    Another Democrat, Senate Majority Whip Dick Durbin, said he is concerned about the number of documents officials keep finding at Biden’s home.

    “Well, I’m concerned; there’s a standard we follow when it comes to members of Congress and classified information,” the Illinois Democrat said. “To think that any of them ended up in boxes in storage one place or the other is just unacceptable.”

    But Durbin’s statement was also in line with what other Democrats have said — arguing that no matter how careless or problematic Biden’s handling of classified documents has been, it’s still better than the way former President Donald Trump handled the same type of material after leaving office.

    “Joe Biden has shown total cooperation in this effort. That’s a sharp contrast to President Trump,” Durbin said.

    Sen. Chris Coons (D-Del.) downplayed concerns about Biden’s handling of classified documents, adding: “I don’t think this is an issue that is keeping Americans up at night.”

    Speaking on ABC’s “This Week,” Coons said that concern over the discovery of additional classified documents at Biden’s residence in Delaware is, more than anything else, distracting the nation from more important issues. Coons noted the search was “consensual,” contrasting it with how Trump pushed back on those seeking to recover classified materials and how Trump has continued to argue that he had the right to possess those documents at his home in Mar-a-Lago, Fla.

    Biden’s attorneys discovered a series of classified documents on multiple occasions from November 2022 to January 2023. On Saturday, it was announced that six additional documents marked as classified were found at Biden’s Delaware home after the Justice Department searched for nearly 13 hours.

    In a new ABC News/Ipsos poll released Sunday on ABC’s “This Week,” 34 percent of Americans said they think Biden handled classified documents appropriately after he left office as vice president, compared with 64 percent of Americans who think he acted inappropriately.

    Those numbers were still better than those for Trump; 77 percent of those polled said they thought the former president acted inappropriately. But the polling was conducted before the announcement of more documents being discovered in Biden’s possession.

    Rep. Josh Gottheimer (D-N.J.), speaking on Fox’s “Fox News Sunday,” echoed Coons’ sentiments, saying that there’s a “stark comparison to the other investigation of classified documents with former President Trump.”

    “The White House needs to cooperate with the Justice Department,” Gottheimer said. “That’s what they’ve been doing for months. I think as long as the White House does what it should do, which is cooperate fully so we can get to the bottom of this, there’s the appropriate process.”

    In November, lawyers to the president discovered Obama administration documents in a Biden-associated Washington think tank. Days later, Biden’s legal team found additional documents in Biden’s residence in Wilmington, Del., one of Biden’s lawyers announced.

    Biden aides found five additional documents in this president’s Delaware home, the White House announced Jan. 14. They were then turned over to the Justice Department, which had appointed a special counsel to investigate the matter.

    On Sunday, Republicans were less forgiving than Democrats on the matter.

    Rep. Mike Turner (R-Ohio) called Biden a “serial classified-document hoarder” while insisting that the investigation looks more like a cover-up.

    “That is why the special counsel’s work is going to be really important, because I can think of no reason why the President should have taken home, as a senator or as vice president, any classified documents that clearly have no protection. They’re available and open to anybody,” Turner said on CBS’ “Face the Nation.”

    Speaking after Coons, Rep. Michael McCaul (R-Texas) wondered why any public official was taking any classified material home and said the fallout could still end up being much larger than anticipated now.

    “Watergate started as a very small burglary, and it led to the president of the United States resigning,” said the new chair of the House Foreign Affairs Committee. “So, I don’t know what’s there until we see the documents — if there are national security documents relating to foreign nations adversaries, particularly China.”

    On Fox News’ “Sunday Morning Futures,” Rep. James Comer, the new chair of House Oversight Committee, also expressed concern that the situation was worse than originally portrayed.

    “I took the president at his word,” the Kentucky Republican told host Maria Bartiromo, “when the first set of documents were found at the Biden Center for Diplomacy that he had just inadvertently misplaced those documents. But now this has gone from simply being irresponsible to downright scary.”

    Ron Klain to reportedly step down as Biden chief of staff

    Ron Klain, Joe Biden’s chief of staff, is reportedly set to step down from his position, in what will be the biggest change to the US president’s inner circle of advisors since he took office two years ago.

    Klain will announce his departure in the coming weeks, according to the New York Times, after telling colleagues that he is ready to move on following a grueling period of successes and frustrations that stretch back to Biden’s successful 2020 election campaign.

    “Two hard years,” Klain tweeted on Friday, marking the second anniversary of Biden’s inauguration. “So much to be done. But so much progress.”

    The impending exit of Klain follows a period where the chief of staff worked to secure Biden’s legislative priorities, including the bipartisan infrastructure bill and last year’s inflation reduction act, which was achieved following 18 months of often torturous negotiations between the White House and lawmakers, most notably Senator Joe Manchin from West Virginia.

    More recently, Biden has come under scrutiny for alleged improper handling of federal documents, as well as fresh pressure from Republicans in their new majority in the House of Representatives. The new chief of staff is expected to have to mount a defense of Biden’s victories so far, as well as oversee the lead-up to a likely re-election bid by the 80-year-old president.

    Klain, who is 61, has a long record in Democratic political circles, having been involved in both of Bill Clinton’s presidential campaigns, acted as chief of staff to both Al Gore and then Biden when the men served as vice president previously. Klain, a lawyer by training, also oversaw the Obama administration’s response to an outbreak of Ebola in 2014.

    He was named as Biden’s chief of staff just a few days after the 2020 election victory was secured.

    There are those who believe that at 80, Joe Biden is too old to serve a second term as president. Yet few clamour for him to hand over to the person who would normally be the heir apparent.

    Two years in, Kamala Harris, the first woman of colour to be vice-president, has had her ups and downs. Her relationship with Biden appears strong and she has found her voice as a defender of abortion rights. But her office has suffered upheaval and her media appearances have failed to impress.

    Such behind-the-scenes drama is recounted in The Fight of His Life: Inside Joe Biden’s White House, written by the author, journalist and film-maker Chris Whipple and published this week. Whipple gained access to nearly all of Biden’s inner circle and has produced a readable half-time report on his presidency – a somewhat less crowded field than the literary genre that sprang up around Donald Trump.

    “In the beginning, Joe Biden liked having Kamala Harris around,” Whipple writes, noting that Biden wanted the vice-president with him for meetings on almost everything. One source observed a “synergy” between them.

    Harris volunteered to take on the cause of voting rights. But Biden handed her another: tackling the causes of undocumented immigration by negotiating with the governments of Guatemala, El Salvador and Honduras.

    “But for Harris,” Whipple writes, “the Northern Triangle would prove to be radioactive.”

    With the distinction between root causes and immediate problems soon lost on the public, Harris got the blame as migrants kept coming.

    One of her senior advisers tells Whipple the media could not handle a vice-president who was not only female but also Black and south Asian, referring to it as “the Unicorn in a glass box” syndrome. But Harris also suffered self-inflicted wounds. Whipple writes that she “seemed awkward and uncertain … she laughed inappropriately and chopped the air with her hands, which made her seem condescending”.

    An interview with NBC during a visit to Guatemala and Mexico was a “disaster”, according to one observer. Reports highlighted turmoil and turnover in Harris’s office, some former staff claiming they saw it all before when she was California attorney general and on her presidential campaign. Her approval rating sank to 28%, lower than Dick Cheney’s during the Iraq war.

    But, Whipple writes, Biden and his team still thought highly of Harris.

    “Ron Klain [chief of staff] was personally fond of her. He met with the vice-president weekly and encouraged her to do more interviews and raise her profile. Harris was reluctant, wary of making mistakes.

    “‘This is like baseball,’ Klain told her. ‘You have to accept the fact that sometimes you will strike out. We all strike out. But you can’t score runs if you’re sitting in the dugout.’ Biden’s chief was channeling manager Tom Hanks in the film A League of Their Own. ‘Look, no one here is going to get mad at you. We want you out there!’”

    Speaking to the Guardian, Whipple, 69, reflects: “It’s a complicated, fascinating relationship between Joe Biden and Kamala Harris.

    “In the early months of the administration they had a real rapport, a real bond. Because of Covid they were thrown together in the White House and spent a lot of time together. He wanted her to be in almost every meeting and valued her input. All of that was and is true.

    “But when she began to draw fire, particularly over her assignment on the Northern Triangle, things became more complicated. It got back to the president that the second gentleman, Doug Emhoff, was complaining around town that her portfolio was too difficult and that in effect it was setting her up for failure. This really annoyed Biden. He felt he hadn’t asked her to do anything he hadn’t done for Barack Obama: he had the Northern Triangle as one of his assignments. She had asked for the voting rights portfolio and he gave it to her. So that caused some friction.”

    A few months into the presidency, Whipple writes, a close friend asked Biden what he thought of his vice-president. His reply: “A work in progress.” These four words – a less than ringing endorsement – form the title of a chapter in Whipple’s book.

    But in our interview, Whipple adds: “It’s also true that she grew in terms of her national security prowess. That’s why Biden sent her to the Munich Security Conference on the eve of the Russian invasion of Ukraine. She spent a lot of time in the meetings with the president’s daily brief and Biden’s given her some important assignments in that respect.”


    A former producer for CBS’s 60 Minutes, Whipple has written books about White House chiefs of staff and directors of the CIA. Each covered more than 100 years of history, whereas writing The Fight of His Life was, he says, like designing a plane in mid-flight and not knowing where to land it. Why did he do it?

    “How could I not? When you think about it, Joe Biden and his team came into office confronting a once-in-a-century pandemic, crippled economy, global warming, racial injustice, the aftermath of the attack on the Capitol. How could anybody with a political or storytelling bone in his body not want to tell that story? Especially if you could get access to Biden’s inner circle, which I was fortunate in being able to do.”

    Even so, it wasn’t easy. Whipple describes “one of the most leakproof White Houses in modern history … extremely disciplined and buttoned down”. It could hardly be more different from the everything-everywhere-all-at-once scandals of the Trump administration.

    What the author found was a tale of two presidencies. There was year one, plagued by inflation, supply chain problems, an arguably premature declaration of victory over the coronavirus and setbacks in Congress over Build Back Better and other legislation. Worst of all was the dismal end of America’s longest war as, after 20 years and $2tn, Afghanistan fell to the Taliban.

    “It was clearly a failure to execute the withdrawal in a safe and orderly way and at the end of the day, as I put it, it was a whole-of-government failure,” Whipple says. “Everybody got almost everything wrong, beginning with the intelligence on how long the Afghan government and armed forces would last and ending with the botched execution of the withdrawal, with too few troops on the ground.”

    Whipple is quite possibly the first author to interview Klain; the secretary of state, Antony Blinken; the CIA director, Bill Burns; and the chair of the joint chiefs of staff, Gen Mark Milley, about the Afghanistan debacle.

    “What became clear was that everybody had a different recollection of the intelligence. While this administration often seems to be pretty much on the same page, I found that there was a lot more drama behind the scenes during the Afghan withdrawal and in some of the immediate aftermath,” he says.

    The book also captures tension between Leon Panetta, CIA director and defense secretary under Barack Obama, who was critical of the exit strategy – “You just wonder whether people were telling the president what he wanted to hear” – and Klain, who counters that Panetta favoured the war and oversaw the training of the Afghan military, saying: “If this was Biden’s Bay of Pigs, it was Leon’s army that lost the fight.”

    Whipple comments: “Ron Klain wanted to fire back in this case and it’s remarkable and fascinating to me, given his relationship with Panetta. Obviously his criticism got under Ron Klain’s skin.”


    Biden’s second year was a different story. “Everything changed on 24 February 2022, when Vladimir Putin invaded Ukraine. Joe Biden was uniquely qualified to rise to that moment and he did, rallying Nato in defiance of Putin and in defence of Ukraine. Biden had spent his entire career preparing for that moment, with the Senate foreign relations committee and his experience with Putin, and it showed.

    “Then he went on to pass a string of bipartisan legislative bills from the Chips Act to veterans healthcare, culminating in the Inflation Reduction Act, which I don’t think anybody saw coming.

    “One thing is for sure: Joe Biden has been constantly underestimated from day one and, at the two-year mark, he proves that he could deliver a lot more than people thought.”

    Biden looked set to enter his third year with the wind at his back. Democrats exceeded expectations in the midterm elections, inflation is slowing, Biden’s approval rating is on the up and dysfunctional House Republicans struggled to elect a speaker.

    But political life moves pretty fast. Last week the justice department appointed a special counsel to investigate the discovery of classified documents, from Biden’s time as vice-president, at his thinktank in Washington and home in Delaware.

    Whipple told CBS: “They really need to raise their game here, I think, because this really goes to the heart of Joe Biden’s greatest asset, arguably, which is trust.”

    The mistake represents a bump in the road to 2024. Biden’s age could be another. He is older than Ronald Reagan was when he completed his second term and if he serves a full second term he will be 86 at the end. Opinion polls suggest many voters feel he is too old for the job. Biden’s allies disagree.

    Whipple says: “His inner circle is bullish about Biden’s mental acuity and his ability to govern. I never heard any of them express any concern and maybe you would expect that from the inner circle. Many of them will tell you that he has extraordinary endurance, energy.

    “Bruce Reed [a longtime adviser] told me about flying back on a red-eye from Europe after four summits in a row when everybody had to drag themselves out of the plane and was desperately trying to sleep and the boss came in and told stories for six hours straight all the way back to DC.”

    During conversations and interviews for the book, did Whipple get the impression Biden will seek re-election?

    “He’s almost undoubtedly running. Andy Card [chief of staff under George W Bush] said something to me once that rang true: ‘If anybody tells you they’re leaving the White House voluntarily, they’re probably lying to you.’

    “Who was the last president to walk away from the office voluntarily? LBJ [Lyndon Baines Johnson]. It rarely happens. I don’t think Joe Biden is an exception. He spent his whole career … thinking about running or running for president and he’s got unfinished business. Having the possibility of Donald Trump as the Republican nominee probably makes it more urgent for him. He thinks he can beat him again.”

    Joe Biden has been accused of hypocrisy for demanding the release of journalists detained around the world while the US president continues seeking the extradition of the WikiLeaks founder Julian Assange from Britain to face American espionage charges.

    The campaign to pressure the Biden administration to drop the charges moved to Washington DC on Friday with a hearing of the Belmarsh Tribunal, an ad hoc gathering of legal experts and supporters named after the London prison where Assange is being detained.

    The hearing was held in the same room where Assange in 2010 exposed the “collateral murder” video showing US aircrew gunning down Iraqi civilians, the first of hundreds of thousands of leaked secret military documents and diplomatic cables published in major newspapers around the world. The revelations about America’s wars in Iraq and Afghanistan, including alleged war crimes, and the frank assessments of US diplomats about their host governments, caused severe embarrassment in Washington.

    The tribunal heard that the charges against Assange were an “ongoing attack on press freedom” because the WikiLeaks founder was not a spy but a journalist and publisher protected by free speech laws.

    The tribunal co-chairperson Srecko Horvat – a founder of the Democracy in Europe Movement 2025 whose father was a political prisoner in the former Yugoslavia – quoted Biden from the 2020 presidential campaign calling for the release of imprisoned journalists across the world by quoting late president Thomas Jefferson’s dictum that “our liberty depends on the freedom of the press, and that cannot be limited without being lost”.

    “President Biden is normally advocating freedom of press, but at the same time continuing the persecution of Julian Assange,” Horvat said.

    Horvat warned that continuing the prosecution could serve as a bad example to other governments.

    “This is an attack on press freedom globally – that’s because the United States is advancing what I think is really the extraordinary claim that it can impose its criminal secrecy laws on a foreign publisher who was publishing outside the United States,” he said.

    “Every country has secrecy laws. Some countries have very draconian secrecy laws. If those countries tried to extradite New York Times reporters and publishers to those countries for publishing their secrets we would cry foul and rightly so. Does this administration want to be the first to establish the global precedent that countries can demand the extradition of foreign reporters and publishers for violating their own laws?”

    Assange faces 18 charges over WikiLeaks’ publication of classified documents, largely the result of a leak by the former US army intelligence analyst Chelsea Manning. Manning was sentenced to 35 years in prison but released after President Barack Obama commuted her sentence in 2017. Manning has testified that she acted on her own initiative in sending the documents to WikiLeaks and not at the urging of Assange.

    The tribunal heard that the accuracy of the information published by WikiLeaks, including evidence of war crimes and human rights abuses, was not in question.

    Assange is a polarising figure who has fallen out with many of the news organisations with whom he has worked, including the Guardian and New York Times. He lost some support when he broke his bail conditions in 2012 and sought refuge in the Ecuadorian embassy in London to avoid extradition to Sweden to face questioning over sexual assault allegations.

    The US justice department brought charges against Assange in 2019 when he was expelled by the Ecuadorians from their embassy.

    Assange fought a lengthy legal battle in the British courts against extradition to the US after his arrest, but lost. Last year, the then-home secretary, Priti Patel, approved the extradition request. Assange has appealed, claiming that he is “being prosecuted and punished for his political opinions”.

    Assange’s father, John Shipton, condemned his son’s “ceaseless malicious abuse”, including the conditions in which he is held in Britain. He said the UK’s handling of the case was “an embarrassment” that damaged the country’s claim to stand for free speech and the rule of law.

    Lawyer Jeffrey Sterling, a former CIA employee who was imprisoned under the Espionage Act for revealing defence secrets to the journalist James Risen, told the Belmarsh Tribunal that Assange has little chance of a fair trial in the US.

    He said: “It is virtually impossible to defend against the Espionage Act. Truth is no defence. In fact, any defence related to truth will be prohibited. In addition, he won’t have access to any of the so-called evidence used against him.

    “The Espionage Act has not been used to fight espionage. It’s being used against whistleblowers and Julian Assange to keep the public ignorant of [the government’s] wrongdoings and illegalities in order to maintain its hold on authority, all in the name of national security.”

    The tribunal also heard from Britain’s former Labour party leader Jeremy Corbyn, who said the continued prosecution of Assange would make all journalists afraid to reveal secrets.

    “If Julian Assange ends up in a maximum security prison in the United States for the rest of his life, every other journalist around the world will think, ‘Should I really report this information I’ve been given? Should I really speak out about this denial of human rights or miscarriage of justice in any country?’” he said.

    McCarthy tweeted shortly afterward that he would accept a request to meet “and discuss a responsible debt ceiling increase to address irresponsible government spending.”

    The White House responded in a statement issued later on Friday, where Jean-Pierre reiterated that “raising the debt ceiling is not a negotiation; it is an obligation of this country and its leaders to avoid economic chaos.”

    “We are going to have a clear debate on two different visions for the country — one that cuts Social Security, and one that protects it — and the President is happy to discuss that with the Speaker,” Jean-Pierre said.

    The development comes a day after Treasury Secretary Janet Yellen said that the U.S. had reached its debt limit and would need to use special measures to avoid a default. Yellen has projected that Congress has until at least June to pass a debt ceiling increase.

    Biden officials have insisted that Congress pass a clean debt ceiling increasing, arguing that it is one of the government’s basic duties and shouldn’t come with any conditions attached.

    The U.S. has never defaulted on its debt. Failing to do so for the first time ever, Democrats and a wide swathe of economists have cautioned, would destroy the nation’s financial credibility, tank the stock market and throw the global economy into chaos.

    But Republicans are signaling that they plan to force a showdown over the debt ceiling, in a bid to extract a host of deep spending cuts from the administration. McCarthy earlier this week urged Biden and Democratic congressional leaders to begin discussions on a potential deal.

    On Friday, Biden also said that he would address what he called a “fundamental disagreement” over how to control spending as part of his State of the Union address. The White House has hammered Republicans repeatedly over their suggestions that the government cut funding for Medicare and Social Security as part of a debt ceiling deal.

    “Their way to deal with cutting that debt is to cut social security, cut Medicaid,” Biden said. “These are the kind of debates that we’re going to have.”

    In the process, the Democratic mayor has landed on the same page as some of the most conservative members of the House GOP majority, who last week cosponsored the SHOW UP bill, which would mandate that federal agencies return to their pre-Covid office arrangements within 30 days. House Oversight Committee chair James Comer also signaled plans to turn the panel’s investigatory energy toward alleged telework failures.

    Being a person who residents blame when they have to start commuting again — let alone being a blue-city Democrat who makes strange bedfellows with GOP ultras — is the sort of thing usually avoided by a pol skilled enough to win a landslide third term as mayor, as Bowser just did.

    But the way the local government sees it, something has to give or else the city is in deep trouble.

    There are days when downtowns in other American towns can almost look like they did before 2020. In the 9-to-5 core of Washington, though, there’s no mistaking the 2023 reality with the pre-Covid world. Streets are noticeably emptier and businesses scarcer. Crime has ticked up. The city’s remarkable quarter-century run of population growth and economic dynamism and robust tax revenues seems in danger.

    Officials now privately worry about a return to the bad old days when the District, unable to pay its bills, was forced to throw itself on the mercy of Newt Gingrich’s Congress. And while some of the broad factors that caused the whipsaw change from municipal optimism to civic anxiety are beyond any local pol’s control, bringing Uncle Sam’s workers back is something denizens of D.C.’s government think mayoral cajoling might affect.

    According to census data, Washington has the highest work-from-home rate in the country. Week-to-week numbers from the security firm Kastle Systems back this up: The company, whose key fobs are used in office buildings around the country (including the one that houses POLITICO), compiles real-time occupancy data based on card swipes in its 10 largest markets. D.C. is perennially dead last.

    To some extent, this status is a function of Washington’s economy (which is long on knowledge workers and professionals, short on factories and warehouses) and its demographics (which are thick with the sorts of blue-state rule-followers who most energetically embraced Covid precautions). But it’s also a function of the city’s top employer.

    Federal telework policies vary, but in general they’re generous — a major change from the situation that prevailed before 2020. Pre-pandemic, only 3 percent of feds teleworked daily, even as the private-sector workforce across the country had made at least some strides. After Covid, parts of the government caught up in a hurry, embracing telework in the name of public health. Officially, a lot of the changes are only temporary, but it’s hard to see things simply flop back to the way they were.

    Last year, when Biden in his State of the Union address signaled his intent to bring workers back, it caused alarms among some workers — and not much impact on most agencies’ occupancy rates.

    For federal employees, and the public they serve, the new flexibility has some upsides. Beyond the fact that some people just don’t much like commuting to an office every day, the prospect of being able to work from home even if home means Tennessee or Texas is good for retention, since a federal paycheck goes a lot farther once you leave one of the nation’s priciest metro areas. (It also might accomplish, inadvertently, the longtime GOP goal of moving chunks of the bureaucracy away from the capital.)

    To people who depend on commuters’ lunch-hour spending or transit fees, the change is less welcome. According to John Falcicchio, the city’s economic-development boss and Bowser’s chief of staff, the federal government’s 200,000 D.C. jobs represent roughly a quarter of the total employment base; the government also occupies a third of Washington office space — not just the cabinet departments whose ornate headquarters dot Federal Triangle, but plenty of the faceless privately held buildings in the canyons around Farragut Square, too.

    “It is a challenge to have a quarter of the economy sitting on the sidelines,” Falcicchio says. The total number of jobs has dropped significantly, notably in hospitality. “We think that’s because those jobs are really kind of indirect jobs that are somewhat dependent on the vibrancy that the federal government being in the office offers.”

    “Or another way to look at it is Metro,” the regional transit system, he says. “It’s about a third of what it used to be.” When rider revenue plunges, the local jurisdictions have to make up for it out of their general funds — money that could otherwise go to schools or public safety. It’s a dangerous cycle for any municipality.

    In the local nightmare scenario, a downtown that’s perpetually short of workers has disastrous knock-on effects: Taxes on retail sales and commercial real estate don’t come in, public services get cut back, transit gets slower, empty streets feel increasingly scary, and the capital regains its 1980s-era image as a place people flee.

    The problem, from the workers’ point of view, is that shoring up Metro’s finances or the city’s reputation isn’t really their job.

    “Everybody’s got sympathy for the businesses that cater to office workers,” says Jacqueline Simon, the policy director for the American Federation of Government Employees, the largest federal union. “But it’s not the obligation of the federal workforce to make sure those businesses have customers.” Simon says that low unemployment and the fact that many private-sector salaries outpace the wages for analogous public-employee jobs means that the feds need to play nice on telework or risk a recruitment crisis.

    Or, as one unhappy HUD employee more colorfully put it to me: “I was not hired to be an economic engine.”

    The employee says staff are in a kind of limbo as they await permanent new arrangements. It has triggered a generational divide, among other things. “I hear absurd shit from people who have been there forever, that they bought a house in Chevy Chase in the ’80s and love it,” while younger staff who have to pay skyrocketing 21st century mortgages fantasize about cheaper cities or shorter commutes.

    When we spoke this week, Falcicchio was in diplomatic mode, stressing that the mayor’s inaugural was less about calling out the feds than asking them to partner on things like tapping existing programs that might transfer underused properties to locals. He also made clear that Bowser wasn’t calling for the same back-to-normal as Comer’s legislation: Her own government currently expects non-frontline workers to be in offices at least three days a week, not five, something he said would be a good model for feds, too.

    “Our experience has been that we are more productive when we’re working together in person,” he said. “We don’t have to do that every single day of the week… It is a matter of what is the best way for us to work together to deliver for our taxpayers. Those are the ultimate bosses.”

    The HUD worker’s question — are they hired to perform specific tasks that may or may not benefit from physical proximity, or to be part of a complex economic ecosystem that requires human presence? — went unanswered.

    Bowser, of course, isn’t the only mayor dealing with the fallout from the abrupt upending of office work. And to her credit, she’s not just hoping that the company town’s main employer will simply fix everything with an HR edict. The back half of that get-to-the-office-or-give-up-your-buildings demand was part of a larger plan to turn downtown D.C. into something it hasn’t been for a century, since the days when K Street was home to simple rowhouses: A heavily residential neighborhood.

    Eyeing schemes to turn underused office buildings into apartment blocks, Bowser has vowed to eventually bring 100,000 residents downtown, a somewhat far-fetched ambition which would mean that, in theory, the city’s office district would become dotted with schools and grocery stores and other emblems of neighborhood life.

    Whether that’s sound urbanism and wise civic stewardship is to be determined. But what’s clear already is that the current moment represents another zig in the relationship between federal Washington and hometown D.C. — a change that, even if it mainly takes place at the municipal-news level, will likely impact the way national government and politics works.

    Over its 200-plus years as the capital, hometown Washington’s culture has shaped federal work product in subtle ways and profound ones. During the early years of the republic, a slavery-ridden, Southern ambiance predominated locally just as the Slave Power exercised an outsize influence over national government. (In those days, the Congressional buttinskis who infuriated locals were often progressive northerners like ex-President John Quincy Adams, who sought to end the slave trade in the District.)

    By the second half of the twentieth century, a much-changed Washington had many of the same problems that plagued other big cities in an age of urban crisis. The result, in local politics, was a different sort of stand-off pitting disenfranchised local residents in a city that now had a Black majority against an often hostile Congressional leadership. Suburban sprawl and the perception of urban crime also meant that the upper echelons of the federal bureaucracy now tended to be populated with people who retreated after work from a supposedly scary city back home to vanilla suburbs — with whatever impact that may have had on their policy thinking.

    In the last couple decades, though, an entirely new reputation has taken hold: A glittering, prosperous #Thistown. Concern about dysfunction gave way to worry about gentrification and whether middle-class workers could afford to live pretty much anywhere in the metro area. (As the FBI planned a move to the suburbs recently, city officials didn’t really even fight the departure like they would have 30 years ago: The bureau’s Pennsylvania Avenue spot could throw off more money as an upscale private-sector development.) It’s no coincidence that this change happened just as the capital’s chattering classes seemed to completely miss the alienation and economic stagnation in less sexy parts of the country that would upend national politics.

    Even if the mayor does somehow manage to prod more feds back to their offices soon, longer-term plans for a Washington less dependent on government workers represent a significant transformation.

    Bowser’s conjuring of a residential downtown may evoke images of urban charm — more Paris, less Brasilia — but it comes with risks. Federal employment has helped shield the region against recessions. A municipal budget more tied to residents’ income taxes than to commercial property and sales revenues is less protected. Likewise, a lot of the nice things purchased with federal help are tied to Washington’s status as government office HQ. Uncle Sam helps underwrite Metro, for instance, because it is workforce transit. Less workforce means less justification for the subsidy.

    What would that scenario mean for Americans who don’t have personal reasons to worry about the state of the District’s school budget or the health of its subway system? To optimists, the idea of a more spread-out government less tied to one place might augur less groupthink and a broader focus. To pessimists, it could just as easily portent still more tribal isolation, shorn of even serendipitous lunchtime run-ins. The same will eventually go for contracting and a whole host of government-adjacent industries, which according to Terry Clower, who studies the region from his perch at Virginia’s George Mason University, will inevitably take their cues from federal HR mavens.

    Falcicchio says it’s not really an either-or: Making downtown more of a 24-hour neighborhood, he says, will have the effect of making it a more desirable place for people to come back to offices. He says employers in more lively neighborhoods have had an easier time luring workers back than ones in the central core, where 92 percent of use is commercial.

    At the end of the day, banking on federal workers is probably not a long-term strategy for the capital that was in many ways built by those very jobs. The future of all work is likely to look really different, and government can’t lag for long, no matter what it decides this year. Which means the capital will have to compete in ways that it didn’t used to.

    “People kind of want to live in places that give them the opportunity at reasonable prices,” says Yesim Sayim, who runs a local think-tank called the D.C. Policy Center. “They don’t particularly care about the flag that adorns the sky.” Washington always worked well for people, a place that may not have offered the startup-economy upsides of Manhattan or Silicon Valley, but also didn’t come with the risks of an employer going out of business. “But now, if you have a chair and a computer, the world is your oyster. And the presence of a job in D.C. is not necessarily a reason for someone to move to D.C.”

    When Ukraine’s president Volodymyr Zelenskyy delivered a surprise address last month to a joint session of Congress — his first trip outside war-torn Ukraine since Russia’s invasion last winter — members of the House and Senate joined in a rare moment of bipartisan support for the beleaguered European nation and its leader. “Continuing support for Ukraine is the popular mainstream view that stretches across the ideological spectrum,” Senate Minority Leader Mitch McConnell offered. He was mostly right. But not entirely.

    Republican Rep. Thomas Massie of Kentucky and Senator Josh Hawley of Missouri skipped the speech. Others, including Representatives Matt Gaetz, Lauren Boebert, Andrew Clyde, Diana Harshbarger, Warren Davidson, Michael Cloud and Jim Jordan attended but sat on their hands, conspicuously refusing to stand and applaud. Rep. Andy Biggs of Arizona said the quiet part out loud when he recently tweeted: “No more money to Ukraine!”

    These members of Congress represent a growing number of Republican voters who have gravitated to the pro-Russia, anti-Ukraine position echoed across conservative media, from Fox News’ Tucker Carlson to alt-right impresario Steve Bannon. A survey by CBS/YouGov in November found just 55 percent of GOP voters support continued military aid for Ukraine, down from 80 percent last March. Only 50 percent support economic assistance, down from 74 percent.

    More problematic still, House Speaker Kevin McCarthy, who recently warned that he would not provide Ukraine with a “blank check,” has a paper-thin majority in the House and plenty of rebels in his conference, as his own tortuous path to the speakership demonstrated. When the current year’s appropriation for Ukrainian military and economic assistance runs out, how will Congress pass the next package?

    All of which puts Joe Biden in a bind. If one believes, as do the president and most members of Congress, that Ukraine is the West’s bulwark against Russian aggression, how to ensure that Zelenskyy and his government are equipped with the materiel they need to fight the war?

    This isn’t a new dilemma. It’s similar to what Franklin D. Roosevelt faced in the late 1930s, when isolationists in Congress enjoyed sufficient numbers to block military assistance to Britain as it bravely stared down the threat of a German invasion. Then as now, the president was forced to resort to clever workarounds to ensure that the U.K. had the resources to defend itself. FDR’s creativity in the service of helping a western ally protect democracy offers an important lesson for Biden.

    As the fascist governments in Germany and Italy armed themselves for what many observers believed was an inevitable conflict across Europe, and as civil war broke out in Spain between supporters of the elected government and the fascist forces of General Francisco Franco, the United States Congress passed a series of neutrality acts that prohibited the U.S. government and private citizens from providing “arms, ammunition, and implements of war” to foreign belligerents. FDR initially opposed the law but yielded to political reality. An overwhelming majority of the country opposed entanglement in foreign wars, and Roosevelt needed sustained congressional support to further his domestic agenda.

    But Roosevelt saw the writing on the wall. He firmly believed that the best way to keep America out of war was to ensure that its allies in Europe could hold their own against Germany and Italy. He therefore deployed a number of clever maneuvers, some of less certain legality than others, to furnish Great Britain with arms.

    The president’s first gambit was to convince Congress in 1937 to include a “cash-and-carry” provision in the reauthorization of the Neutrality Act. With the exception of arms, which were still strictly prohibited, foreign belligerents could purchase goods that could be used in war, provided they paid for their purchase in cash (no credit permitted) and transported them in their own ships. By this mechanism, Britain was able to purchase vital war materials. In 1939, FDR managed to cajole Congress into lifting the ban on arms, as long as the purchasing nation paid upfront and incurred the risk of moving the goods.

    Next, in the spring of 1940, Roosevelt forced out two recalcitrant cabinet members who opposed his efforts to supply the British: Secretary of War Harry Woodring and Secretary of the Navy Charles Edison. Woodring, an ardent isolationist from Kansas, resisted the president’s entreaties to find some legal basis to transfer armaments to Britain. So did Edison, who persistently told FDR that the navy judge advocate considered his orders illegal. “Forget it and do what I told you to do,” Roosevelt replied tartly, just before he finally decided to replace both men. The administration subsequently declared a massive cache of military material to be “surplus” and ordered the Army and Navy to dispose of it. That June, 600 freight cars moved field guns, machine guns and tens of thousands of rounds of ammunition onto British ships.

    In the fall of 1940, in the height of his third campaign for the presidency, FDR announced a deal by which the United States would effectively trade a number of warships that Prime Minister Winston Churchill desperately needed in exchange for two British naval bases in Newfoundland and Bermuda, as well as 99-year leases on several other bases, that the U.S. most certainly did not need. Whether the deal violated the Neutrality Act was one question. The president was lucky in that he never had to defend it in court. More to the point, Roosevelt was able to sell the trade as a critical measure to bolster America’s defenses. A country that desperately wanted to stay out of the emerging conflict went along with this argument. Though he worried that he “might get impeached” for bypassing Congress, in the end, FDR initiated the destroyers-for-bases deal by executive action.

    FDR’s final gambit was to ask Congress to enact “lend lease” legislation that would permit the U.S. to loan war equipment to Britain in the same way people today lease a car, with the option to purchase it outright at the end of the lease term. Senator Robert Taft, an isolationist from Ohio, noted that “lending war equipment is a good deal like lending chewing gum. You don’t want it back.” The America First Committee warned with less mirth that the proposal was sure to draw the United States into a war whose casualties would exceed those of World War I. The public was hopelessly divided — with itself. Polls showed that 88 percent of respondents opposed entering the war, but 60 percent wanted to help Britain win.

    In December 1940, coming off his victory in the fall election, and after a much-needed sailing respite — the president was “tanned and exuberant and jaunty,” Labor Secretary Frances Perkins observed — Roosevelt made himself available for a press conference. He framed the issue in terms that everyday voters could understand.

    “Suppose my neighbor’s home catches fire,” he began, “and I have a length of garden hose four or five hundred feet away. If he can take my garden hose and connect it up with his hydrant, I may help him to put out his fire. Now, what do I do? I don’t say to him before that operation, ‘Neighbor, my garden hose cost me $15; you have to pay me $15 for it.’ What is the transaction that goes on? I don’t want $15 — I want my garden hose back after the fire is over. All right. If it goes through the fire all right, intact, without any damage to it, he gives it back to me and thanks me very much for the use of it. But suppose it gets smashed up — holes in it — during the fire; we don’t have to have too much formality about it, but I say to him, ‘I was glad to lend you that hose; I see I can’t use it any more, it’s all smashed up.’ He says, ‘How many feet of it were there?’ I tell him, ‘There were 150 feet of it.’ He says, ‘All right, I will replace it.’ Now, if I get a nice garden hose back, I am in pretty good shape.”

    A month later, Roosevelt delivered his first Fireside Chat in several months. He told the American people that if Britain fell to Germany, they would be forced to live in a “new and terrible era in which the whole world, our Hemisphere included, would be run by threats of brute force.” The only way to keep America out of war was to ensure that Britain could stave off Germany and Italy on its own, on behalf of all free nations. To make that happen, “we must be the great arsenal of democracy.”

    Congress passed the Lend Lease Act by comfortable margins, though 40 percent of the House and one-third of the Senate voted in opposition.

    Roosevelt’s effort to arm Britain ran the gamut from outright executive fiat (bases for destroyers, surplus transfers) to skillful negotiation with Congress (cash and carry, lend-lease). But there was a common thread running through these maneuvers: The United States never appropriated direct military assistance to the United Kingdom. It traded stuff for stuff. Allowed the British military to buy war materiel from private manufacturers and transport it on British ships. Offloaded “surplus” goods.

    Isolationists howled. Supporters of mobilization cheered. And those in the middle uneasily accepted a series of fanciful conceits: They could outwardly maintain that they opposed direct aid to Britain and privately breathe a sigh of relief that aid was on its way.

    Biden faces a similar set of circumstances. To sustain America’s support of Ukraine, he will need to find creative ways to bypass the handful of GOP congressmen who currently enjoy functional control of the House. He already enjoys some leeway. Last year, he signed into law a latter-day version of the Lend Lease Act, patterned after the original law, that allows him to lease military equipment to Ukraine on a five-year basis. He might also look for ways to use NATO or other allies as a middleman in the transfer of arms.

    American presidents face many era-defining challenges: wars, pandemics, recessions. But one that gets less attention seems to keep haunting them: paperwork.

    Last November, at Joe Biden’s thinktank in Washington DC, aides to the US president were packing up and they found something that shouldn’t have been there: a stash of classified documents.

    As David Smith tells Michael Safi, that was not the end of the matter. A further search of Biden’s property turned up more secret documents that needed to be handed over to the national archives. It’s left Biden with a legal headache, but perhaps more pressing: a political one.

    The revelations have been leapt upon by supporters of Donald Trump who wasted no time in calling for Biden to face the same scrutiny as the former president who saw his own home raided by the FBI after ignoring demands to hand over documents he had taken without authorisation.

    The situations have notable differences: Biden has had fewer sensitive documents discovered than his predecessor, and unlike Trump, he appears to have cooperated with authorities in turning them over.

    The jubilation was tempered, somewhat, by Democrats on the Hill who expressed more apprehension about the posting.

    “The English language runs out of adjectives to describe the debasement, cynical debasement of the whole process these appointments represent,” Rep. Gerry Connolly (D-Va.), a senior Oversight panel member, said in an interview. “And it is, I think, a huge black mark on Kevin McCarthy.”

    Another longtime Oversight panel member, Rep. Robin Kelly (D-Ill.), warned that the GOP appointments were “frightening,” adding: “As someone who has been on this committee the entire time I’ve been in Congress, I am very concerned.”

    But underlying Democrats’ worry was the same sense of schadenfreude about the committee’s GOP makeup that they showed as now-Speaker Kevin McCarthy struggled through 15 ballots to win his post. With House GOP leaders set to go on offense over Biden world’s handling of classified documents, the Oversight seats handed to some of their biggest ongoing headaches gave Biden world a clear confidence boost.

    “[W]ith these members joining the Oversight Committee,” White House oversight spokesperson Ian Sams said in a statement, “it appears that House Republicans may be setting the stage for divorced-from-reality political stunts, instead of engaging in bipartisan work on behalf of the American people.”

    The Oversight panel is where many of the most explosive political battles engulfing an opposition White House are waged. They are tasked with probing an administration, exposing potential malfeasance — and may well end up setting the campaign agenda for the rest of the party to follow.

    They can knock a White House off its bearings: from the Obama administration’s Solyndra headaches to the Trump administration’s ongoing struggle over the former president’s financial documents.

    GOP lawmakers insist they have ample fodder to do the same with Biden, pointing to the chaotic withdrawal from Afghanistan to Biden family-linked business entanglements and name-trading involving the president’s son Hunter.

    Indeed, Oversight Chair James Comer (R-Ky.) offered no hint of worry about his members, telling POLITICO that he is “excited about” the roster. “I think it’s full of quality members, who are passionate about rooting out waste, fraud and abuse in the federal government.”

    Yet Greene and Gosar, booted by Democrats from previous committee assignments because of violent rhetoric aimed at colleagues, were also among the lawmakers most closely associated with Donald Trump’s challenges to the 2020 election. Both also spoke at a conference hosted by white nationalist Nick Fuentes’ America First PAC.

    Another incoming Oversight panel member, House Freedom Caucus Chair Scott Perry (R-Pa.), was a central figure in Trump’s push to contest his loss to Biden. Perry’s phone was seized by the FBI last year, and he refused to comply with a subpoena from the Jan. 6 select committee.

    Democrats haven’t yet named their members to the top House investigative committees, but they’re already confident the Republican-led panels will self-destruct.

    “The Republicans have brought the QAnon caucus to the Oversight Committee, and you can expect them to run with the most ludicrous conspiracy theories one can ever imagine,” said Rep. Dan Goldman (D-N.Y.). “And I think our job is very simple, which is to make sure that we ground our work and any of these investigations in reality.”

    Goldman, who played a prominent role in the House’s first impeachment inquiry against Trump, predicted Republicans would pay a political price for empowering the fringe of their conference: “I don’t think that any moderate Republican is going to win reelection because of an investigation into Hunter Biden’s laptop.”

    A spokesperson for Rep. Jamie Raskin (D-Md.), the top Democrat on the panel, declined to comment.

    One Biden administration official involved in planning for possible investigations cautioned that the members were “extreme and crazy, yes, and easy to dunk on in the media,” but said “they’re also dangerous.”

    “We are clear eyed about the kind of scorched earth tactics and mud fighting they want to engage in,” the official said. “We are going to follow the law and the rules of the game, and we won’t shy away from calling them out for flagrantly assaulting norms, order and facts themselves.”

    Both the Oversight and Judiciary committees have long contained some of the House’s fiercest partisans on both sides of the aisle, many of whom hail from safe congressional districts. The committees have sweeping investigative authority but often take on polarizing topics that members from swing districts tend to eschew.

    Notably, McCarthy, under pressure from other conference conservatives, established a new investigative body — a “select subcommittee” housed within the Judiciary Committee that’s expected to gobble up some of the most politically potent future GOP probes.

    This new panel — ostensibly to investigate “weaponization” of the government will mostly be guided by Judiciary chair Jim Jordan (R-Ohio), a Freedom Caucus co-founder who has become a trusted McCarthy ally. Democrats are privately betting that the select subcommittee’s broad scope — the coronavirus, the Justice Department, the Department of Education and the FBI are all among the GOP’s stated areas of interest — will ultimately spark “blowback” in a conference where some moderates still feel burned by a lackluster midterm election.

    And while Jordan is respected within the GOP conference, sitting at the center of every Trump-related congressional probe since 2017, he brings his own political baggage; like Perry, he refused to comply with a Jan. 6 committee subpoena. One House Democratic aide, speaking candidly on condition of anonymity, said the Ohio Republican’s leadership of the panel would only help Democratic efforts to “discredit” it.

    Meanwhile, some GOP members privately acknowledged the pitfalls of putting controversy-baiting members on investigative panels. But they said Jordan and Comer are respected enough within the conference to keep wayward members in line. And they also remarked on the entertainment value of the committees, noting that it’d be interesting to see members of the progressive “Squad” — who are expected to rejoin the Oversight Committee — go toe-to-toe with members like Boebert and Greene.

    Some GOP members also brushed off Democrats’ cries of “extremism” by noting that they sounded similar alarms during House GOP-led probes in 2018 into the FBI’s launch of the investigation into links between Trump’s 2016 campaign and Russia. While many of rank-and-file Republicans’ most extreme claims fell apart, the party still felt vindicated by an inspector general’s scathing report that found the FBI misused its surveillance powers to spy on a former Trump campaign adviser.

    Still, the presence of Greene, Gosar, Boebert and Perry, on the oversight panel has already allowed the White House and its allies to go on the attack.

    David Brock, a Democratic activist behind the Facts First group that is helping lead a counteroffensive to the House GOP investigations, called the Oversight appointments “the clear culmination of the corrupt bargain” McCarthy struck with the conservative members that he went on to describe as “the core group behind every conspiracy theory and lie.”

    “This collective group has the credibility of a sentient My Pillow commercial,” Brock said.

    Eric Schultz, a top White House spokesman under former President Barack Obama, said they found over the course of the administration that the most effective and challenging Oversight members to deal with “were the ones who take their jobs seriously and don’t look for attention.”

    “The more unserious people performing congressional oversight the easier this is going to be for the [Biden] administration. And in that regard I think the White House hit the jackpot. This is a crowd that will make [former House Oversight chair] Darrell Issa look intellectual.”
