    SRINAGAR: Finance Department on Wednesday organised a day-long workshop on “Transformation and Reforms in Financial Management” at SKICC.

    The workshop aimed at apprising the participants about the priorities of the government and implementation of its schemes through digital platforms for better outcomes at the field level.

    Chief Secretary Dr Arun Kumar Mehta who was Chief Guest on the occasion highlighted major reforms taken up by J&K government to bring greater transparency and accountability in the financial system making it more robust and outcome oriented. He said that since 2019 many reforms had been taken in the financial management system which has resulted in producing far better outcomes.

    Chief Secretary said that the key reforms introduced by the government in its financial structure envisaging added transparency and accountability and has brought UT’s fiscal system at par with any other system in the country. He maintained that implementation of transformative reforms such as Budget Estimation and Allocation Monitoring System (BEAMS), online submission of bills through J&K PaySys, mandatory administrative approvals, technical sanctions and e-tendering, digital payments, GFR, GeM and related measures have greatly helped the financial systems in J&K to be efficient, transparent and result oriented.

    Dr Mehta complimented the finance department for bringing in necessary changes for the overhaul of the system and said that the department has been at the forefront in eradication of corruption at all levels. “Today we could safely conclude that the financial system in J&K is one of the most transparent systems anywhere and is among the key changes that have taken roots in the UT after 2019” he added.

    Chief Secretary said that the government has completed 92000 works during 2022-23 which was unthinkable in the recent past as the number of completed works would be around 9000 before 2019.

    He also said that the feedback taken from the panchayats is highly encouraging as no complaint is being received from them regarding the works. He said that works are taking place 3-4 times more on the same amount of money and without facing any obstacles as this year 43000 works have been completed in panchayats which was just about 3000 before this system was put in place. He said that the officers involved in this transformation should feel proud to be part of this journey.

     

    Regarding the number of beneficiaries receiving old age pension, widow pension, the CS said that number of beneficiaries has increased from 4.5 lakh to 10 lakh without putting any further burden on the state exchequer. He also said that 11.5 lakh beneficiaries have been weeded out from the CAPD department without anyone complaining about the same. He said that the money is reaching where it is intended to reach and there is no siphoning of public money now due to DBT and digitisation of services.

    He recalled that the officers of the finance department are the protectors of the public exchequer and they should make this department most happening department in the country and achieve the financial discipline for achieving saturation of all the beneficiary led schemes.

    Dr Mehta said that promoting good governance in the financial management has been one of the core objectives of the government and people are able to oversee works being executed in their areas on a real time basis on EMPOWERMENT portal.

    CS also reiterated that the government has zero tolerance against any kind of irregularity in any recruitment process undertaken by any recruiting agency of the J&K Government. He assured that the confidence of our youth in these institutions is paramount for the administration and it would be safeguarded at any cost to ensure that the government jobs are acquired by deserving candidates on merit only.

    Some of the main topics which came under discussion during this day-long workshop includes Role of GST as a fulcrum of J&K’s Own Tax Revenues, People’s participation through EMPOWERMENT/ JANBAGHIDARI, E-Audit and performance auditing, PFMS and CNA/SNA Module, Introduction of IT in GP Fund, Co-relation between Finance and Investigations, and Digital Payments & DBT.

    Reiterates Zero tolerance against irregularities in recruitment

    The workshop was attended by Director General(s) of Finance and Planning Departments, Director(s) Finance in Administrative Departments, FA&CAOs in Administrative Departments, FAs/CAOs/Accounts officers posted with HODs/DDCs, Treasury officers and other senior officers of the Department.

    New York: Tesla CEO Elon Musk has agreed to pay $10,000 to settle a defamation case brought against him by Indian-American Sikh critic and independent researcher, Randeep Hothi.

    Hothi, a doctoral student in Asian Languages and Cultures at the University of Michigan, had filed a defamation case against Musk in 2020, alleging that the billionaire businessman falsely accused him of actively harassing and “almost killing” Tesla employees.

    Following a lengthy and hard-fought litigation, in March 2023, Musk asked Hothi to settle the case.

    “This case was about taking a stand, not seeking fame or money. I feel vindicated,” said Hothi, announcing that he accepted Musk’s settlement offer in a statement.

    “I brought this case to defend my work, clear my name, and send a message… I believe I’ve accomplished that, thanks in no small part to Musk, whose own behaviour over the last year has highlighted the need to scrutinise his every word and deed.”

    D. Gill Sperlein, one of Hothi’s lawyers, said: “Last year, Musk famously promised that he would never ‘settle an unjust case’. Yet, he has asked Hothi to accommodate him. We welcome Musk’s belated acknowledgment that this case was just.”

    Hothi locked horns with Tesla after he created the @skabooshka Twitter account where he fact-checked Musk and his company’s published claims regarding the electric vehicle manufacturer’s automation, technology and production processes.

    Beginning in 2018, Hothi, donning the role of a social activist, observed Tesla’s production at its Fremont, California-based factory.

    He also documented the construction of Tesla’s Model 3 assembly line tent, sharing photos of his Twitter followers.

    In April 2019, Tesla sought a restraining order against Hothi, alleging that the latter struck an employee with his car in a Tesla factory parking lot — an accusation that Hothi vehemently denied.

    When Hothi and his legal team successfully obtained a court order requiring Tesla to hand over video evidence of the alleged encounter, Tesla abruptly dropped its lawsuit in July 2019.

    Yet the following month, Musk e-mailed a reporter accusing Hothi of “actively harassing” and “almost kill(ing)” Tesla employees.

    That remark was later published and amplified to hundreds of thousands of people on Twitter.

    Musk’s accusations prompted an outpouring of public support for Hothi, including from whistleblowers, researchers, journalists, and critics.

    In August 2020, represented by Sperlein, Hothi filed a defamation lawsuit against Musk based on his remarks.

    Musk attempted to dispose of the case by arguing that his accusations were protected speech and hence should be dismissed under California’s anti-SLAPP law.

    In January 2021, the trial court rejected Musk’s arguments, holding that Hothi “has demonstrated the probability that he can succeed on the merits of his claim” because Musk’s remarks were tantamount to an accusation of crime, and thus legally constituted defamation per se.

    Hothi accepted Musk’s settlement offer on April 30, and is expected to request dismissal of the case on May 1, pursuant to the terms of the settlement agreement.

    Ahmedabad: Conman Kiran Patel, who was arrested in Jammu and Kashmir last month for posing as a top official in the Prime Minister’s Office (PMO), is likely to be brought to Ahmedabad on Friday night, an official said.

    A team of Ahmedabad Police has reached Jammu and Kashmir to take custody of Patel, according to a senior official.

    Four FIRs related to cheating have been registered against Patel in different police stations in Gujarat.

    “Our team is in Jammu and Kashmir to take Kiran Patel’s custody in a cheating case registered with us. He will be brought here on Friday night,” a senior police officer said.

    Kiran Patel and his wife, Malini Patel, were accused of attempting to usurp a senior citizen’s bungalow.

    The Ahmedabad Crime Branch registered a case of cheating against them on March 22, six days after Malini Patel was arrested.

    The complainant, Jagdish Chavda, had wanted to sell his bungalow in the Shilaj area. Patel approached Chavda claiming to be a real estate agent and persuaded him to renovate the property, claiming that it would fetch a good price.

    To gain Chavda’s trust, Patel allegedly claimed to be a “Class-1 officer in the PMO” and a partner in a cafe chain.

    Chavda agreed to the renovation, and Kiran along with his wife Malini, and an interior designer took Rs 35 lakh in instalments from him for the work.

    When the renovation was underway, Chavda shifted to his friend’s residence.

    A few days later, he learned that Patel and his wife had put up their own name-plate outside the bungalow and had conducted a house-warming ritual as if they were the owners.

    When confronted, the couple left the bungalow without finishing the renovation, and Chavda moved back into the house.

    In August 2022, Chavda received a court notice informing him that Kiran Patel had filed a civil suit claiming ownership of the property using photographs of his nameplate and invitation card for the house-warming ceremony, said the FIR.

    New Delhi: Notorious gangster Deepak “Boxer”, who was nabbed in Mexico by the Delhi Police and brought here on Wednesday, was helped by another criminal who as part of a deal not only arranged his escape abroad but also spent Rs 55 lakh on the same.

    A two-member team of the Special Cell with Deepak arrived at the Indira Gandhi International Airport from Mexico via Istanbul around 6 am, police said and termed the force’s first overseas operation to arrest a wanted criminal a “big success”.

    Deepak was trying to enter the US illegally through Mexico, and planning to run his gang in Delhi and its neighbouring states from there, a senior police officer said, adding that his links to a Pakistani national are also being probed.

    He will be interrogated in connection with his criminal activities and his alleged involvement in the killing of a builder in north Delhi’s Civil Lines area, the officer said.

    Elaborating on the case, police said a person named Naresh helped Deepak escape from the country. Naresh from Ajanthali village in Haryana’s Sonipat was into liquor business with his brother.

    Krishan Dadu, a contract killer, allegedly killed Naresh’s brother and brother-in-law and injured Naresh’s hand, they said.

    Naresh is currently residing in Australia and his son Sagar in the US. Naresh hired Deepak in November last year to eliminate Dadu and a local informer. He promised Deepak that he would send him to the United States via Mexico through the ‘donkey method’ and spent Rs 55 lakh for the same, sources said.

    “… Naresh had fixed a deal with Deepak that he would get him settled in the US. Naresh pursued Deepak to eliminate Dadu and the local informer as well members of the Tillu gang,” they said.

    “Deepak agreed to this deal as he wanted to stay outside India and head the operations of the Gogi gang from there. This way, he would be away from the clutches of police as he feared that if he stayed in India, he would be killed by members of his rival Tillu gang,” the source added.

    The source also said that Naresh and Deepak drew inspiration from the killing of Sidhu Moosewala where the main conspirators planned the murder from outside the country. Deepak was also confident that he would never be caught by the security agencies just like Goldy Brar who reportedly planned the murder of the popular Punjabi singer, they said.

    “Naresh and his son Sagar also wanted to start their lives afresh abroad after getting all their rivals eliminated,” the source added.

    Deepak is wanted in 10 cases, including murder and extortion, registered against him over the last five years, they said. Deepak, a resident of Gannaur in Haryana’s Sonipat district, led the Gogi gang after the killing of its head Jitendra Mann alias “Gogi” inside the Rohini court complex by two men in September 2021.

    Deepak “Boxer”, a winner of a national-level boxing championship, was arrested after extensive work by police and with the help of US agencies, Special Commissioner Police (Special Cell) HGS Dhaliwal said.

    “This is the first time that a gangster has been brought back to Delhi from another country. He was the most-wanted gangster of Delhi-NCR,” he said.

    “Deepak got a passport made in Bareilly (Uttar Pradesh) and took a flight from Kolkata. He changed flights to reach Mexico. His aim was to cross into the US. The FBI (US’ Federal Bureau of Investigation) and the Mexico Police really helped a lot,” Dhaliwal said.

    This is a “big success” for the Special Cell as this was a coordinated effort of all teams, he said and added that Deepak’s cousin Sandeep is currently in California but no detention has been made.

    “There is an elaborate drug syndicate and even human trafficking is common, but in case of Deepak, a Pakistani national Ali’s involvement is being investigated,” the officer said.

    “It is very early to say about the involvement of the Lawrence Bishnoi gang in his leaving the country but this is clear that he was always aligned towards the gang,” Dhaliwal said, adding that police have information on other gangsters and “work is on”. Deepak’s interrogation will help in gathering more information, the senior officer said.

    His Gogi gang is allegedly linked to the Lawrence Bishnoi gang, according to police.

    Deepak had changed routes several times and made stops to reach Mexico to enter the US (donkey method), Dhaliwal said. But he landed in the Special Cell’s net that was laid with the help of the office of the Legal attache, US Embassy, New Delhi, the officer said.

    This is the first time that the Delhi Police has arrested a gangster in an operation outside the country.

    Police had also announced a reward of Rs 3 lakh on information leading to the arrest of Deepak “Boxer”.

    “We had received inputs in January that Deepak had got a fake passport made in the name of Ravi Antil from Bareilly to flee the country. He took a flight from Kolkata to Dubai. Then from Dubai, he went to Almaty, Kazakhstan, and reached Turkiye. He then headed for Spain. After taking multiple routes, he finally reached Mexico,” Dhaliwal said at press conference on Tuesday.

    “Our teams were constantly tracking his routes,” he had said.

    Dhaliwal said the Delhi Police zeroed in on the gangster’s location in Cancun, a city notorious for human traffickers and the narcotics mafia, after interrogating several of his aides and using technical inputs.

    “His intention behind reaching Mexico was to reach America, with the help of human traffickers, where he would join his other associates. From there, he had planned to run his organised crime group in Delhi and neighbouring states,” Dhaliwal had said.

    Chandigarh: Haryana Chief Minister Manohar Lal Khattar on Monday said in the last eight years, the state government has brought many radical changes for good governance.

    “Ensuring the reach of every welfare and public-centric scheme is the utmost priority of the state government. No department or sector has remained untouched by the IT reforms so as to ensure transparency,” he said while addressing a gathering at the ‘Jan Samvad’ programme at Baliali village in Bhiwani district.

    He is currently on a visit to Bhiwani district where he is holding interaction with the villagers.

    The chief minister said the entire Haryana is like his family and as the head of the family, he always tries his best to extend every possible help and cooperation to every member.

    He said that during his tenure special focus has been given on development works and adequate funds have been ensured for the meticulous implementation of every development scheme.

    During his interaction at another village in Bhiwani named Bapora, the chief minister announced that now there will be no need for verification of online ‘Fard’ (land record) copy from the Patwari (revenue official).
    “Now, only online Fard copy will be valid and all institutions including banks will recognize online Fard,” he added. An order in this regard will be implemented in the entire state, he said, according to an official statement.
    At Baliali, he said that the benefits of all the public welfare policies are being ensured to grassroots levels.

    While interacting with the villagers, the chief minister said that they should compare the tenure of the previous governments with that of the present dispensation. The difference will be clearly visible in terms of development undertaken including infrastructure works.

    At his ‘Jan Samvad’ programme at Tigrana and Dhanana villages, Khattar said the compensation for crop loss of farmers caused by the recent rains and hailstorms will be given by the government by May after getting Girdawari (field inspection) done.

    He also visited the residence of boxer Nitu Ghanghas at Dhanana village in Bhiwani and extended greetings on her achievement for adding a world championship title to her name.

    The chief minister said that several steps are being taken to groom talent in sports, which is why players of Haryana are bringing laurels at the world level.
    He also visited the residence of Vir Chakra awardee Mathan Singh who was martyred in the 1965 war and met the family before holding the Jan Samvad programme in Bapora village, Bhiwani district.

    The chief minister also met the families of four more martyrs. He said the people of the country are proud of such brave sons who laid down their lives for the nation.

    “Haryana has been the land of brave soldiers,” he added.

    “Whether it is war with China or Pakistan or fighting terrorists, these brave sons made supreme sacrifice for their motherland. Today, a strong India is being built because of the sacrifices of the brave soldiers..,” he said.

    Bhiwani’s railway junction is named after Mathan Singh.

    According to the statement, “Rifleman Mathan Singh was martyred in the Indo-Pak war of 1965 and was awarded with Vir Chakra. Bhiwani’s railway junction is named after him,” it said.
    It further said Bapora is the village of martyrs and soldiers.

    Former Army Chief, General V K Singh is also from Bapora village, who is currently a minister in the Central Government.

    Ahmedabad: Gangster-politician Atiq Ahmad was brought back to the Sabarmati Central Jail in Ahmedabad amid tight security on Wednesday evening, a day after a court at Prayagraj in Uttar Pradesh sentenced him to life imprisonment in the 2006 Umesh Pal kidnapping case.

    Ahmad, a former Uttar Pradesh MLA and Lok Sabha MP, was brought back to the high-security jail in Gujarat in a UP police van after a nearly 24-hour-long road journey from Prayagraj, an official said.

    Video clips showed the UP police van ferrying the 60-year-old gangster-politician entering the jail premises.

    The UP police had on Sunday taken Ahmad’s custody from the Sabarmati Jail so that he could be taken to Prayagraj, his hometown, for production before a special MP-MLA court that conducted trial in the kidnapping case.

    The special court on Tuesday held the former Lok Sabha MP and two others guilty in the 17-year-old criminal case and sentenced them to life imprisonment. They were pronounced guilty under Indian Penal Code section 364-A (kidnapping or abduction in order to murder).

    Ahmad has been lodged in the Sabarmati Jail since June 2019 after the Supreme Court in April that year directed that the former MP from Phulpur in UP be shifted to a high-security facility in Gujarat after he was accused of orchestrating the kidnapping and assault on a real estate businessman, Mohit Jaiswal, while lodged in a prison in the northern state.

    The former Samajwadi Party legislator is named in more than 100 criminal cases, and recently he was listed as an accused in the killing of Umesh Pal, a key witness in the 2006 BSP MLA Raju Pal murder case. Umesh Pal was gunned down last month in Prayagraj.

    Prayagraj: Gangster-politician Khalid Azim alias Ashraf was brought to the Naini Central Jail in Prayagraj in Uttar Pradesh Monday evening amid tight security arrangements, hours after his brother Atiq Ahmed was escorted to the prison from Gujarat.

    Ashraf and Atiq will be produced before a court on Tuesday, when it is likely to pass an order in a 17-year-old kidnapping case against them.

    Ashraf, lodged in the Bareilly District Jail since July 2020, was brought to the Naini Central Jail Monday evening amid tight security arrangements, officials said. A police team accompanying him left Bareilly for Prayagraj Monday morning.

    Atiq Ahmed was brought to the jail in Prayagraj from a prison in Gujarat. The police cavalcade bringing him reached the Naini Jail at 5.30 pm on Monday.

    The brothers are named in several criminal cases, including the recent Umesh Pal murder case, police said.

    Prayagraj: Mafia don-turned-politician Atiq Ahmad was brought to Naini jail on Monday evening amidst tight security.

    The UP Police will produce him before a Prayagraj court in connection with a 2007 kidnapping case on Tuesday.

    Atiq Ahmed’s brother Ashraf has also been brought to Naini jail from Bareilly for court hearing.

    Both the brothers have been kept in separate barracks and will be under constant surveillance by CCTV cameras that will be monitored by the police headquarters in Lucknow.

    According to police sources, the police team, had left Ahmedabad on Sunday evening and the convoy travelled for over 24 hours before reaching Prayagraj.

    Guwahati: Four aides of absconding Sikh radical preacher Amritpal Singh have been brought to Assam’s Dibrugarh district on Sunday, according to police sources.

    A top police source said, “Four detained associates of Khalistani leader Amritpal Singh were recently flown to Dibrugarh by a Special Air Force aircraft. They will probably be kept in the Dibrugarh Central Jail.

    “They are being accompanied by a 27-member Punjab Police team, including the IG Jail,” the source added.

    They were received at Mohanbari Airport by the Deputy Commissioner and Superintendent of Police of Dibrugarh under tight security.

    The reason behind Amritpal Singh’s aides’ transit to Assam is still unknown. The police are not willing to divulge any details as of now.

    When IANS contacted Prasanata Kumar Bhuyan, Inspector General of Police (IGP) and spokesperson of Assam Police, he claimed that he was unaware of any such developments.
