    New Delhi: Prime Minister Narendra Modi on Friday inaugurated 91 FM transmitters spread across 18 states and two union territories, in a move that will boost FM radio connectivity in the border regions and aspirational districts.

    With these new transmitters set up in 84 districts, the coverage will further increase by about 35,000 sq km area, benefitting an additional two crore people who did not have access to the medium so far.

    “These FM transmitters will play a key role in a range of services be it timely dissemination of information, weather forecast for agriculture or connecting the women self-help groups with new markets,” Modi said.

    He said the tech revolution in the country helped radio emerge in a new avatar and brought new listeners to the medium. The prime minister said the government is constantly working for the democratisation of technology.

    The expansion takes place two days before the landmark 100th episode of Mann ki Baat, the prime minister’s monthly radio programme.

    The 91 new 100 W FM transmitters have been installed in 84 districts with a special focus on enhancing coverage in Bihar, Jharkhand, Odisha, West Bengal, Assam, Meghalaya, Nagaland, Haryana, Rajasthan, Uttar Pradesh, Uttarakhand, Andhra Pradesh, Kerala, Telangana, Chhattisgarh, Gujarat, Madhya Pradesh, Maharashtra, Ladakh and Andaman & Nicobar Islands.

    Jammu, April 25 (GNS): The Administrative Council (AC) which met here today under Lieutenant Governor, Manoj Sinha accorded Administrative Approval for Construction/Improvement of Malla Khul in Beerwah area of District Budgam amounting to Rs. 24.84 Cr.

    Rajeev Rai Bhatnagar, Advisor to the Lieutenant Governor; Dr.Arun Kumar Mehta, Chief Secretary, J&K and Mandeep Kumar Bandhari, Principal Secretary to Lieutenant Governor attended the meeting.

    The estimated cost of the project is Rs. 24.84 crore, to be funded under Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) programme with funding pattern of 90:10 and is expected to irrigate cultivable command area of 1725 hectares during Kharief season and 665 hectares during Rabi season benefitting 26 villages of district Budgam.

    The decision will enable the Department to repair this canal which is in dilapidated condition and thus requires a full scale construction to prevent leakages and overflow. The scheme which will run on gravity, with 2.52 Cumecs of discharge with benefit cost ratio of 4.98:1. The construction of the scheme is expected to generate 110458 mandays of skilled and 441831 mandays of unskilled labours in the area.

    The decision will fulfil the long pending demand to solve the irrigation problem of the area and will lead to conversion of farm agriculture from rain fed to irrigated farming.(GNS)

    Abu Dhabi: The Ministry of Finance has announced a new UAE Cabinet decision relating to ‘qualifying public benefit entities’, whereby Public benefit entities are exempted from the corporate tax.

    It’s noteworthy that the Corporate Tax Law provides the legislative basis for the introduction and implementation of a Federal Corporate Tax in the UAE and is effective for financial years starting on or after 1 June 2023. The Federal Decree-Law No. (47) of 2022 on the Taxation of Corporations and Businesses was issued by the United Arab Emirates on 09 December 2022.

    The exemption is designed to reflect the significant role played by public benefit entities, which often include organisations with a focus on areas of religion, charity, science, education and culture.

    These entities must continue to comply with all pertinent local, state, and federal laws and notify the Ministry of Finance of any changes that may affect their status as Qualifying Public Benefit Entities in order to be eligible for UAE Corporate Tax exemption. These entities must also meet the requirements under Article (9) of the Corporate Tax Law.

    On the Finance Minister’s recommendation, the Cabinet may change, add, or remove entities from the list of Qualifying Public Benefit Entities.

    Any change that affects the business’s ability to continue meeting the requirements outlined in this Decision and the Corporate Tax Law must be reported by an entity that is identified in the schedule attached to the decision.

    Qualifying public benefit entities are subject to a number of reporting requirements, mostly to ensure that they continue to meet the requirements for approval.

    With regard to their deductible expenses under Article 33 of the Corporate Tax Law, taxpayers now have more clarity and transparency thanks to the Cabinet’s decision, as donations and gifts will be recognised as deductible expenses for corporate tax purposes if they are given to one of a qualifying public benefit entity listed in the Cabinet Decision.

    London: As England gears up for local elections next month, a new survey on Saturday indicates that Prime Minister Rishi Sunak may be poised to benefit somewhat from a swing towards the ruling Conservative Party from a large chunk of undecided voters.

    Polling for The Times’ newspaper shows that almost a third of all voters either don’t know how they will cast their ballot or say they won’t vote at all.

    Asked who would make the best Prime Minister between Sunak and Opposition Labour Party leader Keir Starmer, the YouGov analysis shows 21 per cent say Sunak while 8 per cent back Starmer.

    “Undecideds are also almost four times more likely to trust Sunak and the Conservatives to handle the economy than they are to trust Labour, which in past elections has always been a good indicator of how people cast their ballot,” the newspaper analysis notes.

    The survey, just weeks before the May 4 polling for local councils, shows that if an election were to be held tomorrow the “don’t knows” would be the UK’s third largest party with 16 per cent of the vote and 2 percent behind the Tories.

    “Tory and Labour strategists acknowledge that this group presents both the biggest opportunity to Sunak and the biggest threat to Starmer’s hopes of a healthy Labour majority when the general election comes.

    On the positive side for the Tories, at the moment this group seems to be leaning towards Sunak,” the newspaper poll analysis reads.

    A local election coming around a year before a general election is due to be held is seen as a sign of things to come for all parties in the UK.

    Based on their own internal polling, the Conservative Party strategists reportedly believe that the percentage of the electorate which is up for grabs is between 30 and 40 per cent. They hope that, as the general election gets closer, this group will ultimately end up backing Sunak.

    “The parallel is 2014 when the Tories were six points behind in the polls but [Tory leader David] Cameron was significantly outpolling [Labour leader] Ed Miliband as best prime minister,” a senior figure in the Conservative campaign told The Times’.

    “When it came to the election in 2015 those voters came to us because of who they thought would make the best prime minister. But it’s going to be a long time before that shows up in headline voting intention,” the source added, with reference to David Cameron going on to be elected Prime Minister in 2015.

    The Labour Party, however, holds an overall 18-point poll lead over the governing Tories.

    An average of all polls by the website Politico shows that while Sunak has substantially improved the party’s position since predecessor Liz Truss’ brief time at Downing Street, the Tories still face an uphill task to win over voters in time for the next general election.

    London: UK Prime Minister Rishi Sunak has been facing the heat after it emerged that his wife Akshata Murthy has shares in a childcare agency, which stands to gain from a new policy announced in the recent budget.

    Koru Kids, which lists the PM’s billionaire wife as a shareholder, is likely to benefit from a scheme announced by Chancellor Jeremy Hunt, which offers 1,200 pounds to individuals who train to become child-minders through an agency, The Guardian reported.

    Appearing before the liaison committee this week, Sunak did not mention his wife’s interest when speaking about the childcare changes.

    “No, all my disclosures are declared in the normal way,” he told Labour MP Catherine McKinnell when she asked him whether he had anything to declare.

    The public register of ministerial interests, which was last updated in June 2022, only mentions that Akshata owns Catamaran Ventures UK Ltd, a venture capital investment company.

    Wendy Chamberlain, the Liberal Democrat chief whip, wrote to Sir Laurie Magnus, the independent adviser on ministerial interests, highlighting the provision in the code that requires ministers to avoid conflicts between their public duties and private interests.

    “The Prime Minister’s family does appear to have a relevant financial interest in Koru Kids – which has benefited from a recent change to government policy. There is a clear question as to whether articles 7.1 and 7.7 of the ministerial code have been breached,” The Guardian quoted Chamberlain as saying.

    “Rishi Sunak must explain why he failed to come clean when asked about the shares his family held in a company now set to financially benefit from a childcare policy announced in his budget,” Angela Rayner, Labour’s deputy leader, said.

    Sunak’s spokeswoman said: “He has followed the process in terms of declaring his interests as set out in the ministerial code”.

    She said the First Lady’s holdings in the agency were not in the public domain, but said they would be included in the updated statement of ministers’ interests, which will come out in May.

    According to BBC, the new scheme could drive up the number of childminders entering the profession and generate more business for companies such as Koru Kids, which is listed as one of six childminder agencies on the government’s website.

    The agency welcomed the government’s reforms on its website and said “the new incentives open to childminders are great”.The website says new childminders would get a bonus of 1,200 pounds if they “come through an agency like Koru Kids who offer community, training and ongoing support”.

    Last year, Sunak and his wife entered The Sunday Times Rich List for the first time with their joint 730 million pound fortune.

    Indeed, Akshata Murthy is said to be wealthier than even King Charles III due to her 430 million pounds stake in her billionaire tycoon father Narayana Murthy’s IT empire.

    The self-employed from January 2023 will be governed by a new contribution system that is based on the annual returns obtained in the exercise of all economic, business or professional activities. The Government approved this reform along with a set of changes regarding the benefit for cessation of activity that self-employed workers can access.

    As of January 1, 2023, anyone who is going to register as a self-employed person will have to choose a contribution base based on the forecast of the monthly average of your annual net income according to a general table of bases, set each year by the General State Budget Law. The bases chosen will be provisional until the time of the regularization that will be carried out in the following year, taking the annual yields obtained and communicated by the corresponding tax administration.

In principle, the perception of the economic benefit for cessation of activity with a self-employed work is not allowed, even if its realization does not imply the mandatory inclusion in the Special Scheme of Social Security for Self-Employed or Self-Employed Workers or in the Special Scheme Social Security for Sea Workers. Nor is it with a job for someone else.

    However, the people who are in the two new cases included to access the benefit will be able to continue receiving the benefit if they find a job.     Long ago, in May 1960, an American U-2 spy plane took off from Pakistan to fly at high altitude across the Soviet Union as part of a mission to photograph key facilities and military sites on behalf of the CIA. The Russians saw it and shot it down. The pilot, Gary Powers, managed to descend by parachute and was arrested. In Washington, the Eisenhower administration lied about his mission, claiming the U-2 was a “weather plane” that had strayed off course after its pilot had “difficulties with his oxygen equipment” (sound familiar?).

    The incident caused a temporary poisoning of US-Soviet relations as the Kremlin turned it into political theatre. Moscow subjected Powers to a highly publicised criminal trial and gave him a 10-year sentence.

    In the US, Powers was portrayed as an all-American clean-cut hero who neither smoked nor drank (which was not true). In spite of the mutual fury neither side was genuinely shocked, since it was accepted that spying was routine. The technology might change as improvements were made in information-gathering systems, but the practice of surveillance went back to time immemorial and could not be stopped.

    The analogy with the US downing of a Chinese high-altitude balloon that intruded into US airspace last week is clear. It too produced a hurricane of hypocritical outrage. The Republicans attacked Joe Biden for being weak and failing to protect US national security. They said he should have shot the intruding balloon down as soon as it was spotted. Fearful of being seen as too old to run for a second term, Biden ordered his secretary of state to delay a planned visit to Beijing.

    In a pathetic parody of the political row in Washington, the UK government promptly ordered a review of Britain’s security. Rishi Sunak forestalled any Labour charges of being weak on defence by announcing that RAF jets were on standby to shoot down any Chinese surveillance balloons that penetrated UK airspace. What about Chinese spy satellites? Are they also going to be taken out by doughty British pilots?

    The reality is that using technology to spy on other states’ military capabilities is as old as it is widespread. So is the use of covert tools to discover another government’s intentions. The methods are constantly being updated. Listening devices and phone-tapping have now been supplemented by cyber systems to hack emails and other internet messaging. An Israeli company, NSO Group, has – as well documented in the Guardian developed the Pegasus technology that can listen to conversations, read SMS texts, take screenshots and access people’s lists of contacts. It has sold the system to a range of authoritarian foreign governments that want to monitor their own citizens’ views and behaviour.

    Phone-tapping and cyber surveillance are not only done by governments to potential or actual enemies. Remember the row in 2013 that erupted during Barack Obama’s presidency after Edward Snowden revealed that the US National Security Agency had been listening to German chancellor Angela Merkel’s mobile phone conversations for years. The Germans were almost as embarrassed as the Americans. Merkel angrily declared that “spying between friends just isn’t on” but an inquiry by the German federal prosecutor was quietly dropped.

    Let’s face it. Spying is a benefit. The more that countries know about a potential enemy’s defence systems the better it usually is. Starting hostilities is less likely if you have accurate and up-to-date information about what your army is up against (a lesson Vladimir Putin failed to learn before 24 February last year).

    Understanding another state’s or another leader’s intentions is even more important, whether this intelligence-gathering is performed by spies, diplomats and non-governmental political analysts or by what are politely called “technical means”. The crucial issue, which no amount of balloons or satellites can provide, is empathy. Put yourself in the other side’s shoes. Understand their history, culture and the economic and political pressures their leaders are under.

    There is no doubt that the relationship between the US and China is the leading global security challenge of at least the next 10 years. The two countries are rivals and competitors, but they are not enemies. Everything should be done by western countries not to slip into a mindset that treats China as hostile. Peace in Asia – and indeed the whole world – is too important to be hijacked by hysterical excitement over a roving balloon.

    Hyderabad: Telangana minorities welfare minister Koppula Eshwar, in the legislative assembly on Thursday said that nearly 39,000 Muslim minorities benefited under different schemes of the state this year.

    “Committed towards the welfare of Muslim minorities, the state government through the Muslim Minorities Finance Corporation, bank-linked subsidies under the Economic Support Scheme, Driver Empowerment Scheme and Own Your Auto programme have made an effort towards the welfare of its beneficiaries,” said the minister.

    The minister informed the council that nearly 12,000 beneficiaries were identified through committees this year and Rs 120 crore were sanctioned for the same purpose accordingly this fiscal.

    He further said the state government, in the new budget, has proposed Rs 270 crore, which would benefit 27,000 applicants.

    “39,000 beneficiaries would benefit in the next 10 months,” said the minister.
