    Hyderabad police to restore historic Kotwal building in Old City

    Hyderabad: The historic Kotwal office building in the Old City’s Purani Haveli, currently being used as a camp office, is being restored to its full glory. City police commissioner CV Anand on Tuesday inspected the structure and unveiled the plaque to mark the beginning of restoration works of the heritage building, which is symbol of the city’s 176-year-old police history.

    The restoration project is being sponsored by Greenco, and carried out by Deccan Terrain Pvt, which renovates heritage buildings. The latter will work on restoring the old Hyderabad Police Kotwal building with materials like lime, hydrated lime, raw gum extracts, fibres and other materials that were widely used hundred years ago in construction.

    Officials from Deccan Terrain gave a pictorial presentation to Hyderabad City police’s top brass about the current condition of the building, the outcome after its restoration etc, said a press release from CV Anand’s office. The commissioner also thanked Anil Kumar, Director Ace Urban group – Greenco, for sponsoring this project. The work is expected to be completed within 6 months, the release added.

    The old Kotwal building was constructed a century ago and functioned as office of the Kotwal (police head in Hyderabad) from 1920 to 2002. Post relocating Hyderabad commissioner’s office to Basheerbagh in 2002, the structure was being used as the camp office for the south zone deputy commissioner of police (DCP).

    “Nevertheless the City police decided to restore this structure since its existence is intertwined with the history of the City and served as an essential landmark. GreenKo company came forward to sponsor this restoration project,” said the release from the city police.

    “From an operational stand point and its close proximity to many iconic structures, religious places and other crowded areas , many of my predecessors preferred to camp in here while monitoring Friday prayers, large scale events and other processions etc., I had been continuing the same tradition and noticed that it’s condition is deteriorating till one day the roof caved in,” said Anand.

    “But being a Hyderabadi, I felt it is our responsibility to conserve and revive these heritage structures,“ the Hyderabad commissioner added. Mr.Mir Barkatullah Khan, MD of Deccan Terrain, AR Srinivas, Addl. Commissioner of Police (Crimes & SIT), P.Sai Chaitanya, DCP south zone and other officers attended the program.

    “Back then also there was the state and city police. Director General was responsible for the entire state (Hyderabad). As far as I remember, Kotwal was for the city police, who directly worked under the Nizam,” said Sajjad Shahid, historian and activist from the city.

    Hyderabad: Haj pilgrims from Telangana will not be able to avail the facility of rubat during Haj 2023 due to the delay in issuing details regarding the stay of pilgrims in rubat in Makkah by the Government of Saudi Arabia. Hussain Muhammad Al Sharif, the authority responsible for managing the rubats, has informed the Haj Committee of India and the Consul General in Jeddah about the issue.

    According to sources, the Government of Saudi Arabia has recently formulated new rules regarding the stay in buildings, and it is not immediately possible to get permission to stay in the rubat building until all necessary issues are complied with. The government has not yet issued any description regarding the new rules, making it impossible for pilgrims to stay in rubat during Haj 2023. With the departure of pilgrims scheduled to begin from June 7, obtaining permission to stay in rubat seems unlikely.

    In response to the situation, the CEO of the Haj Committee of India, Mohammad Yaqoob Shaikh, has written a letter to the administration of all Indian rubats seeking clarification. The letter was sent not only to the Nizam Rubat in Hyderabad but also to the rubat committees of Tamil Nadu, Madhya Pradesh, Mumbai, Karnataka, and Rajasthan.

    Shaikh has also informed the Consul General of Jeddah and the Chief Executive Officer of the Haj Committee of India about the latest situation. He said that if the Central and State Haj Committees cooperate, efforts can be made to ensure the facility of rubat for the pilgrims in Haj 2024. Meanwhile, the Haj Committee of India has started paying the last installment of the pilgrims.

    It is a disappointing development for the pilgrims of Telangana who were hoping to stay in rubat during their Haj pilgrimage. The authorities are yet to clarify the situation, and it remains to be seen if any further steps will be taken to resolve the issue.

    That was encouraging. But it was no guarantee that they’d be able to get there under actual quake conditions — escaping tumbled buildings, gathering personnel scattered around various facilities, crossing jumbled, sunken ground and roiling water. “It would take us 20 minutes to get underway,” says Ivan Carlson, the pilot association’s president — barring severe disruption. That leaves nearly no time to stop at the Coast Guard station’s docks on the way out; what would they do with injured personnel who couldn’t make it to the dock? Would they have room for any tourists and shoppers at the base exchange?

    Practice makes better. The pilots and Coast Guard conducted their last evacuation drills in 2018, practicing both fleeing to deep water and ferrying passengers across the harbor to Port Angeles, where they would have to scramble on foot about half a mile uphill. “It went perfectly,” says vonBrandenfels, “because we planned it.” Then the pandemic hit, and drills and planning lapsed.

    The Coast Guard’s rotation policy further gums up planning and communication, according to the pilots. Personnel and officers are routinely promoted and transferred to new posts around the country every two to four years, two for commanding officers. The Port Angeles station has had nearly as many COs in its 88 years as the United States has had presidents in 224. Cuttie, who spearheaded tsunami readiness at the Port Angeles station, went on to contend with hurricanes as the Coast Guard’s assistant operation commander in New Orleans, following a stint in Jacksonville.

    The Coast Guard sees this rotation as necessary to build interoperability — a model developed in the early 2000s and first tested against Hurricane Katrina, which drew resources from across the country. With interoperability, “commanders can request assets from all over the Coast Guard,” says Lt. Stephen T. Nolan, the public affairs officer for Coast Guard District 13, the regional command for four Northwest states. “That’s the beauty of the standardization model.” Under it, “you don’t get pockets of operational culture,” Petty Officer Clark explains. “So everyone can work with everyone.”

    But frequent rotations make it hard to build institutional memory and sustain focus on a unique local challenge like tsunamis. “Size really exacerbates the transfer schedule” noted Cuttie. “If 40 percent of 1,500 people at a large base transfer, you still have lots of continuity. But the Coast Guard’s so small” — and Port Angeles is a small base within it — that transfers have much more effect. “It’s really hard for them to keep up with the plan,” sighs vonBrandenfels. “We’ll get the new commander involved, at least get a reasonable communication schedule” — and then he or she is gone.

    Cmdr. Joan Snaith, the commanding officer at Port Angeles until last summer, didn’t have a chance to get briefed on tsunami impacts and evacuation prospects by Ian Miller or another expert; she arrived in June 2020, in the depths of the pandemic. So it may not be surprising that when I reached out to her she expressed a relatively sanguine view of the information and evacuation options that will be available in the 45-plus minutes between the earthquake’s shaking and the tsunami’s arrival. “The size of the wave will determine how we’ll need to respond,” Snaith told me in March 2022. “If we can get people off safely by land, we’ll do that.”

    A land exit might be a reasonable response for the more common sort of waves generated by a distant earthquake or volcanic eruption, most likely in Alaska. (A Jan. 15, 2022, eruption in Tonga produced a tsunami warning but only minor waves along Washington’s coast.) Coasties and others on Ediz Hook would have several hours to prepare and evacuate.

    Not so for the much larger tsunami generated by a Cascadia Subduction Zone quake, which would arrive an hour or less after the shaking starts. “Any official tsunami alert bulletins that come out before the wave arrives will likely not be based on the actual event because they won’t have time to compute actual wave arrival times or amplitudes,” Corina Allen, the state Geological Survey’s chief hazards geologist, explained via email.

    And no one knows exactly how big tsunami waves will be until they land; multiple variables, including bathymetry, tides, and the location and character of the quake, influence wave height. Still, “for a local-source tsunami, the ground shaking will be the warning,” says Maximilian Dixon, who manages the state Emergency Management Division’s Earthquake Program. How long that shaking continues will give some indication of the quake’s severity, but it’s hardly a precise gauge of the tsunami to follow.

    Hyderabad: The freshly launched Telangana Secretariat complex has been conferred with the prestigious Indian Green Building Council Award.

    The members of the IGBC called on roads and buildings minister Vemula Prashanth Reddy at the Secretariat on Monday and presented the award to him.

    Prashanth Reddy credited the state government for constructing the Secretariat with state of art facilities and being environmentally friendly.

    Thane: A man and a woman have been killed while at least 22 others are feared trapped after a residential building collapsed at Bhiwandi town in Thane, the home district of Maharashtra Chief Minister Eknath Shinde, on Saturday afternoon, Regional Disaster Management Unit officials said.

    At around 1 p.m., a 10-year-old ground-plus-three-storey building collapsed in the Vardhaman Compound in Wall Village on the outskirts of Bhiwandi.

    Soon afterwards, the district and police officials as well as medicos, fire brigade and Thane Disaster Response Force and other agencies rushed for the rescue and relief operations.

    Union Minister of State for Panchayati Raj, Kapil Patil, who represents the Bhiwandi Lok Sabha constituency, also rushed to the spot, along with Collector Ashok Shingare and other officials.

    By Saturday evening, the rescue teams managed to bring out 11 injured persons alive from the debris and admitted them to the local government hospital.

    The rescuers have retrieved two bodies so far – a woman named Laxmidevi R. Mahato (26) and a man named Navnath Sawant (40) – and handed them over to the police for autopsy and other formalities.

    Another at least 22 persons are still feared buried under the rubble, and frantic efforts are on to extricate them.

    Hyderabad: Telangana Chief Minister K Chandrasekhar Rao will inaugurate the newly-constructed state secretariat on Sunday in a traditional ceremony, state minister Vemula Prashant Reddy said on Saturday.

    He said on Sunday morning at 6 am, a three Yagam (ritual) will be held. Chandi and Vastu Homan rituals will be performed till 10 am. Thereafter, CM KCR will reach the secretariat around 1.20 pm.

    The Pushkarams (auspicious timing) is from 1.20 to 1.32 pm, spanning 12 minutes. The chief minister will cut the ribbon at the main gate and proceed to his chamber where he file the first file at 1.30 pm.

    Vemula Prashant Reddy, minister of Legislative Affairs and Housing of Telangana, said the new Secretariat will expedite the completion of work and coordinate with the ministers, secretaries and officials.

    “The older secretariat had blocks which were 70 years old, a few were 40 years old, and some others, built 20 years ago appear old and unorganised. The ministers, secretaries, and other officials used to sit at different blocks, which made the work a lengthy and challenging affair,” Reddy said.

    “A file, which could have been cleared in one day, took four days to be processed. So, the CM decided to build a new Secretariat, which is the first of its kind in the country where the minister, secretaries, and other officials will sit together in one block,” he said, adding that it will help expedite the work.

    “CM KCR himself finalised the plan and asked the architect to incorpotate Haindava Sanskriti and Persian architecture, as well as Hyderabad Nizam architecture into the design. A total of 15 designs were presented by the architect, of which the CM selected this,” he said.

    Hyderabad: Activists and heritage lovers are now worried that the historic Zenana building beside the Telangana High Court might be demolished to build a car parking space in its place. The structure has been in disuse for years and is being used as a parking space as of now.

    In a letter dated April 15 from the High Court’s Registrar, administrative sanction has been accorded for dismantling ‘H-Block High Court Legal Services Committee building, dog canal and the structures abutting the same for construction of multi-level car parking and the High Court writ petition no. 735 of 2023 by order dated April 4, 2023 has also directed the registry to take immediate steps for demoliton of the old building i.e. H-Black and the adjoining structures and keep the premises ready for commencement of construction of parking black in May 2023.

    The Zenana Hospital in Hyderabad is an important part of the city’s medical and social history, as it is linked to the Osmania General Hospital and the Chloroform Commission. The structure, known as the Victoria Memorial Hospital, was shifted to Petlaburj Maternity Hospital. It is now part of the High Court’s premises and was used by the fire department for the High Court and other ancillary purposes.

    The Victoria Memorial Hospital is also a listed site (II-B) according to the HMDA (Hyderabad Metropolitan Development Authority). It cannot be demolished as it enjoys protection according to the High Court’s own ruling on the Irrum Manzil issue.

    Prior to this, a part of the land beside the Govt City College was to be made into a parking lot. However, college authorities did not like the idea and started building classrooms in the space.

    Moscow on Saturday said there would be a “harsh” reaction and consequences for Poland’s interests in Russia, after Polish authorities seized a building near Moscow’s embassy in Warsaw — a step Russia labeled “illegal.”

    The building, used as a high school for the children of diplomats, belongs to the Warsaw city hall, Polish foreign ministry spokesman Łukasz Jasina told AFP, adding that authorities had acted on a bailiff’s order.

    But Russia’s foreign ministry slammed the move as a “hostile” act in violation of the Vienna Convention on Diplomatic Relations and as an encroachment against Russian diplomatic property in Poland.

    “Such an insolent step by Warsaw, which goes beyond the framework of civilized inter-state relations, will not remain without a harsh reaction and consequences for the Polish authorities and Polish interests in Russia,” the ministry added.

    “Our opinion, which has been confirmed by the courts, is that this property belongs to the Polish state and was taken by Russia illegally,” the Polish foreign ministry’s Jasina told Reuters.
