and the opinions of his public health experts.

    But even as he maintained influence, Zients also largely escaped the scrutiny that other top health officials like Anthony Fauci, Biden’s former chief medical adviser, and Centers for Disease Control and Prevention Director Rochelle Walensky received over their roles in the response.

    Part of what helped Zients was his leadership style. He remained a low-key presence, rarely appearing on television or making himself the face of major initiatives even as he oversaw nearly every significant decision about the pandemic response. Within the White House, he also cultivated a close relationship with Biden and outgoing chief of staff Ron Klain — while also winning over staff with his ability to deftly manage the levers of government and avert internal conflicts.

    By the time Zients announced his departure in March 2022, the virus was on the downswing once again. More importantly, officials said at the time, he had built out the infrastructure for an enduring response reliant on continued access to vaccines, treatments and tests.

    That infrastructure is about to be put to the test, as the administration prepares to wind down its emergency response. And as Zients returns to the White House, it’s among the wide array of policy priorities and political imperatives that Biden is entrusting him with once again.
