    Hyderabad: Stray dog attack leaves two children injured

    Hyderabad: In yet another incident of a stray dog attack in Hyderabad, two children, Aayan (8) and Fatima (5) are left with bite injuries. They were attacked by two stray dogs while playing near their house in Borabanda, S R Nagar.

    They were immediately taken to the hospital for treatment. Later, the local people informed GHMC officials about the incident, raising concerns over the increasing stray dog menace in the area.

    Just a few days ago, a horrific incident took place wherein a 5-year-old boy was mauled to death in a stray dog attack in Hyderabad.

    A pack of stray dogs attacked him when he was strolling outside. Though, locals rushed to his rescue and rushed him to a hospital, he was declared dead by the doctors on arrival.

    The next day, another 4-year-old boy sustained minor injuries in an attack by stray dogs. The incident took place in Maruti Nagar Colony, Hyderabad.

    Telangana HC pulls up municipal body

    Recently, after taking cognisance of the media report on the incident, Telangana High Court initiated suo moto Public Interest Litigation (PIL).

    The court pulled up Hyderabad’s municipal body over the gruesome death of the child. A division bench headed by Chief Justice Ujjal Bhuyan blamed negligence by the Greater Hyderabad of Municipal Corporation (GHMC) for the child’s death and asked it what steps are being taken to curtail incidents of stray dog attacks.

    The court included the Chief Secretary, Principal Secretary of the Municipal Administration and Urban Development Department, GHMC Commissioner, GHMC Deputy Commissioner (Amberpet), GHMC Veterinary Officer, Hyderabad District Collector and Member Secretary of Telangana State Legal Services Authority as respondents in the case and asked them to file the counter.

    A Russian attack with Iranian-made combat drones early this Monday left two dead and three injured in the Ukrainian city of Khmelnitsky (west), reported its mayor.

    Oleksandr Symchyshyn said in separate Telegram messages that two first responders died in hospital after the attack by more than a dozen drones.

    Ukrainian forces reported shooting down eleven of the 14 Iranian-made kamikaze drones, in response to the Russian attack with unmanned aircraft (UAV) with explosives.

    “Unfortunately, we have another death in the hospital. The doctors failed to save the life of another hero, a rescuer,” he said in the second message, after reporting a first death shortly before.

    Ukrainian armed forces claimed to have shot down 11 of the 14 drones “Shaded” deployed by Russia overnight.

    Nine of them were shot down over the capital kyiv, according to the head of the city’s military administration, with no damage or casualties reported.

    Russia has been launching missile and drone attacks for months against critical infrastructure in Ukraine, prompting Kiev to bolster its air defense systems with Western help.

    The attacks have left millions of people without electricity in the dead of winter.

    In addition to the Iranian-made suicide drone attack, Russian troops attacked eleven regions of Ukraine in the last 24 hours, according to data from the regional military administrations.

    According to the 09:00 am (07.GMT) report on the situation in the regions, two people were killed in the attacks last night counting the city of Khmelnitsky.

    In the Chernihiv region, there were two bombardments in the last 24 hours that left no victims, although they did damage.

    According to the “North” operational command, the anti-aircraft defense shot down three drones over Chernihiv.

    In the Sumy region, Russian troops attacked the Krasnopilska community with mortar fire last night, and during Sunday afternoon they shelled the communities of Bilopilska, Hlujivska, Novoslobodska and Khotynska, where 76 mortar and artillery hits were recorded and reported an injured person.

    In several of these regions, no loss of life was reported. However, several of the attacks have claimed several lives and injured dozens.

    A 73-year-old man was slightly injured in an attack on the city of Vochansk. In the Luhansk region, Russian troops carried out “unsuccessful offensives” in wooded areas in the Kupansk and Lyman directions.

    In the Donetsk region, the Russian army launched two missile attacks on Myrnohrad at night and in the morning there was a massive shelling on Avdiivka. A woman was injured in the city of Hirnyk.

    “There are no significant changes in the situation along the front line. Vuhledar, Maryinka, Avdiivka and Bakhmut are under constant hostile fire,” the report underlines.

    In the Kherson region, the Russian troops shelled several cities with artillery. One person died and two others were injured in this region in the last 24 hours; in addition, 87 people, including 15 children, were evacuated from the liberated territories.

    The town of Khmelnytsky suffered Russian attacks with drones, which left a couple of dead and five injured, as reported by the mayor of the Ukrainian town. This is when the United Nations is once again putting Russian war crimes on the front lines on the table. While Moscow insisted on the assessment of the Chinese peace plan, which must be “analyzed in detail.”

    The fighting intensified again in Ukraine on Monday, February 27. The focus of the invading Russian troops continues to be the capture of Bakhmut, a strategic location for their objectives as it is the ‘gateway’ to Sloviansk and Kramatorsk, the two most important cities that Ukraine has in the Donetsk region.

    In this direction, in the last hours there were two deaths and five injuries by Russian drones in Khmelnytskyi, according to the mayor Oleksandr Symchyshyn through his Telegram account.

    Initially, the information that had circulated was about the death of only one man who worked as a rescue worker. However, as the minutes passed, the number increased to two after the confirmation of the highest local authority.

    “Unfortunately we have another death in the hospital. The doctors could not save the life of another hero: a rescuer,” the president said on his social networks.

    However, they were not the only Russian attacks. The Ukrainian armed forces announced the downing of 11 of a total of 14 Iranian-made kamikaze drones launched by Moscow overnight.

    Nine of them were shot down over kyiv, without causing casualties or material damage. The head of the city’s Military Administration, Sergiy Popko, accused the Russian forces of trying to “exhaust” the air defenses and detailed that the attacks were in two separate waves.

    In the country’s capital, nighttime anti-aircraft alarms were active for five and a half hours.

    Two other drone attacks were registered in the city of Zaporizhia, where they did manage to hit infrastructure, although the damage is still being estimated.

    During the night hours, air alerts were also activated in Chernihiv, Zhytomyr, Kharkiv, Donetsk and in the Dnipro and Kirovohrad provinces.

    Finally, the Russian Defense Ministry asserted that an attack on an ammunition depot near Bakhmut was carried out successfully, also shooting down four US-made HIMARS missiles and five drones.

    United Nations debates war crimes in Ukraine

    With a strong speech, the UN Secretary General, António Guterres, opened the session of the Human Rights Council, a summit that will focus its main attention on Ukraine and the alleged war crimes committed by Russia during its ‘special operation’.

    Guterres stressed that the international community must protect human rights and that not doing so is not an option. “Some governments undermine it, others use the wrecking ball,” he said.

    In this sense, he stressed that during the war in Eastern Europe “the most massive violations of human rights” that exist in the world today have been unleashed. “It has unleashed death, destruction and widespread displacement,” she added.

    The summit, which will take place in Geneva until April 4, will be the event in which different countries will insist on expanding the mandate of a United Nations investigative body created to investigate acts committed in Ukraine.



    This entity, according to kyiv, will be essential to ensure that Russia’s political and military leaders are held accountable. Previously they had also insisted on the formation of a special court to carry out trials.

    One of the highlights for these sessions is that they will have the participation of Russia’s Deputy Foreign Minister, Sergei Ryabkov, who will be the first Russian official to personally attend one of these summits since the outbreak of the Russian-Ukrainian conflict.

    Ryabkov’s attendance, which will address the Council next Thursday, was criticized by Western diplomats. Russia was suspended from the body last year but can still act as an observer.

    The Kremlin asked to analyze the Chinese peace plan “in detail”

    The proposals that Beijing made official on February 24 to reach an end to the aggressions in Ukraine were looked at askance by the West. But this Monday, Moscow affirmed that it must be carefully analyzed.

    The Kremlin spokesman, Dmitri Peskov, stressed that any initiative of this nature that seeks a point of dialogue between the parties must be considered. “We are paying close attention to the plan of our Chinese friends,” he said.

    Peskov added that the details “need to be scrutinized taking into account the interests of each party” and that it is a “very long and intense” process.

    The rapprochement that the Asian giant has had with Russia was not overlooked in the Western bloc led by the United States. From Washington they reiterated the warnings to Beijing if it gets involved in the war and supplies Moscow with weapons, a version that has appeared in recent days and which Asia has denied.

    These moves have been taken by Russia as an attempt to isolate them from the world. In this regard, Russian diplomatic leader Sergei Lavrov stressed that such efforts by the West “failed.”

    “I want to stress that we have not only frustrated the West’s plans to isolate and even dismember Russia, but also ensure continued cooperation with the overwhelming majority of members of the international community,” he said.

    Gallagher is the chair of a new House select committee focused on China’s ruling Communist Party and Krishnamoorthi is the panel’s ranking Democrat. Both discussed the criticism of Chu in light of their committee’s mission.

    “Absolutely, we shouldn’t question anybody’s loyalty,” Gallagher added. “And going forward, I think what’s critical and the reason we actually got the committee renamed to focus on the Chinese Communist Party, is to constantly make that distinction between the party and the people.”

    Krishnamoorthi concurred.

    “The Chinese Communist Party loves it when we are internally fractious and they like it when we are stereotyping. We have to avoid that,” he said.

    As for the work of the committee, which is designed to examine possible threats posed by the Chinese Communist Party, Gallagher said he expects to find a certain amount of bipartisan support for its efforts.

    “I want both sides in some way to look to the committee as the area for the most forward-leaning, innovative, and bipartisan policy and legislation on China,” he said.

    Host Margaret Brennan asked Gallagher how the American people can be sure the panel doesn’t end up as being seen as persecuting people, as in the 1950s loyalty hearings led by Sen. Joseph McCarthy (R-Wis.).

    “Joseph McCarthy’s from my district, he’s buried in my district; we need not exhume his body and reanimate it,” Gallagher said, adding: “We must constantly be aware of going overboard as we try and win this competition with China.”

    Colombo: Sri Lankan police on Sunday fired tear gas and water cannons to disperse a protest march organised by the country’s main opposition coalition here against the delay in local body polls.

    The Election Commission on Friday formally announced that the local body elections would not be held on March 9 as planned, and a fresh date will be notified on March 3.

    The protest march and rally organised by the National People’s Power urged President Ranil Wickremesinghe’s government to hold the local body polls.

    Police tried to disperse the protesters and fired water cannons and tear gas twice at the Union Place area of central Colombo, where authorities had blocked several access roads.

    The police obtained orders from the Colombo Fort Magistrate Court, preventing 26 people, including the NPP Leader Anura Kumara Dissanayaka, from entering areas around the President’s Office and President’s House until 8 pm on Sunday.

    The NPP leaders carried a banner during the march, which said, “let’s defeat the government’s cowardly attempt to bury democracy by not holding the election”.

    Opposition parties like the Samagi Jana Balawegaya (SJB) pin the blame on Wickremesinghe, who is also the country’s finance minister, for trying to sabotage the local body polls by blocking the funds from the Treasury.

    They are also accusing him of influencing the state officials and the Election Commission against the holding of the polls, fearing a loss.

    The election to appoint new administrations to 340 local councils for a four-year term has been postponed since March last year due to the ongoing economic crisis.

    The government has indicated repeatedly that the time was unsuitable to hold the election, given the economic crisis.

    It said the scarcity of money to hold the election costing Rs 10 billion would bring additional pressure on the already lean state finances.

    Despite the uncertainty around the elections, the main opposition party has been campaigning vigorously and is thought to have a good chance of winning control of a sizeable number of seats.

    Sri Lanka was hit by an unprecedented financial crisis in 2022, the worst since its independence from Britain in 1948, due to a severe paucity of foreign exchange reserves, sparking political turmoil in the country that led to the ouster of the all-powerful Rajapaksa family.

    Gilsinan: Have you have you spoken to any of these kids or their parents individually? What are you hearing from them?

    Razer: What I really hear from the kids, because some of them play sports. You know, they’re 11. It’s just that fear of, why are these adults are doing this to us? Why is this happening? And it’s hard to explain that to them.

    Gilsinan: Well, how do you explain that to them?

    Razer: First of all, I’ll make sure that they know I’m gay. I’m the only gay one in the Senate. And then I’m not an advocate or an ally, I’m family. And, you know, people are afraid of things that are different. If we’re honest, we’re all different. I like boys. They thought I was going to like girls. You are a girl. They thought you were a boy, you know? Then we’ll laugh. This is a reaction to people being afraid of what’s different.

    And then I try to not bore them with a little bit of LGBT history and just say very quickly, they’ve been coming after us since the ’50s, banning us from federal jobs. The ’60s, the ’70s, we were passing nondiscrimination laws in municipalities, with [singer and anti-gay rights activist] Anita Bryant coming in behind to put it on the ballot and take them away. You know, we died in the ’80s and they laughed at us in the ’90s. It’s military, it’s marriage, all those things. They’ve run out of ways to attack me as a gay, white man. I’ve won. But they still have to have a boogeyman. They still have to be able to divide the population. They can’t attack me anymore. So now they’re coming after kids. I’m tired of having to hug crying 11-year-olds after committee hearings. I’m glad I’m there to do it. But I’m tired of it.

    Gilsinan: When you when you say “they,” you’re talking about colleagues of yours, Republican colleagues, and you have good relationships across the aisle. What are they saying about their reasoning? And what’s it like to come to work now, given this debate?

    Razer: To the degree that some of them would just not like to have to deal with the issue at all, they just try to avoid the issue with me. You know, just, let’s talk about anything but the elephant in the room. I’ve been dealing with that, though, it’s my seventh year in the General Assembly. Did four in the House and now my third year in the Senate. And I quickly made friends on the other side of the aisle, especially the rural guys, being from rural Missouri myself.

    And then I would introduce MONA, the Missouri Nondiscrimination Act, as an amendment — this is the bill that would make it illegal to discriminate based on sexual orientation or gender identity in housing, employment and public accommodations. So I’m friends with these people, and then I would watch them all very loudly vote an amendment down, that just says, “Greg gets to have a roof over his head.” And last year on the Senate floor, somebody had asked me, like, “Greg, if this comes up, don’t take our votes personally.” And I said on the Senate floor, “Somebody said that to me. And yes, I do take it personally.” I very much take it personally, because it’s personal.

    I was told by many people, “Greg, politics is a game. You just got to play the game.” Politics shouldn’t be a game. There’s going to be gamesmanship to it, when you gotta maneuver around somebody to get something passed. But what we do there in and of itself isn’t a game.

    Gilsinan: You’ve talked about having been suicidal when you were growing up. Can you tell me a little bit about that?

    Razer: I grew up in a town of 450 people — outside of that town, actually, in the middle of thousands of acres of cotton. Literally grew up in the middle of the cotton field, down in extreme south Missouri.

    Gilsinan: The famous Cooter, Missouri.

    Razer: Cooter, yes. Cooter Wildcats. But I grew up in an evangelical church, with very country friends and neighbors. And it’s not exactly a great place for a young, closeted kid to grow up in the ’80s and ’90s. And so, by my senior year of high school, just various things put me into a depression. And on those worst nights it would be, “I’ll never be able to come out. I’ll never know what it’s like to fall in love or to have my heart broken or to be excited about a first date. So what’s the point of moving on?” The couple of times that I came very close, that was kind of what put me over the edge. And who would’ve thought, 25 years later, here I am.

    Gilsinan: What stopped you when you were thinking about that?

    Razer: I don’t know. I guess just enough of a cool head in the moment. I honestly have never thought of that. I don’t remember giving up on the idea that night. I don’t remember getting up and walking out of that room. Huh.

    Gilsinan: So when did you come out and what was it like for you?

    Razer: I came out on Feb. 26, 1999. I’d just been dealing with whether or not to come out. I slowly can feel myself inching that way. And my friends laughed that I didn’t come out of the closet, I exploded out. Once I’ve had enough, it was like, enough. Everybody, I’m gay, let’s get the party going again. You know, I was just tired of hiding. I was in Columbia [at the University of Missouri]. I’m a junior in college at this point, 20 years old. I had the greatest group of friends. They were incredibly supportive. Overboard supportive, actually. Quite a few months later, I show up at a little house party that one of my friends is throwing, and they said, “Greg, you’re here with us every weekend. You haven’t brought a boy over yet. Have you been to a gay bar?” And I was like, “No, I haven’t.” They’re like, “All right, we’re taking you to the gay bar tonight.” So all my straight friends made me go to my first gay bar.

    Hyderabad: Days after a horrific incident wherein an infant was mauled to death by stray dogs in Hyderabad, police booked a case without naming any person.

    On Friday, after booking the case under section 174 of the Criminal Procedure Code (CrPC), police started a formal investigation and started seeking legal opinion in the incident.

    Video of stray dogs attacking infant in Hyderabad goes viral

    Even days after the incident, the video of stray dogs mauling the infant is making round on social media.

    The incident took place on the infant was strolling outside. The CCTV footage shows that a pack of stray dogs attacked him.

    Following the incident, Telangana Minister KT Rama Rao condoled to the family members of the kid and said, ‘we’ve been trying to tackle street dog menace in our municipalities. We’ve created animal care centres, animal birth control centres’.

    Washington: Jews and Sikhs were the two most targeted religious groups in the hate-motivated crime in the US in 2021, according to the annual compilation of nationwide incidents by the Federal Bureau of Investigation.

    A total of 1,005 hate crimes related to religion were reported in 2021, the FBI said.

    The largest categories of religion-based crime included anti-Jewish incidents at 31.9 per cent followed by anti-Sikh incidents at 21.3 per cent. Anti-Muslims accounted for 9.5 per cent of religion-based hate crimes. Anti-Catholic incidents accounted for 6.1 per cent and anti-Eastern Orthodox (Russian, Greek, Other) for 6.5 per cent.

    Overall, law enforcement agencies reported 7,262 total incidents and 9,024 victims, demonstrating that hate crimes remain a concern for communities across the country, the FBI said.

    The overall number of agencies reporting decreased to 11,834, from 15,138 in 2021, so data cannot reliably be compared across years, it said.

    According to the FBI data for the year 2021, 64.8 per cent of victims were targeted because of the offenders’ bias towards race/ethnicity/ancestry, which continues to be the largest bias motivation category.

    Anti-Black or African American hate crimes continue to be the largest bias incident category, with 63.2 per cent of all single-bias incidents in 2021. Additionally, anti-Asian incidents represented 4.3 per cent of incidents reported in 2021.

    The other largest categories of hate crimes include anti-Hispanic or Latino incidents, with 6.1 per cent of incidents, and anti-White incidents, with 13.4 per cent of incidents.

    Hyderabad: Just a day after a 5-year-old boy was mauled to death by a pack of stray dogs in Hyderabad, another incident has come to the fore where a 4-year-old boy was attacked by stray dogs where he sustained minor injuries.

    The incident took place in Maruti Nagar Colony, Hyderabad.

    Talking about the incident the mother of the injured child said, “My child was playing along with two other kids while 4-5 dogs attacked them. Earlier we had complained to the municipal authorities and they had come to catch the dogs but they were immediately released. The people here keep feeding these dogs despite our objections. We demand that these dogs should be taken away by the municipal authorities as it is creating problems and attacking people.”

    According to LB Nagar DCP, Sai Sri, “We do not have any information regarding such an incident. However, we will send our team and the inquiry will be done.”

    In a similar incident, a five-year-old boy was mauled to death by a pack of street dogs at a housing society in Erukula Basti, in Bagh Amberpet in Hyderabad on Tuesday. The child was identified as Pradeep. The deceased minor was identified as Pradeep, who had accompanied his father to his workplace where the incident took place.

    Reportedly, the child’s father Gangadhar was working as security personnel in the residential complex where the incident took place.

    Upon hearing his child’s cry, the distressed father rushed to the spot and took him to a nearby hospital. However, he succumbed to his injuries during the treatment.

    Claiming that television channels and newspapers did not properly cover his speech in Lok Sabha on this subject, he alleged that the media is in the hands of the powerful and close aides of the prime minister.

    “Whenever the PM goes abroad, Mr Adani gets a gift. PM goes to Bangladesh, Mr Adani gets a gift. PM goes to Australia, Mr Adani gets a gift. PM goes to Sri Lanka, Mr Adani gets a gift. PM goes to Sri Lanka, Mr Adani gets a gift,” Gandhi said, referring to contracts bagged by the ports-to-energy conglomerate in those countries.

    One businessman became the second richest man in the world from the 609th in a matter of years, the Congress leader said without naming Adani.

    “He (Adani) owns ports, airports; he does constructions; he works for the defence sector; he dominates the apple trade in Himachal Pradesh,” Gandhi said.

    The former Congress president claimed that the scale of corruption at the Centre is probably “never ever seen” in Indian history.

    Gandhi said he had asked the PM to disclose his relationship with Adani in a Lok Sabha speech earlier this month, but got no reply.

    “My speech was nowhere to be seen. It was not visible in the media, not heard about in newspapers and not seen in channels. The reason is the media of this country is completely controlled by two or three large industrialists who have a good relationship with the PM,” he said.

    On Monday also, Gandhi alleged that the billionaire industrialist benefited from the central government’s “magic” and asserted that he was not against businesses but the creation of monopolies.

    Gandhi and the Congress party have been attacking the prime minister and the government over the growth of the Adani group during the BJP rule and have claimed that this is happening due to the businessman’s proximity to the party and its leadership.

    The BJP had slammed the allegations as baseless and reminded the opposition party that there were big scams when the Congress-led UPA was in power that tarnished the image of the country.

    Stating that he had come to learn about the lack of unemployment across the country during his recent 4000 km Bharat Jodo Yatra, the Congress leader said he came to know how the common people are in pain because of rising prices of petrol, diesel, gas cylinders and food products.

    The Congress party is committed to fight against issues concerning Indians – price rise, control of the country’s wealth in the hands of one or two persons, unemployment and the “hatred that the BJP is spreading”, Gandhi said.
