  • Authorities Revoke CEO And ZEO Orders Cancelling Teacher Deployment

    SRINAGAR: On Friday, authorities rescinded several orders of the Chief Education Officer (CEO) and Zonal Education Officers (ZEOs) pertaining to the cancellation of the deployment of teachers and the utilization of services of teachers on a need basis.

    According to the news agency KNO, the Joint Director of School Education in South Kashmir has rescinded four orders that were issued by ZEOs and a CEO of South Kashmir.

    “The four orders issued by the Chief Education Officers and Zonal Education Officers are hereby rescinded ab initio,” the official said.

    The official has also sought an explanation from one of the ZEOs for non-compliance with orders and instructions.

    “Zonal Education Officer Awantipora and Kakapora is directed to come up with a reply to the office of the Joint Director of School Education in South Kashmir within two days explaining why disciplinary actions, as warranted under the rules, shall not be initiated against the non-compliance of orders and instructions issued in the subject matter,” it reads.

    The orders that were rescinded by the authorities include the one issued by the Chief Education Officer Pulwama regarding the cancellation of deployed teaching staff.

    Another order that has been rescinded was issued by Zonal Education Officer Awantipora regarding the utilization of services of teachers on a need basis.

    Likewise, the Joint Director of School Education in South Kashmir has rescinded the orders issued by the Zonal Education Officer Awantipora Pulwama regarding the cancellation of deployment of teachers working on academic arrangements at HSS Level.

    Similarly, the official has also rescinded the orders of Zonal Education Officer Kakapora Pulwama regarding the cancellation of deployment of teaching staff in and outside the zone.

    Pertinently, KNO reported on Thursday that the School Education Department is undecided about the cancellation of the deployment of teaching staff in schools.

    SRINAGAR: The ongoing Smart City project in Srinagar has raised serious concerns for CPI (M) leader Mohammad Yousuf Tarigami, who believes that key policy documents like the master plan and mobility plan have been ignored in its implementation. Tarigami is particularly worried about the impact of ongoing works such as the development of Moulana Azad Road and the redevelopment of Lal Chowk Prescient, which he believes are destroying the existing character of the cityscape instead of contributing to its development.

    Despite the Smart Cities Mission Strategy’s focus on Greenfield development and the preservation of open spaces, essential public services like public transport, electricity, water supply, and other public utilities are still out of reach. The ongoing haphazard works have also increased the vulnerability of city dwellers, with excavation and shrinking roads reducing space for vehicular traffic and the city being defaced with construction and demolition waste.

    Tarigami and the CPI(M) are calling for the Smart City Project to be implemented in accordance with the Master Plan 2035, a dynamic long-term statutory document that provides a conceptual layout for the city’s growth and development. The plan is essential to ensuring that the project achieves its core aim of providing citizens with a clean and sustainable environment and smart solutions to public issues.

    Amritsar: The Akal Takht Jathedar and the Shiromani Gurdwara Parbandhak Committee on Friday criticises the authorities for stopping fugitive radical preacher Amritpal Singh’s wife Kirandeep Kaur at an airport here from boarding a flight to the UK.

    In a video statement issued here, Akal Takht Jathedar Giani Harpreet Singh said that stopping Kaur at an airport in Amritsar was not right from any angle as she was headed to her parental home.

    Governments shouldn’t create an atmosphere of panic in the region and Kaur should not have been stopped, said the Jathedar of Akal Takht, which is the supreme temporal seat of the Sikhs.

    Shiromani Gurdwara Parbandhak Committee (SGPC), the apex religious body of the Sikhs, also condemned the act of stopping Kaur at the international airport.

    SGPC chief Harjinder Singh Dhami alleged that the Punjab government and the police administration are creating an atmosphere of terror among the youth.

    Kaur was stopped from boarding a flight to London at the Sri Guru Ram Dass International Airport here on Thursday.

    She was questioned by the immigration authorities and some other officials for more than three hours and thereafter, asked to return along with some relatives who had come to see her off at the airport.

    Police had visited Kaur’s house numerous times earlier as well and questioned her and her family, Singh said.

    “Moreover, she is a British national. She didn’t commit any crime and if the government wants to ask or enquire anything from her, they should respectfully visit her residence,” said the Akal Takht Jathedar.

    Dhami, in a statement, said that the history of Punjab is of protecting and respecting the daughters and sisters, “but it is not right for the present government to stop daughters like this while suspecting them”.

    “Such acts do not suit the government which disrespects the beliefs of Punjab,” he said.

    Dhami said that it is the right of every citizen to visit their family and go anywhere.

    “Detaining someone without charge is a direct violation of human rights and the government should avoid such acts,” he said.

    Singh married Kaur, a UK-based Non-Resident Indian, on February 10.

    Kaur, who is a British citizen, reached the airport at around noon to board the flight to London but was stopped by the immigration staff and later, the Punjab Police was informed.

    More than a month after a police crackdown against Amritpal Singh and his aides, the radical preacher continues to remain elusive even as a manhunt to nab him is underway.

    Police launched the crackdown against Singh and members of his outfit ‘Waris Punjab De’ on March 18.

    He and his associates were booked under several criminal cases related to spreading disharmony among classes, attempt to murder, attack on police personnel and creating obstructions in the lawful discharge of duty by public servants.

    Singh got married to Kaur in a simple ceremony at Jallupur Khera, his native village in Amritsar.

    The ‘Anand Karaj’ (marriage as per Sikh rituals) was held with a limited gathering of family members from both sides at a gurdwara in Baba Bakala in Amritsar.

    SACRAMENTO, Calif. — Legislators and their staff huddled inside offices for several hours Thursday after police warned of a “credible threat” against the California Capitol from a man police said had fired on a nearby hospital the night before.

    The California Highway Patrol said they were searching for the man suspected of firing on a Kaiser Permanente hospital building in the Sacramento suburb of Roseville and had made threats that prompted the lockdown of the Capitol and the postponement of a legislative floor session. No injuries were reported from the shooting, officials said.

    Police did not provide details about the threat to the Capitol, which also resulted in the cancelation of two committee hearings.

    New Delhi: Authorities conducted an “encroachment removal” action at the site of an old ‘dargah’ located beside a prominent street near the shrine of Hazrat Nizamuddin in south Delhi on Saturday amid heavy security deployment, police said.

    The dargah of Syed Abdullah urf Bhure Shah, located on a plot near the Sabz Burj — a 16th-century double-domed Mughal-era monument, is “centuries-old” and the saint is revered by people from both Muslim and Hindu communities, said Yusuf Beg, caretaker of the dargah.

    A posse of police and paramilitary personnel were deployed when the action was carried out by the authorities at the site facing the busy Zakir Husain Marg.

    Beg said that they themselves removed the canopy and steel barriers placed next to the graves to prevent any damage.

    “A drive to remove encroachment on the pavement was carried out by the PWD. Adequate security personnel deployment was made,” a senior police officer said.

    As the dargah is located in the sensitive Nizamuddin area, paramilitary personnel were also on standby and one of them carried a tear gas shell box as well.

    “We have been told to ensure law and order is maintained,” a paramilitary personnel on duty said.

    The officials of the Delhi PWD could not be immediately reached for comments.

    Beg and his son wept in a corner as a bulldozer removed the extracted canopy and later dug out the flooring made around the graves, which stand very close to the street.

    “There are seven graves near the roadside, including that of Baba Bhure Shah and his kin. Now, the graves have all become exposed to the elements, they have ‘chadar’ over them, and in gusty wind or rain, the graves may get affected. There are a few graves on the inner side near a tree. Both Hinds and Muslims visit this dargah, and it is located near the famous Hazrat Nizamuddin dargah,” he told PTI.

    The canopy carried ‘ayats’ (verses) from the holy Quran, the dargah caretaker said.

    Asked what led to the action, Beg claimed that in February they were called by the district administration authorities and told about the plan to make the pavement free of any encroachment.

    “These graves are a few centuries old, and we cannot move them. We do not have documentary evidence to prove its age, so action has been taken. We had already removed some of the steel grills and other structures recently, which were near the street. And, today also, we removed the canopy and steel barriers placed next to the graves ourselves. If it had been done by a bulldozer machine, it could have damaged the graves,” Beg said.

    Asked about the structures that were removed by authorities during the action, he said, “A couple of rooms were demolished, and the flooring next to graves was dug up for the pavement.”

    A pile of household items, an old clock, some important documents, grain bags, donation boxes, and grillwork objects lay deposited behind two small roofless rooms left as of now. Images of the holy sites of Mecca and Medina are painted on one of its walls.

    Two men were seen offering the afternoon ‘namaz’ in one of the rooms as an old tree peeped from above. An ornate lamp removed from the now demolished room lay next to them.

    Picking up and patting his pet cat that strolled nervously amid the pile of items, Beg said, “We call him ‘Sheru’, and he grew up amid us. He used to roam around beneath the canopy and often sat next to Baba’s grave.”

    Several onlookers, including locals stood nearby, some on the road divider on the Zakir Husain Marg, as the bulldozers swung into action. The traffic was very momentarily halted on one side, near the street facing the Sabz Burj, during the course of the action.

    Delhi High Court, in an order on March 14, 2022, observed that the government concerned was “duty bound” to remove all unauthorised constructions that might exist on public land.

    New Delhi: Counsel of Aaftab Amin Poonawala, who is accused of strangling his live-in partner Shraddha Walkar to death, chopping her body into several pieces, storing them in a fridge before disposing of them in a forest over three months, on Friday complained in court that his client was “manhandled” during his production in court.

    As Additional Sessions Judge Manisha Khurana Kakkar heard the arguments on charges against the accused, she also directed the authorities concerned to ensure the safety of Poonawala.

    “Lock-up in charge, Saket Court, as well as jail superintendent, are directed to ensure that the accused is produced safely during court productions,” she said.

    The Delhi Police had earlier told the court that incriminating circumstances are clearly revealed through reliable and clinching evidence and they form a chain of events.

    Poonawala has been booked for the offences under the Indian Penal Code Sections 302 and 201 for murder and causing disappearance of evidence of offence, respectively.

    The accused’s counsel, on Friday, contended that Section 201 can be invoked only against the person who screens the offender and not against the person accused of the main offence.

    Appearing for Police, Special Public Prosecutor Amit Prasad argued that he would place on record judgements against the argument.

    During the hearing, victim’s father Vikas Walkar had prayed the court for supply of audio-video evidence attached with the charge sheet.

    The SPP had opposed the request, saying that dissemination of such material to media would cause prejudice to the accused.

    If it is supplied, then the condition of no dissemination to anyone should be imposed, he said.

    The court has listed the matter for further proceedings on April 3.

    SPP Prasad had earlier submitted that the accused is a trained chef from Taj Hotel and is aware of preserving flesh.

    Poonawala had also ordered dry ice, agarbatti etc. after killing Shraddha Walker, the police had said.

    It was added by the police that after committing the crime, he got into a new relationship and gave a ring to his new girlfriend.

    On February 21, a city court had sent the case to the sessions court for initiation of trial proceedings.

    Metropolitan magistrate Aviral Shukla had said: “Scrutiny of documents is complete… Section 302 (murder) of the Indian Penal Code is exclusively triable by sessions court.”

    The court had on February 7 taken cognisance of the charge sheet filed by the Delhi Police against Poonawala which ran over 6,000 pages.

    SRINAGAR: A blast shook the Hiranagar area in Kathua district, forcing the security establishment to launch a massive search operation.

    Sources said a big-bang was heard near BPP Sanyal at International border in the jurisdiction of police station Hiranagar, after which police and other security forces rushed to the spot. Entire area was cordoned off while police officers reached the spot.

    “The nature of the blast is mysterious as of now. We are ascertaining it,” they said.

    A top police officer while confirming the incident told news agency KDC that a blast has been heard near International Border in the police jurisdiction of Hiranagar and SSP is proceeding to spot.

    “Exact nature of the blast can be known once investigations are completed,” he said. (KDC)

    Prayagraj: The Prayagraj Development Authority on Monday demolished the ancestral home of Mohammad Ghulam, an accused in the Umesh Pal murder case.

    Umesh Pal was a witness in the 2005 murder of BSP MLA Raju Pal.

    Mohammad Ghulam’s brother Rahil Hasan, former president of the BJP Minority Morcha’s Mahanagar unit, claimed that Ghulam had sold off his share in the house and had nothing to do with it.

    A Prayagraj Development Authority team reached Rasoolabad in the Shivkuti area around noon and vacated the house. Roads on both sides of the house were barricaded before the demolition process began using two bulldozers in the presence of a large police force.

    The action was in line with the demolition of unauthorised buildings of “mafia and anti-socials” after Uttar Pradesh Chief Minister Yogi Adiyanath’s “mitti mein mila denge” comment in the assembly during which he also accused the opposition Samajwadi Party of patronising gangster-politicians such as Atiq Ahmed.

    Ahmed is the main accused in the Raju Pal murder case. He was recently booked in connection with the killing of Umesh Pal.

    Local residents stood on rooftops and across the barricades to witness the demolition, which was completed in four hours.

    A Prayagraj Development Authority official said the authorities did not pass the blueprint of the house and the construction was “unauthorised”.

    Speaking to reporters, Hasan — Ghulam’s brother and the former BJP Minority Morcha office-bearer — said, “We have been depositing house tax and electricity bills on time. ‘Bhai’ (Ghulam) has done wrong things and our whole family is against him.

    “We have decided that if something like this (killing in an encounter) happens, we will not even take his body. Our family is innocent but the whole family is being blamed for this incident (Umesh Pal murder).”

    Claiming that Ghulam had nothing to do with their demolished home, Hasan said, “He had sold off his share in the house and asked for a place to stay for some time, saying that he would shift after building his own house.”

    “But this could not happen and today the roof over our heads has been removed,” Hasan added.

    On March 3, the BJP’s Mahanagar unit chief Ganesh Kesarwani disbanded the BJP Minority Morcha and removed Hasan from his post as president after Ghulam’s alleged involvement in the Umesh Pal murder came to the fore.

    Ghulam is among the five accused on whom the Uttar Pradesh Police has announced a cash reward of Rs 5 lakh. The other four are Ahmed’s son Asad, Arman, Guddu and Sabir.

    On March 13, the Uttar Pradesh Police increased the reward for anyone providing information leading to their arrest from Rs 2.5 lakh to Rs 5 lakh.

    Umesh Pal and his police security guard Sandeep Nishad were shot dead outside his home in Prayagraj’s Dhoomanganj on February 24. His other security guard, who was also injured in the attack, died in hospital a few days later.

    Based on a complaint lodged by Umesh Pal’s wife Jaya Pal, a case was registered against Ahmed, his brother Ashraf, wife Shaista Parveen, two sons, aides Guddu Muslim and Ghulam, and nine others.

    Two men allegedly linked to the murder — Arbaaz and Vijay Chowdhary alias Usman — were killed in encounters with the police on February 27 and March 6, respectively.

    Ahmed, a former MP, is currently lodged in a Gujarat jail.

    Demolition of properties belonging to people close to Ahmed gained momentum after Adityanath told the assembly that his government would come down on heavily on mafia operating in the state.

    “In mafiyon ko mitti me mila denge (We will finish off these gangsters),” Adityanath had told the House.

    Srinagar, Mar 16 (GNS): Authorities on Thursday ordered for closure of Sinthan pass road for three days, starting today only, amid forecast of inclement weather conditions in the region.

    “In view of prediction by the Meteorological Department for widespread Rains on 16th, 17th and 18th of March 2023, people of Tehsil Larnoo and outside tourists are advised to refrain from venturing in landslide and shooting stone prone areas”, Tehsildar Larnoo said in an advisory, a copy of which lies with GNS.

    “Moreover, rainfall/thunderstorm/snowfall may lead to disruption of traffic on Sinthan pass road. People are advised to refrain from travelling on this road on 16th 17th and 18th of March 2023”, it reads.

    “Also in compliance to the directions of SDM Kokernag, SHO Larnoo and Naib Tehsildar Larno are hereby directed to setup naka at daksum and restrict all kinds of vehicular traffic on Sinthan pass road on these days (16th, 17th and 18th of March 2023). Moreover, Assistant tourist officer Kokernag shall place 4 tourist guards at Daksum naka from 4pm to 9am on the days, when the aforementioned roads are to closed”, the advisory reads further. (GNS)

    Srinagar, Mar 16 (GNS): An RTI applicant from Bandipora on Thursday alleged that he has been asked to deposit charges by a Public Information Officer in the Office of Executive Engineer R&B Division Bandipora in lieu of obtaining desired information vis-à-vis construction of non-motorable walkway around Wular Lake in the north Kashmir district.

    Exercising his right to know, anti-corruption & RTI activist, Parvaiz Bhat had sought details of tendering process of construction work of non-Motorable walkway around Wular lake from Banyari Bridge to Naaz Nallah including approach road leading towards Delta Park. The work, according to him, is being executed by WUCMA and is being supervised by R&B (PWD) Division Bandipora.

    “I had filed the RTI as I was having strong apprehensions that proper procedure and formalities have not been taken care of before and after the tendering process of the work”, Bhat told GNS.

    “The approach road constructed can cost the lives of people in future as the laid procedure hasn’t been followed anywhere as sub standard soil has been used in gross violation of the set norms”, he said.

    He alleged that R&B department in order to save their skin were hiding information and are instead serving him notices to pay arbitrary costs for obtaining the desired information.

    Taking a strong exception to the levy of ‘arbitrary costs’, Bhat said that these PIOs need to be first imparted with proper training and awareness regarding the provisions of RTI Act (2005). “I belong to the BPL category and have attached the photocopy of my Ration card with the RTI application for reference. There are clear observations in the (RTI) Act that persons belonging to BPL category are exempted from paying any kind of fee,” he added.

    He further alleged that he was being pressurized to withdraw RTI Application by the different quarters.

    He appealed probe agencies including CBI, ACB and Crime Branch Kashmir to take suo-moto cognizance of the matter and initiate a probe into the matter in order to bring the culprits to justice.

    When contacted, Public Information Officer (Executive Engineer R&B Division Bandipora), Asadullah Najar told GNS that they haven’t denied any information to the applicant under the Act.

    “We haven’t denied any information. He was asked to pay the requisite amount against the Photostat charges”, he said.

    Asked about the exemption to BPL category under the Act, Asadullah Najar claimed that there are 50% of Ration Cards issued fraudulently. “The applicant should obtain an income certificate mentioning the income of not more than 1000 Rupees per month from concerned Tehsildar and accordingly we will entertain that he’s belonging to a BPL category”, he maintained.

    He also said that the applicant was not being pressurized by anyone to withdraw the application. (GNS)
