    Washington supports the opposition march in Mexico in defense of the electoral authority

    “The United States supports independent and well-resourced electoral institutions.” With these ten words, the Department of State has entered into the controversy over the reform of the Mexican electoral authority, the National Electoral Institute, the INE. The opposition assures that these are under siege by the Mexican president and the Morena politicians in the Legislative.     This is the second comment that Washington issues in the context of the opposition demonstration. “Today we see a great debate on electoral reforms that test the independence of electoral and judicial institutions,” he wrote on Twitter late afternoon. The senators from Morena imposed their majority in the upper house to complete the transformation of the INE, which will see its structure decimated despite the fact that it is in charge of organizing thousands of elections in the country, helping the 32 electoral institutes. Plan B also makes it more difficult to punish public officials who meddle in campaigns. To ensure approval, the majority block, made up of Morena and her political partners, withdrew from the table a clause that allowed the transfer of votes between the parties united in an alliance. This provision, called “eternal life”, was postponed.

    Hyderabad: Hyderabad Metropolitan Development Authority (HMDA) is going to conduct an e-auction of 123 open plots located on the outskirts of the city. The auction will be conducted on March 2, 3, and 6.

    The authority has set different upset prices based on the location. For the open plots at Bachupally, outskirts of Hyderabad, the price is Rs. 25000 per square yard whereas, for plots at Medipally, it is Rs. 32000 per square yard.

    For plots at both Medipally and Bachupally, outskirts of Hyderabad, the auction will be conducted on March 2 & 3 and March 6 respectively. The EMD amount for plots at both places is Rs 1, 00, 000.

    The sizes of the plots vary. At Bachupally, the size is 267-497 square yards whereas, at Medipally, the size is 300 sq. yards.

    TSIIC plots in neighbouring district of Hyderabad

    Meanwhile, Telangana State Industrial Infrastructure Corporation (TSIIC) plots located in Rangareddy, the neighbouring district of Hyderabad will be auctioned in March. A total of 326 plots will be out for e-auction. These plots are located in Manneguda, Munaganoor and Kawadipally.

    The minimum upset price ranges from Rs 10,000 to Rs 30, 000 and their auction will be conducted on March 9, 10, 13, 14, 15, 16 and 17. The EMD amount for Manneguda and Munaganoor is Rs 1, 00, 000 whereas, for Kawadipally, it is Rs 50, 000.

    Those who are interested in the e-auction of the plots located in the area that falls under the Hyderabad Metropolitan Development Authority and TSIIC need to register online by paying a non-refundable registration fee of Rs 1180.

    For the e-auction of plots in Medipally and Bachupally, outskirts of Hyderabad, registrations can be done on the HMDA website (click here). The registrations for the e-auction of plots located in the Rangareddy district can be done on the TSIIC website (click here).

    All the plots are not only free from litigation but also have good road connectivity. Apart from this, infrastructural works related to internal roads and street lights will be completed in 18 months.

    SRINAGAR: In order to ensure proper regulation of  courier service agencies as per SOPs for delivery of shipments, the Deputy Commissioner/District Magistrate Srinagar, Mohammad Aijaz Asad in an order issued here on Monday has asked all unregistered Courier Service Providers in District Srinagar to get registered with competent Authority within a period of 7 days, failing which they will not be allowed to continue their operations in the district.

    The order stated that “Whereas, it has come to the notice of DM Srinagar through the Drug and Food Control Department, that some Courier Services are being misused for peddling of Psychotropic substances in District Srinagar”.

    Accordingly, vide order No. DCS/DDMO/Thq/22/1211-15 dated 04-01-2023 a Committee headed by Sub Divisional Magistrate East was constituted for verification of Courier Service Providers operating in District Srinagar.

    Subsequently, the Committee vide communication, No. ALC/SGR/2023/60-62 dated: 27-01-2023 provided list of unregistered Courier Service Providers in District Srinagar. In addition, the Office of Deputy Drug Controller/ Drug & Food Control Organisation, Kashmir vide communication number DFO/K/Drug/Misc-04 dated 03/02/2023 has sought registration of unregistered Courier Service providers in District Srinagar, to curb the misuse of the courier services for peddling of Psychotropic substances.

    Therefore, in view of this, the District Magistrate has passed directions to all unregistered Courier Service agencies operating in District Srinagar to get registered with competent Authority within a period of 7 days, failing which they shall not be allowed to continue their operations.

    The order further reads that “Moreover, all the Courier Service Providers shall install High Resolution CCTV Cameras inside the courier offices for better surveillance, adopt computerized systems to maintain records and accounts of both the consignors and consignees”.

    The order also stated that “The Courier Service Providers would ask for Aadhar identity proof, address, drug sale licence, purchase order copy of the medical products and other antecedents of the consignor and consignee while booking pharmaceutical preparations”.

    Furthermore, Courier Service Providers will adhere to SOPs for courier service agencies issued by Deputy Drug Controller Kashmir with respect to shipment of pharmaceutical consignments; else action under relevant provisions of law shall be initiated against the violators.

    Pertinent to mention that during the month of January various instances have been brought into the notice of DM Srinagar with regard to trafficking of psychotropic substances through various Courier agencies for delivery to different parts of the Kashmir Division.

    Notably the DM was apprised by the Deputy Drug Controller Kashmir Shah Nighat that in the recent past on receiving credible inputs raids have been conducted during which huge quantities of psychotropic substances were seized. She said that in the month of October, during a surprise raid at Airport cargo logistic space of the Srinagar Airport about 7500 capsules of Spasmo-proxyvon were seized. Subsequently, special stress is being laid on strict adherence to SOPs for pharmaceutical procurement.

    New Delhi: The Supreme Court on Wednesday sought reply from Centre on a 2010 ‘Gajah Report’ recommendation on conferring statutory status to a proposed body National Elephant Conservation Authority (NECA) for the preservation of elephant corridors.

    A bench headed by Chief Justice D.Y. Chandrachud said, “In the recommendations submitted in Gajah report, there was a recommendation to the effect that ‘Project Elephant’ be converted into a statutory agency.”

    The top court was hearing a plea by activist Prerna Singh Bindra.

    According to the government, the elephant population has reached 29,964 (as per the census 2017) in India, the elephant habitats are being consolidated across India, and the Elephant Reserves area has been increased.

    The government emphasised that it is deeply committed to protect the safety of the elephants and continued to take various steps to prevent their death including electrocution. Additional Solicitor General Aishwarya Bhati represented the central government in the apex court.

    The bench, also comprising Justices P.S. Narasimha and J.B. Pardiwala, added that the task force has proposed that the new body may be termed as the ‘National Elephant Conservation Authority’ (NECA). It further suggested that amendments can be introduced to effectuate the conferment of a statutory status on the authority.

    “Since the proposal would envisage requisite legislative amendments, this is something of which would be appropriate for the Ministry of Environment and Forest and Climate Change to respond,” it said.

    During the hearing in the matter, the bench also sought a status report on setting up of the central project elephant monitoring committee for the purpose of monitoring and implementation of relevant directions and guidelines in connection with the protection of elephants.

    In a written response, the Central government said: “Continuous efforts have been made to minimise the human elephant conflict and also to ensure the welfare of captive elephants in India.”

    After hearing arguments, the apex court directed the Ministry and the Central Electricity Authority to facilitate an inspection of the protected areas to avoid electrocution of elephants.

    The bench gave Centre four weeks’ time to file a response in a PIL filed by activist Bindra.

    The petitioner had contended that the electrocution is one of the major reasons for deaths of elephants and sought a direction for insulation of high voltage power transmission lines passing through protected areas, elephant reserves, identified elephant corridors and known areas of elephant movement.
