  • NIA Court Issues Non-Bailable Warrants Against 23 Militants

    SRINAGAR: National Investigation Agency special court Jammu has issued non-bailable warrants against 23 militants in Kishtwar district operating from Pakistan.

    An official said that the warrants were issued against Manzoor Ahmed, Ghulam Mohd. Guijar, Nazir Ahmed, Shabir Ahmed, Mohd lgbal Rishi, Mohd Amin Bhat, Jamal Din Naik, Gh Hussain Sheikh, Bashir Ahmed Raina, Gulzar Ahmed, Shabbir Ahmed, Imtiyaz Ahmed, Bashir Ahmed, Mohd Shafi, Gh. Nabi Wani, Abdul Kareem, Gulabu, Farooq Ahmad Ganie, Mohd Haneef Sheikh, Mushtaq Ahmed, Mohd Irfan Khanday and Mohd Rafiq Khanday.

    He said the warrants have been issued in case FIR 90/2022 of PS Chatroo, under Section 120-B/121-A/IPC, 13/18/39/UAPA, 120B/121-A/IPC

    SSP Kishtwar Khalil Poswal said that chief investigation officer DySP PC Vishal Sharma approached the special NIA Court for issuing non-bailable warrants against the accused for their active involvement in militant activities for creating unrest in the Chenab valley and other parts of Jammu and Kashmir.

    He said they mobilised sleeper cells and pushed them into J&K in connivance with secessionist and separatist leaders for waging war against the Government of India with nefarious design of seceding Jammu and Kashmir from Union of India.

    The SSP said further investigation into the case is underway. (KNO)

    SRINAGAR: Chief Secretary, Dr Arun Kumar Mehta expressed confidence that India is more than capable of achieving its goal of net zero carbon emissions by 2070 and said that it is high time we shifted away from fossil fuels and made alternate sources our main energy providers.

    He was speaking at a workshop  organised by the Jammu & Kashmir Pollution Control Committee here at the Convention Centre.

    The interactive workshop on ‘Climate Change Mitigation and Green Financing for a Climate Resilient and Carbon Neutral J&K’ was attended by Dr.Mohit Gera, PCCF (HoFF), J&K Forest Department and Chairman, J&K Pollution Control Committee; Dr. Shakil Ahmad Romshoo, Vice Chancellor, Islamic University, Kashmir; HoDs of Forest Department, Dr. Ravindranath, renowned IPCC Author, and resource persons from MoEFCC, TERI, Earnest and Young Climate, World Resources Institute of India besides other eminent guests and environment experts.

    Dr Mehta appreciated the efforts of the Pollution Control Committee and Jammu & Kashmir Forest Department for organizing deliberations on Net Zero Carbon by 2070. He informed that J&K has already made a model by developing a climate resilient and carbon neutral Panchayat of village Palliin District Samba which is first of its kind in the country.

    According to Dr Mehta, Jammu & Kashmir has always been at the forefront of adopting flagship developmental schemes of the government.

    ‘The distinction of implementing the 75 Amrit Sarovars in each district amongst first in the entire country is a good example of how well J&K can adapt to the needs of the times with cooperation from its citizens. Similarly, schemes like “Har Gaon Hariyali”, “One Beat Guard, One village Program”, “Van Se Jal, Jal Se Jeevan” have been very effective in building in resilience and adaptation at village level.

    J&K has been a leader in adopting transformative steps in the overhaul of sports, agriculture, and tourism sectors in recent years. The Chief Secretary stated that we are planting more trees every year than ever before and this year over one and half crore trees are going to be planted again all over J&K.

    In terms of health infrastructure, Jammu & Kashmir ranks among the leading states of India. The Har Ghar Nal Se Jal scheme will also be fully implemented by the end of this financial year, he continued. The scheme aims to mitigate water supply challenges for the coming 50 years at least, in view of climate change.

    The Chief Secretary stressed the importance of communicating climate change adaptation measures to the masses in a way that creates a genuine connection with them. To achieve this goal, the Chief Secretary emphasized the need to communicate with the public at all levels, including panchayats, in ways that creates public ownership.

    The CS stressed that what is good for the environment is invariably good for the economy and society and underlined that infrastructure development of the states should not hamper our climate change mitigation steps.

    Also, the Chief Secretary urged the environmental experts present to work out environmental plans for Jammu & Kashmir for timely intervention on behalf of the UT administration. The Chief Secretary expressed hope that J&K will continue taking a lead in India’s fight against climate change even in the years ahead.

    SRINAGAR: A massive fir broke out in a residential house in Qalamabad area of Handwara in north Kashmir’s Kupwara district on Wednesday.

    An official said that fire broke in a house near Jamia Masjid Qalamabad, Handwara.

    He said efforts were on to douse off the flames, while the cause of fire was not immediately known. (KNO)

    SRINAGAR: The Badshah of Bollywood, Shah Rukh Khan is in Kashmir to shoot for a song sequence of his upcoming movie ‘Dunki’.

    The actor arrived in Kashmir on Monday and drove straight to Sonamarg where he was spotted entering a hotel.

    The crew on Wednesday started shooting for a song sequence in the Thajwas area of Sonamarg. The song is being choreographed by ace Choreographer Ganesh Acharaya.

    The four day shooting schedule of Dunki in the valley includes outdoor locales of Sonmarg and Dal Lake, media reports said.

    A huge crowd of Shah Rukh Khan’s fans have arrived on the spot and elaborate security arrangements have been put in place.

    After the record breaking success of Pathaan, the actor has two back to back releases, Dunki and Jawan in his kitty.

    Dunki is directed by RajKumar Hirani and is set to hit the theatre on December 22, 2023.

  • HC Bans Proprietary Land Swap For Encroached Kahcharai Land In JK

    SRINAGAR: The High Court of Jammu & Kashmir and Ladakh Tuesday prohibited the exchange of proprietary land for encroached kahcharai land. “The exchange of proprietary land for encroached kahcharai land is not permissible now and the Deputy Commissioner concerned has no power to accept any such offer,” said the High Court of Jammu & Kashmir and Ladakh on Tuesday.

    Justice Sanjay Dhar ruled in a plea seeking to exchange proprietary land for khacharai land that “the claim of the petitioner for grant of sanction to exchange proprietary land in lieu of kahcharai land is no longer permissible under law” due to changes in Section 133(2) of the Land Revenue Act.

    The court noted that the petitioner had not provided any legal basis or statutory framework for the exchange and could not seek a Writ of Mandamus against the respondents.

    “Even if there is any such policy for protecting the rights of small landholders who are in possession of kahcharai land, it shall be open to the respondents to deal with the case of the petitioner in accordance with such policy,” the bench added.

    SRINAGAR: Despite the generally successful performance of government schools, the Govt Middle School Khokarpora Adhal Vailoo located in the Kokernag area of Anantnag district has underperformed, with only one out of 25 students passing their 8th class examination. This outcome has sparked strong disapproval from the community.

    Locals have reported that the government has employed six teachers to teach 25 students, but only one student has passed their board exams. They believe this issue should be investigated.

    The community alleges that the teachers come to school only to pass the time and do not focus on teaching the students. They claim that when students fail their 8th grade exams, their future prospects become bleak as they cannot even write their own names.

    The community believes that these teachers should be transferred and new teachers should be appointed to improve the quality of education for the students. They demand that the matter be investigated, and the teachers be held accountable for their poor performance.

    In response to these allegations, Joint Director Education South Kashmir, Jahangir Ahmad Khanday, stated that they are currently investigating the reasons behind the students’ poor performance. He further stated that the department will take action against those who are found responsible for the students’ failure, after a thorough investigation is conducted. (KNO)

    SRINAGAR: More than 100 Y-20 delegates from over 30 countries arrived in the Union Territory of Ladakh on Tuesday while as the J&K administration said that it has made elaborate arrangements to make the G-20 meeting schedules in Srinagar a grand success.

    Addressing media persons, the administration has said that till Tuesday, over 100 Y20 delegates from over 30 countries have arrived in Ladakh while a few more are expected to arrive by Wednesday morning.

    The officials said that as G20 is being conducted under India’s presidency under the theme of One World One family one future, they have put forward priorities of youth as they (youth) are very much concerned about their future.

    “The administration since the last three months has been preparing for the event and overseeing how we can make this programme a grand success,” they said, adding that in this regard, various activities have been held so far.

    Pertinently, Ladakh is hosting a three-day youth 20 pre-summit under the aegis of the G-20.

    The delegates were welcomed by the senior officers of the UT administration. During the three-day summit, there will be discussions and deliberations on different important topics, reports said.

    On the first day of the summit, the delegates will visit local places of importance including Hemis and Thicksey monasteries and Shanti Stupa. On the following day, LG Ladakh Dr. B. D. Mishra will address the delegates at the Sindu Sanskriti Auditorium.

    On the third day of the pre-summit, Union Minister Anurag Thakur will interact with the delegates and also participate in a youth dialogue. As per the UT administration officials, sufficient security measures and other arrangements are in place for the smooth conduct of the program.

    The Y20 pre-summit in Ladakh will be a valuable opportunity for the global youth to reflect on priority areas in consultation with G-20 member states to come up with policy recommendations that will prove beneficial to the Ladakh region.

    SRINAGAR: Light rainfall lashed several areas across Kashmir including Srinagar, the summer capital of Jammu and Kashmir on Tuesday, bringing down the temperature in the Valley while the weatherman here has predicted more rains till April 28.

    A local Meteorological department has also advised farmers to postpone the spraying of orchards till May 01, 2023.

    Reports said that scattered places of Kashmir including Srinagar received fresh rainfall from around 6 PM on Tuesday.

    Director MeT, Sonum Lotus said that there is a possibility of more rains till April 28, 2023.

    He said that the rain/ thunderstorm accompanied by strong wind are expected at many places of Jammu & Kashmir from April 26- April 28, adding that there is a possibility of hailstorm at some places as well.

    He also advised farmers to postpone the spraying of orchards till May 01, 2023.

    Meanwhile, the officials in MeT said that the summer capital of J&K recorded a low of 8.3 degree Celsius while Qazigund and Pahalgam recorded a low of 4.8 degree Celsius and 1.6 degree Celsius respectively.

    In Kokernag, the night temperature settled at 6.2 degree Celsius while a famous ski-resort, Gulmarg recorded a low of 4.6 degree Celsius.

    Kupwara town, he said, the mercury settled at 3.2°C against 3.7°C on the previous night and it was 4.4°C below normal for the north Kashmir area. (KNO)

    SRINAGAR: The National Investigation Agency (NIA) on Wednesday raided an NGO office of jailed Khurram Parvaiz in central Kashmir’s Budgam

    A team of NIA conducted searches at an NGO office at Dandoosa area in Budgam. The office is of Khurram Parvaiz, they said.

    An official confirmed and said “Yes, the NIA team conducted searches at the NGO office at Dandoosa Budgam, some documents have been seized during searches”.

    The searches were conducted in an NGO terror funding case. Parvaz is already in jail in a terror-funding case and was chargesheeted in May last year. “Following the first arrest made in the NGO terror funding case on March 20, 2023, the National Investigation Agency arrested Khurram Parvez, the program coordinator of Jammu and Kashmir Coalition of Civil Societies (JKCCS) and chairperson of Philippines-based NGO Asian Federation Against Involuntary Disappearances (AFAD).     SRINAGAR: A whopping 6,875 bite victims, mostly of dog bites, were reported to the Anti-Rabies Clinic at Srinagar’s Shri Maharaja Hari Singh (SMHS) hospital in last one year

    The presence of dogs in every nook and corner has led to man-dog confrontation due to which the number of cases of dog bites has increased in the region, doctors say.

    Quoting an official from anti rabies clinic SMHS, KNO reported  that from April Ist 2022 till 3Ist March 2023 as many as 6,875 bite cases were reported to ARC SMHS and most of them were from Srinagar.

    Giving details, he said that among animal bites in last one year 4,912 animal bite cases were reported from Srinagar at ARC SMHS, 317 from Budgam, 201 from Baramulla, 134 from Kupwara, 168 from Bandipora, 301 from Ganderbal, 221 from Pulwama, 138 from Shopian, 147 from Kulgam, 85 from Anantnag and 231 from other areas.

    Giving yearly data of bite cases, the official said that from April 1 2015 to March 2016, 7, 061 bite cases were reported to ARC SMHS, followed by 5,832 cases from April 2016 to March 2017, 6,802 cases from April 2017 to March 2018, 6,397 cases from April 2018 to March 2019,  6139 cases from April 2019 to March 2020,  4,808 from April 2020 to March 2021, 5,469 from April 2021 to March 2022 and 6,785 from April 2022 to March 2023.

    He said that 49,383 cases have been registered in Anti rabies clinic from April 2015 to March 2023.

    In Kashmir, dog bite is an important public health problem. Thousands of people become victims of animal bites, especially dog bites, and some of them develop rabies.

    Rabies is an invariably fatal viral disease resulting in approximately 59,000 human deaths per year globally, with 95% of cases occurring in Africa and Asia.

    The only way to prevent a rabies death is vaccination of an animal bite victim. In Kashmir, the burden and characteristics of dog bites are not routinely captured by the health system in place.
