    Iranian President orders probe into cases of schoolgirls’ poisoning

    Tehran: Iranian President Ebrahim Raisi has ordered an immediate investigation into the cases of reported schoolgirls’ poisoning in several cities.

    Raisi on Wednesday issued the directive at a cabinet meeting, asking Interior Minister Ahmad Vahidito to remove parents’ worries and public concerns about the cases, according to the website of the President’s office.

    Over the past three months, several mysterious poisoning cases have been reported in a number of girls’ schools in different Iranian cities, mainly in the northern province of Qom, Xinhua news agency reported.

    The first case was reported on November 30, 2022, in Qom, where 18 schoolgirls were transferred to medical centres after displaying poisoning symptoms, the official news agency IRNA reported.

    Later, other schools in Qom, the western province of Lorestan, the northwestern province of Ardabil, the western province of Kermanshah and even the capital Tehran also reported similar cases, the IRNA said.

    As of now, more than 700 students in more than 30 schools across the country have fallen victim to such incidents, it added, noting in most of the cases, the students were released from the hospital soon after receiving treatment.

    The IRNA cited Health Ministry Spokesman Pedram Pakaein as saying that the reported poisoning is “not caused by a virus or a microbe and the symptoms are transient”.

    Baramulla, Mar 01: With an unprecedented increase in new drug addiction cases, Baramulla police in north Kashmir registered 40 NDPS cases, while 58 drug peddlers were arrested in two months of this ongoing year, police officials said here on Wednesday.

    A police spokesperson told the news agency—Kashmir News Observer (KNO), that at least 58 drug peddlers/suppliers were arrested in 40 Narcotic Drugs and Psychotropic Substance (NDPS) cases in Baramulla during the ongoing year (Jan-Feb months).

    He said that the contraband substance as well as the vehicles (09 in number) weighing 3 crore, 57 lac, 82,000 have also been seized during the drug wipe out operation.

    Sharing the further details, the spokesman said that 3.14 Kgs brown sugar was recovered, while 152 grams of Heroin, 4.671 Kgs Charas, 58.20 Kgs poppy straw, besides cash 40.15 Lacs and 09 vehicles were also seized.

    Seeking public cooperation, a senior police official told KNO that they will act tough against drug peddlers and dealers as police are on a task to eliminate drug addiction across the district.

    While reiterating calls for citizens to support police in ending the menace from society, the official said that without support from citizens, it is impossible to take the fight to a logical conclusion—(KNO)

    New Delhi: Delhi Deputy Chief Minister Manish Sisodia was arrested on Sunday in connection with the Delhi Excise Policy scam despite his name not figuring on the chargesheet.

    However, the CBI said it is in the process of filing a supplementary chargesheet in the matter.

    As per the government, till December 7, 2022, the CBI has registered a total of 56 cases against the MPs/MLAs during 2017-22 with the probe agency filing chargesheets in 22 cases of these.

    The Ministry of Personnel in a written reply in Parliament on December 7, 2022 said that out of 56 cases registered by the CBI, chargesheets have been filed in 22 cases.

    The state-wise data of the cases disclosed that the maximum 10 cases are in Andhra Pradesh while Uttar Pradesh and Kerala have six cases each.

    Similarly, West Bengal and Arunachal Pradesh have five cases, each registered by the CBI against MLAs or MPs.

    According to the reply, the conviction rate varied between 66.90 percent and 69.83 percent during this period.

    In 2017, it was 66.9 percent, while it rose to 68 percent in 2018, 69.19 percent in 2019 and 69.83 percent in 2020. However, the conviction rate came down to 67.56 percent during the year 2021.

    Sisodia was on Sunday arrested by the CBI after long hours of questioning in connection with the liquor scam.

    Hyderabad: A total of 212 Kg of Ganja and 15 grams of Methyl​enedioxy​methamphetamine (MDMA) was seized by Telangana police in 3 different cases on Friday and Saturday.

    Case 1

    On Friday, Special Operations Team (SOT) Bhongir intercepted a goods carrier vehicle at Reddybavi village, Choutuppal Mandal, and caught three drug peddlers transporting 200kgs of Ganja.

    According to the police, The SOT team intercepted the vehicle acting on prior information.

    The Ganja was allegedly being transported from Ambdar Village, Odisha to Navi Mumbai, Maharashtra by Shaik Mohammad Ibnaan, Rukmuddin Abdul Razak Shaikh aka Irfan, and Ahmed Mohammed Ishaq Merchant. All three accused in this case were residents of Navi Mumbai.

    Along with the 200 kgs of Ganja which is worth Rs 60 lakhs, 5 Charas balls, a goods carrier trolley, 4 mobile phones, a dagger, a knife, and an iron rod were seized.

    Case 2

    In another operation on Friday, the Malkajgiri zone SOT along with Keesara police apprehended a 26-year-old migrant from Odisha for Ganja smuggling.

    The accused Barik Jagannath, a mason by profession, was arrested and 10 Kg of Ganja worth Rs 3 lakhs and a mobile phone were seized from him.

    Case 3

    On Saturday morning, LB Nagar SOT along with L B Nagar police arrested four people for drug peddling and seized 15 grams of MDMA, 2 kgs of Ganja, a Mahindra Verito car, and a few mobile phones.

    According to the police, the accused Jakka Sunil, 28, a resident of Saroor Nagar, is a routine drug abuser and was previously involved in a Ganja peddling case in Andhra Pradesh.

    He travelled to Araku on Wednesday, to purchase Ganja from a supplier, Sathru. He purchases Ganja for 2 to 4 thousand per Kg and sells it to customers for Rs 15000 to 20000.

    He returned to L B Nagar in the early hour of February 25 and met with Shaik Noman.

    Sunil and Noman together sold MDMA and Ganja to Md. Arif Khan aka Khan Sahab, Mohd Jaber Quadri aka Shazada and Mirza Ismail Ali Baig. While the four were in the car, Noman left the car saying that we will return soon.

    In the meantime, the SOT team approached the car and arrested the four, and seized the drugs from them.

    The state police have been nabbing drug peddlers along with seizing massive amounts of narcotic drugs in recent times.

    On February 14, Hyderabad police busted three interstate gangs and seized 204 grams of MDMA and 110 kgs of Ganja. The cops managed to get a big lead on the drug supply to the state by tracking down a drug consumer from the city’s HITEC City area.

    New Delhi: The Delhi High Court said on Friday that before granting further extension to a probe agency to complete investigation in a case lodged under the anti-terror law, a special court has to apply its mind to ascertain the reasonable time required and extend the period of custody of accused for a period up to 90 days.

    The high court said the report of public prosecutor is not required to be provided to the accused at the stage of grant of extension of remand for continued investigation.

    However, the “accused cannot be a silent spectator” and the special court would be required to take into consideration his submissions while examining the report regarding the progress of investigation and the reasons for seeking further detention for continued probe, it said.

    “As regards the issue whenever a report of the public prosecutor is presented for seeking extension of time for investigation beyond 90 days, the special court will apply its mind to find out the reasonable time required to complete the investigation and extend the period of custody for such period upto 90 days…

    “Subject to the right of the investigating agency to seek further extension of remand if remand for less than 90 days is granted, based on a fresh report of the public prosecutor, upto a maximum of 90 days,” a bench of Justices Mukta Gupta and Anish Dayal said.

    The high court said the special court would also be required to satisfy itself from the investigation carried out that there is sufficient material to form a reasonable belief that prima facie an offence under anti-terror law Unlawful Activities (Prevention) Act (UAPA) is made out.

    It said no reasons with regard to this will be required to be reflected in the order as the same would entail disclosure of the investigation carried out.

    The bench in its 81-page judgement, dealt with the common issues raised in 10 appeals regarding the validity of extension of the period of detention beyond 90 days under Section 43D(2)(b) of the Unlawful Activities (Prevention) Act, 1967.

    In these cases, the period of detention of the accused and investigation was extended from 90 days to 180 days.

    Section 43 D (2) of the anti-terror law grants 90 days to the investigating agency to complete its probe and file the charge sheet. It, however, states if it is not possible to complete the investigation within that period, the court concerned may extend the deadline up to 180 days.

    The high court said the essential requirements to be seen by the special court while extending the remand of the accused to complete the investigation include reasons evidencing the personal satisfaction of the public prosecutor regarding the progress of investigation made.

    The other two requirements are “reasons indicating why the investigation could not be completed within the period of 90 days and further investigation required to be carried out for which extended period of time is necessary”.

    All these three essential ingredients must form part of the public prosecutor’s report, based on which the special court will arrive at the satisfaction to extend the period of remand, the bench said.

    The high court dismissed several of the appeals including those of accused Zeeshan Qamar, Mizha Siddeeque and Shifa Haris who had challenged the special court’s orders granting extension of time for investigation and remand, leading to continued detention.

    It, however, granted default bail to accused Mushab Anwar and Dr. Rahees Rasheed and directed that they be released on bail on furnishing a personal bond of Rs 1 lakh with two sureties of the like amount.

    The high court was informed that accused Mohd. Manan Dar has already been granted bail by the trial court.

    New Delhi: Delhi Deputy Chief Minister Manish Sisodia on Wednesday described the sanction of his prosecution in the alleged ‘Feedback Unit’ snooping case by the Union Home Ministry as “a sign of a coward person” and said that more cases will be filed with the growth of the Aam Aadmi Party.

    This comes after MHA gave sanctions to prosecute Sisodia under the Prevention of Corruption Act in the alleged ‘Feedback Unit’ snooping case.

    “Making false cases against your rivals is a sign of a weak and cowardly person. As the Aam Aadmi Party grows, many more cases will be filed against us,” Sisodia tweeted in Hindi.

    AAP MP Sanjay Singh took a jibe at the Centre over the matter while also citing the Adani issue and alleged that the government is “scared” of AAP and Chief Minister Arvind Kejriwal.

    “This is a completely false case. These people are after Manish Sisodia. They don’t investigate Adani who scammed lakhs of crores of rupees. Making false cases against your rivals is a sign of a loser and a coward. Why are you so scared of AAP and @ArvindKejriwal Modi ji? If AAP increases, FIR will increase.

    In a communication to the Delhi Lieutenant Governor Secretariat dated February 17, the Ministry of Home Affairs granted permission to the CBI to prosecute Sisodia in the alleged snooping case.

    Delhi Lieutenant Governor VK Saxena had approved the CBI’s request for prosecution sanction and forwarded the same to the MHA.

    The CBI had sought sanction to register an FIR against Sisodia, who heads the Vigilance department of the Delhi government, under which the AAP government had in 2015 surreptitiously created the FBU- an Extra Constitutional-Extra Judicial Intelligence Agency to allegedly spy on different Ministries, Opposition political parties, entities and individuals.

    “This snooping unit, with no legislative or judicial oversight, was allegedly being run and managed by the close aides and advisors of CM Arvind Kejriwal, who reported directly to him. The case also pertains to illegal/unaccounted expenditure in the name of Secret Service Fund allocated to the FBU,” the sources had said.

    After the Central Bureau of Investigation’s (CBI) report to the vigilance department against Delhi Deputy Chief Minister Manish Sisodia in connection to the ‘Feedback unit’ case, Lieutenant Governor VK Saxena had referred the case to the President of India for the prosecution sanction against Manish Sisodia through the Ministry of Home Affairs.

    In March 2017, the Vigilance department had given the probe to Anti Corruption Branch (ACB). Subsequently, the LG office marked it to the CBI.

    The preliminary inquiry into the said matter was completed in 2021. CBI wrote to LG and MHA in 2021 for sanction under section 17 A of the Prevention of Corruption Act.

    In 2015, the Aam Aadmi Party (AAP) government allegedly created a Feedback Unit. The aim was to strengthen the vigilance establishment and gather feedback on the working of various government departments, autonomous bodies, or institutions.

    In 2016, after the complaint of an officer of the Directorate of Vigilance, Delhi government, a preliminary inquiry conducted by CBI and found that in addition to the assigned job, the FBU, as it was referred to in official communications, also collected political intelligence related to political activities of persons, political entities and political issues touching the political interest of AAP.

    Los Angeles: Nearly 130,000 child Covid-19 cases were reported in the US in the past four weeks, according to the latest report by the American Academy of Pediatrics (AAP) and the Children’s Hospital Association.

    As of February 16, more than 15.4 million children in the US were reported to have tested positive for Covid-19 since the onset of the pandemic, according to the report as quoted by Xinhua news agency report.

    Nearly 29,000 child Covid-19 cases were reported in the week ending February 16. Over the past five months, weekly reported child cases have plateaued at an average of about 33,000 cases, according to the report.

    There is a need to collect more age-specific data to assess the severity of illness related to new variants as well as potential longer-term effects, said the report.

    It is important to recognise there are immediate effects of the pandemic on children’s health, but importantly we need to identify and address the long-lasting impacts on the physical, mental, and social well-being of this generation of children and youth, said the AAP.

    New Delhi: The Delhi High Court on Tuesday asked the Centre to file its reply, within six weeks, on a PIL challenging provisions of Protection of Children from Sexual Offences (Pocso) Act, 2012, requiring compulsory reporting of sexual offences against minors.

    A division bench of Chief Justice Satish Chandra Sharma and Justice Subramonium Prasad, dealing with lawyer Harsh Vibhore Singhal’s matter, issued notice on the petition and listed the case for pleadings to be complete before the Joint Registrar in July.

    Singhal has sought “judicial invalidation” of various sections of the POCSO Act, as these violate minors’ right to give informed consent for not reporting the matter and are against Article 21 of the Constitution.

    “… the law is well settled that neither law, nor police nor any court can force a sexual assault survivor to report an offence by filing an FIR and no police or court can force any minor in consensual sex to report her sexual activity. Thus, the impugned sections requiring mandatory reporting are untenable, arbitrary and unconstitutional and deserve to be set aside,” the petition contends.

    The petitioner argued that these provisions deprive minors and grown-up women of seeking prenatal, reproductive, and sexual healthcare.

    “…consensual sexual acts by under 18 minors fall squarely within the penumbra of the right to privacy which has also been recognised by a nine-judge SC bench in Puttaswamy v. Union of India”, the petitioner stated.

    The bench was urged by Singhal to declare the challenged provisions “unconstitutional”.

    New Delhi: The team of the Anti Narcotics Cell of Delhi Police has apprehended two juveniles who were allegedly involved in more than 20 robbery cases, a police officer said on Saturday.

    DCP Sagar Singh Kalsi said the police team examined more than 1,000 CCTVs to get a clue about the juveniles.

    The police officer said that during scrutiny of the CCTV footage, the police personnel came to know that the robbers were on a motorcycle that was found to be stolen from Model Town.

    “We finally spoke to a number of people and apprehended one of the juveniles. He was questioned, which led the police to the second juvenile,” the police said.

    Both the juveniles were presented before the Juvenile Justice Board, which sent them to a child observation house.

    Panaji: Yoga guru Ramdev on Saturday claimed that cancer cases increased in the country after the COVID-19 pandemic, but medical experts said there was no correlation between the two and the rise in cases was a normal phenomenon.

    Cancer cases have been rising by five percent every two years and it has nothing to do with the pandemic, a renowned oncologist said here.

    Ramdev made the remark while speaking before a gathering early morning at Miramar beach in Goa where his Patanjali Yog Samiti hads organised a yoga camp.

    Goa Chief Minister Pramod Sawant was also present with him on the stage.

    “Cancer has increased a lot. The cases of this disease have gone up after the COVID-19 pandemic. People have lost their eyesight, their sense of hearing .,” he said.

    But renowned oncologist and former chief of the Indian Medical Association’s Goa unit Dr Shekhar Salkar said the number of cancer cases is on the rise with the increase in population across the world.

    Every two years there is a five percent increase in cases, he said.

    “Cancer cases are not going to come down. But at the same time, you cannot attribute it to the COVID-19 pandemic,” said Dr Salkar who also heads the medical cell of the Goa BJP.

    Without naming Ramdev, he said, “Celebrities should make statements responsibly as people have faith in their words.”

    India has 104 cancer patients per lakh of population, an increase from 85 patients per lakh in 2018, Dr Salkar noted.

    “But at the same time, we are much better than the USA which has the rate crossing 500 patients per lakh,” he added.

    India might surpass the US’s cancer rate if we do not correct our lifestyle, he said.

    Dr Shredharan N, a surgical oncologist, also said that a five percent rise in the number of cancer patients is a normal phenomenon.

    “There is no data to say that cancer has increased after COVID-19 pandemic,” he said.
