    Begusarai district of Bihar was tensed after reports emerged that two girls, aged 6 and 7 years were allegedly raped by the son of a former Sarpanch while others were playing Holi.

    According to the press release, the girls belong to another community, while the accused is a Hindu.

    According to Begusarai police, the minors were playing in a school near Panchdir Chowk when they were approached by the accused Rajkumar alias Chhotu Mahato and his friend. Both of them were drunk. They raped the two girls and left.

    When the villagers learned of the incident, tension gripped the village. Many angry Muslims, including family members of the victims, demanded the two accused to be arrested immediately.

    On information, a team of Begusarai police officials reached the spot and tried to calm the angry villagers down. They promised to conduct a speedy and just inquiry.

    Meanwhile, the girls have been admitted to the Sadar Hospital for treatment. Reports suggest that they are in critical condition.

    Accused Chhotu Mahato has been arrested under the POCSO Act (Protection of Children from Sexual Offences Act). The search is on for the second accused.

    When Siasat.com tried to speak to the police, they refused to comment on the issue.

    Patna: Bihar Police on Tuesday cancelled the leave of all personnel ahead of Holi.

    ADGP, Law and Order, Jitendra Singh Gangwar said that the measure was taken with the view of maintaining peace in all parts of the state.

    The decision came after Chief Minister Nitish Kumar called up state DGP R.S. Bhatti and Patna SSP Rajiv Mishra and asked them to take security measures. After rumours of attack on labourers from the state in Tamil Nadu, Bihar Police are taking extra precautions to avoid any incident of violence.

    Adequate police has been deployed in districts like Patna, Bhojpur, Rohtas, Kaimur, Gaya, Darbhanga, Munger, Samastipur and other places.

    The department has also identified sensitive places. “We have deployed Quick Response Teams (QRT) and Fire Brigade in every district and asked them to stay alert. Bihar police also deployed reserve forces and 2500 Home Guard Jawans in the sensitive areas to deal with any eventuality,” Gangwar said.

    “We have also canceled the leave of women police as well. Besides, we are appealing to common people through social media to avoid passing lewd comments on women. We are also keeping eyes on vulgar songs played in the localities,” he added.

    New Delhi: The Delhi High Court on Tuesday granted transit pre-arrest bail to lawyer and Uttar Pradesh BJP spokesperson Prashant Kumar Umrao till March 20.

    Umrao moved the High Court on Monday seeking transit pre-arrest bail after the TN Police lodged an FIR against him for allegedly disseminating false information claiming attacks on migrant workers from Bihar in the southern state.

    TN’s Thoothukudi Central Police Station registered the FIR against Umrao under various sections of the Indian Penal Code (IPC) such as provocation with intent to cause riot, provoking breach of peace and statement leading to public mischief, promoting enmity and hatred.

    A single-judge bench of Justice Jasmeet Singh was hearing Umrao’s plea and on the latter asking 12 weeks’ anticipatory bail, the judge refused saying that “it can’t be such a luxury”. The applicant also urged for a six-week bail period.

    Appearing for the TN Police, Senior Advocate Sanjay Hegde opposed his bail application saying that he has a history of making tweets that incite violence.

    “He has a continual record of making such tweets and then deleting it without even a clarification,” he argued.

    On Umrao being the standing counsel for Goa, Hegde further said: “He is a man of some standing. Freedom of speech does not mean you light fire to a crowded theatre.”

    The judge said that the court will only see that he gets a proper redressal. “I will only ensure that he gets access to justice,” Justice Singh said.

    Umrao’s counsel advocate Kushal Kumar said that he will require reasonable time to reach the territorial jurisdictional court.

    Hegde argued that charges in the case are serious and that direct flights to Trivandrum and one stopover flights to Tuticorin are available and the applicant should have approached the territorial court.

    While granting bail, Justice Singh imposed conditions saying that Umrao will have to share his contact number with Hegde and his google location with the TN Police.

    Umrao’s petition, however, said that because he is a member of a different political party, he is a victim of political rivalry.

    The petition read: “The applicant intends to avail his legal remedies under Section 438 of the CrPC before the courts at Tamil Nadu having jurisdiction in the subject FIR, however, he is having grave apprehension that before he could avail such legal remedies, he would be arrested by the Tamil Nadu Police in connection with the FIR.”

    Umrao has alleged that his name has popped up after he tweeted something based on news covered by different national news agencies and that FIR has been wrongly registered against him.

    He had tweeted that “12 migrants from Bihar were hung to death in Tamil Nadu for speaking in Hindi” and shared a photo of Bihar deputy chief minister Tejashwi Yadav with TN Chief Minister M.K. Stalin saying that even after the migrants were attacked, Yadav attended the birthday celebrations of Stalin. The tweet has since been deleted.

    Chennai: A team of senior officials from Bihar held a detailed discussion with Chennai Collector S Amirtha Jothi on Saturday to obtain first-hand information on the alleged attack on migrant workers from Bihar.

    The four-member team, comprising D Balamurugan, Secretary of Rural Development, P Kannan, IGP (CID), Shree Alok, Special Secretary, Labour Department and Santhosh Kumar, Superintendent of Police, drove straight to the Chennai Collectorate immediately upon their arrival here for an assessment.

    They are expected to meet senior State officials before winding up their visit.

    Patna: A four-member team of officials from Bihar on Saturday left for Tamil Nadu to look into allegations of attacks on migrant workers which have been denied by the southern state.

    Chief Minister Nitish Kumar, replying to queries from journalists here, said the decision to send the team was taken after deliberations that took place over a couple of days.

    “I first read about the matter in newspapers the day before yesterday and asked officials here to get in touch with their counterparts in Tamil Nadu. Yesterday they said that it would be good if we send a team to that state to get first-hand information. Orders were issued accordingly”, he said.

    According to a statement issued by the Police Headquarters, the team comprises D Balamurugan, the Secretary for Rural Development, P Kannan, the Inspector General of Police (CID), Alok Kumar, the Labour Commissioner, and Santosh Kumar, SP, Special Task Force.

    According to the statement, the team will meet the Chief Secretary, the Director General of Police and other top officials of Tamil Nadu besides visiting Tiruppur district from where reports of attacks on Bihari migrants have surfaced.

    Notably, two members of the team, D Balamurugan and P Kannan, hail from Tamil Nadu and according to sources in the state government they have been chosen so that “internal feedback” could be obtained, without facing problems of language.

    The Police Headquarters also released helpline numbers issued by the Tamil Nadu police, though the DGP of the southern state had recently issued a statement asserting that reports in a section of the media about attacks on migrants were “misleading and mischievous”.

    Nonetheless, returnees from the southern state are sharing their woes with journalists at railway stations, saying though they have come back for Holi festivities, they would not like to go back to work if the situation did not improve.

    “I work as a carpenter. My earnings barely suffice to keep my body and soul together. The environment in Tamil Nadu has made the matters worse. I would not like to go back unless there is an improvement in the situation”, said Vinod, who hails from Motihari.

    Similar sentiments were expressed by Vishal and Vivek, both from Muzaffarpur, who alleged “we always face insults and, of late, even physical assaults are taking place. We hope that we get some work on our home soil. Who would like to go far away and face humiliations?.

    Bhojpuri singer Neha Singh Rathore, who was recently in news for being slapped with a notice by the Uttar Pradesh police for a satirical number of hers that was critical of the Yogi Adityanath government, expressed solidarity with migrants upon returning to her home state.

    “I am just back from Delhi. I have replied to the notice which, my lawyers say, is illegal. I also met retired Supreme Court judge Justice Markandey Katju who held the same view. As far as migrants are concerned, I feel I am one of them”, Rathore told reporters at the Patna airport.

    “Many of my close relatives are eking out a living in far-off places like Delhi. They are not big officials. Some of them work as security guards. Some are even selling vegetables or picking up garbage. They all suffer the same travail”, said the Bhabhua-born singer who also came up with an impromptu song that sought to give voice to the plight of Bhojpuri-speaking migrants.

    Several homes belonging to the Muslim community as well as mosques were attacked by an angry mob at Dharharwa village in Sitamarhi district of Bihar.

    Many were reportedly injured and are currently being treated at a local hospital. No loss of live has been reported yet.

    It is alleged that when police tried to calm the mob down, they were attacked in return. Deputy Superintendent of Police (DSP) Subodh Kumar and Assistant sub-inspector (ASI) Dayashankar Sah were injured.

    The reason for the attack is still not certain. When Siasat.com tried to contact the concerned police station, they refused to comment.

    Patna: After the huge uproar in the Assembly over the arrest of Galwan martyr’s father Raj Kapoor Singh, Bihar Police has taken cognisance of the matter and initiated high-level inquiry into the matter.

    Singh’s son Jay Kishore Singh was among those martyred in the Galwan Valley clash in June 2020.

    DGP R.S. Bhatti directed the Vaishali police, accused of humiliating and thrashing Singh during his arrest on Monday night to constitute a team to investigate the incident. The district police was also directed to submit the report in a time bound manner and take necessary action if any official was involved in misbehaving with the martyr’s father.

    Singh’s son Nand Kishore alleged that the SHO, Jandaha, Vishvanath Ram came to his house in Kajari Bujurg on Sunday night and humiliated his father, using abusive language against him him and dragged him into the police van. Based on his statement, several media organisations published a report.

    Complainant Harinath Ram had registered two FIRs in 2019 and January 23, 2023 against Singh for encroaching his land as well as the government road to building a monument for his martyred son.

    During the police investigation, the officials said that it was found that Singh has encroached on the land of the complainant as well as the government property and due to the monument, the road was blocked and villagers were facing problems. Hence, Jandaha SDPO Poonam Keshri visited the village and gave Singh 15 days to remove the monument from the government as well as the land belonging to Harinath Ram.

    Based on the FIR, SHO Vishwanath Ram, went with the police force to Kajri Bujurg village on Monday night and arrested Singh.

    The BJP legislators created huge ruckus inside Bihar Assembly on Wednesday, alleging that the state Police humiliated a man whose son had given supreme sacrifice for the country.

    Deputy Chief Minister Tejashwi Yadav, supporting the Bihar Police, said that the action against Singh was taken as per the law. He also said that the way the BJP legislators created a ruckus, they seemed prepared to do “goondaism” inside the Assembly.

    Speaker Awadesh Narayan Singh had given time to Leader of Opposition Vijay Sinha to put his point on this issue but BJP MLAs did not listen and walked out from the house.

    Patna: Strict action will be taken against double-meaning Bhojpuri songs and obscene music videos, Bihar minister Bijendra Prasad Yadav said on Wednesday.

    Speaking in the assembly, Yadav, the minister of planning and development, said police have also been told to take action against Bhojpuri songs with provocative caste overtones that often lead to social unrest and violence.

    “Police are bound to initiate action if a complaint is filed in this regard. The Special Branch of Bihar Police has already issued instructions to district police units over this,” said Yadav, in reply to a calling attention motion.

    Strict action will be taken against those who indulge in making such songs and videos, he said.

    Moving the motion, Congress MLA Pratima Kumari said vulgarity and provocative caste overtones in Bhojpuri songs are a matter of serious concern.

    “We are not against the promotion of art and culture but these double-meaning songs often lead to social unrest. The government must take strict action against those who produce such songs,” she said.

    It has also been noticed that local police don’t take action against people who indulge in producing such songs, she said.

    CPI(M) MLA Ajay Kumar said that despite instructions from the headquarters, local police don’t take action against obscenity and double entendres in Bhojpuri songs.

    “Punitive action should be taken against such singers and musicians,” he said.

    Vaishali: Family members of a jawan, who was among the soldiers who lost their lives in the 2020 Galwan Valley clash with Chinese PLA troops in eastern Ladakh, have alleged that the martyr’s father was thrashed and arrested by the police for building a memorial for his son on government land in Jandaha in Bihar’s Vaishali.

    The jawan whose father was targeted was identified as Jai Kishore Singh.

    However, the police claimed that the matter is linked to an issue of illegal encroachment, which was in violation of the rights of the landowner.

    “On January 23, a case was registered under SC/ST Act over a statue being erected on the land of Hari Nath Ram & on govt land in Jandaha. Later, walls bordering the statue were built. They have not sought any permission. If they wanted, they could have made it in their own land or sought land from the government. There would not have been an issue then. The landowner’s rights being violated due to illegal encroachment,” the SDPO Mahua said.

    However, the brother of the martyr, Jai Kishore Singh, who himself is in the armed forces, accused the police of thrashing his father and abusing him.

    “DSP ma’am visited us, asking us to remove the statue within 15 days. I said I will show her the document. Later, the police station in-charge came to our home and beat up my father before arresting him. They also abused my father. I am also in the armed forces personnel,” Nand Kishore, brother of Jai Kishore Singh, said.

    The locals protested against the police action and also chanted ‘Bharat Mata Ki Jai’.

    New Delhi: The NIA on Saturday filed a third supplementary charge sheet against a Maoist cadre who was involved in the killing of a civilian after a “kangaroo court” dubbed him as a police informer in Bihar’s Aurangabad district in 2018, an agency official said on Saturday.

    Naresh Singh Bhokta was abducted on November 2 and taken to a “jan adalat or kangaroo court” where the top leadership of the CPI(Maoist) issued instructions to their cadres to kill him after declaring him as a police informer. His body was found near Badhai Bigha village in the Madanpur police station area the same day.

    The National Investigation Agency (NIA) took over the investigation into the case on June 24 last year. The case was initially registered at Madanpur police station in Aurangabad district in Bihar.

    Earlier, the state police filed separate charge sheets against seven accused on January 26 and December 28 in 2019 and November 30 in 2021.

    A spokesperson of the NIA identified the accused charge-sheeted on Saturday as Ajay Singh Bhokta, a resident of Kanaudi village in Madanpur, and said, “investigations have revealed that he, along with other CPI(Maoist) cadres, was actively involved in the abduction and murder of the civilian”.

    “Ajay is an armed cadre of CPI(Maoist) and he was arrested in the instant case on September 1 last year upon production warrant. Charge sheet has been filed against him in the NIA Court, Patna under various sections of IPC, Arms Act and Unlawful Activities (Prevention) Act,” the spokesperson said.

    The official said the weapons used in the incident have been seized and their forensic examination has been completed.

    Three vehicles used by the CPI(Maoist) cadres in the incident have also been seized, the spokesperson said.

    “During its investigations, NIA has also been able to unearth the involvement of top CPI(Maoist) commanders, including a politburo member, in the conspiracy for this brutal murder, which was done to create terror in the society while propagating the false and fallacious ideology of people’s war against the State,” the spokesperson said.
