    Patna: In wake of Patna High Court’s interim stay on the caste-based survey on Thursday, the Bihar government has asked District Magistrates of all 38 districts to stop the exercise with immediate effect.

    The letter, issued by the office of Deputy Secretary, General Administration Department, Rajnish Kumar, directed the District Magistrates to follow the decision of the high court and direct officials and employees to take necessary steps and not release any data to anyone.

    As per the order, the division bench of Chief Justice Vinod Chandran and Justice Madhuresh Kumar said: “We are of the considered opinion that the petitioners have made out a prima facie case against the continuation process of the proposed caste-based survey as attempted by the state of Bihar. There is a question raised on data integrity and security which has to be more elaborately addressed by the state.”

    “We also have the opinion that the state has no power to carry out caste-based surveys in a manner it is fashioned now. It would amount to a census thus impinging upon the legislative power of the Parliament,” the HC said.

    “We also see the notification that the government intends to share data with the leaders of different political parties of the state assembly. The bigger question arises here is the right of privacy which the Supreme Court has held to be a facet of right to life.

    “In such circumstances, we have directed the state government to immediately stop the caste-based survey and ensure that the data already collected are secured and not shared with anybody till final orders on this writ petition,” the bench said.

    Patna: Bihar Deputy Chief Minister Tejashwi Yadav on Thursday said that he is committed to the caste-based census in Bihar and despite the Patna High Court’s interim stay, asserted that it will be conducted in future.

    “Our fight for the caste-based survey will continue in the state. The people of Bihar are in favour of caste-based survey. It is in the interest of common people.

    “The decision of caste based survey was taken unanimously by all political parties of the state. It is not for any particular caste. It is for all,” he said.

    “Bihar government was conducting a caste-based survey at its own expense as the Centre had declined to make a financial contribution to it. The BJP did not want the caste- based survey being conducted in the state. They are frightened that once the actual data would come out, they would know how many people are staying below the poverty line and how many of them are landless. Who is in good financial condition and who has not. It is in the interest of all caste and community people,” Tejashwi Yadav said.

    “As the interim order has come, the state government will analyse it and take the decision accordingly,” he said.

    “After the court order, the BJP is celebrating the decision and spreading lies that they are in favour of caste-based survey. If it was the case, then why have they not conducted in any BJP-ruled states or by the Centre,” he added.

    Patna: Bihar Chief Minister Nitish Kumar on Friday reacted with exasperation over the opposition faced by the head count of caste’ underway in the state, saying that holding such a survey is not a crime.

    He asserted that the state is not conducting a caste census but only collecting information related to people’s economic status and their caste so that specific steps could be taken by the government to serve them better.

    “The ongoing caste survey is a good initiative taken by us. People will be hugely benefited after the recognition of their economic status, whether they belong to the upper caste, backward caste or extremely weaker sections of the society.

    “I don’t understand why a section of people are against this exercise They are challenging it. Is it a crime? No, it is not,” Kumar said while addressing a conference of Civil Servants here.

    An organisation had claimed that it was not a survey for a sample population but a census involving house-to-house enumeration of all people, which only the Centre can undertake. The organisation had moved the Supreme Court against the state government’s decision but it refused to entertain the plea.

    The top court, however, on Friday allowed the petitioner to approach the Patna High Court and directed it to decide the petition expeditiously.

    “Data related to people’s economic status and their caste will be collected during the headcount so that the state government could know how many people are poor and what sort of steps needs to be taken to bring them into the mainstream,” said the chief minister.

    All parties in Bihar had the same view when the state government decided to hold the caste-based survey, he said.

    The first round of caste survey in Bihar was conducted between January 7 and 21. The second round started on April 15 and will continue till May 15.

    Patna: The second phase of the caste-based census has started in the State and will continue till May 15, said Dr Chandrashekhar Singh, DM, Patna.

    The decision of a caste census was taken by the Bihar cabinet on June 2, last year, months after the Centre ruled out conducting such an exercise nationally.

    The first phase of the caste-based census in Bihar began on January 7 and ended on January 21.

    Informing about the involvement of people in the second phase of the caste-based census, DM Singh said, “All the families are sharing information positively”.

    The second phase of the survey will involve gathering data on people from all castes, sub-castes, and socioeconomic conditions backgrounds.

    The survey, in its second phase, would cover an estimated population of 12.70 crores across 2.58 crore households in 38 districts, further spread over 534 blocks and 261 urban local bodies. The survey would be completed by May 31, this year.

    A caste-based headcount will be conducted across all 38 districts in two stages.

    New Delhi: The YSR Congress on Monday demanded a nationwide caste-based economic census at an all-party meet convened by the government ahead of the Budget session of Parliament.

    It is necessary to know the economic status of the backward castes who are “lagging behind” on social and development indicators, the party said.

    YSR Congress leader Vijaysai Reddy said backward castes are over 50 percent of the total population and the census will help find their economic status.

    The ruling party in Andhra Pradesh has joined the likes of the JD(U) and the RJD, both of which have demanded a caste census.

    The grand alliance government in Bihar has rolled out a state-wide caste census.

    Reddy said his party also demanded the women quota bill for ensuring reservation for them in Parliament.

    Parties including the TRS, TMC, and the BJD also supported the demand.
