    Patna: Manish Kashyap, a YouTuber wanted by the Bihar Police for allegedly sharing fake videos of “attacks on migrant workers in Tamil Nadu”, surrendered before the law enforcers in West Champaran district on Saturday, a statement said.

    The Economic Offences Unit (EOU) of Bihar Police has registered three cases against Kashyap and others on the charges of “indulging in spreading fake videos of migrants being killed and beaten up in Tamil Nadu on social media”.

    The EOU has also frozen four bank accounts belonging to Kashyap.

    “Kashyap, wanted by Bihar Police and Tamil Nadu Police in fake news matter of labourers issue in the southern state, surrendered before the police on Saturday fearing arrest and attachment of his belongings,” a statement issued by the EOU said.

    “Six teams constituted by the EOU along with Patna and Champaran Police were continuously conducting raids on his locations at various places and hideouts since yesterday (Friday). He surrendered at Jagdishpur police station of Bettiah on Saturday fearing arrest and other legal action,” it added.

    The EOU had on March 6 registered its first FIR in connection with the case and booked four persons, including Kashyap.

    EOU sleuths have already also arrested Aman Kumar from Jamui in connection with its investigation into the first FIR. Those named in that FIR included Aman Kumar, Rakesh Tiwary, Yuvraj Singh Rajput and Manish Kashyap.

    J S Gangwar, Additional Director General of Bihar Police (Headquarters), had told reporters last week that the EOU probe has found that 30 fake videos of migrants getting beaten up and killed in Tamil Nadu were widely shared on social media, spreading panic among the labourers and forcing them to flee the southern state.

    The Tamil Nadu Police has also registered 13 cases to probe the matter.

    Earlier, the Bihar government had also sent a four-member team of top officials to Tamil Nadu to coordinate with officers who were investigating the matter in the southern state.

    Patna: The Bihar government granted permission to Muslim employees and officials to come to office one hour before the scheduled time and leave office one hour before the scheduled time during the month of Ramzan, said State General Administration Department on Friday.

    The General Administration Department of the state government on Friday issued a circular in this regard.

    “Keeping in view the convenience of Muslim employees and officials, the government has granted permission to come to the office one hour before the scheduled time and leave the office one hour before the scheduled time during the month of Ramzan,” the official circular released by the General Administration Department stated.

    According to Islamic beliefs, Ramzan is observed by Muslims worldwide as a month of fasting to commemorate the first revelation of the Quran to the Prophet Muhammad.

    Ramzan is the ninth month of the Islamic calendar, which involves rigorous fasting for about 30 days.

    During this month, Muslims do not consume food or water from dawn to dusk. They eat Sehri (a pre-dawn meal) and break their day-long fast with ‘Iftar’ in the evening.

    Eid ul-Fitr is celebrated on the first day of Shawwal, the 10th month of the Islamic lunar calendar.

    The festival is celebrated by sharing a delightful dish Seviyan (Vermicelli) that comes under different varieties like ‘Hath Ka Seviyan’, ‘Nammak Ka Seviyan’, ‘Chakle Ka Seviyan’ and ‘Laddu Seviyan’.

    All these variants can be used in the dish called ‘Sheerkurma’, which is also prepared on Eid and distributed among friends and relatives.

    SRINAGAR:  At least four persons were killed after a bus they were travelling in turned turtle at Awantipora area of South Kashmir’s Pulwama district on Saturday morning.

    An official told the news agency KNO that a bus turned turtle on National Highway in Gooripora area of Awantipora in which several passengers received injuries.

    They said that all the injured were shifted to hospital for treatment, however, three of them succumbed on the way to the hospital while another succumbed to his injuries at SDH Pampore.

    He identified them as Nasrudin Ansari s/o Islam Ansari of Khairawa Tola Pakri Harditerha West Champaran, Bihar – 845451, Raj Karan Das s/o Shivu as Singhari Gobindpur Kishanganj, Khatia Pichhia , Bihar – 855117, Saleem Ali s/o Mohd Alauddin r/o Hakimnagar Chilhapara, Katihar, Telta Bihar – 854317 and Kaisher Alam s/o Sheo Majaqurul R/O Birnagar Sharifnagar Barsoiqhat, Katihar, bihar- 854317.

    All other injured have been shifted to hospital where the condition of a few more is said to be critical, he said.

    Meanwhile, police have taken cognizance and started an investigation in this regard—(KNO)

    The Lt Governor remembered the valuable contributions of great personalities like Dr. Rajendra Prasad, Sardar Vallabhbhai Patel, Tribhuvandas and Verghese Kurien in strengthening the Cooperative movement and laying the foundation of Milk Revolution in India.

    After Independence, Gujarat and Bihar witnessed the rise of the Cooperative revolution. Cooperatives have worked as a strong pillar for economic and social development of the poor & marginalized sections, he added.

    Today, the Dairy sector is making enormous social and economic contribution and developing vibrant ecosystem of rural milk producers through Cooperative Societies & Self-Help Groups to generate significant economic activity & employment, the Lt Governor further added.

    The Lt Governor appreciated the endeavour of the Saran Dairy Producer Co. Ltd for bringing together the unorganized rural milk producers under the structure of Dairy Cooperative Societies, Self-Help Groups and providing them an opportunity to earn a better livelihood.

    He further called upon the women self-help groups to join this noble initiative in large numbers to become socially and financially empowered.

    All the stakeholders, Dairy units must come together to support small & marginal farmers, youth and women to create a strong and vibrant force of dairy entrepreneurs in the country, the Lt Governor observed.

    It will be a significant step to strengthen the spirit of cooperation. The Hon’ble Prime Minister’s mantra of ‘Sahkar Se Samriddhi’ will guide us on our path to improving the rural economy and protecting the interest of the farmers, said the Lt Governor.

    The Lt Governor called upon the dairy farmers & milk production units to focus on value-addition to meet the increasing market demand and to make the sector more lucrative.

    Total milk production had reached 221 million tonnes in 2022 from 138 million tonnes in 2013 which has also increased the income of the farmers and other stakeholders associated with the sector, he noted.

    The growth rate of milk production in India is more than 6% per year which is more than the milk production rate of other countries. There has also been an increase of 6% in the number of total milch animals which is an encouraging sign for the dairy sector, added the Lt Governor.

    Sh Kumar Rakesh, Director Saran Dairy Producer Co. Ltd; milk producers, farmers and prominent citizens from all walks of life were present on the occasion.

    In a shocking incident captured on CCTV, a woman was forcefully kissed by a man while she was on call. The incident happened on March 10 in the Sadar Hospital premises in Jamui district, Bihar.

    According to police, the victim is a health worker at Sadar Hospital. The video shows her talking on the phone when a man approaches from behind and forcefully kisses her.

    The video contains disturbing elements. Viewer discretion is advised.

    The victim has been working in Sadar Hospital since 2015. She said this is the first time such an incident has happened. “I could not understand what happened. As I try to pull myself away from him, he ran away. I was in shock,” she said.

    The Jamui police have registered an FIR and are on the lookout for the culprit who remains at large.

    New Delhi: Bihar has the lowest literacy rate in the country followed by Arunachal Pradesh and Rajasthan, according to Ministry of Education.

    The literacy rate in rural India is 67.77 per cent as compared to 84.11 per cent in urban India, it said.

    The information was shared by Union Minister of State for Education, Annapurna Devi in response to a written question in Lok Sabha.

    “Samagra Shiksha scheme envisages the school as a continuum from pre-school, primary, upper primary, secondary to senior secondary levels.

    “The states and UTs are assisted by the central government to implement the Samagra Shiksha as a programme for providing universal access and retention, bridging the gender and social category gaps in education and enhancement of learning level of children at all levels of school education,” Devi said.

    According to the data shared by the Ministry of Education, Bihar (61.8 pc) has the lowest literacy, followed by Arunachal Pradesh (65.3 pc) and Rajasthan (66.1 pc).

    Kerala has the highest literacy rate (94 pc) followed by Lakshadweep (91.85) and Mizoram (91.33 pc), it said.

    The ministry said to improve the literacy rate among adults in the country, a centrally sponsored scheme of Adult Education Saakshar Bharat.

    It said the scheme was implemented in the rural areas of 404 districts in 26 states and one Union Territory, that had adult female literacy rate of 50 per cent and below as per Census 2001, including left wing extremism affected districts…, the ministry informed the House.

    “The target was to raise the overall literacy rate of the country to 80 per cent and reduce gender gap to 10 per cent point by the end of XII five year plan.

    “The scheme was extended up to March 31, 2018. During the implementation of Saakshar Bharat scheme, against the overall target of making 7.00 crore adult non-literates as literates, around 7.64 crore learners who passed the biannual Basic Literacy Assessment Tests conducted by National Institute of Open Schooling (NIOS) between August, 2010 to March, 2018, were certified as literates,” said Devi.

    New Delhi: As RJD chief Lalu Prasad and his family faced more heat from central agencies in the alleged land-for-jobs scam, the Enforcement Directorate on Saturday said it seized Rs one crore in “unaccounted cash” and detected proceeds of crime worth Rs 600 crore after raids against them in a related money laundering case.

    The agency said it is suspected that a huge amount of proceeds of crime was infused into purchasing a house in New Friends Colony in south Delhi that Prasad’s son and Bihar Deputy Chief Minister Tejashwi Yadav was using as his residential property.

    The house, which was among the locations raided on Friday when Yadav was staying there, was shown to have been acquired at a value of a mere Rs 4 lakh while the present market value is approximately Rs 150 crore, the agency claimed.

    An investigation is underway to unearth more investments made on behalf of Prasad’s family and their associates in various sectors, including real estate, the ED said in a statement.

    Tejashwi Yadav was called for questioning on Saturday by the Central Bureau of Investigation (CBI) in the case but did not appear and has sought a fresh date citing personal reasons, officials said.

    The agency had recently quizzed Lalu Prasad and his wife Rabri Devi — former chief ministers of Bihar — in the case.

    It is alleged that people were given employment in the railways in return for land parcels gifted or sold at cheap rates to the Yadav family and its associates during Prasad’s tenure as the railway minister in the UPA government from 2004 to 2009.

    In a statement on Saturday, the ED said, “Searches resulted in the recovery of unaccounted cash of Rs 1 crore, foreign currency including USD 1,900, 540 gms gold bullion and more than 1.5 kg of gold jewellery worth about Rs1.25 crore.”

    “Several other incriminating documents including various property documents, sale deeds, etc. held in the names of family members (of Lalu Prasad) and benamidaars indicating illegal accretion of huge land bank and electronic devices,” it said.

    It said the raids resulted in the “detection of proceeds of crime amounting to about Rs 600 crore at this point of time which is in the form of immovable properties of Rs 350 crore and transactions of Rs 250 crore routed through various benamidaars”.

    Making a specific mention of Tejashwi Yadav, the ED said the property situated at D-1088, New Friends Colony in south Delhi is an independent 4-storied bungalow registered in the name of A B Exports Private Limited and is being used by Tejashwi Yadav as his residential premises.

    This company has been called a “beneficiary firm” in this case and is “owned and controlled” by Tejashwi Yadav and his family, the ED said.

    This house was shown to have been acquired at a value of a mere Rs 4 lakh while the present market value is approximately Rs 150 crore, the agency said.

    While other opposition parties have slammed the action by central agencies and accused the BJP-led central government of political vendetta, RJD ally and Bihar Chief Minister Nitish Kumar on Saturday said it was a repeat of what happened in 2017 when he was in the anti-BJP camp.

    “What do I have to say, those who are at the receiving end are giving an adequate response… similar things happened in 2017 when I was on this side. Now that I am here again, these things are happening again,” said the JD(U) leader when asked about his “silence” on the issue.

    This was in contrast to the stand Kumar took in 2017, when he had wanted the ally to come clean on charges of corruption.

    Congress leader Priyanka Gandhi Vadra alleged that the BJP-led government was indulging in politics of “suppressing” the unyielding voices of the Opposition.

    “The action of agencies on Bihar Deputy Chief Minister Tejashwi Yadav ji is inspired by this politics,” the Congress general secretary alleged.

    “The public is watching everything, and will take all this into account,” she said.

    After the recent questioning of his parents, Tejashwi Yadav had alleged that investigation agencies were acting against political opponents of the ruling BJP at the Centre.

    On Saturday, the ED, in its statement, said that Tejashwi Prasad Yadav was found to be staying at the New Friends Colony house during the raid and was using this house as his residential property.

    “It is suspected that huge amount of cash/proceeds of crime has been infused in purchasing this property and few Mumbai-based entities, dealing in the gems and jewellery sector were used to channel ill-gotten proceeds of crime in this regard,” the ED alleged.

    “The property has been though, on paper, declared as an office of A B Exports Private Limited and AK Infosystems Pvt ltd, it is being exclusively used as residential premises by Tejashwi Prasad Yadav, son of Lalu Prasad Yadav,” it said.

    The agency said its probe found that four parcels of lands acquired by the family of Lalu Prasad in just Rs 7.5 lakh from poor Group-D applicants were sold to Syed Abu Dojana, ex-RJD MLA, by Rabri Devi with huge gains at Rs 3.5 crore in a “collusive” deal.

    The probe found that a major portion of the amount thus received, was transferred to the account of Tejashwi Prasad Yadav, it said.

    Investigations revealed that in a similar fashion, lands were taken from several poor parents and candidates for Group D jobs in the Railways.

    “It has been revealed during the investigation that in many Railways Zones, more than 50 per cent of recruited candidates were from Lalu Yadav families’ constituencies,” it said.

    The investigation is underway to unearth more investments made on behalf of Lalu Yadav’s family and their associates in various sectors, including real estate at various places, the ED said.

    The agency added that while carrying out the searches, all legal formalities were fully observed and due courtesy was extended to the women, children and senior citizens present at the searched premises.

    In a video statement, RJD Rajya Sabha MP Manoj Kumar Jha has alleged that Tejashwi Yadav’s “pregnant wife was taken ill with high blood pressure” because of the ED raids and warned that the people of Bihar will take to the streets.

    The CBI has filed a charge sheet in the land-for-jobs case against Prasad, Rabri Devi and 14 others under charges of criminal conspiracy and provisions of the Prevention of Corruption Act, and all the accused have been summoned on March 15 by a special court, officials said.

    The allegations have been denied by members of the Yadav family.

    The CBI officials said the fresh round of questioning is taking place as part of “further investigation” on the basis of fresh inputs gathered by it during its ongoing probe.

    The agency has alleged that during Lalu Prasad’s tenure as the railway minister in the UPA government from 2004 to 2009, favourite candidates were appointed in the railways in violation of norms and procedures.

    No advertisement or public notice was issued for the appointment but some residents of Patna were appointed as substitutes in different zonal railways located in Mumbai, Jabalpur, Kolkata, Jaipur and Hazipur, the CBI has alleged.

    As a quid pro quo, the candidates, directly or through their immediate family members, allegedly sold land to the family members of Prasad at highly discounted rates, up to one-fourth to one-fifth of the prevailing market rates.

    Patna: Days after the arrest of a man for allegedly sharing “fake” videos of attacks on migrants in Tamil Nadu on social media, the Bihar Police on Friday registered a fresh FIR against four persons as part of its probe into the case.

    The Economic Offences Unit (EOU) of the state police filed the FIR against Youtuber Manish Kashyap, Yuvraj Singh and two others “on the charges of indulging in spreading fake videos of migrants being killed and beaten up in Tamil Nadu on social media”, a senior officer said.

    “Despite repeated summons by investigators, both Manish Kashyap and Yuvraj Singh did not turn up before the EOU sleuths. They are absconding. Now the EOU has initiated a process to arrest them,” Bihar Police (Headquarters) Additional Director General JS Gangwar told reporters here on Friday.

    The EOU had on March 6 registered its first FIR in connection with the case and booked four persons.

    Those named in the case are Aman Kumar, Rakesh Tiwary, Yuvraj Singh Rajput and Manish Kashyap.

    It had already arrested Kumar from Jamui in connection with its probe into the case.

    “Investigations by the EOU have revealed that the accused were indulging in spreading fake videos of migrants being killed and beaten up in Tamil Nadu on social media. Thirty such videos were shared on social media, forcing migrant workers from Bihar to flee Tamil Nadu in panic”.

    Notices have already been sent to social media service providers for “preserving 42 such videos for further investigation”, the ADG said.

    “A 10-member team of the EOU is analysing these videos…and those posting and sharing such videos for spreading rumours will be dealt with strictly. The Tamil Nadu police have also registered 13 cases to probe the matter,” Gangwar said.

    The Tamil Nadu administration has opened help desks for the people to lodge complaints against those who are indulging in such activities and also for those who need any assistance, he said.

    The Bihar government had, last week, sent a four-member team to the southern state to coordinate with officers who were investigating the matter there.

    A 47-year-old Muslim man was lynched to death by a Hindu mob who accused him and his nephew of carrying beef. The incident happened in Rasulpur of Chhapra district, Bihar on March 7.

    In a press release, police said that three people have been arrested and the hunt is on for the remaining accused.

    According to Maktoob Media, the deceased Naseeb Qureshi and his nephew Firoz Qureshi were returning home when they were attacked by a mob of 10-15 people.

    Arey yeh tho gaaye waale hai (Look! those are people who deal with cows),” Firoz told he heard one of them saying.

    Firoz managed to escape as he was sitting in the back of the vehicle. However, his uncle Naseeb came under the angry mob’s clutches and was attacked with sharp objects.

    “I saw a huge crowd from a distance. I got very scared about my uncle and ran to the police station for help. However, the officials just laughed at me and told me to go home,” Firoz narates.

    Later, he found out that his uncle was killed. Naseeb’s body was shifted to the Daroda Hospital, which was later referred to Siwan Sadar Hospital.

    “When I asked again, I was subjected to verbal abuse, including a threatening comment: “Those individuals did not harm you; you deserve to be harmed’,” Firoz Qureshi said as quoted by Maktoob Media.

    Three accused – Sushil Singh, Ravi Shah, and Ujjwal Sharma – all residents of Jogia of Rasulpur have been arrested. The police have registered a case under Section 302 (Punishment for murder), 379 (Punishment for theft) 34 (Acts done by several persons in furtherance of common intention) of the Indian Penal Code.
