    Jharsuguda, A total of 55.20 per cent of the 2.21 lakh voters exercised their franchise till 3 pm on Wednesday in Odisha’s Jharsuguda assembly constituency, where a by-election is underway, an Election Commission official said.

    Long queues were seen in front of several polling stations even before the voting process started at 7 am.

    “There is no report of any untoward incident. Voting is underway peacefully amid tight security arrangements in all 253 polling stations. At least 55.20 per cent of eligible voters have exercised their franchise till 3 pm,” Chief Electoral Officer (CEO) Nikunja Bihari Dhal said.

    Dhal said the pace of voting reduced in the afternoon due to intense heat as 42 degrees Celsius was recorded in Jharsuguda at 3 pm. He said drinking water and watermelon were distributed among the voters standing in the queue.

    The voting will continue till 6 pm.

    Over 2.21 lakh voters, including 63 members of the transgender community, are eligible to exercise their franchise in the by-poll.

    “There has been adequate deployment of personnel including paramilitary jawans in critical booths. Drones are being used to monitor the voting process in many booths,” said Jharsuguda SP Aparmar Smit Parshottamdas.

    The by-election assumes significance as it will be the last poll before the 2024 general elections.

    More than 1,000 officials and a huge police contingent along with seven companies of central paramilitary forces have been deployed for the by-election, the official said.

    Collector cum District Election Officer Aboli Sunil Naravane said this was the first time that webcasting was done in all 253 polling stations.

    She said adequate arrangements have been made to provide respite to voters from the scorching heat.

    Both BJD candidate Deepali Das and BJP nominee Tankadhar Tripathy cast their votes early in the morning.

    The by-election was necessitated following the murder of the sitting MLA and the then Health Minister Naba Kishore Das on January 29, 2023.

    Though nine candidates are in the fray in the by-poll, the contest is mainly between the BJD, BJP and Congress.

    The BJD has fielded Das’s daughter Deepali Das, while the BJP has nominated Tankadhar Tripathy. The Congress has fielded Tarun Pandey, the son of late MLA Biren Pandey. All three candidates are debutant contestants.

    Votes will be counted on May 13.

    Chief Minister Naveen Patnaik had campaigned for BJD candidate Deepali Das, while Union ministers Dharmendra Pradhan and Bisheswar Tudu had canvassed for BJP nominee Tankadhar Tripathy.

    Rampur: Voting got underway in the by-polls to the Suar and Chhanbey Assembly constituencies in Uttar Pradesh Wednesday morning.

    There is a direct contest between the ruling coalition and the opposition Samajwadi Party in the bypolls. Though the results will have no precipitative impact on the constitution of the assembly, it will be a morale booster for the victor before the Lok Sabha poll next year.

    According to officials, voting will be held from 7 am to 6 pm. A total of 774 polling booths have been set up by the Election Commission at 492 polling centres in the two constituencies, while there are 6.62 lakh (3.51 lakh mail, 3.11 lakh female and 82 third gender) eligible voters. A total of 14 candidates are in the fray — six in Suar and eight in Chhanbey.

    The Mayawati-led Bahujan Samaj Party has decided to not contest the by-elections, while the Congress has fielded its candidate only in Chhanbey.

    With leaders either campaigning in Karnataka or busy with the urban local bodies elections of Uttar Pradesh, the campaign for the two seats in Rampur and Mirzapur districts has been lacklustre.

    The Suar seat in Rampur district, however, will be in focus as it was held by Abdullah Azam Khan, the son of senior SP leader Azam Khan, before it was declared vacant on February 13 after a Moradabad court sentenced the young leader to two years in jail in a 15-year-old case.

    In the previous assembly also, the Allahabad High Court had in 2020 set aside his election for not declaring his correct age in the affidavit.

    The Samajwadi Party is going all out in its attempt to defend what can be called its last citadel in Rampur while the Apna Dal (Sonelal), an ally of the ruling BJP, is leaving no stone unturned to breach it, especially after the saffron party managed to snatch the Rampur assembly as well as the parliamentary seats, both of which were Azam Khan’s stronghold.

    Azam Khan himself was disqualified from the Assembly last year after a court sentenced him to three years in jail in a hate speech case.

    In the 2022 UP Assembly election, Abdullah Azam Khan had defeated Apna Dal (Sonelal)’s Haidar Ali Khan on the Suar sear by a margin of over 61,000 votes.

    This time, the Samajwadi Party has fielded Anuradha Chauhan from the seat and Apna Dal (Sonelal) has named Shafeek Ahmed Ansari.

    The Chhanbey seat in Mirzapur fell vacant following the death of Apna Dal (Sonelal) MLA Rahul Prakash Kol in February. The party has fielded Kol’s wife Rinki Kol while Kirti Kol is contesting as the Samajwadi Party candidate. Eight candidates are in the fray for this seat.

    The counting of votes will take place on May 13.

    In the 403-member Uttar Pradesh Assembly, the ruling BJP has 255 MLAs, and its ally Apna Dal (Sonelal) and the NISHAD Party have 11 and six legislators, respectively.

    The Samajwadi Party has 109 MLAs while its ally the Rashtriya Lok Dal has nine. The Suheldev Bharatiya Samaj Party has six MLAs, the Congress and the Jansatta Dal (Loktantrik) have two each and the Bahujan Samaj Party has one member in the assembly.

    New Delhi: The Election Commission on Wednesday announced the date for the by-election to fill vacancies in one Parliamentary constituency of Punjab and four Assembly constituencies in Odisha, Uttar Pradesh and Meghalaya.

    However, the poll panel said that it is in no hurry to announce bypoll to the Wayanad Lok Sabha constituency after Rahul Gandhi’s disqualification from the Lower House.

    As per the Chief Election Commissioner (CEC), Rajeev Kumar, bypoll on the selected seats will be held on May 10 and the results will come out on May 13.

    May 10 will also witness the Assembly polls in the southern State of Karnataka.

    However, the poll panel did not announce the bypoll schedule for Wayanad Lok Sabha constituency after Rahul Gandhi’s disqualification from the Lower House.

    The CEC on Wednesday said that the Election Commission is in no hurry to announce bypoll to Wayanad Lok Sabha constituency. Congress leader Rahul Gandhi has 30 days to exercise judicial remedy in the 2019 defamation case. The CEC said the trial court in Surat has given Rahul Gandhi 30 days to seek a judicial remedy. “There is no hurry, we will wait,” he added.

    The CEC said the vacancy in the Wayanad parliamentary party was notified on March 23 this year and as per the law, a bypoll has to be conducted within six months.

    Referring to rules, he said that if the remainder of the term was less than one year, then the election will not be held. In the case of Wayanad, the remainder of the term is more than a year.

    By-elections in Jalandhar parliamentary constituency in Punjab and Assembly constituencies of Jharsuguda (Odisha), Chhanbey and Suar (Uttar Pradesh) and Sohiong (Meghalaya) will be held on May 10.

    The notification for the bypoll will be issued on April 13. While submission of nominations for the bypoll will continue till April 20, scrutiny of the same will be held on April 21. Nominations for the by-election can be withdrawn till April 24.

    Kolkata: The defeat in the recent bypoll to the Sagardighi Assembly constituency in Murshidabad district, which hinted at substantial erosion of a dedicated vote-bank in the minority-dominated erstwhile Trinamool Congress stronghold, has prompted Chief Minister Mamata Banerjee to replace the minister in charge of minority affairs and madrasa education and take charge of the same herself.

    The decision to remove Ghulam Rabbani as the minority affairs minister was announced on Monday, when it was also said that the affairs of the department will now be under the purview of the Chief Minister. Rabbani has been transferred to the horticulture department.

    The current minister of state in charge of MSMEs and textiles department, Chandranath Sinha, has been given the additional charge of minister of state for minority affairs and madrasa education.

    In the Sagardighi bypoll, Left Front supported Congress candidate Bayron Biswas had defeated Trinamool’s Debashis Banerjee by a margin of 22,980 votes. The result came as a shocker for Trinamool, as Sagardighi — a minority-dominated constituency — was a traditional stronghold of the ruling party, where it won by big margins since 2011.

    Recently, Trinamool had also reshuffled the party’s minority cell.

    Now the Chief Minister herself taking charge of the minority affairs and madrasa education department becomes significant in West Bengal’s evolving political situation.

    Mumbai: Maharashtra Chief Minister Eknath Shinde on Friday tore into the Opposition Maha Vikas Aghadi (MVA) over Leader of Opposition Ajit Pawars statement that the “common mans government was defeated by the masses in the Kasba Peth Assembly bypoll”.

    Speaking on the motion of thanks to Governor Ramesh Bais’ address, Shinde said that merely one seat is not Maharashtra and “those who lose by-elections sweep the general elections”.

    Taking a jibe at Ajit Pawar, the CM said the MVA is celebrating its victory in just one bypoll, but it forgets that the BJP has won three states (Meghalaya, Nagaland and Tripura).

    He said the BJP has a history of losing bypolls and then winning Assembly elections, citing the example of Uttar Pradesh where the party lost four bypolls, but swept the entire state, and even in Maharashtra.

    Shinde said he was thankful for losing the Kasba Peth bypoll as they have learnt some lessons from the defeat and will now work harder to win the hearts of the people there.

    Referring to Ajit Pawar’s tweets that despite many bigwigs campaigning, contacting with the masses, the CM holding roadshows etc., the BJP candidate lost Kasba Peth to the Congress-MVA nominee, Shinde countered that even Sharad Pawar and other MVA leaders had held so many meetings there.

    Hitting out at the Congress, he said Prime Minister Narendra Modi held roadshows in Gujarat and won the state, while Rahul Gandhi held roadshows in the northeastern states, but lost in all three, and “you don’t see the same common man who vanquished you in Chinchwad” (won by the BJP on Thursday).

    Shinde also snubbed Ajit Pawar for making a political speech on the Governor’s address, saying it’s the result of losing power “which has clouded his vision and he cannot see the good performance of (his) government”.

    The CM, while defending his government for working without keeping the elections in mind, accused Ajit Pawar of acting like a spokesperson of Shiv Sena (UBT), and advised him not to become a die-hard Shiv Sainik’ and allow others also to do their work.

    Shinde emphatically reiterated that “we are the Shiv Sena, and with the BJP, and the Shiv Sena-BJP had contested the elections together (in 2019)”.

    Mumbai: Shiv Sena (UBT) leader Uddhav Thackeray on Thursday said the Bharatiya Janata Party (BJP) lost the bypoll to the Kasba Peth Assembly constituency in Maharashtra’s Pune city because of its “use and throw” policy.

    The ruling BJP on Thursday failed to retain the Kasba seat, its stronghold, as Congress candidate Ravindra Dhangekar defeated the saffron party nominee Hemant Rasane in the bypoll. The BJP held this Assembly segment for 28 years. Girish Bapat, the current BJP MP from Pune, represented the seat five times till 2019.

    Dhangekar polled 73,194 votes while Rasane received 62,244 votes, as per figures provided by the Election Commission.

    Speaking to reporters on the election results, Thackeray said, “I am happy that the Maha Vikas Aghadi (MVA) candidate has won the Kasba Peth assembly segment. It is the outcome of the BJP’s policy of use and throw. They treated us this way and now even ticket was not given to a family member of late MLA Mukta Tilak.”

    In 2019, BJP’s Tilak had won the seat. She died after battling cancer in December 2022, which necessitated the by-election in the constituency.

    “They made MP Girish Bapat take part in the campaign although he was extremely sick. They want sympathy but very selectively. The voters do not accept this kind of behaviour,” he said.

    When asked about Chief Minister Eknath Shinde calling opposition leaders anti-nationals, he said, “Opposition leaders were invited (to the tea party hosted on the eve of the legislature session on Sunday) by the chief minister himself. Had the opposition parties attended the tea party, would he have still called them anti-nationals?”

    On Sunday, on the eve of the Budget session of the state legislature, the opposition had boycotted the customary tea party hosted by CM Shinde. Later, referring to the opposition’s boycott, Shinde said it saved him from having tea with “anti-nationals”. He had said it was good that the opposition members did not turn up for the tea party as some of them have ties with terrorist Dawood Ibrahim.

    Erode: Nearly 75 percent of the 2.27 lakh voters cast their votes in the Erode East by-election held in Tamil Nadu on Monday and the polling exercise was peaceful, authorities said here.

    Voting began at 7 AM and ended at 6 PM and District Collector H Krishnanunni was among the early voters. Chief Electoral Officer, Satyabrata Sahoo told reporters in Chennai that the polling percentage till 6 PM stood at 74.69 percent.
    While the bypoll result would have no immediate impact on the State’s present political landscape, it could set the tone for the 2024 Lok Sabha polls.

    DMK president and Chief Minister M K Stalin had appealed to the people to consider the bypoll as an opportunity to evaluate the good performance of his government which delivered on its promises and vote for his party’s ally the Congress.

    AIADMK top leader K Palaniswami squarely blamed the ruling party over a host of issues, including rise in electricity tariff and not getting NEET exemption for Tamil Nadu as assured and appealed to the people to teach the ruling party a fitting lesson by voting for his party’s ‘Two leaves’ symbol.

    Returning Officer K Sivakumar said “peaceful polling was conducted and completed without any incident”. Some voters in polling stations who were in the queue by 6 PM were provided tokens and allowed to vote.

    After polling ended, police, along with para-military personnel took out a march to instill confidence among people and prevented congregation of public and party workers to rule out scope for untoward incidents.

    A few alleged technical glitches were reported, prompting authorities to suspend voting in two booths.

    The AIADMK complained to the Returning Officer that some DMK men were involved in distribution of cash at Asokapuram, but when authorities rushed to the spot they did not find anyone, they said.

    At Veerapanchathiram, complaints were received that votes were not recorded for the intended candidate after pressing a particular button on the electronic voting machine (EVM). At Brough Road, EVM did not function properly. In both places, officials suspended voting for sometime, before resuming after addressing the glitches.

    Candidates of the ruling DMK-backed EVKS Elangovan of the Congress and AIADMK’s K S Thennarasu among others cast their vote.

    The election was necessitated due to the death of Elangovan’s son and Congress legislator E Thirumahan Everaa in January this year.

    While 77 candidates are in fray, the battle is likely confined between the Congress and AIADMK. Naam Tamizhar Katchi’s Meneka Navaneethan is among the other candidates.

    The outcome of the election, the first since the DMK came to power in 2021, will have no major bearing on the existing strength of the respective parties in the 234-member Tamil Nadu Assembly, but is being seen as an indicator of the ruling party’s popularity, especially with the LS elections slated next year.

    Eighteen Congress MLAs were elected to the House in 2021 but the DMK ally’s strength came down by 1 due to the vacancy following Thirumahan Everaa’s death.

    The Palaniswami-led AIADMK, the main Opposition party in the Assembly has a strength of 66 MLAs and a win here would be a morale booster to the party ahead of the hustings in 2024. The Supreme Court had last week allowed him to continue as the party’ interim chief, seen as a shot in arm for Palaniswami.

    The AIADMK’s performance could inspire Palaniswami and his leadership team, which is facing a legal battle led by O Panneerselvam against his expulsion.

    The constituency has 2,27,547 voters and women (1,16,497) are more than men (1,11,025) and 25 fall under the third gender category. The total number of polling stations is 238. Votes will be counted on March 2.

    Ramgarh: A 35-year-old Congress leader was shot dead by motorcycle-borne criminals in Jharkhand’s Ramgarh, two days ahead of a bypoll in the district, police said.

    The incident took place around 8 pm on Saturday near an old petrol pump on the Bhurkunda-Patratu road in Saunda area, around 50 km away from the state capital Ranchi, a senior officer said.

    The deceased was identified as Raj Kishore Bauri alias Bitka Bauri, who was Patratu block representative of Congress’ MLA from Barkagaon, Amba Prasad.

    Bauri was taken to CCL hospital in Bhurkunda where doctors declared him brought dead, the officer said.

    “We have initiated a probe into the murder and a search operation has also been started to find out the persons involved in the crime,” Bhurkunda Police Station in-charge Amit Kumar said.

    Three criminals on a bike came near the petrol pump and opened fire at Bauri, who was sitting there, the officer said.

    MLA Amba Prasad and former minister Yogendra Saw went to the hospital.

    Notably, an AJSU party leader was shot dead on February 16 by unidentified gunmen in the bypoll-bound Ramgarh.

    The bypoll to the Ramgarh assembly constituency will be held on February 27 and the counting of votes will take place on March 2.

    Chennai: The police and election officials on Saturday in Tamil Nadu seized tokens — which were to be allegedly given to voters who would be exercising their franchise in the February 27 Erode-East by-poll — from a car belonging to a DMK leader Sarbudeen, an official said.

    In a tweet, Erode district collector H. Krishnanunni said: “Election officials and police seized tokens from the car of DMK South Union treasurer in Tiruppur, Sarbudeen. These tokens are meant to be exchanged for money during the night.”

    The seizure was made in Tiruppur district.

    The seizure of tokens from the car of a DMK leader put the party in a corner as there were allegations that money was being distributed in the constituency for clinching victory in the polls.

    AIADMK leader and former minister, K.A. Sengottiyan who is in charge of the elections, told IANS: “The seizure of tokens from the car of a DMK leader is a serious issue and we have already reached out to the people of the constituency on how DMK was trying to woo the voters.”

    The AIADMK has also requested the Election Commission and the police to be more vigilant.

    The by-election to Erode-East constituency was necessitated following the passing away of the sitting legislator, E. Thirumahan Everaa of the Congress.

    His father and former union minister, EVKS Elangovan, is the candidate of the DMK-led Secular Progressive Alliance, of which Congress is a constituent.

    A total of 77 candidates are in the fray for the February 27 by-poll.

    Chennai: South Indian film superstar and MNM founder President Kamal Haasan will be campaigning for Congress’ Erode East Assembly bypoll candidate E.V.K.S. Elangovan on February 19.

    He has already announced his support for the DMK-led alliance candidate.

    Kamal Haasan had met Rahul Gandhi during his Bharat Jodo yatra in New Delhi and had walked with him for a few kilometers on an invitation from the Congress.

    In the 2021 Assembly elections, MNM candidate A.M.R. Rajkumar received 10,005 votes and the support extended by the MNM could be crucial for Elangovan in the February 27 bypoll.

    Kamal Haasan is a crowd puller and his campaign on February 19 for the Congress candidate could help the party candidate.
