    SRINAGAR: The Federation of Chambers of Industries Kashmir (FCIK) expressed its disappointment regarding the recent reconstitution of the Boards of Directors of Jammu and Kashmir Small Scale Industries Development Corporation (SICOP) and J&K State Industrial Development Corporation Ltd. (SIDCO). The reconstitution resulted in the exclusion of industrial stakeholders from the boards. Prior to 2019, it was the norm for the boards to include representatives from industrial stakeholders. However, the reconstituted boards consisted of 10 government officials each.

    FCIK expressed surprise that the government issued the orders on the same day as the Chief Secretary’s call for collaboration and regular interaction between the industry and the government to address the grievances of industries in the Union Territory (UT). FCIK claimed that it was part of the boards of all industrial-related corporations and committees since their inception, and this yielded positive results towards the development of the industrial sector.

    FCIK analyzed the proposed schemes and programs of these corporations objectively and critically while being part of the boards to make them industry-friendly. FCIK expressed concern that the current setup paved the way for unilateral anti-industry decisions without opposition from any stakeholders.

    FCIK observed that most of the decisions taken in the boards without any outside stakeholders resulted in the growth of stress and the debacle of the existing industry. One of the decisions taken was about collecting part premium with every change in the constitution of an industrial unit. FCIK stated that this decision was aimed at filling the coffers of corporations, ignoring the fact that these corporations were primarily for the growth and promotion of the industry.

    FCIK regretted that the industries and commerce department in the UT had changed its vision and strategic planning process. Most of its efforts and time were utilized for alluring prospective enterprises, which led to the neglect of the existing industry. FCIK urged the government for effective engagement to translate stakeholder needs into industrialization goals and create the basis of strategy development of industry under the ambitious Central Sector Scheme of 2021.

    FCIK hoped that the government would issue orders for the reconstitution of all industrial-related boards and committees by including members from genuine stakeholders. FCIK stated that the government should take cue from the central government departments, which work on the feedback and physical involvement of stakeholders.

    FCIK hoped that the stakeholder engagement would help build involvement and confidence to have collaborative partnerships for pooling knowledge, experience, and expertise to co-create solutions for a common vision and future ambition. FCIK added that this would allow impartiality and objectivity to work while reaching a consensus. The National Board for MSMEs had only 18 official members out of 47 members on the board, the rest being from industrial associations.

    Hyderabad: The Telangana State Council of Higher Education (TSCHE) will take measures to strengthen and guide other higher education boards and councils of other states.

    The decision came unanimously during the All-India State Higher Education Councils meeting held here on Friday.

    The two-day consultative meet of all State Higher Education Councils (SHECs) was held on March 16 and 17, under the aegis of TSCHE, which saw a participation of 24 representatives from 15 states.

    Addressing the meeting, the National Education Planning and Administration Agency, Centre for Policy Research in Higher Education Director Prof. Pradeep Kumar Mishra opined that the council was at the forefront of introducing reforms in the field of higher education.

    TSCHE chairman Prof. R Limbadri presented its progress report while the vice-chairman Prof. Venkataramana and Prof. Limbadri explained that girls and women are enrolling in higher education institutions in large numbers across Telangana owing to the special initiative taken by the state government.

    He further informed that ‘Student Academic Verification Services’ have been made available online to curb fake certificates in higher education and for quick verification.

    TSCHE vice chairman and Rajiv Gandhi University of Knowledge Technologies (RGUKT) vice chancellor Prof. V Venkata Ramana said the state government and TSCHE were taking measures to encourage students towards innovation and entrepreneurship.

    Imphal: Class 12 students appearing for the state board examinations vandalised a school building in Manipur’s Thoubal district on Saturday after they were refused extra time for the Manipuri paper, officials said.

    The incident happened ACME Higher Secondary School in Yairipok.

    When five minutes were left for the Manipuri paper of the examination, being conducted by the Council of Higher Secondary Education Manipur (COHSEM), students started demanding that they be given extra time, an official said.

    “As the bell rang, several students resorted to violence, demanding extra time over various reasons. Stones were hurled and school property, including computers and furniture, were vandalised,” he said.

    A female teacher and 15 students fainted amid the chaos, he said, adding that they were taken to the community health centre for treatment.

    A total of 405 students were appearing for the examination at the centre.

    A police complaint has been lodged against eight students, who were “actively involved” in the violence.

    New Delhi: Delhi Deputy Chief Minister Manish Sisodia on Saturday termed the removal of the AAP government-appointed members from discom boards by Lieutenant Governor V K Saxena “unconstitutional and illegal”.

    The lieutenant governor has started a new trend of reversing decisions taken by the elected government of Delhi, Sisodia said at a press conference here.

    The deputy chief minister also rubbished the charges that the members appointed by the Arvind Kejriwal government provided benefits to the tune of Rs 8,000 crore to the private discoms.

    The LG can get the alleged “scam” investigated by any central agency, he added.

    “A new trend has been started by the LG as he reversed the Delhi Cabinet’s four-year-old decision and removed the members appointed to the boards of the discoms. This way, he could now overturn the government’s decisions taken even four-ten years back,” Sisodia said.

    The deputy chief minister, who also holds the charge of the power department, said Saxena’s decision was “unconstitutional, illegal and contrary to the established procedures”.

    Sisodia also objected to the LG’s decision to remove the members citing “difference of opinion”.

    “The ‘difference of opinion’ provision cannot be used like this. There is a procedure to do so and it cannot be cited to frequently reverse the decisions taken by the government,” he said.

    Sisodia also alleged that the LG was not following the Constitution and the Supreme Court order which states that his power of taking independent decision was limited to three subjects — police, land and public order.

    Following directions of the LG, the Power department through an order on Friday replaced the AAP government’s nominees to the boards of power discoms in the national capital with senior officials.

    Those removed from the boards were Jasmine Shah, a spokesperson of the AAP, Naveen Gupta, the son of AAP MP N D Gupta, and other private persons appointed as government nominees “illegally”, LG office sources said.

    The finance secretary, power secretary and the MD of Delhi Transco will now represent the city government on the boards of BYPL, BRPL and TPDDL, according to the Power department order.

    Sisodia said the “difference of opinion” power given to the LG is meant to be used in the rarest of rare cases. This power can be used in matters related to national security or any such relevant matters, he said.

    “LG cannot use this power on a daily basis for every other matter and overturn the decisions of the elected government,” he said.

    The transaction of business rules for stating “difference of opinion” has been well defined for this, but the LG is not ready to follow any of those, he charged.

    “This ‘difference of opinion’ being mentioned by the LG on every file is unlawful,” he claimed.

    Defining the procedure for application of “difference of opinion”, Sisodia said, “It is written in the laws that if LG has a different opinion on any matter decided by the concerned minister, then he must call the minister and discuss the matter and ask him to discuss the same within the Cabinet.”

    Then if the Cabinet is also not ready to change its decision, the LG can write to the Centre that there is a “difference of opinion” between the government and him, Sisodia said.

    He does not have the power to mention a “difference of opinion” in any case before following the consultation process, Sisodia said.

    “LG has no right to overturn the decisions of the CM and the cabinet of the elected government. He can use the ‘difference of opinion’ power only in special circumstances, but keeping all rules and regulations aside, LG is using it to overturn every decision of the government,” sisodia charged.

    The LG should understand that he is a citizen of India and has been appointed as per the Constitution so he will have to obey it as well as the orders of the Supreme Court, he said.

    The LG only has powers over the matters of police, land and public order. He has no right to take any other decisions except on these three matters. He can only give opinions on the matters decided by the chief minister or the government, he said.

    The power of making decisions lies only with the chief minister, ministers and the government, he asserted.
