A long-awaited phone call between Xi Jinping and Volodymyr Zelenskiy has been cautiously welcomed, but China analysts say the timing suggests it could be partly an act of damage control after controversial comments by China’s ambassador to France.
Ambassador Lu Shaye, one of China’s “wolf warrior” diplomats with a history of fiery remarks, caused outrage across Europe this week when he denied the sovereignty of former Soviet states, saying they “did not have effective status”. The comments were roundly condemned, with several European nations summoning Chinese envoys for rebuke, and politicians suggesting it demonstrated China’s untrustworthiness as a neutral party in the Ukraine war.
Beijing, which counts Russia as its closest major ally, has sought to present itself as neutral and a potential peacemaker and there have been signs that Xi was unhappy with Russia’s actions, but in practice China has largely supported Russia’s stance.
“At a time when there is already significant concern about Russian ambitions and PRC [People’s Republic of China] support for them, Lu’s comments seemed to suggest that Beijing is open to continued, perhaps even expanded, Russian aggression,” said Chong Ja Ian, an associate professor of political science at the National University of Singapore.
Then on Wednesday evening, Beijing and Kyiv announced that the respective leaders had spoken for the first time since Russia’s February 2022 invasion, something many – including Zelenskiy – had long been calling for because of Beijing’s influence over Moscow. Multiple clear opportunities for Xi to do so had passed, so the announcement surprised many, prompting speculation that it was a distraction or a corrective move.
“Beijing is trying to bolster ties with Europe at this time, as seen in the slew of European leaders it recently hosted,” Chong said. “Lu’s comments and the consternation it caused among the public in Europe could complicate those efforts, so a reading of events is that the timing of the call was to soothe European worries.”
The reaction to Lu’s comments had prompted an extraordinary backing down from Chinese officials, who quickly distanced them from the official stance, saying Lu was expressing a personal opinion only, that did not represent Beijing.
Russia’s invasion has complicated Beijing’s efforts to pursue a more prominent diplomatic role as a global power, and Lu’s remarks have caused further damage. They also came as the European Union began work on its new China policy: the Financial Times reported the Lu’s comments featured prominently in preliminary discussions.
Bill Bishop, the author of the Sinocism newsletter, pointing to the timing, said Lu “may be in a lot of trouble, as minions should not force Xi into doing something”.
Theresa Fallon, the director of the Centre for Russia Europe Asia Studies, tweeted: “We all want to see an end to Russia’s aggression in Ukraine but the timing of this comes across as damage control.”
Yurii Poita, an expert on Ukraine-China relations at the Kyiv-based Center for Army, Conversion and Disarmament Studies, said he could not rule out that the call was an urgent attempt to repair Lu’s damage and “cheaply create an appearance of constructiveness”.
However, it was also possible that Xi had decided to call because “Ukraine is preparing a counteroffensive, and after it, negotiations with Russia may begin”, he said. “Therefore, China is now trying to create an opportunity for negotiations to take place with its participation, which, in its opinion, will allow it to influence their results.”
During the call, Xi offered to send a delegation to Ukraine to hold talks with all parties on resolving the conflict. In February, Beijing had released a 12-point proposal for peace, which urged both sides to refrain from nuclear escalation and to honour human rights law, but did not consult Ukraine on it.
Poita said the call was mostly symbolic, and unlikely to lead to an end of the war. “For practical results, China needs to put pressure on Russia to force it to leave Ukrainian territory,” he said.

Dr Zsuzsa Anna Ferenczy, an assistant professor at Taiwan National Dong Hwa University, said Lu’s comments had deepened European distrust of Beijing but “weren’t a total disaster” for Xi.
“It also created another opportunity to convey a message for domestic consumption, shape Chinese public opinion with false claims that Europe doesn’t understand nor respect China as a great power and is ‘anti-China’, as the interview showed,” she said.
Ferenczy said the content of the call, according to the dual readouts, would probably do little to change European perceptions of China’s “neutrality”.
She noted that Xi’s readout did not mention “war” or condemn Russia, and that Zelenskiy’s readout prominently reaffirmed Ukraine’s commitment to a “One China” policy (which gives a level of recognition to Beijing’s claim over Taiwan).
“The call is clearly driven by China’s self-interest,” Ferenczy said.

Aurangabad: Telangana Chief Minister K Chandrasekhar Rao on Monday asked farmers to ensure a farmers government in their state, and called for emulating the ‘Telangana model’ of governance.
“Abki baar kisan sarkar,” said Rao, addressing his BRS party’s third public rally in Maharashtra.
He asked farmers to elect BRS in zilla parishad elections. “We want to have the Telangana model of administration in Maharashtra,” he added.

Farmers are ending their lives, he said. It is unfortunate that farmers had to agitate in the national capital for 13 months, after which PM Modi apologized to them and gave an assurance, but nothing has happened, Rao said.
“We need out of box thinking to change India. BRS is not for any class or religion but for all people,” he said.
“We don’t have to be afraid of anything. If there is sincerity we will win. That is why BRS is here,” he said, adding the party is building a permanent office in Maharashtra.
Rao said political will was needed to resolve water and electricity supply woes facing the country.
More than double the amount of water needed is available, yet there is water scarcity, he said. “Rulers, PM, CMs lack the will,” he added.
India’s water supply planning should emulate Zimbabwe which has huge water reservoirs to cater to that country’s needs, Rao said.
This scarcity will continue till there is new structure and a new Act on water distribution, he said.
“The water the rich drink in posh Jubilee Hills and Banjara Hills in Hyderabad is the same water the poor in Adilabad drink,” Rao said.
He asked why can’t Maharashtra have an insurance scheme for farmers on the lines of Telangana. “If a farmer dies in Telangana, the nominee gets Rs five lakh in 8 days,” he said.
Rao asked farmers to become MLAs and MPs, instead of just being used by leaders.
Tehran: Iranian Foreign Minister Hossein Amir-Abdollahian and his counterpart of the United Arab Emirates (UAE) Sheikh Abdullah bin Zayed Al Nahyan have agreed to expand cooperation in various fields.
During a phone call, Iran’s Amir-Abdollahian and UAE’s Sheikh Abdullah agreed to expand cooperation in various fields, including the private sector, Xinhua news agency reported, citing the Iranian Foreign Ministry’s website.

SRINAGAR: As incidents of dog bites increase in Kashmir, there is a growing need for sterilization and proper waste disposal. According to doctors, sterilizing and vaccinating dogs can help control their population, prevent rabies, and reduce attacks. They emphasized that sterilization is the sole scientifically-proven method of controlling the stray dog population.
“Every day, a large number of people are falling prey to dog bites. The canines are storming streets, chasing cars, pulling down bicycle riders, and often attacking pedestrians and school children,” they said.
A few days ago, a minor boy was mauled by dogs in Beighpora Awantipora in Pulwama. Doctors treating him said that the wounds were so deep that even his lungs were injured, and the incident is enough to show the gravity of dog bite menace in Kashmir. They said that the minor boy was brought to SMHS Hospital in critical condition with multiple injuries, including injuries to the scalp, chest, shoulder, thigh, and other parts. There were deep wounds on his body, and his vitals were deranged when he was brought to the hospital, they said.
“The patient is stable now, and his multiple injuries have been stitched and repaired with the help of plastic and ENT surgeons, and we are hopeful that he will recover soon,” they said.
Parents of the minor said that he was attacked by the dogs in farmland when no one was there, but the main reason behind it is the improper disposal of waste that is luring dogs. They said that both the public and the government are responsible for the improper disposal of waste, but action needs to be taken immediately as today it has happened with us and tomorrow the same can happen with others.
Despite going through such a difficult phase, nobody from the administration has even called us, they said, adding that the government must take steps immediately to eradicate the growing dog bite menace.
An official from the anti-rabies clinic SMHS said that from 1st April 2022 till 31st March 2023, as many as 6,875 bite cases were reported to ARC SMHS, and most of them were from Srinagar. Giving details, he said that among animal bites in the last year, 4,912 animal bite cases were reported from Srinagar at ARC SMHS, 317 from Budgam, 201 from Baramulla, 134 from Kupwara, 168 from Bandipora, 301 from Ganderbal, 221 from Pulwama, 138 from Shopian, 147 from Kulgam, 85 from Anantnag, and 231 from other areas.
Rabies is an invariably fatal viral disease resulting in approximately 59,000 human deaths per year globally, with 95% of cases occurring in Africa and Asia. The only way to prevent a rabies death is vaccination of an animal bite victim. In Kashmir, the burden and characteristics of dog bites are not routinely captured by the health system in place. (KNO)

For the first time in a history of United States (US), Minneapolis city to allow call to prayer, to be broadcasted over loudspeakers five times per day.
The call to prayer, known in Arabic as the Azaan or Adhan.
On Thursday, Minneapolis City Council unanimously approved amending the city’s noise ordinance in a unanimous vote, the Minneapolis Star Tribune reported.
“This is a historic victory for religious freedom and pluralism for our entire nation,” Jaylani Hussein, director of the Council of American Islamic Relations (CAIR) Minnesota branch, said in a statement on Friday, after the vote. “We thank the members of the Minneapolis City Council for setting this great example, and we urge other cities to follow it.”

According to Associated Press report, in a recent public hearing, Christian and Jewish leaders expressed support for extending prayer times.
Last year, the city allowed broadcasts year-round between the hours of 7 am and 10 pm except for early morning prayers and sometimes night prayers.
As per media reports, in 2022, city officials worked with the Dar Al-Hijrah Mosque to allow the call to prayer to be broadcasted outdoors five times per day during Ramzan.
