    MUNICH, Germany — Ukrainian President Volodymyr Zelenskyy opened the annual Munich Security Conference on Friday, calling on his Western partners to keep supporting his country against Russia in a battle he compared to the biblical story of David and Goliath.  

    “The Russian Goliath has already begun to lose,” Zelenskyy said, sitting in his trademark olive green sweatshirt behind a desk in Kyiv. “There’s no alternative to our victory.”

    Zelenskyy thanked the U.S. and European countries for the military support they’ve sent his nation, while also urging them to do more, saying that Ukraine’s “sling” needed to be stronger. (In the biblical account, young Israelite shepherd David took down the Philistine giant Goliath with a sling and a small stone.) Zelenskyy warned that Russian President Vladimir Putin was trying to drag out the conflict, betting that the world would lose interest in the war.

    “We need speed,” Zelenskyy said. “Speed is crucial.”

    Zelenskyy also dismissed recent saber-rattling by Belarusian President Alexander Lukashenko, who said Thursday that his country was prepared to join Russia’s war against Ukraine, if attacked.

    “The probability that Belarus is going get involved in the war is low,” he said. “The people in Belarus are not willing to fight against Ukraine. It won’t be easy to convince them.”

    He predicted that if Belarusian troops did become involved, they would suffer considerable losses.

    Zelenskyy, whose remarks received enthusiastic applause from the audience of policymakers and military officials gathered in Munich, closed his speech by calling for the acceleration of his country’s integration into the Western fold.

    “There’s no alternative to Ukraine in the EU, there’s no alternative to Ukraine in NATO, there’s no alternative to our unity,” he said.

    Pritzker didn’t mince words.

    “It’s an ideological battle by the right wing, hiding behind a claim that they would protect our children — but whose real intention is to marginalize people and ideas they don’t like,” Pritzker told a joint session of the Illinois General Assembly gathered in the state Capitol for the first live address since before the pandemic. “This has been done in the past, and it doesn’t stop with just snuffing out ideas.”

    Pritzker described “a virulent strain of nationalism plaguing our nation,” and he criticized “demagogues” attacking school board members and library trustees.

    He also invoked historical parallels to the current climate.

    “This is the Land of Lincoln. We have a responsibility to that legacy,” he said.

    Then Pritzker quoted Wiesel, the Holocaust survivor and Nobel Laureate: “We must always take sides. Neutrality helps the oppressor, never the victim. Silence encourages the tormentor, never the tormented.”

    The governor made his comments after laying out a budget agenda focused on education funding.

    “It’s all meaningless,” he said, “if we become a nation that bans books from school libraries about racism suffered by Roberto Clemente and Hank Aaron, and tells kids they can’t talk about being gay. It signals to Black and brown people and Asian Americans and Jews and Muslims that our authentic stories can’t be told.”

    That passage of his speech drew a standing ovation from Democrats seated on his right in the chamber and silence from Republicans at his left.

    Pritzker then invoked his two college-age children.

    “I don’t want them to be lied to,” he said. “I want them to learn our true history, warts and all.”

    Running feud

    The speech follows Pritzker writing the College Board, which oversees Advanced Placement exams, to urge the group not to appease DeSantis by changing the African American studies course.

    Earlier this week, DeSantis doubled down on the issue, threatening to withdraw state support for AP programs.

    DeSantis’ threats and Pritzker’s comments in his Springfield address add fire to a feud between the two governors ahead of the 2024 presidential election. Both have been mentioned as potential candidates for their respective parties.

    DeSantis is all but expected to jump into the GOP primary and face former President Donald Trump. Pritzker has repeatedly said he will be supporting President Joe Biden for president.

    Pulwama: Fifteen of the 19 militants involved in the 2019 Pulwama attack have been either been killed or arrested while the security situation in Kashmir has improved with greater synergy between agencies, officials said on Tuesday as the nation paid homage to the CRPF personnel killed in the terror strike.

    In the attack by Pakistan-sponsored terrorists in the south Kashmir district on this day in 2019, 40 Central Reserve Police Force (CRPF) personnel were killed when an explosive-laden vehicle hit their convoy at Lethpora when they were heading from Jammu to Srinagar using the National Highway-44.

    In a retaliatory strike, the Indian Air Force had carried out an air raid in Pakistan’s Balakot on February 26, 2019, targeting terrorist camps.

    “Nineteen terrorists were involved in the Pulwama attack, eight have been neutralised (killed) while seven arrested. Four are still at large and of them, three are Pakistanis, including (Jaish-e-Mohammed chief) Masood azhar,” Additional Director General of Police, Kashmir Zone, Vijay Kumar, said after paying tributes to the slain CRPF personnel at the Pulwama Martyrs’ Memorial in Lethpora.

    Kumar also said in the last three years, the Jaish-e-Mohammed has been “wiped out” in the Kashmir Valley. Only seven to eight terrorists are active now, he said.

    “The situation in Kashmir has improved post the Pulwama attack. Stone pelting incidents do not take place anymore while ‘hartals’ have come to an end. Record tourists are arriving in Kashmir,” CRPF Inspector General (Operations) M S Bhatia told reporters at the memorial, around 21 kilometres from Srinagar.

    CRPF Special Director General Daljit Singh Chaudhry and General Officer Commanding of Army’s 15 Corps Lt Gen A S Aujla also paid their tributes at the memorial.

    Bhatia said there is “excellent” synergy between security agencies in Kashmir and “we are proceeding to wipe out terrorism from the Kashmir Valley”.

    “We are working against the terror ecosystem and keeping an eye on OGWs (over-ground workers) who provide logistics and shelter to terrorists. We are trying to deny them space where they can execute any plans,” he said.

    Several events were organised across the country to mark the fourth anniversary of the attack with the CRPF holding a series of functions, including the one at the Pulwama Martyrs’ Memorial in Kashmir’s Lethpora.

    Paying tribute to the CRPF personnel killed in the 2019 attack, Prime Minister Narendra Modi tweeted, “Remembering our valorous heroes who we lost on this day in Pulwama. We will never forget their supreme sacrifice. Their courage motivates us to build a strong and developed India.” “The nation can never forget their sacrifice. Their valour and indomitable courage will always remain an inspiration in the fight against terrorism,” Union Home Minister Amit Shah said on Twitter.

    Defence Minister Rajnath Singh paid homage to the CRPF personnel killed in the 2019 terror attack and said the entire nation stands firmly with their families.

    Elaborating on measures taken post the Pulwama attack, CRPF IG Bhatia said modernisation of weaponry and gadgets have been done to ensure that terrorists are not able to carry out another such strike.

    “Modernisation is a work in progress. The national highway is under round-the-clock surveillance through CCTV cameras. We are using drones and have 12 stations along the highway. We have inducted (land) mine-proof vehicles and bullet-proof vehicles as well. The impact can be seen on the ground,” he said.

    Jammu and Kashmir LG Manoj Sinha and Jammu and Kashmir Director General of Police Dilbag Singh also paid tributes to the 40 CRPF jawans, with the Union Territory’s police chief saying that the nation is indebted to the “our brave heart martyrs who served the nation and its citizens till their last breath while making supreme sacrifice of their lives”.

    As a mark of respect to the 40 CRPF personnel, Lt General (retired) KJS Dhillon, who was the head of the army’s strategic Srinagar-based XV Corps, released his book ‘Kitne Ghazi Aaye Kitne Ghazi Gaye’ today.

    In Jammu, CRPF troops held a function at the headquarters of the force’s 76 Battalion in the Channi area to pay tributes, while school children made colourful sketches to remember the jawans.

    “We paid tributes today. We annually organise this function to pay tributes to the CRPF martyrs. We are always dedicated for the safety and security of India and service to the nation,” Battalion Commandant, Tarique Hussain, Khan told reporters in Jammu.

    A CRPF jawan, who was driving one of the buses in the convoy that was attacked, said terror attacks cannot break the morale of troops. “We are ready to die for the nation,” he said.

    Functions were also organised by people of Palura village in Jammu and Kashmir’s Samba district and Jammu University students to pay homage to the CRPF personnel killed in the Pulwama attack.

    He also said the cases registered against OGWs involved in such activities are being disposed of at a rapid pace. “The number of such cases have reduced from 1600 in October last year to 950 at present and 13 convictions have also been made so far.”

    He further said that a total of 37 local militants are presently active and that only two among them including Farooq Nalli and Riyaz Chatri are old while rest have joined recently.

    Meanwhile, Inspector General Operations Sector CRPF, M S Bhatia said the situation has improved on the ground since Pulwama attack and such attacks will never happen given the measures taken by the security forces.

    “There is remarkable progress after the attack in 2019, militant modules are being busted, their ecosystem is being busted, we are sure that this kind of attack will not happen again,” he said.

    He further said the attacks on minority communities are acts of cowardice and those behind such attacks have been killed while measures have been taken to prevent such attacks.

    “We are determined to protect minorities and in this regard several modules involved have been neutralized. The CRPF and Police and other security forces have been ensuring protection to the minority community and we will ensure proper security to them,” he said.

    Replying to a query, he said the module is being busted before it carries out any major damage. “We are always taking action in the beginning and neutralizing the module when it takes birth. You have seen several encounters have taken place last year, we are trying to deny that space to militants to execute any major damage,” he said.

    To Democrats, such projects and the domestic manufacturing incentives included in Biden’s Inflation Reduction Act are the key to creating a homegrown clean energy industry that will end China’s dominance, while weaning the U.S. off fossil fuels. But Republicans contend that the president is recklessly pushing a quick transition away from coal, oil and natural gas — and toward green-energy sources that China dominates.

    The GOP strategy plays off anger at China among lawmakers in both parties, which spiked again this month after a suspected Chinese spy balloon wafted across the U.S. before the Air Force shot it down.

    “We want to stop the rush to green,” said Rep. Bill Johnson (R-Ohio), chair of the Energy and Commerce environment, manufacturing and critical materials subcommittee. Under Biden’s policies, he contended, “Energy costs are going to go higher. Quality of life for the American people is going to go down. America’s economy and energy independence is at stake. Let’s harvest those resources as much as we can here at home.”

    Energy experts and members of both parties acknowledge that the U.S. cannot yet make a full break from China, which has had a decade-long head start in developing the supply chain for batteries, solar panels and other clean energy production.

    But Democrats say their efforts are directed at replacing Chinese batteries and renewable equipment with U.S.-made parts. They say the attacks from Republicans, who unanimously voted against the climate law, are a transparent attempt to undermine alternatives to fossil fuels.

    “Republicans sat on the sidelines while we took these huge steps in the direction of being less dependent on China,” said Rep. Jared Huffman (D-Calif.) “So they have no high ground whatsoever on this.”

    Supporters of Biden’s policies also warn that an immediate no-China approach would be a recipe for paralysis — slowing the U.S. transition to clean energy, leaving the country without crucial materials, and imperiling the fight to cut planet-warming pollution.

    “We can’t make our emissions numbers without solar panels that can only come from China today,” said Rep. Scott Peters (D-Calif.), a former environmental lawyer who serves on the Energy and Commerce Committee.

    “Being wary of them is really important, but the notion that you can just flush your contact with China is not possible,” he added. “You have to manage China. There’s going to be a period of transition. They are still going to be a very large economy.”

    The flight of the balloon has only worsened U.S.-China acrimony. Beijing also temporarily cut off climate talks and other contacts with the U.S. last year after then-House Speaker Nancy Pelosi visited Taiwan, while China’s growing ties to the Russian energy sector have provoked consternation in Washington since Vladimir Putin invaded Ukraine a year ago.

    China’s starring role in clean energy is undeniable, however.

    On top of its world-leading position in processing critical minerals and manufacturing solar cells, wafers and modules, China dominates the production of the batteries needed for electric vehicles at every stage of the supply chain, according to a 2022 report from the International Energy Agency.

    “We are still in a tight coupling with China, and it isn’t rational or responsible to talk about that relationship like we can turn it off,” said Kevin Book, managing director at ClearView Energy Partners, a research group.

    China hosts about three-quarters of the global production capacity for battery cells, along with more than half the global raw material processing of lithium, cobalt and graphite, the IEA said.

    Its stranglehold on the polysilicon wafers that turn sunlight into electricity in solar panels is even greater, accounting for 97 percent of the global manufacturing capacity. Lawmakers last year also enacted a federal law that prohibits the importation of goods that include polysilicon from China’s Xinjiang unless an importer can prove the product was not made with forced labor.

    Since Biden signed the Inflation Reduction Act in August, companies have announced plans for tens of billions of dollars of green manufacturing projects across the United States, seeking a slice of the law’s $369 billion in incentives for domestically sourced clean energy.

    But those projects are also drawing scrutiny from GOP lawmakers. They’ve promised a lengthy oversight process of the green energy spending bonanza bankrolled through the climate law, as well as investments stemming from Biden’s 2021 bipartisan infrastructure law.

    “I won’t use the phrase this is the tip of the iceberg, but I would say this is the start of a long and methodical and hopefully sterile process of oversight,” said House Science Chair Frank Lucas (R-Okla.).

    Lucas, and other lawmakers from both parties, have raised questions about China’s influence over a Texas-based battery company, Microvast, which has received initial approval for a $200 million federal grant through the infrastructure law to build a facility in Tennessee.

    Microvast is a publicly traded U.S. company with a subsidiary in China, but with no ownership by the Chinese government, said Shane Smith, the company’s chief operating officer. The Energy Department has said no taxpayer funds have gone to the company yet, and that DOE is conducting a due-diligence review of the award.

    Smith said the company, which has worked with DOE since the Trump administration, is now being used to score political points — though he acknowledged that some companies with links to China are worth investigating.

    “Frankly, we’re just the wrong company,” he said. “Are there companies out there that are blatantly acknowledged that are Chinese-owned, that could get actual federal dollars? Yes. Why are those not the examples in what they’re trying to communicate rather than an American company?”

    Conservatives and GOP state lawmakers have also begun drawing links between China and investments in their states. Republican Gov. Glenn Youngkin announced last month that he had halted efforts to bring a proposed Ford battery plant to Virginia over concerns about its links to a Chinese company and its technology. The U.S.-based auto giant said Monday that it would locate the project in Michigan instead.

    In West Virginia, a Republican state delegate has questioned whether investors in a proposed battery plant there have connections to China and Saudi Arabia.

    One solar energy industry executive pointed to conservative ire over a recent announcement that JA Solar, a China-based company that is one of the world’s largest solar manufacturers, will build a factory in Arizona. “The suggestion there is that IRA funds could potentially be going to companies linked to the Communist Party,” said the person, who was granted anonymity to speak candidly about the industry’s concerns. The person added, “Our concern is that any link to China is going to be a problem.”

    But the person saw a potential bright spot: Because anti-China sentiment on the Hill is bipartisan, an opportunity could exist to channel that energy to advance manufacturing investments — if lawmakers were open to having a meaningful discussion.

    Republicans, meanwhile, say Biden’s actions are undermining his stated support for developing domestic sources of critical clean-energy minerals. They point to a recent Interior Department order protecting a swath of lakes and wilderness in Minnesota, which effectively halted a proposed copper mine.

    Less than a week later, EPA used a rarely employed veto authority to stop Pebble Mine in Alaska, a contentious metals project that would have extracted significant amounts of copper, gold and molybdenum but risked damaging one of the world’s largest salmon habitats

    “The fact they would shut those down demonstrates the phoniness of the conviction of all this, especially with regards to [reducing dependence on] China,” said Sen. Kevin Cramer (R-N.D.).

    Republicans also warn that Democrats’ subsidies to clean energy developers can’t keep up with China’s government support of its own green industries, and that the U.S. won’t be able to quickly build energy and mining projects unless Congress passes legislation to streamline lengthy permitting reviews.

    “You can’t compete with a nonmarket behemoth economy in a game of subsidies,” said George David Banks, a former international climate adviser in the Trump administration who now advises Republicans in Congress. “You can throw all the subsidies and still not be able to solve the problem because you can’t build anything.”

    Democrats counter that Republicans have not offered a comprehensive plan of their own. They say the GOP’s focus on boosting domestic mining overlooks other aspects of the supply chain reliant on China, such as processing of metals used in batteries.

    And they say the GOP’s emphasis on easing fossil fuel production and exports risks setting back U.S efforts to compete with China.

    “[Republicans] need a plan, and the plan needs to be a real plan not a political plan — a nuts and bolts, how do we continue to onshore manufacturing here,” said Sen. Martin Heinrich (D-N.M.). “And right now we have the only real tool to do that, which is the industrial policy which was embedded in the IRA.”

    Jerusalem: A Palestinian man who attempted to stab Israeli soldiers was shot and killed south of the occupied West Bank city of Hebron, the army in the Jewish state said.

    In a statement, the army issued a picture of a large kitchen knife and said it was used by the suspect to try to stab the soldiers on Friday who “responded with live fire and neutralized the suspect”, reports Xinhua news agency.

    No injuries were reported among Israelis.

    Meanwhile, the Palestinian Health Ministry identified the victim as Sharif Hasan Rabbaa, 22.

    The killing was the latest in a surge of violence in the West Bank, as Israel maintains that it has intensified its military raids in the West Bank after a string of deadly street attacks in March and April 2022.

    The Israeli army has killed at least 43 Palestinians since January 1.

    Meanwhile, the Jewish state said seven Israelis were killed in attacks during the same period.

    It quickly raised alarms among Craig’s colleagues, many of whom have remained on edge about the uptick in political violence in recent years. Other than members of House leadership and those who receive targeted threats, most lawmakers do not receive personal security.

    House Minority Leader Hakeem Jeffries (D-N.Y.) said in a statement later Thursday: “We are very grateful that she is safe and recovering, but appalled that this terrifying assault took place.”

    Jeffries said he’d asked the House Sergeant at Arms and the Capitol Police to work with Craig and her family to keep them safe both in Washington, D.C., and Minnesota.

    The attack could revive calls to beef up spending on personal security for lawmakers — a concern that has flared after the attack on Paul Pelosi, Speaker Emerita Nancy Pelosi’s (D-Calif.) husband, last October, and, more broadly, the Jan. 6 assault on the Capitol. Lawmakers have, generally, reported an uptick in public harassment in recent years.

    Led by the sergeant at arms office, House officials increased security funding last year, creating a residential program that funds at-home cameras, motion sensors and locks for lawmakers at a cost of up to $10,000.

    The Capitol Police, in a statement, said the assailant was “believed to be homeless.”

    “At this time, there is no information that the Congresswoman was targeted because of her position, however the case is still under investigation by both the MPD and the USCP,” the department said.

    The Hill’s police force said last fall that it needed more resources to provide “physical security” for members of Congress at their residences after the Pelosi attack highlighted shortcomings. The department also opened field offices in Florida and California in the aftermath of the Jan. 6 Capitol riot to investigate threats to lawmakers.

    Lawmakers have become increasingly concerned about their safety in recent years, with the Capitol Police citing 7,501 investigations into threats in 2022, including direct threats and “concerning statements.”

    OCALA, Fla. — Florida Gov. Ron DeSantis on Wednesday responded to former President Donald Trump’s latest attack, saying he won’t “smear” fellow Republicans.

    Speaking at a press conference in Ocala, Fla., the GOP governor and likely 2024 presidential candidate was responding to questions on Trump’s latest broadside. On Tuesday, Trump, who already announced he’s running for president, reposted a message on social media sarcastically insinuating DeSantis is grooming teenage girls.

    “I spend my time delivering results for the people of Florida and fighting against Joe Biden — That’s how I spend my time,” DeSantis said. “I don’t spend my time trying to smear other Republicans.”

    Ballia: Shankaracharya Parishad chief Swami Anand Swaroop on Wednesday hit out at Rahul Gandhi, saying his recent remarks on Uttar Pradesh Chief Minister Yogi Adityanath was an attack on Hindutva.

    On Monday, Congress leader Gandhi asserted that no religion talks about spreading hate and said Adityanath cannot be a religious leader for the language he uses.

    During an interaction with civil society members on the recently-concluded Bharat Jodo Yatra in Delhi, Gandhi had alleged that Adityanath was “insulting” the history of his Gorakhnath Math by the kind of language he was using.

    “I am sorry, he (Adityanath) is not a religious leader, he is a common thug,” Gandhi, was quoted as saying by an attendee at the meeting, which was not open to the media.

    In a video released on Facebook, Swaroop said, “Calling a ‘siddh mahant’ and yogi of a ‘siddh peeth’, who has no one of his own, a thug will not be tolerated. Yogi Adityanath is chief minister later, first he is a seer and a monk of a ‘siddha peeth’.”

    The chief the parishad, a council of seers, said that “an attack on a monk is an attack on Hindutva”.

    Demanding that the Uttar Pradesh government immediately file a case against Gandhi, he said the Congress leader has insulted a “yogi” to serve his political motives.

    Swaroop alleged that Gandhi’s remarks, will prove to costly for his party and him.

    Alleging that Samajwadi Party chief Akhilesh Yadav is giving patronage to his party leader Swami Prasad Maurya, who had made remarks against the ‘Ramcharitmanas’ recently, Swaroop said that Maurya himself lost the assembly election and cannot steer the ship of the party.

    “When Swami Prasad Maurya has become a Buddhist, how can he remain a Maurya now? How can he declare himself the leader of the backward class? Backward class is the soul of Hindutva,” he said.
