    Barpeta: Three leaders of the proscribed Popular Front of India (PFI) and Campus Front of India (CFI) were arrested by Assam police from Barpeta Road Railway station, police said on Saturday.

    Two of the three arrested are top leaders of PFI and one of CFI, superintendent of police Amitabh Sinha told reporters here.

    The trio were arrested from the railway station on Thursday night when they arrived there by train from Delhi, he said.

    The CFI leader was identified to be its national treasurer Jahidul Islam while the PFI leaders are its Assam secretary Jakir Hussain and state president Abu Sama, Sinha said.

    The police also seized Rs 1.5 lakh in cash and several documents from them, the SP said.

    Sinha said that the trio had fled from the state after both the outfits were banned in September 2022 and were continuing their activities from outside Assam.

    Police was on their trail for long and the three are being interrogated to ascertain the reason for their visit, he said.

    Islam and Hussain were residents of Baksa district, while Sama hails from Barpeta.

    A total 36 PFI activists were arrested from different parts of the state and New Delhi during a national crackdown against the outfit in September. It led to a ban on the outfit the same month.

    The organisation was found to be active in the minority-dominated districts, particularly in the char (riverine) areas, since 2014 when its activists began helping people from the community in filing documents for inclusion of their names in the National Register of Citizens.

    Prior to that, they were found to be mainly involved in educational activities in the riverine areas of Bengali-speaking Muslim dominated areas.

    PFI shot into prominence in the state during the protests against the Citizenship Amendment Act in 2019 and some of their activists were also arrested during the stir for alleged stone-pelting in the state.

    The CFI is the student wing of PFI. PFI, CFI and seven other associated outfits were banned by the Centre for unlawful activities in September, 2022.

    Priyanka Chopra in an interview with Dax Shepherd on his podcast Armchair Expert said that she wasn’t getting good roles because of industry politics. She said, “I was being pushed into a corner in the industry (Bollywood). I had people not casting me, I had beef with people, I am not good at playing that game so I kind of was tired of the politics and I said I needed a break.”

    Talking about Priyanka’s journey in the West, she won two consecutive People’s Choice Awards for her role in ‘Quantico’, which was a hit TV show. She will be next seen in Russo Brothers’ show Citadel and the Hollywood film Love Again.

    But Democrats remain far from united about what to do. As powerful senators push for aggressive action, some of the more tech-savvy Democrats — particularly in the House — are calling for restraint when it comes to a ban. And they’re instead pushing solutions that would also address the privacy and security risks posed by U.S.-based apps.

    “TikTok has become a proxy in the escalating tensions with China,” said Rep. Lori Trahan (D-Mass.), a House E&C member who is wary of an outright ban on TikTok. Trahan said Congress “has a responsibility not to fall prey to tribalism or nationalism when it comes to tech policy” — and, she added, “we know there are companies in the U.S. that want TikTok to be banned.”

    Frank Pallone (D-N.J.), the top Democrat on E&C who peppered Chew with tough questions on Thursday, is also reluctant to back a nationwide ban on the Chinese-owned app. He’d prefer to talk about data privacy legislation instead.

    “A lot of the abuses that I see with TikTok stem from the fact that they abuse the data that people have,” Pallone said on Wednesday. “I haven’t said that I’m for or against a ban. But I do think that if you only ban TikTok, you’re just going to see this happen on some other site.”

    The Democrats’ divide might not matter in terms of legislation passed by the House, where Republicans hold the majority. But a fracture on TikTok complicates efforts to present a united front against China, and could provide cover for the small number of influential Senate Democrats who are less gung-ho about a ban. It could also elevate the concerns being raised within Biden’s cabinet. In an interview with Bloomberg News earlier this month, Commerce Secretary Gina Raimondo worried a TikTok ban would cause Democrats to “literally lose every voter under 35, forever.”

    That argument was made explicit on Wednesday by Rep. Jamaal Bowman (D-N.Y.), who emerged this week as TikTok’s top champion on Capitol Hill. Flanked by two of his fellow House Democrats and roughly two dozen TikTok “creators” flown to Washington by the social media giant, Bowman accused Senate Democrats who back a ban of stoking xenophobia and hurting the estimated 150 million Americans who use the app each month. And because TikTok users tend to skew younger, he warned against provoking a backlash that could land disproportionately on the Democratic Party.

    “What if those young voters stay home or go Republican?” Bowman said. “Young voters are the reason why we were able to keep things decent — almost even — in 2022 in terms of the House.”

    Senate Dems shrug off TikTok’s politics

    Bowman’s argument — which has become the conventional wisdom in some circles — has far less traction with Democrats in the Senate.

    “I think the politics of a TikTok ban are to do the right thing and protect our national security,” said Sen. Richard Blumenthal (D-Conn.). He added that the Biden administration’s new plan to force TikTok’s Chinese owners to sell the app or be banned “ought to be welcomed by everyone — regardless of their age.”

    Sen. John Hickenlooper (D-Colo.) said young voters will always be able to find another app — and that national security always trumps politics. “TikTok is owned by our largest rival, who is right now consorting with Vladimir Putin and the so-called Russian Empire,” Hickenlooper said. “We have to treat them as a serious rival, and that means you don’t let them have access to all our young people are thinking and doing.”

    Some Senate Democrats remain skeptical of a TikTok ban, especially if it comes at the expense of broader privacy reforms. “I’m fine with the idea of restricting government phones, not making TikTok available,” said Sen. Ron Wyden (D-Ore.). “I do think that this highlights, again, that what’s necessary [is] a comprehensive privacy policy. Because if all you do is TikTok, then you’re giving a huge win to these private data brokers.”

    Others appear to be keeping their powder dry. That includes Senate Commerce Chair Maria Cantwell (D-Wash.), who declined to answer questions this week on the wisdom of a TikTok ban. Spokespeople for Cantwell also did not respond to questions on whether Washington should ban the app.

    But many Democratic senators are taking a decidedly different approach. After months of relative silence, a growing cadre have joined Republicans in claiming it’s only a matter of time before Beijing uses TikTok to spy on Americans and peddle propaganda.

    “The sooner that we ban this, the better,” Sen. Michael Bennet (D-Colo.) said during a Thursday appearance on MSNBC.

    The national security argument against TikTok is deceptively simple: TikTok is owned by ByteDance, which is headquartered in Beijing. Chinese law requires any company based within China’s borders to comply with requests from Beijing’s security and intelligence services. And even if no evidence of collusion exists today, Democratic senators increasingly believe nothing TikTok says or does can lessen their fears that the app will one day be weaponized.

    Sen. Ben Ray Lújan (D-N.M.) said TikTok’s popularity among young voters shouldn’t dissuade Democrats from taking decisive action against the app. “If someone was serving poison to people in a popular meal, does that mean we should not act on that?” he asked.

    Luján also criticized Raimondo for her suggestion that a TikTok ban could spark political blowback. “It’s unfortunate that that’s an observation by one of the secretaries of the United States responsible for keeping people safe, and looking at actions that must be taken to ensure that people are not going to have their privacy and their data dismantled,” he said.

    Senate Intelligence Committee Chair Mark Warner (D-Va.) said he believes Raimondo still shares his concerns about the threat posed by TikTok. And despite the political risk, he said he’s had no trouble getting Democrats to sign onto his bipartisan RESTRICT Act, which would give the Biden administration enhanced authority to ban TikTok.

    “We’re up to 10 and 10 [Democratic and Republican cosponsors],” Warner said on Wednesday. “And we pick up more every day.”

    House Dems still skeptical

    It’s a very different story for the DATA Act, a bill introduced earlier this year by House Foreign Affairs Committee Chair Michael McCaul (R-Texas). While that legislation would also enhance the White House’s power to restrict TikTok, it passed out of committee last month with no Democratic support.

    McCaul mused that some Democratic lawmakers may be hesitant to attack the app when many of them use it to reach younger voters. And he said he’s noticed a split in how Democrats in the House and Senate have approached the perceived threat.

    “At least on my committee, I didn’t see one Democrat in favor,” he said. “On the other hand, you’ve got Warner — he’s trying to do something about it. He knows it’s a threat. I think even [Senate Majority Leader Chuck] Schumer does too.”

    While McCaul said he hasn’t thought much about the politics of a ban, he is aware of the impact it could have on youth voters. “My daughter told me I’d be very unpopular with the younger generation,” the Republican lawmaker said.

    A recent poll commissioned by The Washington Post found 41 percent of Americans support a nationwide TikTok ban — nearly double the percentage of Americans who oppose that plan. But those numbers are reversed among monthly TikTok users, with 45 percent opposing a ban.

    Naomi Hearts, a TikTok creator from Los Angeles who the company flew out to Washington to help make the case against a ban, said she wouldn’t “solely” blame Biden or congressional Democrats if the government nuked the app. But given TikTok’s popularity with Generation Z, she said a ban “could have possible repercussions for our party.”

    Rep. Yvette Clarke (D-N.Y.), another Democrat on the House E&C Committee, said “no one wants a ban” — on her side of the aisle, at least. While Clarke said there’s a need for more “transparency” in how TikTok handles U.S. user data, she stopped short of the aggressive measures that Republicans and many Senate Democrats are now proposing.

    Rep. Mark Pocan (D-Wisc.), who joined Bowman and Rep. Robert Garcia (D-Calif.) at Wednesday’s pro-TikTok press conference, suggested Senate Democrats pushing for a ban are out of touch with their constituents.

    “We’re a little closer to the people,” Pocan said. “We’re the ones who talk to folks that are content creators and small businesspeople and all the rest.”

    Bowman struck a similar tone. “There’s always a split, it seems, between Democrats in the House and Senate,” he said. “We all come from different places. We have different experiences. We’re different demographically, in terms of age. I think that’s part of it.”

    Bowman — who claimed on Wednesday that Republicans are pushing a TikTok ban because they “ain’t got no swag” — didn’t mince words when asked about the growing support for a ban among Senate Democrats.

    “They ain’t got no swag either,” the congressman said.

    New Delhi: The Supreme Court on Friday held as bad in law its 2011 verdicts that ruled that mere membership of a banned organisation will not make a person criminal unless he resorts to violence or incites people to violence.

    A bench of Justices MR Shah, CT Ravikumar and Sanjay Karol, while deciding a reference made by a two-judge bench, held that mere membership of banned organisation will make a person criminal and liable to be prosecuted under provisions of UAPA.

    The bench said the subsequent decisions passed by high courts pursuant to its two-judge verdicts in 2011 on membership of banned outfits are bad in law and overruled.

    While allowing petitions of the Centre and the Assam government seeking review of the apex court’s 2011 verdicts on membership of banned outfits, the court said the Union government was required to be heard when a provision enacted by Parliament is read down.

    The top court said the 2011 verdicts were passed while relying on American court decisions which cannot be done without considering the condition prevailing in India.

    “In India right to freedom of speech and expressions is not absolute and is subject to reasonable restriction. However, decisions of the American court can be guiding light”, the bench said.

    On February 9, the top court while reserving its verdict on batch of review pleas had noted that the Union of India was not heard by its two-judge benches when the 2011 verdict was passed reading down section 3 (5) of Terrorist and Disruptive Activities (Prevention) Act, 1987 (now repealed).

    The top court on February 3, 2011, had acquitted suspected ULFA member Arup Bhuyan, who was held guilty by a TADA court on the basis of his alleged confessional statement before the Superintendent of Police, and said mere membership of a banned organisation will not make a person a criminal unless he resorts to violence or incites people to violence or creates public disorder by violence or incitement to violence.

    Similar views were taken by the apex court in two other verdicts of 2011 in Indra Das versus State of Assam and state of Kerala versus Raneef, where the bench relied upon the three US Supreme Court decisions which have rejected the doctrine of ‘guilt by association’.

    Earlier this month, Warner, the chair of the Senate Intelligence Committee, introduced the bipartisan RESTRICT Act, which would give the federal government power to restrict and potentially ban the app.

    As for other platforms creators could transfer their skills to, the Virginia senator referenced the success of many YouTube users in turning a profit, as well as “other American sites” that “at least reimburse at a higher level” than TikTok does.

    Sen. Michael Bennet (D-Colo.), who also signed onto the RESTRICT Act, echoed Warner’s comments on MSNBC shortly after: “We’ve got other platforms, there are other platforms.”

    The senators’ comments also follow a push by TikTok creators to oppose the ban during a Capitol Hill press conference Wednesday evening, spearheaded by Rep. Jamaal Bowman (D-N.Y.), the app’s first major ally in Congress.

    When asked about potential threats from other social media giants that collect data on American users, Warner emphasized that laws pertaining to those sites also need reform — including Section 230, he said, “which frankly gives these American sites a get out of jail free card. … I think Congress ought to act on that.”

    But TikTok’s Chinese owner ByteDance poses too much of a threat to wait, Warner said. “As chairman of the intelligence committee, I believe TikTok poses a national security threat, and before all the potential bad action takes place, we ought to act.”

    Islamabad: Pakistan Interior Minister Rana Sanaullah has hinted that legal proceedings could be initiated to declare Pakistan Tehreek-e-Insaf (PTI) a banned outfit, state media reported.

    Rana said that the legal team of ruling Pakistan Muslim League-Nawaz (PML-N) was examining the matter in light of several revelations that could lead to a reference being filed against the party, Express Tribune reported.

    He however clarified that it is ultimately up to the courts to officially ban a political party.

    According to him, Punjab Police along with other law enforcement agencies conducted an operation against a “no-go area” in Lahore where a purported political leader had allegedly created an “atmosphere of fear”.

    Rana said that the action was taken after resistance was encountered during the execution of court orders, leading to concerns of a possible terror organisation’s presence, Express Tribune reported.

    “The operation resulted in the clearance of the no-go area in Zaman Park. Despite having a search warrant, officials did not enter the residential area,” he added.

    The Interior Minister said that 65 people have been arrested from the outer part of the building, most of them do not belong to Punjab and their role is suspicious.

    He also added that guns, petrol bomb-making equipment, slingshots and other weapons were recovered from Zaman Park, Express Tribune reported.

    Lahore: Pakistan’s police on Wednesday fired tear gas and used water cannons to disperse ousted prime minister Imran Khan’s supporters who gathered outside his residence here, defying a government ban on rallies.

    Khan’s Pakistan Tehreek-e-Insaf (PTI) claimed that its “peaceful” workers were arrested as reports emerged that the provincial capital had been placed under Section 144, banning public gatherings.

    The party termed the police action as “fascist” and an attempt to “clear the way” to arrest 70-year-old former cricketer-turned politician.

    A heavy contingent of police placed containers and barriers on the way to Khan’s residence, blocking all entries.

    Police used water cannons, fired tear gas and baton charged the PTI workers including women. The police bundled the resisting workers into police vans, the party said.

    The riot police also smashed the cars of the PTI workers which were parked at Zaman Park. Police officials also manhandled journalists who protested the action, it claimed.

    Last Sunday, police failed to arrest Khan primarily because of the resistance of a large number of PTI workers.

    Khan has been in the crosshairs for buying gifts, including an expensive Graff wristwatch he had received as the premier at a discounted price from the state depository called Toshakhana, and selling them for profit.

    Police have registered at least 76 cases against the PTI chief since his ouster from power in April last year.

    “Police have arrested a number of PTI workers who had gathered at Zaman Park,” PTI senior leader Hammad Azhar told a press conference here.

    He said police tortured PTI workers and also manhandled women.

    “Punjab caretaker chief minister Mohsin Naqvi launched the crackdown on PTI workers at the behest of Prime Minister Shehbaz Sharif who is directly running the Punjab government,” he said.

    He said it is the fear of Imran Khan that made the government unnerved.

    “How come the government can ban rallies in Lahore while elections in Punjab have been announced for April 30,” he asked. Another PTI senior leader Shireen Mazari said: “Women workers of PTI are being attacked by water cannons. Police attack vehicles parked by the side in a wanton act of destruction. Fascist CM Mohsin Naqvi has gone power crazy. They are using chemicals in the water from the water cannons being fired on our women workers especially.” The PTI rally was to be taken out for “respect and dignity of the judiciary.” Interior Minister Rana Sanaullah justified police action, saying “we had terror alerts from agencies” therefore ban on public gatherings and rallies imposed on Punjab.

    NEW DELHI: Sale of gold jewellery and gold artefacts hallmarked without six-digit alphanumeric HUID unique identification number shall not be permitted from April 1, the government on Friday said.

    Food and consumer affairs minister Piyush Goyal on Friday chaired a meeting to review the activities of Bureau of Indian Standards (BIS).

    To promote quality culture in micro scale units, it has been decided that the BIS will provide 80 per cent concession on the certification/minimum marking fee across various product certification schemes.

    Gold hallmarking is a purity certification of the precious metal. It was voluntary in nature till June 16, 2021.

    After that, the government decided to implement mandatory gold hallmarking in a phased manner. In the first phase, it was made mandatory in 256 districts and 32 more districts were added in the second stage, taking the total number to 288 districts. 51 more districts are being added.

    “starting from 1st April 2023, the sale of only gold jewellery with HUID shall be permitted,” an official statement said.

    Nidhi Khare, additional secretary in the department of consumer affairs, said that “in consumers interest, it has been decided that after March 31st, sale of gold jewellery and gold artefacts hallmarked without HUID will not be permitted.”

    At present, she said four digits as well as six-digit HUID are being used currently.

    She said the hallmarked gold jwellery items are being sold across the country, even in those districts where it is not mandatory yet because of consumers demand for quality product.

    Hallmark Unique Identification (HUID) number is a six-digit alphanumeric code consisting of numbers and letters.

    HUID will be given to every piece of jewellery at the time of hallmarking and it is unique for every piece of jewellery.

    The jewellery is stamped with the unique number manually at the Assaying & Hallmarking Centre (AHC).

    In the meeting, Goyal directed the BIS to augment the testing infrastructure in the country.

    The BIS was told to increase the frequency of product testing and market surveillance depending on the criticality of components used for the consumer safety.

    BIS should also increase the frequency of lab inspection.

    BIS has been directed to enhance market surveillance for different products such as pressure cooker, helmets, and other consumer products to ensure product safety.

    BIS has proposed Quality Control Orders (QCO) for 663 products in the coming time.

    Currently, there are 462 products covered under QCOs, the statement said.

    “In an effort to promote quality culture in micro scale units, BIS is providing an 80 per cent concession on the certification/minimum marking fee across various product certification schemes of BIS,” the statement said.

    Additionally, units located in the northeast will continue to receive an extra 10 per cent concession.

    “We are committed to ensuring that all products in India meet the highest quality and safety standards,” Goyal said.

    These measures shall promote micro scale units, enhance the testing infrastructure, and develop a culture of quality consciousness among citizens, he added. (Agencies)

The Ministry of Consumer Affairs, Food and Public Distribution made an official statement in this regard and said that the decision has been taken to ensure quality culture in micro sale units. The statement made it clear that effective from 1st April 2023, sale of only those gold jewellery and gold artefacts shall be permitted that have been hallmarked with six-digit alphanumeric HUID — unique identification number. The decision was taken after a review meeting of Bureau of Indian Standards (BIS) held on 3rd March 2023 chaired by the union cabinet minister Piyush Goyal.

    “Starting from 1st April 2023, the sale of only gold jewellery with HUID shall be permitted,” the official statement of the Ministry of Consumer Affairs, Food and Public Distribution said adding, “In an effort to promote quality culture in micro scale units, BIS is providing an 80% concession on the certification/minimum marking fee across various product certification schemes of BIS. Additionally, units located in the North-East will continue to receive an extra 10% concession.”

    Nidhi Khare, Additional Secretary at the Department of Consumer Affairs said that “in consumers interest, it has been decided that after March 31st, sale of gold jewellery and gold artefacts hallmarked without HUID will not be permitted.” She said that currently our digits as well as six-digit HUID are being used.

    Here we list out some other important decisions taken at the BIS review meeting:

    – BIS shall augment the testing infrastructure in the country.

    – It would increase the frequency of product testing and Market Surveillance depending on the criticality of components used for the consumer safety. BIS should also increase the frequency of lab inspection.

    – BIS shall enhance Market Surveillance for different products such as Pressure Cooker, Helmets, and other consumer products to ensure product safety and to bring quality consciousness in the country.

    – BIS shall map standards against various government schemes and produce booklets in simple and local languages to enhance accessibility and develop a culture of quality consciousness among citizens.

    – BIS has proposed Quality Control Orders (QCO) for 663 products in the coming time. Currently, there are 462 products covered under QCOs.

    While commenting upon the decisions taken in BIS review meeting, Piyush Goyal said, “We are committed to ensuring that all products in India meet the highest quality and safety standards. These measures shall promote micro scale units, enhance the testing infrastructure, and develop a culture of quality consciousness among citizens.”
