Hyderabad: Education minister to talk to OU vice chancellor over fee hike

Hyderabad: Osmania University (OU) students on Monday continued their campaign against the hike in PhD free by presenting a request letter to Telangana education minister Sabitha Indra Reddy.
Nelli Satya, a political science research scholar, told Siasat.com that the Minister had promised that she will speak to the OU vice-chancellor, Professor D Ravinder on Tuesday and resolve the issue.
OU students are up in arms against the varsity’s administration ever since it increased the fee for PhD courses by ten times on March 16.

VC Prof. D Ravinder, speaking to Siasat.com said in case the minister asks for an explanation regarding the fee hike, he will convey to her that it was a decision taken after thorough consideration by the Standing Committee that consisting of 12 Deans from OU.
In a notification issued by the Dean Faculties of various departments, the fee particulars for students who were allotted seats under Category – 2 PhD courses for the academic year 2022, in Social Sciences, Arts, Education, Commerce, Management, and Oriental Languages was set at Rs 20,000 and for Engineering, Science, Technology, and Pharmacy departments it presents at Rs 25,000.
A press release by OU student union members on March 21, said that the fee for PhD courses in Social Sciences and other departments was Rs 2000 until last year and for Engineering and other courses it was Rs 2500.
“There are many factors that led to this fee hike beside the fact that this is the first time the PhD course fee structure was revised since 2003. Even the fee for Post Graduate courses is at Rs 15,000,” said the OU vice-chancellor.
Prof D Ravinder further explained that the students can avail of the reimbursement of the fee. He claimed that the PhD coursework will be done according to the norms prescribed by the University Grants Commission which is expensive by itself.

“The decision regarding fee structure on PhD programme has a huge impact on students from marginalised sections, it deters them from pursuing higher education,” said a press release from the research students of OU.
In the request letter submitted to the minister, the students alleged that the university’s decision is not rational as when compared with the fee structure of various central and state universities, the OU fee hike is steep and comes without prior notice.
The letter also requests the minister to ensure that the students are allotted supervisors and a university fellowship.
Speaking about the allotment of supervisors, Nelli Satya said, “Research Scholars who joined under category 2, in 2022, have not been allotted to their respective supervisors yet. We were supposed to receive an order during our admission allotting us but when we asked the university administration, they informed us that this will be done after 6 months but did not tell us the reason for the delay”.
Sandeep Kumar, an OU research scholar, said that this delay in allotting supervisors is mostly due to the shortage of teaching faculty at the university. “Another blow to the students is the delay in the singing of the Telangana Universities Common Recruitment Board Bill, 2022 by the Governor. Since the bill has been reserved by the Governor for “consideration and assent of the President”, the recruitment of teaching faculty will be delayed even further”.
Prof D Ravinder said, “The allotment of supervisors was kept on hold to ensure that the PhD students get some time to be accustomed to the professors and finish their coursework. However, the Standing Committee has reconsidered this decision. We will be completing the allotment in a week”.
He further informed that the providence of a university fellowship is decided by the University Grants Commission (UGC) guidelines. “After the completion of the UGC XII Plan (2012-2017), the commission does not hold the university obligation to provide non-NET fellowships to the students. I have personally requested the UGC chairman to reconsider this however, there is not much in the hands of the university”.
OU students have expressed that the campaign against the fee hike will continue and if there is no fee structure revision even after the minister intervenes, protests will ensue.

Syedna Mufaddal Saifuddin elected as Chancellor of Jamia Millia Islamia

New Delhi: The members of the Court (Anjuman) of the Jamia Millia Islamia (JMI) on Monday unanimously elected Dr Syedna Mufaddal Saifuddin as the Chancellor (Amir-e-Jamia) of the Jamia Millia Islamia university for a period of five years.
The five-year tenure for the new Chancellor will commence with effect from March 14, 2023.
Dr Syedna Mufaddal Saifuddin succeeds Dr Najma Heptulla who completed her five-year term as Chancellor of the university last year.
“An illustrious leader with meritorious and laudable credentials, the 53rd al-Dai al-Mutlaq, Dr Syedna Mufaddal Saifuddin is head of the one million-strong global Dawoodi Bohra Muslim Community since 2014,” the university said in a statement.
“Dr Syedna Mufaddal Saifuddin, who leads by his exceptional examples has dedicated his life to the betterment of the society at large with a special focus on education, the environment, socio-economic aspects and so on,” it read.
The most lauded Global programmes overseen by Dr Syedna Mufaddal Saifuddin include Saifee Burhani Uplift Project, Turning the Tide, Project Rise, FMB Community kitchen work towards eradication of hunger, reduction of food waste, protecting the environment and so on. Acclaimed internationally, he is committed to make positive contributions to the society, produce ideal citizens and establish amity, peace and harmony.
“Dr Syedna Mufaddal Saifuddin has been honoured with a number of prestigious awards and accolades. He has been featured in the 500 Most Influential Muslims list. A citation was read in the celebration of his contributions in the US House of Representatives at the US Capitol. He is received as a reverent state Guest in several countries,” the statement read further.
Dr Syedna Mufaddal Saifuddin has been a distinguished alumnus of the historic Dawoodi Bohra educational institute Al-jamia-tus-saifiya in Surat. He is also a well-known alumnus of the world-famous Al-Azhar University and Cairo University, Egypt.

He inaugurated a new campus of Al-jamia-tus-saifiya in Mumbai on February 10 2023.
A prolific writer Dr Syedna Mufaddal Saifuddin has authored the annual treatise over the last five years.
He has brilliant and insightful Arabic, Urdu poems to his credit. He has also written excellent literary pieces and poems in the community’s vernacular, Lisan al-Dawat. He has been doing philanthropic work in the country and across the world. He introduced sustainable agricultural systems, enhancing local infrastructure and providing equal access to education to both girls and boys in Yemen.

Only Putin can break Russia-Ukraine stalemate, Germany’s chancellor says

“There will be no decisions without the Ukrainians,” Scholz said, saying Putin had clearly misjudged “the strength of Ukraine” as well as the “unity” of “all the friends of Ukraine” in challenging the Russian invasion, which began in February 2022.
He added: “It is very difficult to judge what will be the next things to happen in Ukraine, but there is something which is absolutely clear: We will continue to support Ukraine with financial, humanitarian aid but also with weapons.”
Speaking to Zakaria, Scholz also spoke well of President Joe Biden and his leadership during the current international crisis.
“He is very informed about international relations,” Scholz said. “I think he’s one of the most skilled presidents knowing how things are running in the world, which is important in times that are becoming more dangerous.”

Indian-American named Chancellor of California Community Colleges

New York: Indian-American Sonya Christian has been named the 11th permanent Chancellor of the California Community College system, the largest and most diverse system of public higher education in the US.
With her appointment, Christian, a Kerala University graduate, becomes the first woman and the first person of South Asian origin to lead the college system that serves 1.8 million students every year.
“Dr. Christian is one of our nation’s most dynamic college leaders, with a demonstrated record of collaboration and results in the Central Valley,” California Governor Gavin Newsom said in a statement.
“She understands what is needed to deliver on record levels of higher education investment to make real improvements to the lived reality of our students. I look forward to continuing to partner with Dr. Christian to ensure our community colleges are engines of equity and opportunity.”
Christian, who is Kern Community College District Chancellor, will step into her new role on June 1, 2023. She replaces Chancellor Eloy Ortiz Oakley, who stepped down in August after leading the community college system for nearly six years.
For more than 30 years, Christian has actively engaged in policies and practices related to state and national completion, quality and equity agendas.
“I am honoured to be selected to lead the most important system of higher education in the country and grateful to the Board of Governors for their confidence,” Christian said.
“We continue to face many challenges, but I truly believe our greatest challenges enable us to do our greatest work. We are called to design the most vibrant, resilient, and effective learning environment ever. We are called to do this work at scale, not eventually, but now. And we will work with a shared vision that keeps students first.”

In July 2021, Christian was named the sixth chancellor of the Kern Community College District, where she implemented a call to action with a focus on advancing student success and closing achievement and equity gaps.
She also spearheaded a statewide coalition in 2015 that led to securing philanthropic funding for the 20-college Guided Pathways demonstration project in California, leading to a $150 million state investment in Guided Pathways and broad adoption of the framework throughout the college system, according to a press statement.
The distinguished educationist started her career in higher education as a mathematics faculty and later as division chair, then Dean of science, engineering, allied health and mathematics at Bakersfield College.
She served as an administrator at Lane Community College in Oregon for several years before returning home to Kern Community College District in 2013 after being selected as the 10th president of Bakersfield College.
Christian earned her Bachelor of Science degree from University of Kerala; her Master of Science in Applied Mathematics from University of Southern California; and her doctorate from University of California, Los Angeles.

German Chancellor visits cricket stadium in Bengaluru, spends time with RCB players

Bengaluru: German Chancellor Olaf Scholz on Sunday visited the M Chinnaswamy cricket stadium here and interacted with men and women players of the Royal Challengers Bengaluru team.
Scholz spoke to the officials of the Karnataka State Cricket Association (KSCA), RCB men and women team members for about 15 minutes.
The Chancellor understands that cricket is India’s number one passion when it comes to sports, a German Embassy official said.
“In Germany, cricket is not as popular. Although more than 200,000 Indians in Germany are popularising the sport there,” he said.
So, Scholz wanted to acclimatise himself about the sport and what cricket means to India, the official added.
“Moreover, he wanted to understand what the RCB, both the men’s and women’s team, mean to the city, especially as the RCB women’s team embark on the first season of the Women’s Premier League,” the official further said.
Earlier, the German Chancellor arrived at the Kempegowda International Airport in the afternoon. Karnataka Health Minister K Sudhakar, along with the German Consulate officials and Bengaluru Police Commissioner C H Pratap Reddy received him.
Later, Sudhakar tweeted: “Welcomed the Chancellor of Germany, His Excellency @OlafScholz to Bangalore at Kempegowda International Airport today. This is the first visit from a Chancellor of Germany to India, since 2011, when the Inter-Governmental Consultation (IGC) was set up between our two countries.”
Scholz is on a two-day trip to India. On Saturday, Prime Minister Narendra Modi held bilateral talks with the visiting German Chancellor in Delhi.

The weaving of Meghalaya stoles has been passed down through generations with a rich history.
Also, the shawls woven for centuries by the tribes in Nagaland are known for their vibrant colours, intricate designs, and the use of traditional weaving techniques, which have been passed down from generation to generation.

German Chancellor Scholz to arrive India on two-day visit Feb 25

New Delhi: German Chancellor Olaf Scholz will arrive in India on a two-day state visit February 25-26, official sources said on Monday, adding that the focus of the visit likely to be on discussing measures to combat climate change and greater mobility of skilled Indian personnel to Germany.
Scholz will arrive in Delhi on February 25 and then proceed to Bengaluru the next day, the External Affairs Ministry said.
He will be accompanied by a high level business delegation, sources said.
This would be the German Chancellor’s first visit to India, during which he will call upon President Droupadi Murmu and Prime Minister Narendra Modi.
“Prime Minister and Chancellor will hold discussions on bilateral, regional and global issues. The two leaders will also interact with CEOs and business leaders of both sides,” the ministry said in a statement.
This will be the first standalone visit of a German Chancellor to India since the biennial Inter-Governmental Consultation (IGC) mechanism began in 2011.

German chancellor vows ‘leadership’ with call to further arm Ukraine

MUNICH — Countries able to send battle tanks to Ukraine should “actually do so now,” German Chancellor Olaf Scholz said Friday, trying to rally support for a Europe-wide fleet of tank donations.
Speaking at the opening of the Munich Security Conference, a gathering of global political and security leaders, Scholz said “Germany acknowledges its responsibility for the security of Europe and the NATO alliance area, without ifs and buts.”
This is, he added, “a responsibility that a country of Germany’s size, location and economic strength has to shoulder in times like these.”
Concretely, the chancellor said Germany would “permanently” adhere to the NATO goal of spending 2 percent of its economic output on defense — a target that Berlin is currently set to miss this year and probably also next year, despite a massive €100 billion special fund for military investment.
Germany needs to boost its defense industry and switch to “a permanent production of the most important weapons we are using,” the chancellor added.
Scholz’s remarks came just hours after his defense minister, Boris Pistorius, told reporters in Munich Germany must commit to even higher spending targets to follow through on its security pledges.
“It must be clear to everyone: It will not be possible to fulfill the tasks that lie ahead of us with barely two percent,” Pistorius said.
Western allies are gathering in Munich for a series of high-level talks focused primarily on the war in Ukraine, one year after Russia invaded the Eastern European country.

Scholz said it would be “wise to prepare for a long war” and to send a clear message to Russian President Vladimir Putin that he’s making “a miscalculation” if he is counting on Ukraine’s Western allies eventually growing war-weary and pulling back from their military support.
The German chancellor said Ukraine’s allies with German-made, modern Leopard 2 tanks in their stocks should join Berlin in delivering them to Ukraine, adding that his government would use the three-day Munich conference to “campaign intensively for this.”
The German chancellor himself hesitated for months over whether to send Leopard 2 tanks, only changing course last month, when he vowed to build an international alliance that would give Ukraine 80 of the German-built tanks.
But he is struggling to deliver on that commitment. Some allies like Finland are dragging their feet on tank donations, while others like Portugal are not sending as many as Berlin had hoped.
Other countries like Poland or Spain are only sending an older version of the tank, the Leopard 2 A4. Scholz said he hopes “some more will also join” Germany in sending the more modern Leopard 2 A6.
Scholz also said that Germany “will do everything it can to make this decision easier for our partners,” offering to provide logistical support or training Ukrainian soldiers on the tanks. “I see this as an example of the kind of leadership which everyone is entitled to expect from Germany — and I expressly offer it to our friends and partners.”
Just before Scholz spoke, Ukrainian President Volodymyr Zelenskyy warned that “speed is crucial,” underscoring the German leader’s point.
