    Patna: Bihar Police on Sunday arrested five more people in connection with its probe into the communal violence that erupted in Bihar Sharif town in Nalanda district during the Ram Navami festivities.

    Fresh arrests have been made by the Economic Offences Unit (EOU) of the Bihar Police.

    Two more accused, involved in some other cases and also wanted by the EOU in Nalanda communal clashes cases, surrendered before the police on Sunday. The EOU will now seek their custody. EOU sleuths are also probing association, if any, of the surrendered accused with some particular outfit.

    “Investigations by the EOU have revealed that the accused had created a WhatsApp group and through that they were spreading hatred among people against different communities. Accused were also instigating people to indulge in spreading fake video messages against different communities. The EOU has also recovered five mobile phones from their possession that are being further scrutinized”, JS Gangwar, Additional Director General (ADG) of Bihar Police (Headquarters), told reporters here on Sunday.

    The EOU is also conducting it’s separate investigation to nab those who were indulging in spreading fake videos and messages by using different social media platforms during communal tensions in Nalanda and Sasaram, he said, adding the EOU registered it’s first FIR against 15 people on April 8. All five arrested persons are named accused.

    “Investigators are examining credentials of all members of this group. More arrests are likely to be made by the police in the coming days”, said the ADG.

    Normalcy has already been restored in both towns Nalanda and Sasaram and the situation is completely under control, he said, adding that officials are also examining CCTV footage to identify the culprits. Besides, police are keeping a close watch on social media to stop rumour-mongering, he added.

    “Bihar Police have so far registered a total of 20 FIRs, including the latest case registered by the EOU–to probe communal clashes in Nalanda and Sasaram…and more than 200 people have already been arrested”, the ADG said.

    Fearing attachment of their properties, several accused of communal violence have started surrendering before the police, said another senior officer of the Bihar Police on the condition of anonymity.

    Communal tension had flared up at Sasaram and Nalanda during Ramnavami celebrations. In Biharsharif, over a dozen people were injured in stone-pelting and firing by miscreants and about 10 shops were gutted. One person died following the violence.

    Patna: The 2024 Lok Sabha elections may be contested between the Mahagathbandhan and the BJP in Bihar, but the importance of smaller parties cannot be ruled out.

    The political leaders know this fact and hence they are going all-out to bring them in their side.

    Bihar Chief Minister Nitish Kumar on Friday invited Chirag Paswan during the Iftar party in his former official residence probably to pacify him. Chirag Paswan however refused to go there.

    Deputy chief minister Tejashwi Yadav invited Rajesh Ranjan alias Pappu Yadav (Jan Adhikar Party) in the Iftar party scheduled in Rabri Devi’s residence on Sunday. Pappu Yadav accepted the invitation and has given a positive signal for the event.

    Upendra Kushwaha, who recently left JD-U and formed a new political party Rashtriya Lok Janata Dal (RLJD), is making a strategy to become a strong contender at a time when he opts for an alliance. Similar situations are with Pashupati Kumar Paras (RLJP), Mukesh Sahani (Vikassheel Insaan Party) and Jitan Ram Manjhi (Hindustani Awam Morcha) as well.

    In Bihar, Chirag Paswan is considered as the strongest leader of all smaller parties. His popularity was seen several times during by-polls in Mokama, Gopalganj, Kurhani and other places. He is having bigger face value than any other leaders of BJP Bihar wing.

    It was seen recently during the birth anniversary celebration of Chaudhar Mal – a Dalit icon – in Mokama when a large crowd assembled there to see Chirag Paswan. When Samrat Chaudhary went on the dais to make the speech, people hooted. Samrat Chaudhary was claiming that he is also from OBC but they were not ready to listen to him. Eventually, Samrat Chaudhary left the event only in two to three minutes.

    Such a situation probably emerged after the Nawada rally when Union Home Minister Amit Shah claimed that BJP will contest the 2024 Lok Sabha election for all 40 seats in Bihar. Chirag Paswan himself claimed that he is a Hanuman of Prime Minister Narendra Modi and always stands behind BJP. Shah’s statement may hurt the supporters of Chirag Paswan.

    Following the Chaudhar Mal birth anniversary event, Chirag Paswan called for his party Lok Janshakti Party Ram Vilas (LJPR) state executive committee meeting in Patna and announced to contest on all 40 Lok Sabha seats of Bihar in 2024.

    Such a decision of Chirag Paswan could tease BJP as it is a single opposition party in Bihar and it has to face the might of Lalu Prasad, Nitish Kumar, Jitan Ram Manjhi, Dipankar Bhattacharya (CPIM-L) and Congress.

    For BJP, making alliances with smaller parties is its political compulsion. At the same time, if Chirag Paswan would opt for the strategy of the 2020 assembly election, his political existence could be over in Bihar. During the 2020 assembly election, Chirag Paswan had given the tickets to candidates against JD-U only to cut the votes of its candidates. He had deeply hurt the JD-U at that time, reducing it from 69 in 2015 to 43 in 2020.

    Pasupati Kumar Paras, the MP from Hajipur and national president of Rashtriya Lok Janshakti Party (RLJP), is another leader in Bihar who is currently sharing the cabinet of the Narendra Modi government. After the separation from Chirag Paswan, five MPs came into RLSP. In the case of alliance with BJP, it will be a tough challenge to accommodate Paras in NDA. Chirag Paswan already announced that he will not make an alliance with his uncle Pasupati Kumar Paras’s party.

    Mukesh Sahani is another leader in Bihar who claimed himself as the son of Mallah (Fisherman community). The Narendra Modi government had given Y plus category security to him. The idea could be to make an alliance with his party VIP in the 2024 Lok Sabha election.

    Sahani is considered an influential leader in the fisherman community in Bihar and he proved it in the 2020 Bihar assembly election when VIP won four seats. Mukesh Sahani however lost his own seat at that time. Later, three of his MLAs joined the BJP and another MLA died in 2021. Sahani has not opened his cards about which way he will go. Since Mahagathbandhan has seven parties, the chances of negotiation for the alliance are thin. So, he may side with BJP.

    Upendra Kushwaha is another prominent face of Kushwaha community in Bihar. Like Chirag Paswan, Upendra Kushwaha is another leader who has openly supported BJP in Bihar.

    However, BJP has given a clear message to Upendra Kushwaha that the former is not dependent only on him for the Kushwaha vote bank. BJP recently appointed Samrat Chaudhary as state president of the party. He also comes from Kushwaha community.

    For the BJP, the vote of the Kushwaha community is important. It is a core vote bank of Nitish Kumar’s Lav-Kush equation. BJP wants to intrude into Nitish Kumar’s vote bank and the separation of Upendra Kushwaha followed by the appointment of Samrat Chaudhary could be a plan of its strategy.

    When it comes to Chirag Paswan and Pashupati Kumar Paras, BJP has to make an understanding between these two. In case anyone would go away from NDA, it will deeply hurt the Dalit vote bank which the BJP is aiming at through these two.

    The trust issue could arise between BJP and Upendra Kushwaha as well after the appointment of Samrat Chaudhary. The motive of Upendra Kushwaha has been hit after the BJP appointed Samrat Chaudhary as Bihar unit chief.

    Similarly, Mukesh Sahani needs to be cautious this time while dealing with BJP. He knew how BJP got his three MLAs.

    The Lok Sabha election 2024 is crucial for BJP in Bihar. The state has 40 seats which will decide the fate of Narendra Modi. It is a non-BJP-ruled state and hence the saffron leaders are dependent only on the mood of voters. In that case, negotiating with smaller parties is the only way to get success and smaller parties, they would not afford to come in the position of ‘Vote Katwa’ to help BJP.

    Days after of Ram Navami communal clashes in Bihar Sharif, the All India Majlis-E-Ittehadul Muslimeen (AIMIM) group led by its Bihar unit president Akhtarul Iman tried to visit the violence-hit area in Bihar Sharif on Thursday, was stopped by Bihar authorities.

    While taking a dig at Nitish Kumar, AIMIM’s sole MLA Iman alleged that the CM of Bihar has used Nalanda District Administration for stopping them from visiting Bihar Sharif.

    “Earlier same DM Nalanda had given permission to visit Bihar Sharif. We will continue to raise our voices for minorities and weaker sections. Mr Nitish Kumar is busy in Iftaar Party but no time to visit Bihar Sharif,” he alleged.

    Iman also alleged that he was halted earlier too when he wanted to visit the violence-hit city to take stock of the situation there.

    “On April 4, I informed DM about my visit to Bihar Sharif and he responded that the authorities are controlling the situation and asked me to come later. When I questioned about the visits of BJP, Congress and other party leaders then why I am not allowed to visit there, he told me that they had come to meet me,” he said.

    On Wednesday, before visiting Bihar Sharif, Iman attacked Bihar CM Nitish Kumar over his previous connection with BJP.

    “Our honourable CM Nitish Kumar is the feeder of all rioters in Bihar because they are associated with BJP,” Iman alleged.

    Earlier on Tuesday at a press conference, Owaisi condemned the anti-muslim flare-up during the Ram Navami festivities in Bihar AIMIM Chief Asaduddin Owaisi down heavily on the Nitish Kumar government and alleged the CM of Bihar has no remorse over the fatal communal clashes.

    Owaisi termed the episode of Bihar Sharif a complete failure of the state government and alleged they failed to take appropriate action to stop the violence despite knowing such situations might rise.

    “Whenever there is violence in a state, the accountability falls on the state government. Mosque and Madrasa Azizia in Bihar Sharif were burnt down, and shops, vehicles, and homes belonging to Muslims were targeted,” Owaisi said.

    “This clearly shows that there is a big plot behind it. Nitish and Tejaswi’s governments knew Nalanda is a communally sensitive district, yet violence erupted there. He (Nitish Kumar) has no remorse, yesterday he even attended an iftar party,” he added.

    However, Bihar CM Nitish Kumar on Wednesday rejected BJP and AIMIM’s allegations of administration failure in the recent communal violence.

    Nitish Kumar claimed that the communal disturbances at both places were cleverly plotted by some people.

    While making a veiled attack on Union home minister Amit Shah, he said, in one place where he (Shah) had to visit, the clashes were deliberately orchestrated. The other place is Bihar Sharif. The type of mischief they planned in Bihar Sharif, it all will be exposed after a few days.”

    Nitish stated that Shah cancelled his visit to Sasaram which was scheduled for Sunday to address a rally in honour of Mauryan emperor Ashoka.

    On Sunday, Nitish Kumar held a high-level meeting over the violence in Sarsaram and Bihar Sharif.

    He directed state police to be vigilant and announced an ex-gratia amount of Rs 5 lakh for the kin of the deceased.

    During the Ram Navami festival, in Nalanda’s Bihar Sharif, one person died and several others were injured after fatal communal clashes broke out. Sarsaram town of Rohatas district also witnessed a blast in which six people were injured.

    On Sunday, Nalanda police stated that more than 75 people were arrested in raids after the clashes.

    Patna: In wake of violence in Sasaram on Ram Navami day, Bihar Police on Thursday said that the situation is normalising in the area.

    DIG, Shahbad range, Navin Chandra Jha said that the district police arrested 55 persons and detained 9 for their alleged connection with communal violence in Sasaram.

    “The situation is normalising in the affected area. We have registered 4 FIRs and arrested 55 persons under the Riot Act. We have formed a control room in Dehri town to monitor the activities of entire city of Sasaram. No incident of violence reported here,” he said.

    “We have deployed RAF, SSB, STF, BMP and intelligence officers in the affected area. We have also identified 102 vulnerable places and deployed duty magistrates, apart from the police force. The patrolling and flag march is underway to avoid any untoward incidents,” the DIG added.

    “As a precautionary measure, the internet services have been stopped for the last 6 days in Sasaram district,” he said.

    Patna: With the dust settling on communal disturbances in Bihar, Chief Minister Nitish Kumar on Wednesday rejected charges of administrative laxity and vented spleen against Union Home Minister Amit Shah and the BJP, vowing to expose those who had “orchestrated” the riots.

    The JD(U) leader also lambasted AIMIM chief Asaduddin Owaisi, calling him an “agent” of the BJP.

    He was replying to queries from journalists on the sidelines of a function organised on the occasion of birth anniversary of former deputy prime minister and Dalit stalwart Jagjivan Ram.

    Kumar’s remarks come a day after West Bengal Chief Minister Mamata Banerjee claimed that the BJP was bringing in goons to create riots in her state.

    The Bihar CM taunted Shah over the much-publicised “rioters will be hung upside down if BJP comes to power in Bihar” remark at a rally in Nawada district on Sunday, and reminded him of riots “in 2017 when our government had to arrest the son of a BJP leader”.

    The allusion was to the riots that broke out during Ram Navami, incidentally in 2018 and not 2017, at Bhagalpur. Union minister Ashwini Kumar Choubey’s son Arijit Shashwat was named among the key accused in the case.

    Kumar, who was a minister in the Union Cabinet headed by Atal Bihari Vajpayee, also reminded Shah “how angry Atal ji was”, indirectly referring to the 2002 riots of Gujarat, when Prime Minister Narendra Modi was the chief minister of that state.

    About the conflagration that erupted in Sasaram and Bihar Sharif last week, again during Ram Navami, Kumar asserted that there was “no administrative laxity”, but added the riots were “orchestrated” and “those behind the incident will be known soon. Just wait, door to door searches are on”.

    “The riots last week were planned thoroughly. No wonder, one of the places, Sasaram, happened to be where he (Amit Shah) was supposed to visit. And the other was Bihar Sharif, a town which is dear to me,” said Kumar, who hails from Nalanda district, where Bihar Sharif is headquartered.

    The longest-serving chief minister also expressed anguish that during his stay in Bihar, the Union home minister spoke to the governor over the riots and not to him, saying “these people have no regard for constitutional norms and the sanctity of an elected government”.

    “For how long have these people (Modi and Shah) been in politics? And compare it with the time I have spent in active politics,” said the septuagenarian, who also pointed out that unlike his counterparts in many other non-BJP states, he has never had a problem with Raj Bhavan and “always welcomed” whosoever was appointed the governor.

    The JD(U) supremo bristled when his attention was drawn to remarks of Owaisi, who has blamed the Mahagathbandhan government for the riots.

    “Who is he? Which place does he belong to? What stakes does he have in Bihar?” Kumar shot back, alleging that the Hyderabad MP was “an agent of those in power at Delhi”.

    “He (Owaisi) had expressed the desire to meet me when I separated (from the BJP). I refused,” revealed Kumar.

    The chief minister, who had earlier said that he will proceed in the direction of forging “opposition unity” once the assembly session, which came to a close on Wednesday evening, was also asked about his plans to tour the country for bring together anti-BJP forces.

    “I am making efforts in that direction,” he said.

    Meanwhile, both opposition BJP and ruling Mahagathbandhan accused each other for the communal clashes on the last day of the budget session.

    Opposition BJP MLAs demonstrated both inside and outside the assembly and one of its legislators had to be marshalled out after he resorted to sloganeering against the government and disrupted the Question Hour.

    As soon as the proceedings of the House began, BJP MLAs entered the well and raised slogans against the government, accusing it of not handling the communal clashes effectively.

    Leader of Opposition, Vijay Kumar Sinha, also accused the Nitish Kumar government of targetting people belonging to a particular community in the name of handling communal clashes.

    Amid the chaos, Speaker Awadh Bihari Chaudhary, allowed state Parliamentary Affairs Minister, Vijay Kumar Choudhary, to make a statement on the issue. BJP members went back to their seats.

    However, BJP’s Jibesh Kumar Mishra once again entered the well of the House and started shouting slogans against the government. Finally, Mishra was marshalled out for his alleged unruly behaviour.

    The allegations and counter allegations turned sour with both sides accusing each other over communal clashes in several parts of the state during Ramnavami celebrations.

    Mishra also stoked controversy by remaining seated when the state anthem was played in the assembly, prompting the ruling Mahagathbandhan to take offence over the action.

    Mishra, who represents Jale constituency of Darbhanga district, said he remained seated because the state anthem does not mention 18 districts of the state that are part of the Mithila region.

    “The state anthem ‘Mere Bharat Ke Kanth Haar’ does not talk about personalities and the culture of Mithila. It talks about only Nalanda, the home district of the CM. My intention was not to disrespect the state anthem… But it should have been a complete anthem,” Mishra told reporters outside the assembly.

    Reacting to Mishra’s action, Bihar Rural Development Minister Shrawan Kumar told reporters, “It was sheer disrespect of the state anthem. His (Mishra’s) act has exposed the mindset of the BJP leaders”.

    Both Houses of the Bihar legislature were adjourned sine die after the over one-month-long budget session came to an end on Wednesday.

    The Speaker adjourned the assembly after taking up a private members resolution in the post-lunch session.

    Meanwhile, CPI (ML) Liberation secretary general Dipankar met the CM on Tuesday evening and alleged that the communal riots “exposed” BJP’s “electoral game plan”.

    Dipankar had called on Kumar at the latter’s official residence here.

    According to a CPI (ML) Liberation release, Dipankar referred to Shah’s speech at Nawada on Sunday wherein the Union home minister “brazenly called for a mandate for the BJP within hours of communal violence, thereby betraying their electoral game plan”.

    Patna: The MP-MLA court of Bihar’s Arrah on Wednesday acquitted JD-U national general secretary Bhagwan Singh Kushwaha in the Ichari massacre case.

    A bench of three judges headed by Justice Satyendra Singh acquitted the JD-U leader in the absence of proof. The court however held nine accused guilty and sentenced them to life imprisonment.

    The massacre happened on March 29, 1993 when five persons were gunned down by a group of armed men. Several others were also injured in the firing.

    The victims were attacked while they were returning on a tractor from a rally of BJP in Jagdishpur block.

    The deceased were identified as Ram Lochan Singh, Vinay Singh, Jalim Singh, Hridayanand Singh and Anant Singh. They died on the spot.

    After that incident, 10 persons including Kushwaha were booked under the relevant sections of the IPC. Kushwaha was associated with CPI-ML then.

    A madrasa and a mosque were set on fire by Hindutva men during the Ram Navami celebrations in Bihar Sharif in Nalanda district.

    On March 31, a Hindu mob of around 20 men entered a mosque and set fire to it.

    Speaking to reporters, the imam said that initially the Hindu procession passed by the mosque peacefully. “The mosque is located at a bend, and the surrounding region has no Muslim community. After learning that the mosque was secluded, the Hindutva mob attacked it,” the Imam said.

    Patna: In wake of the violence in Bihar’s Sasaram and Nalanda, Director General of Police Rajvinder Singh Bhatti on Sunday said the explosion in Sasaram’s Sherganj area occurred during the making of bombs.

    He said that 6 persons were injured in the blast and were admitted to the BHU in Varanasi.

    “There accused were manufacturing bombs when the explosion took place. Six persons were injured in this accident and it has nothing to do with the Ram Navami march. The forensic team has collected the samples of the explosive and analysis is currently underway,” Bhatti said.

    The statement of the DGP came soon after Union Home Minister Amit Shah, during his rally in Nawada on Sunday, claimed that firing and bomb blasts took place in Sasaram.

    The DGP said that the Bihar Police will arrest the accused after they are discharged from the hospital.

    “We have arrested 109 persons who were involved in violence in Sasaram and Biharsharif. The process of recording video statements is on. We are taking the strongest possible action against the accused,” he said.

    “The situations in both places are under control. There was a well-planned conspiracy to disturb law and order in these two places,” he added.

    Chief Secretary Amir Subhani said that the Bihar government had held a high-level meeting in advance well before Ram Navami.

    “We have directed all the SPs, DMs, DIGs, IGs and Divisional Commissioners of the respective zones. The law and order were intact in most places. We are taking the strongest possible action against the offenders,” Subhani said.

    New Delhi: In the wake of communal violence in West Bengal and Bihar, Rajya Sabha MP Kapil Sibal on Sunday questioned the “silence” of Prime Minister Narendra Modi over the matter, and said “let not 2024 general elections be the reason” for the violence.

    Sibal appealed to the people of the country to put a stop to the “burning of Bengal and Bihar, and to the seeds of hatred” which, he said, can only benefit politicians and political ideologies.

    The ordinary man becomes a victim of this hatred, he said in a statement.

    “I want the prime minister (Modi) to speak up, I want the home minister (Shah) to speak up and condemn the violence. It is unfortunate that in the midst of this violence neither of them have spoken, why are they quiet,” he asked.

    “It is my earnest appeal to all those, and it may not be about one particular party, who are responsible for this madness. The country needs to move forward away from the environment that is being created. Let not 2024 be the reason for this,” the former Union minister said.

    Sibal said let the rule of law prevail.

    Sources said Home Minister Amit Shah on Sunday expressed concern over incidents of communal violence in Bihar, and spoke to Governor Rajendra Vishwanath Arlekar to take stock of the situation.

    Sibal said it was not enough to express concern.

    His statement comes after communal violence rocked Sasaram and Bihar Sharif towns during Ram Navami festivities.

    The police till Saturday arrested 45 people in connection with the communal violence at Sasaram and Bihar Sharif.

    Vehicles, houses and shops were torched and several people injured in the communal flare-ups reported in both towns.

    Howrah’s Shibpur and Kazipara area in West Bengal had also witnessed clashes during a Ram Navami procession.

    Sibal, who was a Union minister during the UPA 1 and 2 regimes, quit the Congress in May last year and was elected to the Rajya Sabha as an independent member with the Samajwadi Party’s support.He recently floated a non-electoral platform ‘Insaaf’ aimed at fighting injustice.

    Tensions remained high in Bihar even a day after Ram Navami, as new violence in Rohtas and Nalanda districts yesterday, the police said.

    One person was murdered and many others were injured in Nalanda’s Biharsharif during skirmishes between two groups last evening, while six others were hurt in a bomb blast in Rohtas district’s Sasaram town.

    The blast occurred at a residence in Sasaram, the police said and a two-wheeler was retrieved from the scene.

    To ensure law and order in the region, police have issued prohibitory orders in Nalanda. On Friday, clashes were reported in both districts.

    Since Thursday, tensions have been mounting over the removal of Ram Navami processions. By Friday afternoon, the tension had escalated into full-fledged fights, with both sides throwing stones at one other.

    District Magistrate of Nalanda Shashank Shubhankar stated that at least 80 persons have been detained, and community leaders are organising meetings to urge people to keep the peace.

    Senior officials are present in the affected districts, and security has been enhanced in Nalanda and Rohtas, they said, adding that social media is also being monitored to avoid the transmission of false or inflammatory news.

    Home Minister Amit Shah, who was due to visit Sasaram today, spoke to Bihar Governor Rajendra Arlekar on Sunday about the state’s violent situation.

    After communal tensions in the area, Shah cancelled his trip to the state.
