    Telangana: Agriculture, irrigation get lion’s share in Budget

    Hyderabad: The government of Telangana has hiked allocations for agriculture and allied sector and some other key departments in the state Budget 2023-24 presented on Monday.

    The election year Budget, pegged at Rs 2.90 lakh crore, has no new schemes but the Bharat Rashtra Samithi (BRS) increased allocations for some of its flagship schemes.

    The Budget outlay has been increased by about 13 per cent over 2022-23.

    The size of last year’s Budget was Rs 2.56 lakh crore.

    Presenting his fourth Budget and the last of the BRS government in its present term, state Finance Minister T. Harish Rao announced Rs 1,000 crore for new recruitments in government departments and Rs.500 crore for providing Infrastructure facilities to all universities.

    He proposed Rs 26,831 crore for agriculture and allied departments, which along with irrigation remained priorities of the government.

    For farmers’ debt waiver, the government has allocated Rs 6,385 crore, an increase of Rs 2,385 crore over last year

    For Rythu Bandhu, the flagship scheme to provide investment support to farmers at the rate of Rs.10,000 per acre annually, the allocation has been increased marginally to Rs 15,075 crore. The allocation for insurance to farmers has been revised from Rs 1,465 crore to Rs 1,589 crore.

    Harish Rao proposed Rs 26,885 crore for the irrigation sector and reiterated the government’s commitment to bring an additional 50,24,000 acres under irrigation in the next two to three years to take the total area to 1 crore 25 lakh acres.

    Stating that Telangana is the only state in the country providing uninterrupted 24-hour quality power supply to all the sectors of the economy and free power to the agriculture sector, he enhanced allocation for power subsidy to Rs 12,000 crore from Rs 10,500 crore in 2022-23.

    Under Aasara pensions, provided to various categories of beneficiaries, the allocation has been enhanced by Rs 271 crore to Rs 12,000 crore for 2023-24.

    Under the flagship scheme Dalit Bandhu, the Minister proposed Rs 17,700 crore. During the years, 1,100 Dalit families in each of the 118 Assembly constituencies will be provided Rs 10 lakh each.

    The allocation for the education department is pegged at Rs 19,093 crore. For the medical and health department, he proposed Rs 12,161 crore.

    The state Finance Minister proposed Rs.2,500 crore for maintenance of R&B roads and s.2,000 crore for maintenance of Panchayat Raj roads

    He also announced the contract employees will be regularized and the pay scales of employees of SERP will be revised from April, 2023.

    Telangana budget was presented in Assembly today, It focuses on both development and welfare in the state.

    While presenting the budget for the financial year 2023-24, Telangana Finance Minister Harish Rao mentioned that ‘Telangana model’, which combines humanitarian approach, constructive thinking, futuristic planning and transparent administration, is getting accolades both nationally and internationally.

    Highlighting the growth in state economy, he said, ‘At the time of the formation of the State, the economy was in a pathetic condition. In the two years preceding the formation of the State, the annual average GSDP growth rate was only 12 percent. This was much lower than the GDP growth of 13.4 percent.

    The average annual GSDP growth rate of the State from 2014-15 to 2019-20 had increased by 13.2 percent. In the same period, the growth rate of GDP was lower at 10.2 percent.’

    He also mentioned that Telangana has created history by recording the highest growth rate of 11.8 percent in per capita income during the period 2017-18 to 2021-22 among the Southern States.

    Speaking on power sector, he said, ‘Telangana has created history by recording the highest growth rate of 11.8 per cent in per capita income during the period 2017-18 to 2021-22 among the Southern States.’

    For the welfare of public, caps on the distribution of ration rice to the poor have been removed after the formation of Telangana and each member of the family is being supplied ration rice of 6 kg per month, he said.

    By making administration humanitarian, the Government of Telangana has been allocating a lion’s share of its resources to welfare programmes. In a symbolic manner, the previous governments distributed only Rs.200 as monthly pension. Telangana government has increased the Aasara pensions from Rs.200 to Rs.2016. The amount of monthly pension for physically challenged people has been increased to Rs.3,016, the budget speech highlighted.

    Recounting the benefits of several Centre-run schemes, Sushil Modi said that more than 3 crore homeless people in the country have been provided housing facilities and 47 crore got support through Jan Dhan account, which is commendable and a milestone.

    Modi said a budget of Rs 5.94 lakh crore has been allocated for security measures, Rs 1.25 lakh crore for farmers’ welfare and Rs 2.50 lakh crore for railways.

    Hyderabad: The state government will be presenting the Budget for the financial year 2023-24 on February 6, as per the decision made in the Business Advisory Committee (BAC) meeting held on Friday.

    While the Assembly is closed on February 7, the discussions on the Budget and other bills will be held on February 8.

    The BAC, under the chairmanship of Speaker Pocharam Srinivas Reddy, met on Assembly premises after the Governor’s address. and decided that T Harish Rao will present the budget.

    Legislative affairs minister V Prashant Reddy, finance minister T Harish Rao, CLP leader Mallu Bhatti Vikramarka and others attended the meeting.

    Discussion on the Motion of Thanks for the Governor’s address will be taken up in the Assembly on February 4. There will be no sitting on February 5 and 7. Harish Rao will present the budget on Monday. Discussion on the Budget will be held on February 8.

    Congress MLA Batti Vikramarka reportedly requested the Speaker, Pocharam Srinivas Reddy, to conduct the Assembly sessions for another 25 days saying that there are many public issues to be discussed in the House.

    However, Vemula Prashanth Reddy gently refused the proposal and said that the decision will be taken based on the issues and the Bills.

    The leader further said that a discussion on the Budget should be held for six and 18 days on the demands adding, that there should be a discussion on unemployment and public issues in the Assembly.

    AIMIM floor leader Akbaruddin Owaisi also raised a request for short discussions on 25 issues and more than 20 working days in the current Assembly session.

    The short discussions should be on minorities’ welfare, developmental activities in the Old City, protection of Waqf lands in the state, scholarships for SCs, STs, BCs and minorities and EBCs, construction of new towers in Osmania General Hospital, implementation of the unemployment allowance to youth, reduction, and non-release of funds by the Union government to Telangana for NREGS works and funds to the gram panchayats and urban local bodies under 15th Finance Commission grants and others, Oawaisi added.

    Hyderabad: Telangana has been allocated Rs 4,418 crore, by the Centre for various railway projects for the fiscal year 2023-24 as against Rs 3,048 crore allocated in 2022-23 which is 45 percent more than last year.

    South Central Railway (SCR), on the other hand, has been sanctioned a gross amount of Rs. 13,786.19 crores for the year 2023-24 compared to Rs 8,349.75 crores for the year 2022-23, which accounts for a nearly 65 percent increase over last year.

    SCR general manager Arun Kumar Jain while addressing a press conference on Friday, stated “there has been a consistent increase in the funds’ allocation to Telangana in successive budgets in recent times.”

    Giving details of the budgetary allocations of the ongoing New Line Projects in Telangana under the SCR jurisdiction, the manager stated, ” Rs 345 crores were allotted for Munirabad to Mahbubnagar railway line, Rs 185 crores were allotted for Manoharabad–Kothapalli line and Rs 10 crores allotted for Manuguru to Ramagundam line.

    He further stated that Rs. 600 crores was allotted for the MMTS Phase II project doubling and electrification.

    Likewise, Rs. 337.52 crores were allotted for Kazipet to Vijayawada and Rs 450.86 crores were allotted for Kazipet to Balharshah third-line projects.

    Adding on to the details, Arun Kumar stated that Rs 60 crores were allotted for Guntur to Bibinagar doubling project, while Rs 315.6 for the electrification of the Manmad to Mudkhed to Dhone section and Rs 82 crore was allotted for the development of the satellite terminal at Cherlapally station.

    For doubling, third line, and bypass line works, the capital outlay is Rs 3,374.44 crore for the fiscal year 2023-24, as against Rs 1,531 crore in the last financial year.

    The total budget allocated for new lines, including capital and safety Fund (excluding Deposit) is Rs 819 crore when compared to Rs 285 crore last fiscal year.

    For electrification works, the budgetary grant is Rs. 588 crores, said the manager.

    “An amount of Rs 68.34 crores has been allocated for implementation of Kavach, the indigenously developed Train Collision Avoidance System (TCAS),” he said.

    Arun Kumar further added that Rs 1,360 crore was allocated for Track Renewal works and Rs 768.14 crore for Road Safety Works.

    Hyderabad: Rs 600 crores were allocated from the Union Budget, under its railway budget share to expedite works for the MMTS phase II project.

    The cost of this phase project has been revised to over Rs 1,100 crore. In the budget, Rs 600 crore was allotted for the MMTS phase II project, which was sanctioned in 2012-13, with an estimated cost of Rs 817 crore.

    The work on this project had been delayed due to the non-availability of funds with the state government releasing Rs 279 crore, as its share of the total cost, and another Rs 417 crore is reportedly still pending.

    However, the works that have already been completed include those on the Ramachandrapuram stretch, 14 km between Medchal and Bolarum, Moula Ali-Ghatkesar quadrupling (12.2 km), Falaknuma-Umdanagar doubling (13.5 km).

    Works are currently underway in two more sections that include Sanath Nagar to Moula Ali doubling with electrification, and Moula Ali – Malkajgiri – Sitafalmandi doubling with electrification.

    Railway minister Ashwini Vaishnaw said, “We have allocated more funds to expedite this project.”

    Doubling and electrification have been completed in MMTS services on the Secunderabad-Medchal section, which was kept pending for a long time.

    Hyderabad: TPCC president and Malkajgiri MP A. Revanth Reddy on Friday wrote an open letter to Chief Minister K Chandrasekhar Rao on the allocation of funds in the State budget.

    In his open letter to the Chief Minister, Revanth Reddy said the Chief Minister made many promises to the people like farmers, unemployed youth, BCs, Dalit and minority communities, but not fulfilled even a single promise. He said funds are not allocated in the budget for some promises. Farmers are unable to pay interest for loans taken by them, he said.

    The TPCC chief said,” the CM KCR has done great injustice to the Dalit community. The promise of three acres of land for each family, not even one promise was fulfilled. Recently, you started to deceive those communities once again in the name of Dalit Bandhu. It has been shown in the budget that Rs.17,700 crore is being allocated for the Dalit Bandhu scheme in the financial year 2022-23. However, spending is zero. There is no clarity on the guidelines of this scheme. By placing the scheme in the hands of the MLAs, lobbying was encouraged. It turned into a commission scheme for BRS leaders.

    He also alleged that the CM KCR betrayed people of Palamuru – Rangareddy. “It seems that you have deliberately watered down the Palamuru-Ranga Reddy project which could have been beneficial to the farmers of South Telangana. Thousands of crores of loans were raised in the name of that project. Things fell apart. The estimated cost of this project, which was initially Rs.35,200 crores to irrigate 12.30 lakh acres and provide drinking water to the city of Hyderabad, has now reached Rs.60 thousand crores. You spent only Rs.7,241 crores on this project in seven and a half years. The allocation made in the current budget is only Rs.1,225 crores. If these allocations are made, this project will not be completed even for another 60-70 years.

    “For the past nine years, you have been fooling people by saying that you will build double bedroom houses. Millions of homeless poor people in the state are eagerly waiting for the dream of owning a double bedroom house. Whereas… in nine years you sanctioned only 2,97,057 houses. Of this, the construction of 2,28,520 has been started, but only 21 thousand have been handed over to the beneficiaries, according to the calculations.He also asked what happened to Rs. 3 lakh financial assistance for construction of houses. In order to appease the people who are angry about the double bedroom houses, it was announced during the last budget that Rs. 3 lakh financial assistance will be given for those who have own land to build houses. It was said that 4 lakh beneficiaries will be given financial assistance this year. Another budget is goig to be presented but there are no guidelines for this scheme so far… The scheme has not yet started.

    Revanth Reddy also questioned about unemployment allowance of Rs.3016. During BRS’s nine-year rule, suicides of unemployed youth increased in Telangana. Young people are committing suicide because they cannot get jobs after completing higher studies and cannot pass the burden on their parents. Before the last election to appease them, you promised to give an unemployment allowance of Rs.3016 per month. TSPSC has a registered list of about 26 lakh unemployed people in the state. No one was given a single rupee.

    The TPCC chief said he Congress has brought the fee reimbursement scheme for the higher education of the children of the poor and underprivileged. After you came to power, you gradually watered down the scheme. Scholarship and fee reimbursement arrears are piling up year after year. There are already two-year arrears of Rs.2,900 crore. Not even a paisa has been given so far in this financial year. The arrears of three years have reached to Rs.5000 crores. Due to this 18 lakh students are suffering.

    “You cheated farmers in the name of 24 hours electricity. Due to non-payment of dues, power companies were forced into bankruptcy. Now 10-hour power cuts are being imposed in the villages. Farmers are protesting due to power cuts at the time of harvest. Scenes of sit-ins in front of sub-stations are again seen in Telangana. Rs. 10,500 crores have been allocated in the 2022-23 budget for free electricity. But, as the amount was not released, the discoms suffered more losses. In the name of compensating those losses, the household consumers are being burdened with additional charges in the name of ACD”.

    He also alleged that Healthcare promises were not implemented. “You promised that a multi-specialty hospital in each district, a 30-bed hospital in each Mandal, a 100-bed hospital in the assembly constituency, and a primary health center in each village will be constructed. God knows about the new ones… there is no fund for the maintenance of the existing hospitals. It has been over a year since you performed Bhumi Puja for the construction of super specialty hospitals in Sanat Nagar, LB Nagar, and Alwal in Hyderabad. There has been no movement since then. As the government owes Rs.800 crores to private hospitals, people are not receiving treatment even though they have Arogyasri cards.

    He stated the last budget sessions of your government are about to begin. This is your last chance to keep your word to the people. I demand that all these promises be fulfilled within the next ten months by allocating adequate funds to the budget. Otherwise, you have no right to ask for votes in the next election”, he added.

    New Delhi: The Ministry of Rural Development said on Friday that the concern that lower allocation for the MGNREGA scheme for 2023-24 may affect the rural employment scheme is far from the truth.

    “A concern has been raised over the Union Budget allocating Rs 60,000 crore for the MGNREGA scheme for 2023-24, which is 18 per cent lower than the Rs 73,000 crore budget estimates of 2022-23. This may affect the rural employment scheme of MGNREGA to achieve its objective of providing wage employment against the demand from the rural households. This is far from thr truth,” the ministry said in a statement on Friday.

    MGNREGA is a demand-driven scheme. Any household demanding employment shall be provided at least 100 days of unskilled manual work in a financial year in accordance with the scheme. During FY 2022-23, a total of 99.81 per cent rural households have been offered wage employment against their demand for work. If an applicant for employment under the scheme is not provided such employment within 15 days of receipt, he shall be entitled to a daily unemployment allowance, the ministry said.

    “In FY 2019-20, the BE was Rs 60,000 crore which got revised to Rs 71,001 crore; for FY 2020-21, the BE was Rs 61,500 crore which increased in the RE to Rs 1,11,500 crore; and for FY 2021-22, the BE of Rs 73,000 crore was revised to Rs 98,000 crore. Therefore, it can be seen that the actual releases to the states have been much higher than that provided for at the BE level.

    “Even during the current financial year 2022-23, the BE was Rs 73,000 crore, which was revised to Rs 89,400 crore. From the perusal of the above, it is inferred that the previous release has no bearing on the requirement for funds for next year,” said the ministry.

    “Whenever additional fund is required, the Ministry of Finance is requested to provide the funds. The government of India is committed to release funds for wage and material payments for proper implementation of the scheme, as per the provisions of the act and guidelines applicable for Central government as well as the state governments,” it added.

    New Delhi: The Aam Aadmi Party on Friday accused the BJP of “backstabbing” Delhiites by making officials “unethically” pass the budget of the Municipal Corporation of Delhi (MCD) even before the elections of mayor and deputy mayor could take place and demanded that the budget be withdrawn.

    However, a senior MCD official said the budget had not been passed.

    AAP Chief Spokesperson Saurabh Bharadwaj claimed that they learnt through newspaper reports that the budget had been passed by the MCD and since this was the objective, the elections of the mayor and deputy mayor were deliberately delayed.

    “The budget of the MCD is a very important document that gives the detailed breakup of how much money the elected government hopes to spend in the fulfillment of its promises. This is where all the planning of the team is reflected and then work begins in mission mode to deal with the problems that the people of the city are facing.

    “But what has happened now is the betrayal of the citizens of Delhi by the BJP. Despite losing the elections to the Aam Aadmi Party, the BJP-ruled central government has illegally passed the budget of the MCD through officials…,” he said.

    The AAP won 134 wards in the MCD polls in December while the BJP won 104 wards.

    “The bureaucrats of the MCD who have passed the budget should be asked to fight the MCD polls the next time. This is a betrayal of the people of Delhi. It is AAP that has been elected by the people to run the MCD, but the people passing the budget are bureaucrats of the MCD, what sense does this make?” he said.

    Accusing the BJP of using similar tactics wherever it loses polls, he said it uses governors to obstruct the works of the elected governments.

    “They have always said that ‘Delhi is not a full state’ and tried to obstruct all the developmental works of the Aam Aadmi Party. But they are doing the same in Tamil Nadu and Telangana, where the governors have tried to overshadow the elected governments. The Congress party also until now blamed the AAP for not working with the central government, but look at what their MLAs are doing in other states,” he said.

    Citing examples of states such as Telangana and Tamil Nadu, he alleged the “dirty politics of the BJP” has led to the derailment of key political institutions in the country.

    “One of the key reasons, after the partition in 1947, India went on to become a robust nation and Pakistan lies in such shambles is the importance these two countries gave to political institutions in their respective country. In India, key institutions such as the Supreme Court, the elected government and its role were formed and given importance. But now the BJP and its leaders have made a mockery of these institutions and this is something that we will strongly fight against,” he said.

    Senior party leader Dilip Pandey echoed similar sentiments and accused the BJP of bypassing the elected government of Delhi and passing the budget before the mayor’s election. He demanded that the budget be withdrawn.

    “BJP has forcefully passed the budget before the mayor’s election. They must withdraw this budget,” he said.

    A senior MCD official denied the allegations.

    “No such development has taken place. I do not know where this has come from. No budget has been passed,” he said.

    Another official also said that budget had not been passed. “There was a discussion recently but it is wrong to claim that budget has been passed,” he said.
