    Sexual harassment case: WFI chief Brij Bhushan yet to be questioned

    New Delhi: The Delhi Police are yet to interrogate Brij Bhushan Sharan Singh, the chief of the Wrestling Federation of India (WFI), in connection with the two FIRs registered against him on April 21, pertaining to serious allegations, including violations under the Protection of Children from Sexual Offences (POCSO) Act.

    As per sources, the police are yet to summon Singh, despite the FIRs filed 14 days ago.

    “We have recorded the statements of seven wrestlers and Singh will be served summons soon,” said a source.

    According to police, one of the cases against him was registered under IPC sections 354 (assault or criminal force to woman with intent to outrage her modesty), 354A (sexual harassment), and 354D (stalking), while the other was registered under section 10 of the POCSO Act.

    What law says?

    While demands for the arrest of Brij Bhushan Sharan Singh, the chief of the Wrestling Federation of India (WFI), persist due to three non-bailable and “serious” offences, legal provisions and Supreme Court rulings provide clarity on the matter.

    As per section 41A of IPC and various judgments of the apex court, the arrest of an accused is not obligatory if the maximum punishment prescribed for the offence is less than seven years of imprisonment.

    Supreme Court lawyer Vineet Jindal said that the decision to make an arrest lies solely with the police authorities. However, in cases involving serious offences, it is generally considered the norm to make an arrest. “Notably, offences under the POCSO Act are classified as non-bailable. Therefore, if there is a legitimate investigative requirement, the likelihood of an arrest occurring as a consequential action is high,” said Jindal.

    Another Supreme Court lawyer, Rudra Vikram Singh said that since there is delay in arresting Singh, it might be due to primary investigation in the matter.

    “Also since the offences under POCSO Act and other acts allegedly committed entail a sentence up to seven years hence in these circumstances, the investigating officer might follow the compliance of provisions of Section 41 and Section 41-A of the CrPC as provided by Supreme Court in Amresh Kumar vs State of Bihar. If Singh does not cooperate with the ‘Investigating Officer’ (IO) in the probe, police can arrest him,” Singh added.

    What wrestlers demand?

    Earlier, after the Supreme Court closed the proceedings on a plea by three women wrestlers, who have levelled sexual harassment allegations against Brij Bhushan, Olympic medallist Sakshi Malik said, “it’s okay”, and that they will decide the future course of action after consulting with seniors.

    “It is okay, we respect the Supreme Court. Their job is only to register the FIR. No court can ask anyone to arrest. We are sitting firm on our protest and it will go on till we get justice,” the 30-year-old wrestler told IANS.

    “First the statements of our girls should be recorded before the magistrate under 164 CrPC. That is not done yet. We are waiting for it, after that we will see what needs to be done in this regard.”

    Two unidentified shooters reportedly shot and killed wanted terrorist and Khalistan Commando Force (KCF) head Paramjit Singh Panjwar alias Malik Sardar Singh in Johar Town, Lahore, Pakistan on Saturday morning.

    He and his gunman were slain while they were strolling near his residence in Sunflower Society in Johar Town at 6 a.m. by two unidentified individuals on a motorbike. The gunfight injured the gunman, who was taken to the hospital for treatment.

    Paramjit, who was involved in drug and weapon smuggling using drones into Indian Punjab, was born in Panjwar village near Taran Taran. He joined the KCF in 1986 after being radicalised by his cousin Labh Singh, and before that, he worked at a Central Cooperative Bank in Sohal.

    After Labh Singh was eliminated by Indian security forces in the 1990s, Panjwar took over KCF and fled to Pakistan.

    Panjwar, who was high on India ‘s top list of most wanted terrorists, kept the KCF alive by obtaining finances through cross-border arms smuggling and heroin trafficking. Despite Pakistan’s denials of his existence in its territory, Panjwar remained in Lahore while his wife and children went to Germany.

    New Delhi: Karnataka Congress chief D K Shivakumar Saturday exuded confidence that his party would win over 140 seats in the May 10 assembly polls and asserted that he would abide by whatever the party decides on the issue of chief ministership.

    In an interview with PTI, Shivakumar said the Congress will get a comfortable majority in Karnataka and the win would open the doors for the Lok Sabha elections as the party’s victory in the state in 1978 had done.

    The Karnataka Congress chief lashed out at the BJP for raising issues such as the Uniform Civil Code and National Register of Citizens in its manifesto for the assembly polls, saying it shows their “bankruptcy” of ideas and vision for the state.

    He also claimed that since the BJP has no agenda and vision for Karnataka, the “Modi factor” will not work in the assembly polls this time.

    Shivakumar, who is a leading aspirant for the chief minister’s post along with former CM Siddarammaiah in case the Congress comes to power, said all stories of infighting in the party are created by media and there is no truth in them.

    “The fact is that the Congress leadership is united and the party workers are very active in spreading our message both on the ground and in social media. We are putting a combined effort to ensure that the Congress comes back to power with a clear majority,” he asserted.

    On him being a strong contender for the post of chief minister, Shivakumar said his first priority was to ensure that the party wins a majority in Karnataka.

    “For the last three years, the Congress party has been working on the ground starting from the Vaccinate Karnataka Campaign, to the 100 Not Out Campaign followed by Mekedatu Campaign to Freedom March and registering 78 lakh members of the Congress party. Then we made the Bharat Jodo Yatra a grand success in Karnataka,” he said.

    Congress leaders and workers have not taken rest for a single day in the last three years, he said, adding that whatever is being seen now is the faith of people that the party’s hard work has won.

    “For me, the party comes first and the chief ministership comes later. On the CM issue, I will abide by whatever the party decides,” Shivakumar said.

    Asked about the controversy surrounding the Congress manifesto talking about taking decisive action as per law, including imposing a ban on organizations such as PFI and Bajrang Dal, Shivakumar alleged that the BJP was trying to divide the society.

    “The BJP government could not provide jobs to our youth. They failed to provide any relief to the common man when it came to inflation and price rise. Now they are trying to divide the society by inflammatory speeches,” he alleged.

    This will not work in Karnataka and people will sweep them aside, he claimed.

    Asked about Karnataka being the gateway to the south for the BJP, Shivakumar said the people of Karnataka have “closed the gate on the BJP’s face because of non-performance, corruption and large-scale unemployment in the state”.

    People are supporting Congress in a big way and the party is coming back to power, he claimed.

    Asked about the BJP in its election manifesto promising to implement the Uniform Civil Code (UCC) and the National Register of Citizens (NRC) in Karnataka if it retains power in the state, Shivakumar said this is precisely the problem of the BJP.

    They do not understand Karnataka and its people, the Congress leader alleged.

    “Karnataka Assembly elections are being fought on local issues. The BJP, which could not deliver on any front during its governance, has also failed to give a narrative in these elections. This shows their bankruptcy of ideas and vision for the state,” he said.

    Asked about Prime Minister Modi raising the issue of abuses hurled at him, the Congress leader said the people of Karnataka are very civilized and they do not believe in using and even responding to crude language.

    The Congress party too does not believe in using abusive language. It is the BJP that has mastered the art of twisting the statements and manipulating the people, he alleged.

    On whether the Modi factor will work this time, Shivakumar said the Congress is fighting these elections on a progressive and development-based agenda.

    “We will provide Rs 2,000 per month to every woman head of the family, 200 units of free power to every household apart from free bus travel for women in KSRTC/BMTC buses and a monthly allowance of Rs 3,000 to unemployed graduates.

    “As I said, the BJP has no agenda and vision for the state and people can very well see this. So the Modi factor will not work this time in these assembly polls,” he said.

    Expressing confidence that the Congress would cross the 140-seat mark, Shivakumar said, “We will win 141 seats and form government with a comfortable majority. The BJP will be reduced to less than 60 (seats).”

    On the message that would be sent out through the Karnataka polls for the 2024 general election, he said Karnataka was just the beginning.

    “We are comfortably winning Karnataka elections and it will open the doors for the Lok Sabha elections. Karnataka people will give a message to the country. Earlier also at the time of Devraj Urs (former chief minister), when the Janata Party was in power at the national level in 1978, Karnataka had opened the door for Congress. Now again, Karnataka will play its role,” Shivakumar said.

    “We will form government in Karnataka in 2023 and in the country in 2024,” he said.

    Voting for the 224 assembly seats in the state will take place on May 10 and the results will be out on May 13.

    New Delhi: Delhi Police recorded the statements of seven women wrestlers in connection with the cases registered against Wrestling Federation of India chief Brij Bhushan Sharan Singh, officials said on Friday.

    On April 28, Delhi Police registered two FIRs in connection with sexual harassment allegations levelled by the women wrestlers against Singh.

    According to police, one of the cases against him was registered under IPC sections 354 (assault or criminal force to woman with intent to outrage her modesty), 354A (sexual harassment), and 354D (stalking), while the other was registered under section 10 of the POCSO Act.

    An official said they have recorded the statements of the wrestlers and an investigation is underway.

    The incidents mentioned in the FIRs allegedly took place between 2012 and 2022 at different places, including abroad.

    The wrestlers have been staging a sit-in at Jantar Mantar since April 23. A scuffle allegedly broke out between the wrestlers and some police personnel on Wednesday night.

    Brown would be the first Air Force officer to become Joint Chiefs chair since retired Gen. Richard Myers, who held the position until 2005, an almost 20-year drought.

    If confirmed to the chairmanship, Brown would become the top military adviser to a commander in chief who’s balancing the China threat with the need to equip the Ukrainian military with munitions, drones, missiles and other high-end equipment. That mission is in a state of flux, as the U.S. and other Western allies pivot from sending their own stocks of weapons to replenishing their armaments back home — all while making sure Kyiv has enough weaponry to fight off Russia in the months ahead.

    The Akali leader thanked people, leaders across the political spectrum and religious leaders for sharing grief with his family following the death of the SAD patriarch and five-time former Punjab chief minister on April 25.

    Speaking about the 70 years of public life of Parkash Singh Badal, the SAD chief said his father was a nationalist.

    “He always said the country is strong if Punjab and ‘Khalsa Panth’ is strong.”

    “He was secular,” Sukhbir Badal said, adding his father always walked on the path shown by the Sikh gurus.

    He also followed the message of “sarbat da bhala” (welfare of all) and respected all religions.

    Sukhbir Badal said his father always gave the message of peace, harmony and mutual brotherhood.

    He dedicated his life to serving the farming community and the poor, the SAD chief said.

    Sukhbir Badal said he will always try to walk on the path shown by his father.

    “I also seek forgiveness from ‘Khalsa Panth’ and Punjabis if I or my family or elders committed any mistake inadvertently or otherwise,” he said.

    Addressing the gathering, Indian National Lok Dal chief and former Haryana chief minister Om Prakash Chautala said, “We had family relations with Badal sahab. He always gave me love. I learnt a lot from him and kept taking inspiration from him.”

    “Today, Badal sahab may not be amongst us, but I want to assure you all that we will follow the path shown by him,” Chautala said, adding the Akali Dal patriarch taught everyone to live in harmony.

    Shiromani Gurdwara Parbandhak Committee chief Harjinder Singh Dhami also paid tribute to Badal.

    He also raised the issue of ‘Bandi Singhs’ (Sikh prisoners) and said it was the wish of the former chief minister that they should be released in his lifetime. Dhami raised this issue in the presence of Union Home Minister Amit Shah.

    The issue came up a day after the Supreme Court declined to commute the death penalty of Balwant Singh Rajoana, a convict in former Punjab chief minister Beant Singh’s assassination case.

    The SGPC has been seeking the release of the Sikh prisoners who, it claims, continue to be in different jails despite completion of their sentences.

    Former Punjab finance minister and Sukhbir Badal’s cousin Manpreet Singh Badal called Badal a protector of rights of farmers and the poor.

    Senior SAD leader Prem Singh Chandumajra said Badal was the father of modern Punjab and had done the most for farmers and weaker sections of society.

    Chandumajra also reached out to Manpreet Badal, saying he should “reunite” with Sukhbir Badal.

    Manpreet Badal had left the Akali Dal over a decade ago and had formed his own outfit which he later merged with the Congress. However, early this year, he joined the BJP.

    Akal Takht Sahib Jathedar Giani Harpreet Singh said Badal had remained the strongest votary of federalism throughout his life.

    “Badal sahab believed strong states would make a strong nation and also felt that undue central interference in state subjects would only weaken the nation,” said the jathedar.

    He said the late leader also strongly believed in the importance of regional parties as they best echoed the aspirations of the people.

    New Delhi: The Aam Aadmi Party on Thursday alleged Chief Minister Arvind Kejriwal was being spied on by the Delhi Police with its Special Cell officials in plainclothes “roaming around” his residence the whole day, a claim denied by the force.

    AAP chief spokesperson and Delhi minister Saurabh Bharadwaj told a press conference here the party’s Rajya Sabha MPs Raghav Chadha and Sanjay Singh have written to Delhi Police Commissioner Sanjay Arora in connection with the matter.

    Police sources rejected the charges of spying, saying Special Branch officials, and not Special Cell officials, are deployed for assessing security arrangements around the houses of dignitaries as part of a protocol.

    “Special Branch officers are like the eyes and ears of Delhi Police. They carry out an assessment of threat, like whether the security personnel are doing their job properly, checking visitors, keeping a vigil or not,” a source said.

    “They prepare a report on such things and submit them to their seniors. Their job is to see whether the local police and security personnel are doing their job properly. They assess the area and security arrangements around the houses of other dignitaries too. It is part of protocol and not spying,” the source said.

    The Delhi BJP, meanwhile, alleged the AAP was making the claim to divert people’s attention from the “scam” in the renovation of Kejriwal’s official residence.

    Addressing the media, Bharadwaj said, “In the last two days, our MPs have written letters on a very serious issue.”

    He then read out from the similar letters written by the MPs.

    “I would like to draw your attention to a serious issue. Delhi’s people have made Kejriwal CM thrice. There have been security lapses and he has been attacked. Police are supposed to protect the citizens. But it’s sad that they are not able to keep even the chief minister safe. Few days back, a drone was spotted near his residence but no one was arrested in connection with the incident,” he said.

    The MPs, he said, have further pointed out that some officers of Delhi Police’s Special Cell have been roaming around Kejriwal’s residence for the whole day.

    Bharadwaj added, “When asked, they said they are on a special task. What special task is this? Is the Delhi chief minister being spied upon? Under which law is the Delhi Police spying on its own CM? They are keeping an eye on people coming to the CM’s residence.”

    The MPs also flagged the deteriorating law and order situation in the national capital.

    “Why is Delhi Police not protecting the CM but spying on him? Is it not illegal? What is the purpose of this? The matter is very serious. We are not objecting to what they are doing. We have objections on what the Centre is asking them to do,” he said, alleging a political conspiracy.

    He said the BJP wants to finish the AAP.

    “Our differences with the PM are known to the world. The PM wants to end the chief minister politically. They want to end AAP and these events raise serious questions. They have to answer these questions — What is the special task given to the plainclothes policemen?”

    When Bharadwaj was asked whether the presence of policemen was indicative of enhanced security around the CM’s residence following the drone incident, he said the person whose security was being beefed up would have been at least informed.

    “A senior officer will brief the CM and will ask, ‘What do you want?’ The PM requires more security than the CM. So, is the police also spying outside the PM residence? If the same is being there, we can accept it. No policeman can roam in the area around PM’s residence,” he said.

    A Special Cell officer said the staff has the responsibility of maintaining law and order and assessing security measures for the chief minister and other VIPs. “The officers had furnished their ID cards when they were asked to. These are baseless allegations,” the official added.

    Delhi BJP Spokesperson Praveen Shankar Kapoor said the charges levelled by AAP leaders Sanjay Singh, Raghav Chadha and Saurabh Bhardwaj is their “last ditch attempt” to divert attention from the bungalow renovation and liquor “scams”.

    “Aam Aadmi Party’s leaders are frustrated as the public perception and image of common man built by their leader Arvind Kejriwal has totally eroded and today when all their efforts to divert public attention from Raj Mahal scam have failed they have popped up this allegation of spying outside the CM House,” he said.

    Kapoor said AAP leaders should realise the Delhi Police provides security to Kejriwal and they don’t need to deploy extra staff if they want to keep a watch him.

    Mumbai: Senior NCP leader Praful Patel on Wednesday said there was no question of picking Sharad Pawar’s successor as party chief until there was a final decision on his announcement to quit the post.

    Pawar has not relented despite repeated appeals from Nationalist Congress Party leaders and supporters that he withdraw his decision to step down, Patel told reporters here.

    “Pawar yesterday said there should be a generational change. May be he wanted a new generation to step forward. None of us knew about it beforehand. He has asked for some time and we should grant him that,” Patel said.

    NCP MLA from Thane Jitendra Awhad said he had resigned as the party’s national general secretary following Pawar’s announcement that he was stepping down as the party supremo.

    Earlier in the day, there was also speculation about Pawar’s daugher Supriya Sule emerging as the choice for national president and his nephew Ajit Pawar as Maharashtra unit chief.

    Some reports also suggested that Praful Patel, who is the NCP’s national vice president, could be the new party chief, but he ruled out the possibility.

    The party committee, which Pawar himself set up on Tuesday to decide on his successor, did not meet on Wednesday, he said.

    He also denied that Maharashtra NCP chief Jayant Patil was upset with the party and he was not invited to the meeting of top leaders in Mumbai.

    When asked by reporters in Pune, Patil said he had a word with Supriya Sule who said there was no such meeting.

    “If the situation arises, the committee will decide on Pawar’s successor and the decision will be unanimous,” Praful Patel said in Mumbai.

    “He sought time to think over his decision after the party asked him to reconsider it, and till the final decision is arrived at, there is no question of deliberating on his successor,” he said.

    “There is no vacancy,” he said, adding, “whether Pawar remains president or not, he is the party’s identity and soul.” The party was trying to persuade Pawar to reconsider his decision, Patel said, adding that workers should have patience and stop resigning from their posts en masse in protest against Pawar’s decision.

    The `Vajramooth’ rallies of the Maha Vikas Aghadi — the alliance of the NCP, Congress and Shiv Sena (UBT) — were postponed due to the hot summer conditions and it was decided on Sunday when a rally was held in Mumbai, Patel said.

    “It has nothing to do with Pawar stepping down as NCP chief,” he said.

    Awhad, a former state cabinet minister, said he and all office-bearers of Thane NCP have resigned after Pawar’s announcement.

    Jayant Patil told reporters in Pune that he was among several people who had joined the NCP after being inspired by “Pawar saheb’s” leadership.

    Asked if he would work under Supriya Sule, Patil said whatever decision the party takes, everyone has to accept it.

    To a question if he felt sidelined in the party, Patil, a former state cabinet minister, said, “This is a big question. I don’t think there is any need to answer it today.” Pawar (82) on Tuesday dropped a bombshell by saying he is stepping down as chief of the NCP which he founded and helmed since 1999.

    The announcement, made at an event, stumped leaders and workers of the 24-year-old party. Many party workers were seen crying and pleading that Pawar should revoke his decision.

    Later in the day, Ajit Pawar announced that his uncle will need two to three days to “think over” his decision.

    On Wednesday, Sharad Pawar stuck to his daily routine of meeting people including party functionaries.

    Meanwhile, Maharashtra Congress chief Nana Patole hit out at ally Shiv Sena (UBT) leader Sanjay Raut, saying he should stop “interfering in other parties’ affairs”.

    On Tuesday, Raut had said decisions in the Congress are ultimately taken by Rahul Gandhi though Mallikarjun Kharge occupies the post of the grand old party’s president.

    “Sanjay Raut is not a spokesperson of Congress. How can he raise question marks over the capability of Congress chief Mallikarjun Kharge? It is wrong to level false allegations against the Gandhi family,” he said.

    “I would suggest that he (Raut) should not interfere in our party’s affairs,” Patole added.

    In February, President Joe Biden announced that the US would be nominating Banga, 63, to lead the World Bank because he is “well equipped” to lead the global institution at “this critical moment in history.”

    “The Board looks forward to working with Mr. Banga on the World Bank Group Evolution process, as discussed at the April 2023 Spring Meetings, and on all the World Bank Group’s ambitions and efforts aimed at tackling the toughest development challenges facing developing countries,” the statement added.

    The former Mastercard Inc. chief, Banga currently serves as Vice Chairman at General Atlantic.

    Banga is the first-ever Indian-American and Sikh-American to head either of the two top international financial institutions: the International Monetary Fund and the World Bank.

    Raised in India, Banga has a unique perspective on the opportunities and challenges facing developing countries and how the World Bank can deliver on its ambitious agenda to reduce poverty and expand prosperity, President Biden had said.

    He has also worked closely with Vice President Harris as the Co-Chair of the Partnership for Central America.

    He was awarded the Padma Shri in 2016.

    Banga is expected to take over the reins of the anti-poverty lender at a crucial time, with the US and Western nations pitching for reforms to focus on addressing a slew of wide-ranging global issues like climate change.

    Bengaluru: Karnataka Pradesh Congress Committee president D K Shivakumar’s helicopter made an emergency landing at the HAL airport here after a bird hit the glass of the cockpit on Tuesday afternoon.

    The Congress leader was on his way to Mulbagal in Kolar district to attend a public meeting.

    The chopper flew from Jakkur airport in Bengaluru but was hit by a kite, sources close to Shivakumar told PTI.

    In the impact of the crash, the helicopter’s windscreen broke into pieces. The chopper had to make an emergency landing at the HAL airport.

    Along with Shivakumar and the pilot, a journalist of a Kannada news channel who was interviewing him, was inside the helicopter.

    Shivakumar, the crew and others in the helicopter are all safe, they said.
