    BRUSSELS — China’s attempt to style itself as a neutral peacemaker in the Ukraine war fell flat on Friday when NATO and the EU both slammed its playbook for ending the conflict one year after Russia’s full-scale invasion.

    Beijing is a key strategic ally of Russia, which it sees as a useful partner against the West and NATO. U.S. Secretary of State Antony Blinken said Chinese companies are already supplying “non-lethal” aid to Russia, but added there are indications that China is weighing up sending arms — something Beijing denies.

    Earlier on Friday, the Chinese foreign ministry published a 12-point, 892-word “position paper” with a view to settling what it calls the “Ukraine crisis,” without referring to it as a war.

    “China’s position builds on a misplaced focus on the so-called ‘legitimate security interests and concerns’ of parties, implying a justification for Russia’s illegal invasion, and blurring the roles of the aggressor and the aggressed,” Nabila Massrali, the EU’s foreign policy spokeswoman, said in a press briefing.

    “The position paper doesn’t take into account who is the aggressor and who is the victim of an illegal and unjustified war of aggression,” Massrali, said, calling the Chinese position paper “selective and insufficient about their implications for Russia’s war of aggression against Ukraine.”

    Ursula von der Leyen, president of the European Commission, said China’s stance was anything but neutral.

    “It is not a peace plan but principles that they shared. You have to see them against a specific backdrop. And that is the backdrop that China has taken sides, by signing for example an unlimited friendship right before Russia’s invasion in Ukraine started,” she said at a press conference in Estonia. “So we will look at the principles, of course. But we will look at them against the backdrop that China has taken sides.”

    NATO Secretary-General Jens Stoltenberg also joined officials in pouring cold water on Beijing.

    “China doesn’t have much credibility,” he told reporters on Friday, responding to the latest official document. “They have not been able to condemn the illegal invasion of Ukraine.”

    Stoltenberg added that there have been “signs and indications that China may be planning and considering to supply military aid to Russia,” although NATO has not seen “any actual delivery of lethal aid.”

    China has been hoping to improve ties with the Europeans, as it doubles down on efforts to discredit the U.S.

    Assistant Foreign Minister Hua Chunying, for instance, accused the U.S. of benefiting from the war. Wang Lutong, the head of European affairs at the Chinese Foreign Ministry, appealed directly to the European Union: “China is willing to make joint efforts with the EU and continue to play a constructive role on Ukraine,” Wang said in a tweet, adding a screenshot of the latest proposal.

    More doubts

    Merely five lines into China’s newly unveiled official plan on resolving the “Ukraine crisis” — released on Friday marking the first-year point of what Beijing studiously refuses to call a war — Russian propaganda appears.

    “The security of a region should not be achieved by strengthening or expanding military blocs,” the Chinese foreign ministry position paper reads, supporting the Russian claim that war broke out in order to prevent Ukraine from joining NATO.

    The next point in the Chinese plan: “All parties must … avoid fanning the flames and aggravating tensions.” Chinese diplomats have in recent weeks accused the U.S. of being the biggest arms supplier for Ukraine, while it faces mounting pressure not to provide Russia with weapons.

    Oleksandr Merezhko, chair of the Ukrainian parliament’s foreign affairs committee, called China’s position “hypocritical.”

    “[China’s proposal] is very reminiscent of the hypocritical Soviet rhetoric of ‘fight for peace,’” said Merezhko. “It’s a set of declarative empty slogans; it’s not backed by specifics or an implementation mechanism.”

    Merezhko also asked Europe not to fall for China’s charm offensive as it seeks to split the transatlantic unity on assisting his country. “China, just like Russia, is trying to split the EU and the U.S. and to undermine transatlantic solidarity,” he told POLITICO in response to the Chinese proposal. “It’s very dangerous.”

    Central and Eastern European countries, the most vocal supporters of arming Ukraine further, are equally dismissive of Beijing’s rhetoric.

    “China’s plan is vague and does not offer solutions,” Ivana Karásková, who heads the China Observers in Central and Eastern Europe think tank based in Prague. “The plan calls on Russia and Ukraine to deal with the issue themselves, which would only benefit Russia; China continues to oppose what it calls unilateral sanctions and asks for the sanctions to be approved by the UN Security Council — well, given the fact that the aggressor is a permanent UNSC member with a veto right, this claim is beyond ridiculous.”

    NEW YORK — Florida governor and potential Republican presidential candidate Ron DeSantis plans to travel to New York City for a law enforcement event Monday, according to a copy of an invitation obtained by POLITICO.

    DeSantis, who is expected to declare his candidacy in the spring, is listed as a “special guest for a discussion on protecting Law and Order in New York,” according to the email. The event will take place early Monday morning, coinciding with the federal Presidents Day holiday.

    Doors will open at 7:30 a.m. at the Privé catering hall on the South Shore of Staten Island — one of the few Republican bastions in the otherwise Democratic stronghold of New York City. Staten Island is the only one of the city’s five boroughs to support former President Donald Trump in both 2016 and 2020. It is a suburban enclave in a city of mass transit, congestion and skyscrapers, and is home to many police officers and firefighters who tend to back GOP candidates.

    In an interview with POLITICO, Daniels punched back.

    “David perfected the art of losing elections in Indiana,” Daniels said of his one-time Reagan administration colleague and a former Indiana congressman who lost the 2000 gubernatorial election to Democrat Frank O’Bannon by a double-digit margin as well as a 2012 congressional primary to Susan Brooks in the 5th Congressional District. “Now he makes money helping other people lose elections. I always thought well of David, but he’s gone in a different direction. I’m not the one to psychoanalyze that.”

    A Club for Growth PAC spokesperson said of Daniels in a statement: “We expect he’ll be making these and other criticisms of conservatives on a more regular basis live on CNN from his retirement. David has had a strong record at Club for Growth PAC winning more than 70% of races, including supporting mostly conservative underdogs.

    Prior to Daniels deciding not to run, national and state Republican operatives had expressed fear that his entrance into the race would have resulted in an intra-party civil war between the more moderate and Trump-aligned factions. The Club for Growth wasn’t the only one attacking Daniels. Allies to former President Donald Trump also attacked him as a RINO.

    Daniels disputed that the race would’ve been hotly contested— “maybe ugly,” he said, but “not close.” He declined to criticize Banks for not disavowing the attacks on him from Trump world and the Club for Growth.

    “That was for him to decide,” Daniels said. “Once again, it wasn’t a factor. We had all the advantages. And frankly, I’m told they knew that. We were allies in the past, and I’ll always think of him that way.”

    Banks has said that he respects Daniels, and “learned a lot from him” during his time as a state senator, which overlapped with the former governor’s tenure. Banks quickly consolidated his support as Daniels stepped aside, with NRSC Chairman Steve Daines (R-Mont.) calling Banks one of the cycle’s “top recruits this cycle” and saying he had the “utmost respect” for Daniels’ career.

    While Banks faces no challenger at the moment, Daniels allies are shopping for one. Daniels’ friend and adviser Mark Lubbers said retired Rep. Trey Hollingsworth — who could self-fund — “has the intellectual capacity to be a Reagan Republican and if he committed to that path they would eagerly support him.”

    Hollingsworth did not respond to a request for comment. Banks did not immediately respond to a request for comment.

    Daniels declined to discuss whether he would back a presidential candidate in 2024.

    “I hope a lot of flowers bloom, and there are lots of choices for the nation,” he said.

    He said he was unlikely to enter the political fray again. “I just haven’t decided whether to take up a partisan role again.”

    Srinagar, Feb 13 (GNS): A man lost both of his limbs after ‘attempting suicide’ on coming underneath a moving train in Sadura area in south Kashmir’s Anantnag district, officials said.

    They told GNS that a man ‘jumped in front’ of a moving train, on the way from Banihal to Baramulla, near Sadura, resulting in him losing both his limbs.

    The officials identified the person as Mohammad Ashraf Itoo a resident of Gopal Pora Mattan.

    The person was taken to a nearby hospital from where the doctors referred him to SKIMS Soura for preferential treatment, they further said.

    Meanwhile, the police have taken cognizance of the incident for necessary investigations. (GNS)

    “The reality is we have a governor setting up a presidential bid, and this is basically his attempt to get earned media time on Fox News,” Rep. Anna Eskamani (D-Orlando) said during Friday floor debate opposing a special session bill that would expand a DeSantis-championed migrant flight program.

    Republican legislative leaders convened the special session at DeSantis’ urging but downplayed suggestions that they were reluctantly pushed into it by the governor. Yet they couldn’t answer basic questions about the bills before the Legislature approved the measures.

    “You guys are making inquiries, and I look forward to talking about it. But I think the governor is on the right path,” Speaker Paul Renner (R-Palm Coast) told reporters Friday when asked how the state spent millions on the migrant flight program.

    The migrant proposal approved by lawmakers expands the controversial program that DeSantis used to fly nearly 50 mostly Venezuelan migrants from Texas to Martha’s Vineyard in September. The new bill allows the state to spend money to move migrants from anywhere in the U.S., not just those currently in Florida. A Democratic state lawmaker, Sen. Jason Pizzo (D-Miami), sued DeSantis last year, claiming that the $12 million previously earmarked for the program only allowed the state to transport migrants who were in Florida.

    Yet questions remain over how the state spent millions of dollars that lawmakers previously appropriated for the migrant transport program. In September, DeSantis paid an outside vendor — which was a former legal client of the governor’s public safety czar, Larry Keefe — to fly migrants to Massachusetts. Florida paid at least $1.5 million to arrange several sets of flights from Texas to Democratic strongholds in September, but it later approved a further $1.9 million in payments in October that the governor’s office has not yet publicly explained.

    Public records also later showed that Keefe used a private email account that made it appear as if the messages were from “Clarice Starling,” the protagonist from the “Silence of The Lambs,” when coordinating the program.

    Renner said he couldn’t answer questions about whether it was appropriate for DeSantis administration staffers to use private emails that disguise their true identity because he was not familiar enough with the Keefe emails.

    During a Wednesday news conference, Senate President Kathleen Passidomo (R-Naples) said it was “above my pay grade, or a different pay grade I guess I should say” when asked about specifics of the program. She directed some questions to Division of Emergency Management Director Kevin Guthrie, who will be in charge of the migrant flight program under the special session bill given final passage Friday.

    During a lengthy Wednesday hearing in the Senate, Pizzo grilled the bill sponsor, state Sen. Blaise Ingoglia (R-Spring Hill), about his proposal, but Ingoglia repeatedly said he couldn’t comment on the program because of pending litigation.

    Lawmakers this week were also unable to answer questions about a measure lawmakers approved that allows a statewide prosecutor to charge individuals with election-related crimes. The change came about after the DeSantis-created Office of Election Crimes and Security highlighted last August the arrest of 20 people for allegedly illegally voting in the 2020 election because they had previous convictions for serious crimes like murder.

    Those arrests, however, have come under scrutiny after POLITICO and other outlets reported that the defendants were told by state and local election officials that they were allowed to cast ballots. Judges tossed the charges against three defendants in part because the Office of Statewide Prosecution does not have jurisdiction in the election fraud cases. The bill lawmakers approved now clarifies that the office has authority to file such charges.

    Yet lawmakers approved the changes to the office without knowing if it would retroactively apply to the defendants who had already been charged by the Office of Statewide Prosecution.

    “I can’t answer that,” Passidomo said during her Wednesday press conference. “I would generally say these bills are not retroactive.”

    Renner on Friday said he also was not sure, but thought the bill could be retroactive. He said regardless, the bill was needed because DeSantis’ new office racked up early losses in court.

    “These new rules will be hashed out in the courts, and the courts will make the determination as to what may or may not apply retroactively,” he said. “What we are doing here is to make sure the jurisdictional issue is solved. There are some cases that went the other way, and so we want to make sure we have the ability to do what we always do, make it easy to vote, and hard to cheat.”

    Lawmakers this week also approved a bill giving Florida and DeSantis more control over the Reedy Creek Improvement District, which has given Disney World the right of self-governance at its Orlando-based theme park for more than five decades. Lawmakers last year stripped Disney World of its self-governing status after top Disney officials publicly criticized Florida’s law that bans teachers from leading classroom instructions on sexual orientation and gender identity in classrooms from kindergarten through third grade. The law is widely known as “Don’t Say Gay.”

    Legislators renamed the district, took away some little-used powers and gave DeSantis more authority over the company by creating a five-person oversight board he will appoint.

    The week before the session began, DeSantis publicly pushed lawmakers to convene in Tallahassee to approve the Disney bill and hinted at other unspecified priorities. Lawmakers were quietly concerned the session was being called too soon and a Disney-focused bill was not yet ready. Legislators filed the Disney bill last and needed to amend it, adding to the sense that the special session was being hurried.

    “This legislation was not rushed at all, like has been reported,” Fred Hawkins, the St. Cloud Republican who sponsored the bill, said Friday, acknowledging the open perception lawmakers had to hurry the bill. “This was thought out, that’s why the bill was so large.”

    Republican legislative leaders also defended their decision to call a sixth legislative session in less than a year to help fix DeSantis’ previously passed priorities. The governor or legislative leader called two special sessions in 2021 and four in 2022.

    “I think we frequently have special sessions,” Renner said Friday. “As I said, we do not wait around to fix problems and each of these bills in my mind had some time sensitivity to it.”

    The Vatican said more than 100,000 people attended the service, filling the field of the Garang Mausoleum and surrounding roads.

    In a bid to spur the process along, Francis was joined on the novel ecumenical peace mission by the Archbishop of Canterbury, Justin Welby, and the moderator of the Church of Scotland, the Rt. Rev. Iain Greenshields. The aim of the Catholic, Anglican and Presbyterian leaders was to push Kiir and Machar to recommit themselves to the 2018 deal.

    Welby and Greenshields joined Francis on the altar at Mass on Sunday and were to accompany him on the flight back to Rome.

    The three also aimed to put a global spotlight on the plight of the country, oil-rich and yet one of the world’s poorest, where humanitarian needs are soaring for the 2 million people who have been displaced by continued clashes and years of above-average flooding. Watchdogs’ allegations of corruption are also widespread; some South Sudanese upon the pope’s arrival noted that his modest vehicle was overshadowed by local officials’ luxury ones.

    During the three-day visit, Francis, Welby and Greenshields sought to draw attention to the plight of South Sudan’s most vulnerable people, the women and children who have borne the brunt of displacement and make up the majority of people living in temporary camps.

    They raised in particular the plight of women in a country where sexual violence is rampant, child brides are common and the maternal mortality rate is the highest in the world.

    “If we look at South Sudan, I would just use one word: South Sudan is a patriarchal country,” said Elizabeth Nyibol Malou, a lecturer in economics at the Catholic University of South Sudan. Citing cultural norms in which wealth is passed down to male heirs and women are married young for dowries, she said it is a constant struggle to keep girls in school.

    Women in South Sudan, she said, “are tired. They are struggling. They are frustrated, and they’re stuck.”

    Edmund Yakani, executive director of the Community Empowerment for Progress Organization, said the visit of the three leaders was an important push to the peace process.

    He called it a “critical exposure of our political leaders towards their personal responsibility for making peace and stability prevail in the country.”

    Bengaluru: A high-level committee on Thursday decided to approach the Centre afresh with a plea to denotify about 9,600 acres of forest land in favour of 11,000 to 12,000 families displaced due to the Sharavathi river project in Shivamogga district of Karnataka and rehabilitated there decades ago.

    The panel is headed by State Home Minister Araga Jnanendra and former Chief Minister B S Yediyurappa, both of whom hail from the district.

    After a meeting here, Yediyurappa told reporters that a fresh proposal would be sent to the Centre with a request to denotify the forest land in favour of those displaced families who have not yet got rights over the land.

    “We had called on the Union Minister for Environment, Forest and Climate Change Bhupender Yadav and apprised him of the predicament of nearly 11,000 to 12,000 displaced people (families). He has asked us to survey the land and send a proposal,” Yeddyurappa said.

    He said those dwelling on the land have not got ownership rights and it is akin to being landless.

    “The district administration has completed the survey and prepared a proposal to give ownership on 9,600 acres of land. We will send the proposal today itself,” Yeddyurappa said.

    Shivamogga MP and Yediyurappa’s son B Y Raghavendra, legislators, and senior officials attended the meeting.
