    Iraq, Turkey to build transportation corridor linking Basra to Turkish border

    Ankara: Turkey and Iraq will build a land and railroad transportation corridor stretching from the Iraqi province of Basra to the Turkish border, Turkey’s President Recep Tayyip Erdogan said.

    “We have tasked our minister friends, who will carry out the works for materialising the Development Road Project, extending from Basra to Turkey,” Erdogan said at a joint press conference with visiting Iraqi Prime Minister Mohammed Shia’ al-Sudani on Tuesday.

    “I believe that we will transform the Development Road Project into the new Silk Road of our region,” the Turkish President added.

    Moreover, Turkey will increase the amount of water released from the Tigris river to help Iraq tackle its water shortage, he said.

    Baghdad has been urging Ankara to secure Iraqi water share from the Tigris and Euphrates rivers which originate from Turkey, as Iraq often suffers from drought, Xinhua news agency reported.

    In their talks, the two leaders reaffirmed their commitment to fighting against all forms of terrorism, Erdogan said.

    “Our expectation from our Iraqi brothers is that they shall designate the outlawed Kurdistan Workers’ Party (PKK) as a terrorist organisation and clear their lands of this bloodshedder terrorist organisation,” Erdogan added.

    Al-Sudani, for his part, underlined that his government will not allow Iraqi lands to become a “point to launch attacks” against its neighbour.

    “Security of Turkey and security of Iraq are inseparable,” he said.

    The security officials of the two countries exchanged information on the issue during talks in the capital Ankara, al-Sudani added.

    The PKK, listed as a terrorist organisation by Turkey, the US and the EU, has been rebelling against the Turkish government for more than three decades. It has been using Iraq’s Qandil Mountains as its main base for years.

    Chandigarh: With a manhunt underway for radical Sikh preacher and Khalistan sympathiser Amritpal Singh in Punjab, Haryana has intensified checking of vehicles along the border with the neighbouring state.

    Punjab Police on Saturday launched a major crackdown against Amritpal and suspended internet and SMS services till Monday noon. It has arrested 78 members of ‘Punjab Waris De’, an outfit headed by him.

    At the Shambhu border with Punjab, Ambala police have been put on high alert, officials said on Sunday.

    Additional checkpoints have been set up and a large number of police personnel have been deployed there, they said.

    In some other districts too, including Kurukshetra, Kaithal and Sirsa, which share borders with Punjab, police are maintaining strict vigil and have intensified checking of vehicles, they said.

    CIA-1 incharge of Ambala police Harjinder Singh, who was present at the Haryana-Punjab border near Shambhu, said the situation is normal and peaceful but police are maintaining a vigil.

    In Punjab, security forces conducted flag marches at several places in the state, including Amritsar, Jalandhar and Ludhiana.

    Dubai-returned Amritpal was last year anointed the head of ‘Waris Punjab De’, which was founded by actor and activist Deep Sidhu who died in a road accident in February last year.

    Last month, Amritpal and his supporters, some of them brandishing swords and guns, broke through barricades and barged into Ajnala police station on the outskirts of Amritsar city, and clashed with police for the release of one of his aides. Six policemen were injured in the incident.

    Punjab Police filed an FIR on February 23 in connection with the incident.

    House GOP quietly preps take two of its border push

    Republicans have pitched ideas like reviving the border wall and cracking down on asylum seekers, policies that stand no chance in the Senate but would let them claim a messaging victory — if they can manage to push them through the House.

    Underscoring how quickly one of Republicans’ biggest election talking points turned into a sore spot for old tensions, even those at the center of the intra-party debate aren’t willing to publicly bet against another derailment … at least, not yet.

    “I can’t read minds. I can’t tell fortunes,” Rep. Tom McClintock (R-Calif.), who chairs Judiciary’s immigration subpanel, said in a brief interview about the chances House Republicans pass a bill if they can get it out of committee and to the floor.

    The GOP’s struggle to unite on border and immigration bills isn’t new — it’s approaching a congressional cliché at this point, as both parties continuously struggle to come to any sort of agreement on comprehensive changes. But the lack of agreement sparked a bitter feud between two Texas members particularly and prompted questions from reporters over Speaker Kevin McCarthy’s leadership.

    And it could easily cut against a perennial GOP talking point that Democrats are weak on border security, which the party is sure to reuse in 2024.

    Publicly, Republicans have tried to put that message at the heart of their still-nascent majority. They’ve taken a series of trips to the U.S.-Mexico border to highlight its manifold security challenges, lambasting the Biden administration as their Democratic colleagues boycott some of their field hearings.

    The strategy has scored some wins. U.S. Border Patrol Chief Raul Ortiz generated headlines Wednesday when asked by Green if DHS had operational control over the entire southern border, he responded: “No.”

    Green followed up with a brief clip of Department of Homeland Security Secretary Alejandro Mayorkas telling House lawmakers that DHS did have operational control. Ortiz declined to say if he believed the secretary was lying — a charge conservatives have made as they’ve called for Mayorkas’ impeachment.

    A DHS official, after Wednesday’s hearing, pointed to Mayorkas’ comments during a separate Senate hearing last year. He said then that based on the statutory definition of “operational control,” which Green showed during his hearing, “this country has never had operational control.” (Democrats, and even some Republicans, have defended Mayorkas arguing that the impeachment calls chalk up to policy disagreements.)

    But as Republicans publicly keep their rhetorical fire aimed at the Biden administration, they still want to pursue legislative overhauls. A leadership aide, granted anonymity to describe the private discussions, told POLITICO that there are “ongoing talks with members … and leadership about what a border package would look like.”

    And they appear to have learned a lesson from their first misstep when their attempts to quickly vote on a border bill in the first weeks of the term imploded. Instead of trying to go straight to the floor, Republicans are expected to first take their next slate of border-related bills through two committees — the Homeland Security and Judiciary panels.

    Neither committee has formally scheduled votes as the negotiations continue behind the scenes. But Green is expected to roll out a border bill within weeks, aiming to hold a panel vote in April. Meanwhile, Rep. Jim Jordan (R-Ohio) said that his goal is to start moving legislation through Judiciary by the end of March — though some aides are privately betting that it will slip into April given Congress’ typical pace.

    “We’ve got a number of bills we’re gonna look at,” Jordan said in a brief interview. “We’re just trying to be ready.”

    Jordan pointed to bills by GOP Reps. Andy Biggs (Ariz.), Tom Tiffany
    (Wis.) and Chip Roy (Texas) as options for a border security package that his committee is expected to soon consider. Roy’s bill, which critics even in his own party fear would bar asylum claims as currently known, fueled his party’s legislative heartburn earlier this year by sparking pushback from more centrist conference colleagues. That included Rep. Tony Gonzales (R-Texas), who is now openly feuding with Roy over border and immigration policies.

    Roy rejected his critics’ asylum interpretation but signaled he’s willing to give leadership space, at least for now. He’s not currently asking them to move a border package to the floor, instead saying “the plan” was to take it through the Judiciary Committee. (The Homeland Security panel, where it was also sent, isn’t expected to vote on it.)

    But even if the bill clears Jordan’s panel, it’s no guarantee it can withstand scrutiny of the wider conference. Even Republican members admit the committee is more conservatively slanted than the whole of the GOP House, and leadership can only afford to lose a few members in a floor vote if all Democrats oppose any legislation.

    If committees are able to advance legislation, leadership will have to decide whether to move the bills to the floor separately or as one package. Some members have floated merging whatever comes out of the Judiciary and the Homeland Security panels into one bill, a risky move that could test Washington’s favorite deal-solving tactic of trying to give everyone buy-in by making a package too big to fail.

    But the math, GOP aides privately acknowledge, could be tricky. More border security, at a 30,000-foot rhetorical level, generally unites Republicans — until you drill down into the details. Making hardline changes to asylum policies or Temporary Protected Status (TPS) could peel off votes that Republicans can’t afford to lose.

    Meanwhile, Roy drew his own red line, warning he won’t support just throwing money at DHS: “We’re going to change the policies or we’re not going to move anything through here.”

    Another GOP aide described the effort to unite the conference on border policy as trying to collect “frogs in a bucket.” In further evidence of the challenge, no decisions have been made about when bills would come to the floor, or if it would be one package or several separate votes, according to a leadership aide.

    Rep. Dan Bishop (R-N.C.), a member of the conservative House Freedom Caucus as well as the Judiciary and Homeland Security committees, predicted both panels will vote on border legislation within weeks, saying that he didn’t believe there was “friction” within the conference — at least when it came to timing.

    But Bishop added that he would want leadership to put a bill on the floor, even if it might fail.

    “I’m indifferent as to whether it will pass or not,” Bishop said. “I think we need to put the right bills on the floor.”

    JAMMU, Mar 17: In a major decision aimed at creating second or third line of defence along the borders, the Union Ministry of Home Affairs (MHA) has approved creation of Police Border Posts in all border districts of Jammu and Kashmir with a view to ensure that arms, ammunition, explosives, currency and narcotics sent through infiltrators or drones by Pakistan don’t manage to cross the border areas.

    The Police Border Posts have been approved in Jammu, Samba, Kathua, Rajouri and Poonch districts of Jammu region and Baramulla and Kupwara districts in the Kashmir valley, official sources told the Excelsior.

    “The step is aimed at further strengthening the Border Grid. It will ensure that no adverse activities by the enemy succeed on the border. Be it infiltration, drone activities, illegal smuggling of weapons, pushing narcotics and currency besides arms, ammunition and explosives. All such activities have to be plugged at any cost,” sources said.

    They added that in most of the cases; Army and BSF, deployed on LoC and International Border succeed in curbing the illegal activities. However, if infiltrators or Over Ground Workers (OGWs) carrying consignments cross the first line of defence, it has to be ensured that they don’t manage to breach border pickets.

    Army is frontline force along the Line of control (LoC) in Rajouri, Poonch, Baramulla and Kupwara districts while the Border Security Force (BSF) mans the International Border in Jammu, Samba and Kathua districts.
    The Village Defence Committees (VDCs), now rechristened as Village Defence Groups (VDGs) have already been activated in the border areas and more such groups could also be set up by the police depending on requirement.

    However, the Police Border Posts will be manned by armed police personnel and will service as yet another line of defence in the border districts to ensure that militants or their OGWs don’t succeed in their designs.

    “Work on setting up of the Border Police Posts has started. The Posts are being established in vulnerable areas where police officers feel, the infiltration or smuggling can take place,” sources said.

    The MHA and Jammu and Kashmir Government have come up with new idea of setting up of the Border Police Posts following drone activities along the borders. However, the drone activities have come down in Jammu and Kashmir during past few months but have increased in neighbouring State of Punjab.

    In border areas of Punjab, drones are regularly being intercepted by the BSF and Punjab Police which carried narcotics and weaponry.

    A number of drones were earlier intercepted along the International Border in Jammu region. However, many consignments of arms, explosives, currency and narcotics recovered by police in the hinterland were found to have been dropped by drones on the borders and then picked up by the couriers for supplying them to the militants in different areas of Jammu and Kashmir.

    Several such modules have been busted by police.It may be mentioned here that following Dhangri carnage in Rajouri district, police have also started activating the Village Defence Groups in border areas which will carry out night patrolling and keep surveillance on every kind of adverse movement in the border villages.

    There have been a number of encounters between security personnel and militants on Jammu-Srinagar National Highway including Sidhra, Nagrota, Jhajjar Kotli etc where the militants after infiltration from the International Border were heading towards Kashmir in trucks along with arms and ammunition. All such militants were killed.

    Subsequent investigations revealed that the militants crossed through the International Border in Samba and Kathua districts.

    Belagav: Karnataka Chief Minister Basavaraj Bommai on Wednesday said his government would take measures to stop the Maharashtra government from offering its health insurance scheme in 865 border villages that the neighbouring state is trying to lay claim to.

    He was responding to Congress’ criticism over his administration’s alleged inaction over Maharashtra’s Eknath Shinde government recently announcing an additional Rs 54 crore for implementing the ‘Mahatma Jyotiba Phule Jan Arogya Yojana’ in the border villages of Karnataka, which the neighbouring state is claiming for itself.

    Calling the Maharashtra’s government’s move an “insult” to Karnataka, state Congress President D K Shivakumar and Leader of Opposition in the Assembly Siddaramaiah earlier today demanded Bommai’s resignation, accusing him of having “miserably failed” in protecting the interests of the state and Kannadigas.

    In response to a question from reporters about Congress’ demand for his resignation, Bommai said, “If Maharashtra releases (money) here, why should I resign? We too have released funds for places in Maharashtra like Pandharpur, Tuljapur, where people from Karnataka visit.”.

    Speaking to the reporters here, he said, “I will look into their fund release, we will take measures to stop it…. I need not learn from D K Shivakumar.” Earlier, warning the Maharashtra government, Shivakumar said not even an inch of Karnataka’s land would be ceded.

    “It is our land, our water, and we will protect it. We are ready to sacrifice our lives to protect our land,” he said, as he urged the Karnataka government to take immediate counter measures, stating that it was a mater of the state’s self esteem.

    Calling on pro-Kannada organisations, artists and literary figures to come together to express their opposition against Maharashtra’s move with one voice, Shivakumar also questioned Union Home Minister Amit Shah’s silence on the issue.

    Meanwhile, speaking to reporters in Hubballi, Siddaramaiah said Maharashtra’s move was a threat to India’s federal structure.

    Hitting out at Bommai for having failed to protect Karnataka’s interest, he said he had no right to continue as Chief Minister and should resign immediately.

    The decades old border row between the two states had intensified in December last year, with vehicles from either side being targeted, leaders from both the States weighing in, and pro-Kannada and Marathi activists being detained by police amid a tense atmosphere in Belagavi.

    Also, both states had passed resolutions against each other in their respective legislatures, putting forward their claim on the border villages.

    The border issue dates back to 1957 when States were reorganised on linguistic lines. Maharashtra laid claim to Belagavi, which was part of the erstwhile Bombay Presidency, as it has a sizeable Marathi-speaking population. It also laid claim to over 800 Marathi-speaking villages which are currently a part of Karnataka.

    Karnataka maintains that the demarcation done on linguistic lines as per the States Reorganisation Act and the 1967 Mahajan Commission Report is final. And, in an assertion about Belagavi being an integral part of the State, Karnataka built the Suvarna Vidhana Soudha there, modelled on the Vidhana Soudha, the seat of the State Legislature and Secretariat, in Bengaluru.

    Beirut: The UN peacekeeping mission in Lebanon has urged the country and Israel to maintain calm following an incident on the demarcation Blue Line, the National News Agency reported.

    Earlier on Sunday, the Lebanese Army Command said an “Israeli enemy patrol breached” at noon the Blue Line near Lebanon’s southern town of Ayta al-Shaab by about one metre, prompting a Lebanese Army patrol to force them to retreat back to areas beyond the line.

    “UNIFIL is aware of the tensions that are occurring along the Blue Line in the Aita (Ayta) al-Shaab area, where some Israeli maintenance work is taking place,” said Candice Ardell, Deputy Director of the United Nations Interim Forces in Lebanon Media Office.

    “UNIFIL forces are at the site, and are seeking to reduce tension … We urge all parties and all those present at the scene to maintain calm,” she added.

    The Blue Line separates the territories between Lebanon and Israel and was drawn in June 2000 by the United Nations after the Israeli withdrawal from southern Lebanon on May 25, 2000, Xinhua news agency reported.

    UNIFIL forces are deployed in southern Lebanon, and its area of operations is defined by the Litani river in the north and the Blue Line in the south, according to the UN mission’s webpage.

    Srinagar, Mar 05: Jammu and Kashmir’s Director General of Police (DGP) Dilbagh Singh Friday said that weapons and narcotics are being air-dropped through drones in border villages of Jammu to revive and fuel militancy in the UT where “a peaceful atmosphere is prevailing at present.”

    Talking to reporters on the sidelines of a Jammu Marathon organized by the police, DGP Singh, as per news agency—Kashmir News Observer (KNO) said that at present peace is prevailing in J&K and militancy is at its lowest ebb. “Weapons fitted with drones along with huge consignments of narcotics are being air-dropped in border villages of Jammu. We have foiled many such bids and seized huge consignments of narcotics. Recently narcotics worth Rs 2 crore were seized,” the DGP said, adding that weapons are meant to be handed over to militants while narcotics is sold and money earned is being distributed among militants. “Some part of the amount is sent back to the mentors sitting across who give the same to militants infiltrating into this side to carry out IED and other attacks. The links of narco-terror have been found to Punjab,” the DGP said.

    To a query about the G-20 summit, the J&K police chief said that some events of the G-20- summit will be held in J&K which is a proud moment. “All security arrangements will be taken to ensure peaceful G-20 events in the UT,” he said—(KNO)

    “The warrants have been issued in NIA case FIR 272/2022 (J&K Terror related case), which stands charged with offences in case FIR No.272/2022 under Section120-B/121-A/IPC, 13/18/39/UAPA OF P/S Kishtwar SSP Kishtwar Khalil Poswal said that Chief Investigation Officer (CIO) of Kishtwar Police approached the Special NIA Court for issuing Non-Bailable Warrants against above accused for their active involvement in terror activities for creating unrest in the Chenab valley and other parts of Jammu and Kashmir.”

    “They mobilised sleeper cells and pushed them into J&K in connivance with secessionist and separatist leaders for waging war against the Government of India with the nefarious design of seceding Jammu and Kashmir from Union of India”, the statement adding further investigation in the case is underway.
