    Belgrade: A 13-year-old who shot dead eight fellow students and a security guard at a school in the Serbian capital of Belgrade, made a “kill list” and had planned the attack for weeks, according to police.

    The suspect, who is alleged to have used his father’s guns — both of which had legal permits, was arrested shortly after the Wednesday morning attack at the Vladislav Ribnikar primary school in central Belgrade, reports the BBC.

    His parents have also been arrested.

    In a statement, the police said the boy had suspect planned the attack a month in advance and that he had carried a “priority list” of children to target and which classrooms he would go into first.

    Most of the victims were born in 2009 — meaning they were either 13 or 14 years of age.

    The accused even called the police after the murders as he felt it was right to do so, reported Associated Press.

    The motive for the attack, which also led to the injuries of six students and a teacher, is still being investigated, the police said, adding that the boy was said to have gone to a shooting range more than once with his father before the killings.

    In a televised address to the nation on Wednesday night, President Aleksandar Vucic described the attack as “the most difficult day in the modern history of our country”.

    He said the suspect would be sent to a psychiatric clinic but under current Serbian law, he cannot be held criminally responsible as he is under 14.

    Vucic has suggested that the age of criminal liability may be lowered to 12 in the wake of the killings.

    He has also proposed several other reforms, including an audit on firearms licences and a tightening of the rules around who can access shooting ranges.

    A national three-day mourning period starting on Friday has been announced.

    Mass shootings are comparatively rare in Serbia, which has very strict gun laws, but gun ownership in the country is among the highest in Europe.

    The western Balkans are awash with hundreds of thousands of illegal weapons following wars and unrest in the 1990s. In 2019, it was estimated that there are 39.1 firearms per 100 people in Serbia – the third highest in the world, behind the US and Montenegro.

    In the deadliest shooting since then, Ljubisa Bogdanovic killed 14 people in the central village of Velika Ivanca in 2013, and Nikola Radosavljevic killed nine and wounded five in the eastern village of Jabukovac in July 2007.

    Poonch: A 50-year-old man who allegedly consumed poison on being called by police for questioning in connection with last week’s terror attack in Jammu and Kashmir’s Poonch died on Thursday, sparking protests by agitated locals, an official said.

    Mukhtar Hussain Shah, a resident of Nar village in the district’s Mendhar tehsil, was disturbed as he was facing some domestic issues, he said, adding that he was not summoned as a suspect.

    However, in a video message which went viral after his death, Shah alleged harassment. He also called for stern action against the real culprits behind the attack and a united fight against terrorism.

    Shah allegedly consumed poison on Tuesday evening and was admitted to the Government Medical College, Rajouri, where he died on Thursday morning, the official said.

    Shah took the extreme step within hours of being asked to report for questioning in connection with the April 20 ambush by terrorists in the Bhata Dhurian forest that left five soldiers dead, he said.

    The slain soldiers were from a Rashtriya Rifles unit deployed for counter-terror operations.

    “He was not a suspect (in the terror attack case) but was called for questioning like most of the residents of his village that is located near the ambush site. We came to know he was facing domestic issues and was disturbed,” the official said.

    Soon after Shah’s body reached near his house, his relatives and neighbours blocked the Jammu-Poonch national highway between Bhimber Gali and Bhata Dhurian to press for an inquiry into the circumstances leading to his death.

    The protesters also raised slogans against the police and are being persuaded to disperse, the official said.

    “I have no pressure from the Army, police or villagers. I am ending my life, even though it is wrong as per my religion. My family and I are being harassed and despite speaking the truth, nobody is listening to me,” Shah said in his nearly 10-minute video message.

    Swearing by Allah and the holy book that he did not help the terrorists in carrying out the attack, he said 200 to 500 innocent villagers are facing harassment and torture for no fault of theirs.

    “I am sad that my brothers from Rashtriya Rifles got martyred and I express my solidarity with their families. Humanity demands that no innocent’s blood should be shed and my family and villagers will protect our country and cooperate with (security) officers,” he said.

    Shah said his family always supported India but the “same family is getting tortured. My request to the (security) officers is not to oppress innocents and if anyone is involved, let there be stern action against them”.

    He said people are facing harassment because of someone else’s mistake. “I want to appeal to all Muslims that we should come together and support the Army so that the bloodshed ends forever and we are relieved of the torture,” he said.

    “Let us come together with determination to stand up for peace. The government is providing everything to us but we are troubled because of some people. We have to expose them so that this thing is over for good,” he said.

    Security forces have detained over 60 people as part of an ongoing anti-terrorist operation following the attack in Bhata Dhurian, a notorious infiltration route for terrorists from across the Line of Control because of its topography, dense forest cover and natural caves.

    The massive search and cordon operation has been extended to many areas of both Poonch and nearby Rajouri but there has been no contact with the terrorists who fled the scene after the deadly ambush.

    The official said a suspect has admitted to having provided logistic support to the terrorists for over two months and his further questioning is on.

    Special forces are also engaged in the search operation that entered its eighth day on Thursday, officials said, adding that agencies are using drones, sniffer dogs and metal detectors in the operation.

    Sources had earlier said that seven to eight terrorists in two groups are believed to have engineered the attack.

    The terrorists reportedly hid under a culvert on the road from where they launched the attack on the truck which was carrying fruits, vegetables and other items to Sangiote village from the Bhimber Gali camp for iftar to be organised by the Rashtriya Rifles, according to initial investigation.

    There were more than 50 bullet marks on the vehicle, which shows the intensity of the firing by the terrorists, the sources said.

    The troops involved in the operation are exercising utmost caution as the terrorists may have planted improvised explosive devices (IEDs) in the densely forested area with deep gorges and caves, they said.

    Experts from various agencies, including the National Security Guard (NSG) and the National Investigation Agency (NIA), have visited the site of the attack.

    According to the officials, a sniper is believed to have targeted the Army vehicle from the front before his associates fired and lobbed grenades on the vehicle from opposite sides, apparently giving the troops no time to retaliate.

    “The terrorists used steel core bullets that can penetrate an armoured shield,” the officials said, adding that the terrorists decamped with the soldiers’ service weapons.

    Abu Dhabi: Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, announced on Wednesday the second attempt to land on the moon, the rover would be called Rashid 2.

    This came after the Japan’s Hakuto-R Mission 1 spacecraft, carrying the Rashid Rover, got lost moments before it landed on the moon on Tuesday.

    “The mission of the vehicle carrying the explorer Rashid did not succeed in landing on the surface of the moon… but we succeeded in raising the ceiling of our ambitions to reach the moon… and we succeeded in making a team of our young men and women capable of managing advanced space projects… and we succeeded in building a space sector from zero within 10 years,” Sheikh Mohammed tweeted on Wednesday.

    Sheikh Mohammed continued, “Today, explorer Rashid 1 is on the surface of the moon, carrying the flag of the Emirates… to constitute the greatest evidence of our courage… and our thinking outside the box… and our attempt to reach the moon… From today, work will begin on Rashid 2… a new explorer… for a new attempt to reach for the moon.”

    Sheikh Mohammed added, “We are a country founded on ambition. We are a country that has not stopped since December 2, 1971. It will not stop. It will not turn around. It will not set small goals for itself. The coming is more beautiful, greater and bolder, God willing.”

    Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum, Crown Prince of Dubai, tweeted, “The biggest risk is not to take risks,” says the one whose name bears the space center, ‘Sheikh Mohammed Bin Rashid.’ The nature of the space sector is a high risk rate, and we accept that.”

    Sheikh Hamdan also said, “We have had the honor of trying to reach a new point in the history of the UAE… and we have had the honor of raising our ambitions so that space, its planets and stars will be its ceiling.

    “And we directed Mohammed bin Rashid to start immediately developing Rashid 2… a new vehicle… for a new attempt to reach the moon, God willing.”

    Both rovers are named after the late Sheikh Rashid, founder of modern Dubai and father of Sheikh Mohammed.

    The Rashid 1 mission was the first under the UAE’s local lunar exploration program, which took a team of 11 engineers at the Mohammed bin Rashid Space Center six years. No date has been set for the second attempt.

    New Delhi: Twitter CEO Elon Musk has renamed its “Super Follows” feature, which lets you subscribe to individual users to access some exclusive content, to simply “Subscriptions”.

    Users can find the feature in the “Monetization” section of settings.

    “Apply to offer your followers subscriptions of any material, from longform text to hours-long video! Just tap on “Monetization” in settings,” he tweeted on Thursday.

    The Subscriptions feature will let you charge users to get access to things like subscriber-only tweets, spaces, and badges.

    Moreover, Musk said that for the next 12 months, Twitter will not keep any money from users, which they will earn from their monetised content.

    “You will receive whatever money we receive, so that’s 70 per cent for subscriptions on iOS & Android (they charge 30 per cent) and 92 per cent on the web (could be better, depending on payment processor),” he added.

    However, after the completion of 12 months, the iOS and Android fees will drop to 15 per cent, and the company will add a smaller amount on top of that based on volume.

    Creators will be allowed to set the price of their Subscription offering by choosing from one of three price points made available by Twitter — $2.99, $4.99, or $9.99, according to the company.

    The tech billionaire also mentioned that the company will also help promote the work of creators on the platform.

    “Our goal is to maximise creator prosperity. At any point, you can leave our platform and take your work with you. Easy in, easy out,” Musk said.

    Gangtok: A Sikkim government official Wednesday said it is now “almost certain” that no one is left strapped under the snow at 15th Mile, the site of the devastating avalanche and search operations by the Army and the Border Road teams have been called off.

    But helpline numbers will remain active for the time being to help tourists get information about their kin, Gangtok district collector Tushar Nikhare told reporters here.

    “We are almost certain that no more tourists are trapped under the snow near 15th Mile,” Nikhare said.

    The Army, NDRF, ITBP, GREF, Sikkim Police and two personnel from Tiranga Mountain Rescue Team equipped with radars searched all possible areas near 15th Mile to find out any tourist lodged under the snow. But nobody was found there during the rescue and search operations that were carried out from 8AM to 3PM before being halted, the Gangtok DC said.

    The rescue teams used digging and trenching machines and other modern equipment to find people trapped under the debris at the place, which is a few km short of Nathu La, but none was found, he said.

    The road between Nathu La and Gangtok is open but no tourist vehicle will be allowed to ply till permission is granted after taking note of the weather conditions, he said.

    The avalanche that took place near the high Himalayan pass between Tibet and India on Tuesday has claimed seven lives and trapped under it an estimated 25-30 people, besides six vehicles, officials said.

    Nikhare said that the incident was not an avalanche but a ‘snow slide’ and it has been clarified by top authorities.
    A snow slide is an avalanche of snow, while an avalanche is a large mass of snow, ice, earth, rock or other material down a mountainside or over a precipice.

    Describing a snow slide as a “once in a life time incident”, he asserted that Sikkim is otherwise is a safe place for tourists and other visitors.

    Lessons have been learnt from the ‘snow slide’ and precautionary measures like signages indicating dangerous areas, no parking zones and instruction about not crossing the limits of visiting areas will be put up at 15th Mile and surrounding areas, the official said.

    Meanwhile, the post mortem of all seven retrieved bodies were carried out at the STNM here and five of them been handed over to their next of kin. The bodies of the remaining two persons will be taken by the relatives tomorrow, officials said.

    The state government will provide all assistance to the kin of the victims and the injured will be provided treatment free of cost, they added.
