    Mumbai: Congress leader Shashi Tharoor on Saturday said right across the spectrum there is a “serious undermining” of every autonomous institution and it seems the government has only the “loyalty” criterion before appointing individuals to head them.

    In an interaction at Press Club here on ‘The need for an independent media as a vital link for democracy’, Tharoor said intimidation of the press was a legitimate issue, and if he has a voice in the party manifesto, he would certainly suggest that this should be made an issue and the party would stand for guaranteeing the freedom of press and non-interference.

    The MP from Kerala also said before the 2019 elections, he had warned that a victory for the Bharatiya Janta Party (BJP) would result in an attempt to create a “Hindu Pakistan”.

    He said in the first few months after the BJP government stormed to power in 2019, he “wasn’t far off” from his prediction as the government brought legislation on triple talaq and the abolition of special provisions of Article 370.

    In many ways it was COVID-19 that saved the country as the entire legislative momentum was stalled by the urgent need to tackle the pandemic, he added.

    “Right across the spectrum, there seems to be a very serious undermining of the strength of every institution. The government seems to have only the loyalty test before it when it’s appointing people to head any autonomous institution,” Tharoor said.

    Referring to the Election Commission, he said there was a time when governments seem to respect the autonomy of autonomous institutions by appointing individuals known for their independence and integrity and cited examples of former Chief Election Commissioners TN Seshan and J M Lyndoh.

    Calling the disqualification of Congress leader Rahul Gandhi as a Lok Sabha member worrying after his conviction last month by a Surat court in a criminal defamation case, Tharoor said many of the judiciary’s decisions are “compromised”, though not at every level.

    He also said the legislature has been reduced to either a “notice board” for the government or a “rubber stamp”.

    Hyderabad: A guitarist was arrested by the Jubilee Hills police on charges of attempting to rape a woman in Hyderabad on Friday.

    Lalit Sehgal, 30 is a musician who plays the guitar for a popular pub in the area.

    Police claimed that the accused was friends with the victim in the past. Differences arose between them with time and both separated ways.

    Lalit allegedly trespassed into the woman’s house and made sexual advances but the woman resisted his attempts and escaped.

    She later approached the Jubilee Hills police and complained against Lalit.

    Police booked a case and arrested Sehgal who was produced before the court and remanded in judicial custody.

    Cops have sent the woman for a medical examination and psychological support.

    SRINAGAR: A woman was prevented from committing suicide in Sopore area of north Kashmir’s Baramulla district, officials said on Friday.

    Quoting an official, KNO reported that the woman was spotted by locals attempting to jump into the river Jhelum at Jamia bridge in Sopore.

    “After noticing the doubtful movement, locals rushed towards her and foiled her suicide attempt”, the official said.

    He said that the woman is a resident of Sher Colony locality.

    Ranchi: The decision to drop lessons on Mughal courts from the National Council of Educational Research and Training (NCERT) books is an attempt to change the nation’s history, alleged Avinash Pandey, Congress’s general secretary in-charge for Jharkhand on Monday.

    Boards which use NCERT textbooks which include CBSE are expected to be impacted by the decision.

    Uttar Pradesh has announced that government schools will adopt the NCERT’s new class 12 history textbooks in which portions about Mughal courts have been removed from this academic session.

    As part of its “syllabus rationalisation” exercise last year, the NCERT, citing “overlapping” and “irrelevant” as reasons, dropped certain portions from the syllabus including lessons on Mughal courts from its class 12 textbooks.

    Pandey told mediapersons that party senior leader Rahul Gandhi has taken this issue seriously and Congress will oppose the move.

    Hitting out at Centre, Pandey said democracy is under threat in the country.

    He said the party will launch its Jai Bharat Satyagraha Yatra from Lohardaga tomorrow and will create awareness among masses as to how opposition voices were being shut on raising issues in Parliament.

    The Satyagraha Yatra will conclude on April 16, he said.

    Bengaluru: The ruling BJP in Karnataka has made significant electoral gains by opposing erstwhile Mysuru ruler Tipu Sultan, but its most recent campaign fell flat after a strong rebuke by the Vokkaliga pontiff.

    The saffron party organised protests across the state after the earlier Congress government led by Siddaramaiah began the celebrations of Tipu’s birth anniversary. However, this time, the saffron party’s calculations of projecting Uri Gowda and Nanje Gowda, believed to be Vokkaliga soldiers, as killing Tipu Sultan have gone awry.

    Ahead of the assembly polls, the saffron party’s plan to hijack the Vokkaliga vote bank and register a victory in at least 20 to 30 assembly seats to achieve a simple majority has suffered a setback.

    Minister for Higher Education, IT and BT C.N. Ashwath Narayan gave a call at a public rally to finish off Opposition leader Siddaramaiah like Tipu Sultan was finished off by Uri Gowda and Nanje Gowda. Though he apologized, the development indicated the saffron party’s calculations about its outreach to the Vokkaliga community.

    The Vokkaliga community plays an important role in the elections and it is dominant in the south Karnataka districts. The Bharatiya Janata Party has not been able to make inroads into the Vokkaliga vote bank so far. The Vokkaligas are standing firmly with former Prime Minister H.D. Deve Gowda’s JD (S) party and the Congress.

    Among the 40 to 45 seats that the Vokkaliga candidates won, the BJP was hoping to wrest 20 seats in the upcoming assembly elections.

    The theory claiming that Tipu Sultan was not killed by the British but was finished off by Uri Gowda and Nanje Gowda, both Vokkaligas, was put forth. However, D.K. Shivakumar, Karnataka Congress president, issued a statement that there is no evidence to prove the existence of Uri Gowda and Nanje Gowda in history. He also challenged the BJP leaders to produce evidence to prove their claim.

    The saffron party was taken aback after the minister for horticulture Munirathna, also a film producer, announced a movie in the name of Nanje Gowda and Uri Gowda and released posters.

    Vokkaliga pontiff Nirmalanandanatha Swamiji of Adichinchanagiri Mutt intervened and asked the leaders of all the parties imcluding the JD (S), BJP and Congress not to speak about Uri Gowda and Nanje Gowda.

    “There should not be a distortion of history. Without research, issuing statements is not tenable. There is confusion regarding the Uri Gowda and Nanje Gowda narrative. Do not talk about them repeatedly. The Vokkaliga community will be harmed by these statements,” Nirmanalandanatha stated.

    He asked BJP national general secretary C.T. Ravi and minister Ashwath Narayan not to rake up the issue and instead submit the relevant documents to the mutt.

    After this, Chief Minister Basavaraj Bommai stated that the BJP has not suffered any setback on the issue. “There is no question of a setback in this regard. Victory will be achieved when the truth is established through research. Many historical facts are hidden in the country and in Karnataka as well. The whole world knows who is behind all this. They can’t tolerate the truth,” Bommai maintained.

    D. Javare Gowda (late Kannada writer) has recorded in the book “Suvarna Mandya” that these two characters are not fictional but historical. They are asking for proof of these two killing Tipu Sultan. Research must be carried out in this regard, Ravi maintained. He said that the Vokkaliga pontiff will be given an explanation and the real picture.

    Meanwhile, D.K. Shivakumar has issued a warning that if the narrative of Nanje Gowda and Uri Gowda killing Tipu Sultan is pursued, he would begun an agitation as a member of the Vokkaliga community.

    Addanda Karyappa, a right-wing litterateur who attempted to object to the statements of the Vokkaliga pontiff, had to face an agitation and apologize.

    Sources in the saffron party said that they totally failed to get popular support this time. The BJP only managed to get a response from people opposing the celebration of Tipu’s birth anniversary.

    The party also removed parts of the syllabus glorifying Tipu Sultan. However, the attempt to woo the Vokkaliga vote bank by raking up a controversy over the death of Tipu Sultan has failed miserably.

    New Delhi: NCP supremo Sharad Pawar came out in support of Rahul Gandhi on Thursday, saying his conviction in a criminal defamation case was an attempt to “suppress the voice” of opposition leaders.

    Pawar also drew parallels between the conviction of Gandhi and NCP leader and former Lok Sabha member from Lakshadweep P P Mohammed Faizal, who was disqualified from the lower house after his conviction in an attempt-to-murder case.

    “I express my serious concerns at the attempts to curtail fundamental rights, freedom of speech and democratic expression in the country. The repeated attempts to suppress the voice of political parties, leaders and citizens of India is a matter of grave concern,” Pawar said.

    “Today’s judgment of Rahul Gandhi underscores the point. NCP MP P P Mohammed Faizal’s case is also a similar case in point. I deplore this new trend in our political landscape, which should concern everyone in today’s scenario,” the Rajya Sabha member said.

    Faizal was disqualified as a member of the Lok Sabha within two days of his conviction on January 11.

    The disqualification was not revoked even after Faizal appealed to the Kerala High Court for a stay on his conviction and sentence, which the high court suspended on January 25.

    On Thursday, a trial court in Gujarat sentenced Gandhi to two years in jail in a 2019 criminal defamation case over his “why all thieves have Modi surname” remark. The Lok Sabha member too faces the risk of disqualification.

    The Surat court has granted Gandhi bail and suspended the sentence for 30 days to allow him to appeal in a higher court. The Congress said Gandhi will file an appeal against the verdict.

    New Delhi: Delhi BJP and the Congress on Monday termed the Delhi government’s Outcome Budget an “attempt to deceive” the people and “hide their failure”.

    Leader of Opposition in Delhi Assembly Ramvir Singh Bidhuri alleged that a “white lie” has been presented in the name of Outcome Budget.

    “The AAP government has not not fulfilled its promise to provide 20 lakh jobs in Delhi, yet no action plan was presented for this. They (AAP) did not fulfil their promise to rejuvenate five markets of Delhi and generate employment,” Bidhuri said.

    He further alleged that the government “lied” about the pass percentage of class 10 and class 12 in its Outcome Budget.

    “The Delhi government had announced to bring 15,000 buses on the roads of the capital, but 250 electric buses were brought in a year. The marshals in the buses have been removed due to non-payment of salaries.

    “The Ashram flyover has been described as an achievement, while its work has not yet been completed, nor has it been fully operational,” he alleged.

    “The AAP government deceived the people of Delhi through its outcome budget,” Delhi BJP said.

    The Delhi Congress alleged that the AAP “wrongly presented the statistics to mislead people”.

    Party’s president Anil Chaudhary alleged the AAP government’s Delhi model of education and health care was a “mere stunt”.

    “The AAP government is misleading the public by presenting wrong statistics in their outcome budget. Such models do not exist at the ground level,” he alleged.

    “The Outcome Budget was a ploy to hide the failures of the AAP government,” Delhi Congress said.

    Mumbai: Shiv Sena (UBT) leader Sanjay Raut on Sunday alleged that Union Law Minister Kiren Rijiju’s remarks that a few retired judges are part of an “anti-India gang” are an attempt to pressure the judiciary and threaten judges.

    Speaking at the India Today Conclave in the national capital on Saturday, Rijiju had claimed that a few retired judges and some activists who are “part of the anti-India gang” are trying to make the Indian judiciary play the role of the opposition party.

    Reacting to the remarks while talking to reporters here, Raut said, “What kind of democracy is this? Does it suit a law minister to threaten the judiciary? It is a threat to judges who refuse to bow down to the government and it’s an attempt to pressure the judiciary.”

    Criticising the government doesn’t mean being against the nation, Raut said.

    The Shiv Sena (Uddhav Balasaheb Thackeray) MP also said that after Rahul Gandhi spoke about the threats to democracy in the country, there is now a move to get the Congress leader suspended from the Lok Sabha.

    To a question on the demand that Gandhi should apologise for his comments, Raut said, “Rahul Gandhi will not apologise and why should he?”

    “Bharatiya Janata Party (BJP) leaders have in fact spoken against the country and its political leaders on foreign soil,” he charged.

    The BJP has been demanding an apology from Rahul Gandhi over his recent remarks he made in London, in which he alleged that the structures of Indian democracy are under attack and there is a “full-scale assault” on the country’s institutions.

    The remarks triggered a political slugfest, with the BJP accusing him of maligning India on foreign soil and seeking foreign interventions, and the Congress hitting back at the ruling party by citing previous instances of Prime Minister Narendra Modi raising internal politics abroad.

    New Delhi: A Sessions court here has ordered framing of charges against Faisal Farooq, the owner of Rajdhani school, and 18 others for their alleged involvement in a case of arson, attempt to murder and criminal conspiracy during the 2020 northeast Delhi riots.

    The court was hearing a case where a riotous mob, on the purported instigation of Farooq, allegedly torched DRP School and adjoining properties near Shiv Vihar Tiraha on February 24, 2020. The 18 accused persons were reportedly part of the riotous mob.

    According to the prosecution, the mob was using Rajdhani School as its base for the purpose of throwing petrol bombs and stones at the properties of a particular community and also robbed valuable items from the school.

    “I find that (all) accused persons are liable to be tried for offences punishable under sections 120 B (criminal conspiracy) of the Indian Penal Code read with sections 147 (rioting ) 148 (rioting, armed with a deadly weapon) 302 (murder) 153A (punishment for promoting enmity between different groups on the ground of religion, race, place of birth, residence, language, etc.), 395 (dacoity)…of the IPC,” Additional Sessions Judge Pulastya Pramachala said in an order passed on Friday.

    Charges are to be framed against them also under sections 427 (punishment for committing mischief and thereby causing loss or damage to the amount of Rs fifty or upwards), 435 (Mischief by fire or explosive substance with intent to cause damage to an amount of 100 rupees or upwards), 436 (mischief by fire or explosive substance with intent to destroy house, etc.) and 450 (house-trespass in order to the committing of any offence punishable with imprisonment for life) of the IPC, the judge said.

    All accused except for Farooq were also liable to be tried under sections 147, 148,153 A, 395,427, 435, 436, 450, 307 (attempt to murder) of the IPC read with sections 120 B, 149 (every member of unlawful assembly guilty of offence committed in prosecution of common object) and 188 ( disobedience to order duly promulgated by public servant) of the IPC, the judge added.

    “Faisal Farooq is also liable to be tried for offence punishable under sections 147, 148, 307, 395, 427, 435, 436, 450 of the IPC read with 120 B of the IPC, and for the offence punishable under sections 153A and 505 (statements conducing to public mischief) of the IPC,” the judge said.

    ASJ Pramachala also put on trial Mohd. Ansar under the provisions of the Arms Act.

    Regarding the identification of the accused persons as members of the riotous mob, the judge said the rule of prudence can be applied only after trial, at the time of assessment of the evidence on the parameters of credibility.

    Rejecting the arguments for the discharge of the accused, such as call details record (CDR) locations and the delay in registration of FIR and recording statement of witnesses, the judge said, “I have considered all these contentions, but I do not find the discharge of any accused being made out on the basis of these contentions, in view of the evidence of identification of all the accused persons as part of the riotous mob.”

    ASJ Pramachala said while CDR locations were not the basic premise of the prosecution’s case and were used as additional evidence, the absence of the test identification parade (TIP) could not be claimed as a ground for discharge.

    The judge also rejected the plea of delay for seeking discharge, saying “It is well known that riots had shaken Delhi and so even police agency could have been under tremendous pressure on account of riots and the consequent flow of complaints and by that time already Covid 19 virus had knocked the door of our society and was on continuous rise, leading to nationwide lockdown .”

    The court said the credibility of any witness can be looked into only after conducting the trial and there was evidence of arson on the day of the alleged incident.

    Regarding the alleged conspiracy, the court said, “In the present case, the description of evidence shows the deliberation among Farooq and other accused persons, which was subsequently followed by an attack on DRP School and other nearby properties of Hindus.”

    It said prior to the attack, a large number of people of a particular community had assembled at Farooq’s school, which was followed by continuous instances of pelting of stones and petrol at nearby properties and DRP School, and this reflected “preparations made on the basis of a meeting of mind among the accused persons to indulge into a particular act as alleged in this case.”

    Noting the complaint and statements of witnesses, the court said it was “beyond doubt that an unlawful assembly was formed with a common object to attack upon the properties belonging to persons from the Hindu community.”

    Regarding the offence of attempt to murder, the court noted the statement of a witness, according to which the mob was exhorting to kill people of a particular community and that accused Mohd. Ansar fired at him.

    It said, “The acts of accused Farooq showed that he had a meeting of mind with other members of the mob for facilitating an attack against the properties of Hindus and DRP School. He also made a provocative statement against Hindus, which had the effect of encouraging hatred between the community of Hindus and Muslims.”

    Dayalpur police station had registered an FIR against Faisal Farooq, Shahrukh Malik, Shahnawaz, Rashid, Mohd. Faisal, Mohd. Sohaib, Shahrukh, Azad, Ashraf Ali, Parvez, Aarif, Sirajuddin, Faizan, Irshad, Anis Qureshi, Mohd. Parvez, Mohd. Illyas, Mohd. Furkan, and Mohd. Ansar.

    New Delhi: Delhi University has barred two students, including a Congress students’ wing leader, for a year for allegedly participating in a screening of the BBC documentary on the Godhra riots on campus, a senior official said.

    During this period, the students will not be allowed to take any university or college or departmental examination, according to the memorandum dated March 10.

    Six other students allegedly involved in the January 27 incident have been given “less strict” punishment, the official said, while indicating that more students might be implicated.

    “We have debarred two students and six students have been given less strict punishment. We have also called the parents of several students. More action is expected in the coming days,” the official told PTI.

    She did not specify what punishment was meted out to the other six students.

    The students barred have been identified as Lokesh Chugh — a PhD scholar in the Anthropology department — and Ravinder of the Law faculty.

    The “confidential” memorandum issued to them mentioned that the documentary — “India: The Modi Question” is “banned”. Chugh, the national secretary of the Congress-affiliated National Students’ Union of India (NSUI), said he was not present at the Arts faculty on the day of the incident and added that the documentary is not banned.

    “…the act of participation in the showing of the banned BBC documentary is an act of indiscipline on the part of Lokesh Chugh,” the memorandum, a copy of which has been accessed by PTI, stated.

    “On the basis of the recommendations of the committee, the disciplinary authority taking cognisance of the above indiscipline exhibited by Shri Lokesh Chugh, decided to impose the penalty of debarring him from taking any university or college or departmental examination or examinations for one year,” the memorandum read.

    A similar memorandum has been issued to Ravinder, the official said.

    The university had formed a seven-member committee to investigate the ruckus outside the Arts faculty building over screening of the BBC documentary.

    A commotion erupted at the university as students attempted to screen the documentary even as police and the varsity administration intervened.

    The police had detained 24 NSUI-affiliated students during its efforts to scuttle the screening.
    Chugh, however, said he was not among the 24 students.

    “During the screening, I was not on campus. I was participating in a TV debate Moreover, the documentary is not banned but blocked,” he said.
