    Karnataka to abolish 4% reservation for minorities, places them under EWS category

    Bengaluru: The Karnataka government has announced its decision to scrap the four per cent quota for minorities and add it to the existing quota of two dominant communities of the poll-bound state.

    The 4 per cent reservation given to Muslims under 2B classification of the OBC category will now be divided into two equal parts and added to the existing quota of Vokkaligas and Lingayats for whom two new reservation categories of 2C and 2D were created during the Belagavi Assembly Session last year.

    The cabinet decided to bring the religious minorities under the EWS category.

    The decision comes ahead of the Assembly elections.

    Briefing reporters after the cabinet meeting on Friday, Chief Minister Basavaraj Bommai said the religious minorities quota would be done away with and brought under the 10 per cent pool of the EWS category without any change of condition.

    “The four per cent (reservation for minorities) will be divided into two between 2C and 2D. The four per cent reservation for the Vokkaligas and others will be enhanced to six per cent and Veerashaiva Panchamasali and others (Lingayats), who are getting five per cent reservation will now get seven per cent,” the CM explained.

    The Cabinet had abolished 3A and 3B categories of reservation for Vokkaligas and Lingayats respectively and replaced them with two new categories of 2C and 2D last December.

    Defending the decision to abolish the quota for Muslims, Bommai said there was no constitutional provision for religious minorities.

    Citing a court verdict striking down the reservation provided for minorities in Andhra Pradesh, the CM said the architect of the Indian Constitution B R Ambedkar too had said that reservations were for caste.

    “However, we cannot drop that community entirely. With a view that there should not be any problem, the religious minorities…if someone challenges reservation to them, we decided to take a proactive decision. In fact they will go from 4 per cent to the 10 percent pool of the EWS group without any change of condition,” Bommai explained.

    Muslims are divided into three reservation categories 1, 2A and 2B.

    The extremely backward religious minorities, who form the sub-sects of Muslims such as Pinjara, Nadaf, Daroji, Chapparband and are enlisted in category 1, will remain undisturbed and in the same reservation list.

    Similarly, the government did not touch the Muslim communities under 2A category.

    “Some other Muslim sub-sects in the 2B category will not be disturbed. They will only be moved to the EWS quota on the same conditions,” Bommai said.

    There are some more small backward communities, who find mention in the Backward Commission’s report.

    “They never figured in any list including the backward list. They are not in any category. Regarding them, the Backward Commission has mentioned in its second list. I will study the report in detail. Our government will take further decision on it in the coming cabinet.

    Already, a recommendation has been sent to the Centre to include two shepherd communities Kadu Kuruba’ and Gonda Kuruba’ spread over four districts in the ST category.

    Further, the Union government has made some references to two to three communities including Kadu Gollaru and Koli communities seeking the opinion of the department.

    Bommai also said that the government will notify the communities under the EWS category.

    Also, a decision was taken with regard to the SC community that 6 percent reservation would be given to SC left sub-category, 5.5 per cent to SC right, 4.5 per cent to touchables and 1 per cent to others.

    Hailing the announcement, Adichunchanagiri Math pontiff and Vokkaliga leader Nirmalanandanatha Swami said the demand was made for 12 per cent reservation keeping in view the condition of the community.

    “Given the situation, the government has increased the reservation from four per cent to six per cent for which we thank the government. We welcome the move,” he said.

    The Panchamasali community of the Lingayat sect and the Vokkaligas have been demanding a hike in reservation for quite a long time.

    Srinagar, Mar 21: Hundreds of semi-skilled daily-wagers from Kashmir province are anguished over alleged non-implementation of wage hike otherwise already implemented for their Jammu-based fellows three months before.

    A delegation of the aggrieved daily-wagers told that there are four categories of daily-wagers viz. Semi-skilled, Skilled, Highly skilled, Ministerial Staff, who get wages as per their skills’. After years of wait, the authorities gave its nod to hike the wages, but to our ill-fate we are yet to see any respite as we are still being denied the increments due to sheer callous approach of the higher-ups.

    “While the ULBs in Jammu implemented the orders three months before, the authorities concerned entrusted for its implementation have maintained a callous approach on uncalled reasons”, they said adding of the four categories only one (Skilled) category is receiving the hiked wages while the other categories continue to suffer.

    “We have from time to time met the higher-ups and discussed the issue threadbare with them, but each time we are being let down by them with complete disdain”, they said adding, “Despite the same Municipal Act (2000) applicable to both divisions of Jammu and Kashmir, we fail to understand as to why the authorities in Kashmir are resorting to a step-motherly approach towards us that too express orders of its implementation from the Government.

    Meanwhile, despite many attempts to reach the authorities, they in turn either declined the calls or excused themselves to comment on one pretext or the other. (GNS)

    Bandipora, Mar 18 : Around Seventy percent of ‘non-deserving’ households, who were holding AAY (Antyodaya Anna Yojana), PHH (Priority Households) ration cards have been weeded out from the particular categories in Bandipora district of north Kashmir, officials said on Saturday.

    Assistant Director, Food, Civil Supplies & Consumer Affairs, Bandipora, Bilal Ahmad told GNS that the department has canceled around 70% of the PHH & AAY bogus ration cards in the district while the exercise to find out the authenticity of remaining 30% is in full swing.

    He said that among the canceled ration cards, mostly were on the names of government employees, pensioners and other financially sound households.

    He appealed the ‘ineligible’ PHH and AAY card, whose economic status has increased over the time to surrender their ration cards in the concerned Tehsil Supply Office within 15 days, adding the department will initiate legal action after the lapse of the given time period.

    “Since the implementation of NFSA Act 2013 in 2016, two categories of households viz AAY & PHH identified on the basis of poorest of poor were registered for receiving ration on highly subsidized rates,” reads an order issued by AD Foods Bandipora.

    “Since the implementation of NFSA Act 2013 more than seven (07) years have passed and reportedly the economic status of many families have improved”, it reads adding “a number of representations are being received by this office on daily basis for adjusting them under AAY/PHH.”

    “Whereas, frequent inputs have been received from various quarters that some in-eligible/non deserving households are still getting benefits of AAY/PHH Ration Cards which is quite contrary to the guidelines and is sheer injustice to those who are needy and deserving and as reported by field functionaries many families whose economic status has improved by way of Govt. Employment, Business and other sources are not cooperating with them for conversion of their Ration Cards from PHH/AAY to NPHH/EX”, reads the order.

    “Now in view of above (observations) and through the medium of this circular, all the Households whose economic status has improved and are still having AAY/PHH Ration Cards are hereby informed to surrender their AAY/PHH Ration Cards to their concerned Tehsil Supply Office within fifteen days (15) falling which action under norms shall be initiated forthwith,” the order added.     Srnagar, Mar 06 (KNO): The government on Monday said that the process to scrutinize over seven lakh ration card holders falling in the category of AAY and PHH in the Valley.

    Talking to the news agency Kashmir News Observer (KNO), Director Food Civil Supplies and Consumer Affairs (FCS&CA), Abdul Salam Mir said that the process to identify the undeserving families who have been categorized in AAY and PHH has been started. “We have directed the officers to complete the process across Kashmir within the period of one month,” he said.

    He added that a total of 1.5 lakh families fall in AAY category while nearly 5 lakh families fall in PHH category. “We have been identifying the families, who don’t deserve to be in AAY and PHH categories and they are accordingly added in APL category,” he said.

    Director FCS&CA further said the employees who are found involved in providing AAY and PHH ration cards to the undeserving families are also being taken to the task.

    He said in case any family does not deserve for AAY and PHH category, they should voluntarily surrender their ration cards to ensure that the poor families are benefitted. “Surrendering the ration cards voluntarily will not only save our time, but would also help in ensuring benefits to the poor and downtrodden families within the society,” he said—(KNO)

    World Athletics is set to keep the door open for transgender women to compete at the highest level under controversial new proposals that will be voted on in March.

    Under the governing body’s “preferred option”, the maximum permitted plasma testosterone for trans women would be halved from five nanomoles per litre to 2.5 nmol/L – and they would also have to stay below the permitted threshold for two years rather than 12 months as is currently the case.

    However, that option is likely to prove contentious given that in its consultation document, seen by the Guardian, World Athletics accepts that trans women “retain an advantage in muscle mass, volume and strength over cis women after 12 months” of hormone treatment – and that “the limited experimental data” suggests that those advantages continue after that.

    Also the document adds that: “Exposure to puberty also results in sex differences in height, weight, wingspan (throws), pelvic and lower limbs architecture. These anatomical differences provide an athletic advantage after puberty for certain athletic events and will not respond to suppression of blood testosterone levels in post-pubertal trans women.”

    However, World Athletics maintains that its preferred option would work as it would “allow significant (although not full reduction in anaerobic, aerobic and body composition) changes, while still providing a path for eligibility of trans women and 46 XY individuals to compete in the female category”.

    The new rules would also apply to athletes with differences in sex development, such as Caster Semenya – who are 46 XY individuals with testes but were brought up as women – across every athletic discipline at elite level. As things stand, athletes with a DSD only have to reduce their testosterone in events ranging from 400m to a mile.

    “Both DSD and transgender regulations apply to athletes who are 46 XY individuals aiming at competing in the female category,” the consultation document states.

    “An analysis of DSD cases observed in elite athletes shows that most athletes are 46 XY persons who have testes that produce testosterone concentrations within the male range and who are not insensitive to the effects of androgens. As far as athletic performance is concerned, there is no significant difference between a 46 XY DSD individual, a cis male and a trans female prior to transition. Therefore, in this respect there is a need for consistency between the transgender and DSD regulations.”

    A World Athletics spokesperson said that putting forward a preferred option was “the best way to gather constructive feedback, but this does not mean this is the option that will be presented to council or indeed adopted” and promised they would consult more widely in the coming weeks.

    “In terms of our female eligibility regulations, we will follow the science and the decade and more of the research we have in this area in order to protect the female category, maintain fairness in our competitions and remain as inclusive as possible,” they added.

    Four Bharatiya Janata Party (BJP) leaders have been given ‘X’ category armed security protection by the Central Reserve Police Force (CRPF) by the Central government, top government sources claimed on Saturday.

    After conducting a security analysis based on an Intelligence Bureau (IB) report indicating a threat to senior BJP leaders, the Ministry of Home Affairs (MHA) ordered the CRPF to give “X-category” round-the-clock protection, reports news agency ANI.

    Among the BJP heavyweights who supplied the security protection were former Punjab cabinet ministers Balbir Singh Sidhu and Gurpreet Singh Kanga, former MLA Jagdip Singh Nakai, and Amarjit Singh Tikka. All four leaders recently left the Congress and joined the BJP.

    In October, the Centre also gave five BJP leaders in Punjab “Y” category security coverage based on a related IB report.

    As a result of threat assessments based on IB reports, the MHA used to offer security services in the “X,” “Y,” “Y+,” “Z,” and “Z+” categories through Central Armed Police Forces (CAPFs) like the CRPF and Central Industrial Security Force (CISF).

    VIP security protection has been entrusted to the CISF and CRPF by the MHA. Each of the two paramilitary organisations has its own elite VIP security division of commandos that is equipped with cutting-edge close-protection weapons.
