    Chandigarh: Akal Takht Jathedar Giani Harpreet Singh Saturday asked fugitive radical preacher Amritpal Singh to surrender before police and cooperate with investigation.

    The Jathedar of Akal Takht (the highest temporal seat of Sikhs) also questioned police’s competence, wondering why they have not been able to nab the self-styled Sikh preacher despite having such a big force.

    “If Amritpal is out (of police net), then I will ask him to present (before police) and cooperate with (police) investigation,” said the Jathedar.

    Singh’s remarks come in the wake of Punjab Police crackdown against radical preacher Amritpal Singh and elements of ‘Waris Punjab De’, an outfit headed by him.

    Amritpal has been on the run since March 18, when the police crackdown began.

    Several images and videos have shown him taking multiple vehicles to dodge police.

    The preacher himself gave the police a slip and escaped their dragnet when his cavalcade was intercepted in Jalandhar district. His whereabouts are still unknown.

    The Punjab government has slapped the strictest National Security Act against him and some of his associates.

    In a video message on Saturday, the Jathedar said the biggest question in the mind of every Sikh living across the world is how Amritpal could not be arrested despite a big police force in the state. It raises a question over the functioning of the police, he said.

    Singh said if the preacher has already been arrested, then police should say so.

    The fugitive’s parents had earlier expressed apprehension that their son had already been held by police.

    He also asked police to keep in mind that Sikh youths, who have been held in the Amritpal case, have not committed as big crimes as they have been projected to have committed.

    Amritpal and his many associates have been booked in several cases by police.

    The Akal Takht Jathedar has also called a special gathering of around 60 to 70 Sikh organisations, seminaries and Nihang organisations to discuss the situation in Punjab. No representative of political organisations has been invited.

    New Delhi: In yet another flashpoint between the two, Delhi LG VK Saxena has asked the AAP government to reconstitute the Labour Welfare Board appointing suitable members or communicate opinion on the matter so that it could be referred to the President, sources said.

    No immediate reaction could be had from the AAP on the matter.

    The LG and AAP government have had many rows in the past several months including the one over probes ordered by Saxena on complaints of corruption and the issue of sending teachers for training to Finland.

    The labour welfare body remains without an executive board even after two years due to an impasse over eligibility criteria for appointment of the members.

    “The LG has asked for the Board to be constituted with members who have domain expertise in labour welfare or send the file to him for expressing difference of opinion,” sources at LG office said.

    The AAP government sat on a file meant for re-constitution of the Delhi Labour Welfare Board (DLWB) for more than 14 months, between June, 2021 and September, 2022 and finally sent the proposal with names for approval of the Lt Governor on September 12, 2022, they claimed.

    The names proposed by the then labour minister, Manish Sisodia, and approved by Chief Minister Arvind Kejriwal were not as per the criteria for selection of such members, sources at LG Office said.

    The members nominated to the Board, instead of being domain experts in labour welfare, were picked from among vaccination camp organisers, RWA presidents and individuals distributing food during Covid pandemic, they claimed.

    The Lt Governor returned the file to the Chief Minister on November 21, 2022, with observations advising the Labour department to submit a panel of names for appointment after a thorough background check on their suitability and experience in related fields.

    “Members of this Board perform important functions of welfare of labourers and therefore, it is important that such members must possess sufficient experience in the field of labour welfare.

    “Such nominated members must demonstrate skill and expertise which reveal their capabilities to contribute to the cause of labour welfare,” the LG had observed.

    In the proposed list, most of the nominees, especially nine of the 17 do not have appropriate experience or domain knowledge to effectively contribute for welfare activities and also it is difficult to ascertain if nominations of others are commensurate with the spirit of the law, the LG said in a note.

    He had also suggested creation of a search committee for appointment of the members.

    In its reply, the Delhi government submitted the file back on January 7, 2023, asking the LG to either agree to the names suggested by it or invoke difference of opinion as prescribed under Article 239AA(4) and Rule 49 and 50 of the Transaction of Business Rules, claimed the sources.

    The LG office again returned the file to the Chief Minister’s office, on February 9, 2023, noting that in case the Chief Minister had different views on the issue, the matter may be referred to the Council of Ministers for its consideration.

    He also expressed disagreement with the Labour Minister’s view, approved by the CM, that in the absence of any prescribed qualification for the members, the proposal of the government must be agreed upon.

    The file was again submitted to the LG on February 22 this year, with the observation that as per amended Rule 49 of ToBR the issue was discussed by the LG with the Labour minister within a statutory time limit of 15 days.

    “Thus, this case is legally time barred for Hon’ble LG to express any difference of opinion,” read the CM’s note .

    The file has once again been returned to the CMO for the matter to be brought before the Council of Ministers, if the CM and the Labour minister do not agree with the LG over the issue, sources added.

    Washington: Senior Congress leader Rahul Gandhi’s disqualification from the Lok Sabha is a “deep betrayal” of Gandhian philosophy, an influential Indian-origin Congressman said on Friday.

    Gandhi, the former Congress president, was on Friday disqualified from the Lok Sabha, nearly 24 hours after a court in Surat in the state of Gujarat convicted him in a defamation case.

    “The expulsion of Rahul Gandhi from parliament is a deep betrayal of Gandhian philosophy and India’s deepest values,” Indian-American Congressman Ro Khanna said in a tweet.

    “This is not what my grandfather sacrificed years in jail for,” Khanna said. Khanna represents Silicon Valley in the US House of Representatives.

    Khanna, who is the Co-Chair of the Congressional Caucus on India and Indian- Americans, has sought Prime Minister Narendra Modi’s intervention on this issue.

    “You have the power to reverse this decision for the sake of Indian democracy,” Khanna said in another tweet.

    The disqualification will bar 52-year-old Gandhi, a four-time MP, from contesting polls for eight years unless a higher court stays his conviction and sentence.

    Meanwhile, George Abraham, vice-chair of the Indian Overseas Congress, USA, termed Gandhi’s disqualification as a sad day for democracy in India.

    “It is a sad day for democracy in India. By disqualifying Rahul Gandhi, Modi sarkar is ringing the death knell for the right to free speech and freedom of Indians everywhere,” Abraham said.

    “Bringing a frivolous court case against a remark in the heat of a political campaign is shameful and not on par with the spirit of the Constitution regarding freedom of expression,” he added.

    New Delhi: The BJP on Thursday asserted that the law has to take its course if Rahul Gandhi abuses people and slammed the Congress over its criticism of his conviction in a defamation case, asking whether the opposition party wants “complete freedom” for him to “abuse” others.

    BJP leader and former law minister Ravi Shankar Prasad cautioned Gandhi, saying he will find himself facing “more troubles” if he doesn’t refrain from making defamatory remarks, while Union Minister Piyush Goyal asked the Congress leader to apologise for his series of “defamatory” comments.

    Both the leaders also hit out at Congress president Mallikarjun Kharge for questioning the court’s order by noting that several judges hearing the matter were changed.

    “They should come out of their dynastic mindset and realise that no one is above the law,” Goyal told reporters, while Prasad accused Kharge of contempt of court at another presser.

    It was “grossly unfair” on the part of Kharge to make such comments, Prasad said.

    Making such comments show that the Congress does not believe in the judiciary, he said and asked, “Does it want to keep even the judiciary in its pocket.”

    “If they think that they would get action in their favour by levelling allegations against the judiciary and putting pressure on it, it is their misconception,” he said.

    Asked whether Gandhi will be disqualified from Lok Sabha, Prasad cited the provisions made in the Representation of People Act in this regard and said it is for Speaker Om Birla to decide. “This is speaker’s decision. I don’t have to say anything on that,” he said.

    On Thursday, a court in Gujarat’s Surat sentenced Gandhi to two years in jail in a 2019 criminal defamation case filed against him over his “Modi surname” remarks.

    The case was filed against the Congress MP for his alleged “how come all the thieves have Modi as the common surname?” remark on a complaint lodged by BJP MLA and former Gujarat minister Purnesh Modi.

    Goyal said, “We are all in public life and have to chose our words wisely and maintain basic decorum and dignity in public discourse. Gandhi has disrespected people and every democratic institution be in Parliament or democracy. He should apologise for his series of defamatory statements.”

    The BJP leaders in this context mentioned various allegations levelled by the former Congress president, be it during his recent visit to Britain or in the Rafale case.

    Prasad said Gandhi with his comments insulted people with Modi surname, asserting that it was very much defamatory.

    “The Congress party and others are saying many things but they are not saying what Rahul Gandhi had said,” he said and asked, “Won’t any action be taken against you if you insult a surname in such a way?”

    He said Gandhi got the opportunity to defend his case and his lawyers argued in the court before the verdict was given. He has been convicted in the case because the court was not convinced with the arguments made in his defence, Prasad added.

    It has become Gandhi’s “nature” to weaken and defame the country as well as level the “filthiest abuse like accusations” against Prime Minister Narendra Modi and the BJP, Prasad said, cautioning him against continuing with such remarks.

    A number of defamation cases has been filed against Gandhi for his remarks, he said.

    Referring to the defamation case in Gujarat, Prasad said a similar case was filed against Gandhi in Patna by BJP leader Sushil Kumar Modi and its proceedings are underway.

    The BJP leader also took a swipe at Gandhi for his remarks in a tweet after the court’s verdict in his case in Gujarat, asking if his faith in truth and non-violence meant insulting people by abusing them citing their caste.

    “You will abuse freely, insult country’s Army, make fun of the Martyrs’ supreme sacrifices, insult patriotism, insult people’s votes, people’s manadate and say you are worshipper of ‘satya’ (truth) and ‘ahimsa’ (non-violence),” he charged.

    Prasad said if the Congress leader has the right to abuse people, those aggrieved also have right to file case against him.

    “Does Congress want Rahul Gandhi to have complete freedom to abuse people? There is rule of law in the country and it will prevail,” the BJP leader said, alleging that the Congress leader has a history of making defamatory comments and unfounded allegations.

    “The law of India has it that if an individual or an organisation has been defamed with scurrilous statements, scandalous comments, abuses or any defamatory remarks, then he has a right to seek redress. But the Congress party has an objection. It wants complete freedom for Rahul Gandhi to throw abuses,” he added.

    Prasad also lashed out at Gandhi for his recent democracy remarks in the UK, saying democracy is run by certain probity and propriety with regard to fair play.

    “One of the most element of that is you please respect the popular verdict,” he added.

    New Delhi: The Delhi High Court on Wednesday asked the Centre to inform it about the induction of women in various disciplines of Indian Army.

    The court’s order came on petitions by lawyer Kush Karla on alleged discrimination against women in the army’s recruitment policy in certain entries.

    Let fresh status report be filed furnishing details of recruitment of women keeping in view the orders passed by the Supreme Court, said a bench of Chief Justice Satish Chandra Sharma and Justice Sachin Datta.

    Additional Solicitor General Chetan Sharma said nothing remained in the petition concerning the recruitment of women in the air force in groups X and Y trades as “it has not become agniveer”.

    Group ‘X’ trade refers to technical fields like aircraft and ground systems, while group ‘Y’ pertains to non-technical fields like logistics and accounts.

    The other petitions pertained to recruitment of women in army’s engineering and education corp.

    Let an affidavit be filed on recruitment of women in all the cases, said the court.

    In the PILs, Kalra has alleged “institutionalised discrimination” against women by the Army as it does not recruit them into the two corps by giving them a permanent commission.

    Opposing the petitions, Centre has said in 2018 that the allegation of discrimination against women in Indian Army with respect to their recruitment in the force is “baseless, unfounded and devoid of merit”.

    The Indian Army has maintained that it has in “1992 introduced women special entry scheme (officers) for induction of short service commission (women officers)”, under the appropriate provisions of the law.

    Advocate Kush Kalra has said in his plea that, “discrimination on grounds of gender is violative of fundamental right of equality before law, the right not to be discriminated on the ground of sex, the equality of opportunity in the matters of public employment, the right to practice any profession and occupation and the human rights of the women.”

    The cases would be heard next in May.

    Hyderabad: Telangana Pradesh Congress Committee (TPCC) minorities department chairman Shaik Abdullah Sohail on Wednesday directed the district units of the department to intensify their activities in view of forthcoming Assembly elections.

    He was addressing the Quarterly Review Meeting with Chairmen of all district units and State office bearers at Gandhi Bhavan on Wednesday. He said that AICC minorities department chairman Imran Pratapgarhi and Telangana in charge Farhan Azmi have directed that all district units should actively participate in the Congress party’s programmes especially the ongoing Haath Se Haath Jodo Yatra across Telangana.

    Abdullah Sohail asked the party cadre to connect with the people during the holy month of Ramzan. He also asked them to compile district-wise information about minority candidates who were denied subsidised loans, 2BHK units, pensions and other benefits by the BRS Govt. He said that the Congress party would approach all those candidates and aspirants who were deceived by BRS Govt in the last 9 years.

    “In the first tenure, BRS government received loan applications from 1.54 lakh jobless youth. But it did not provide them with a single rupee. Those applications were later thrown in a dustbin. More than 2.16 lakh jobless youth applied for loans when fresh applications were called recently. With a budget of just Rs 120 crore, BRS Govt could give loans to lucky 12,000 applicants through a draw of lots. The remaining ‘unlucky’ candidates will get nothing. Congress party will meet those ‘unlucky’ candidates to tell them that their luck got infected after BRS came to power. In order to change their luck, they must change the government and bring Congress party back to power,” he said.

    Similarly, Congress activists would meet the applicants of the 2BHK scheme to expose how BRS government ‘cheated’ them. “We will also give an assurance that they will be provided housing after Congress party comes to power in the next elections,” he said.

    Abdullah Sohail said that the minorities department of the Congress party would focus on nearly 40 minority-concentrated seats, including 15 seats in the Hyderabad district. He said it has been decided to fill all the posts in the organization in the next month and an aggressive campaign would be launched immediately after Eid-ul-Fitr.

    The Congress leader also announced that the TPCC minorities department would launch a series of chargesheets highlighting the failures of the BRS Govt in minorities’ welfare. He said that the first chargesheet was likely to be released by this month’s end.

    Hyderabad: Telangana Congress campaign committee chairman Madhu Goud Yaskhi on Tuesday sought to know why Bharat Rashtra Samithi (BRS) MLC K Kavitha, who is being questioned in the Delhi Excise policy case, has not been arrested so far.

    His reactions came hours after K Kavitha was summoned for her third round of questioning in the case.

    Speaking to ANI, Yashki said, “When the beneficiary was arrested Delhi deputy CM Manish Sisodia, other culprits were arrested, why the kingpin who supposedly held 65 per cent of stake, and the co-accused gave a statement that there were benamis to K Kavitha. Why is she not arrested so far?”

    Kavitha on Tuesday said that she submitted all the phones she used so far as she went for the third round of questioning in the Delhi excise policy-linked money laundering case at the Enforcement Directorate (ED) New Delhi office.

    The BRS leader ahead of a third round of questioning by the Enforcement Directorate (ED) in the Delhi Excise policy-linked money laundering case on Tuesday, also showed mediapersons the mobile phones she used.

    On Monday, the BRS MLC was grilled by the ED for almost ten hours in New Delhi.

    “I was a live witness, I travelled with Mr Gandhi to London. All Rahul Gandhi said and questioned about Freedom of speech being suppressed, and that the democratic institutions under the current government in Delhi are also being suppressed, and the fundamental rights of the people are being suppressed. He said nothing demeaning India,” he said.

    Gandhi alleged that various institutions in the country were under threat.

    “It shocked me how successful they have been at capturing the different institutions of our country. Press, Judiciary, Parliament, and Election Commission are all under threat and are controlled in one way or the other,” Rahul Gandhi said.

    Previously, during the interaction at the Chatham House in London recently, Rahul Gandhi alleged that the microphones of Opposition leaders in Parliament are often silenced. He attacked the BJP-led government at the Centre and levelled several allegations.

    He also termed the RSS a “fundamentalist” and “fascist” organisation alleging that it has captured pretty much all of India’s institutions.

    Ranchi: The BJP on Tuesday created a ruckus in the Jharkhand Assembly over restrictions imposed on Ram Navami procession and wondered if the state is being ruled by the Taliban.

    During the Question Hour, BJP legislator Maish Jaiswal demanded that DJ (large music system) be allowed in Hazaribag’s Ram Navami procession.

    An agitated Jaiswal also tore his kurta while making the statement.

    Wondering whether people are living in a state ruled by the Taliban, Jaiswal alleged that FIRs were filed against innocent people while five persons are on fast unto death in his constituency Hazaribag demanding that DJ be allowed during the procession.

    Jaiswal also alleged that there was a deliberate attempt to destroy the 104-year-old tradition of Ram Navami procession in Hazaribagh.

    BJP MLAs chanted slogans such as ‘Jai Shri Ram’ and ‘Jai Hanuman’ in the House and created uproarious scenes.

    Minister Mithilesh Thakur claimed that those staging dharna seeking to play DJ in Hazaribag are BJP workers.

    “There is a directive to comply with the orders of the Supreme Court and the high court regarding the decibel limit. We respect all religions – Hindu, Muslim, Sikh and Christian. We are real devotees of Ram,” he said.

    Hundreds of people recently took out a rally in Hazaribag against the administration’s order prohibiting the playing of recorded music and carrying traditional weapons including lathis during Ram Navami processions.

    Ram Navami processions in Hazaribag are held for a longer time compared to other parts of the state.

    Amid the uproar, Congress MLA Deepika Pandey Singh reached the well of the House claiming she was insulted by the BJP as a saffron party MP has described her as Nagarvadhu’ (bride of the city).

    She said: “I am a mother. I am a sister. They (BJP) don’t want Goddesses and Gods. They want a city bride. They are not Hindus, they act in the name of Hindus.”

    Meanwhile, the Assembly passed two bills for setting up private universities in the state amid a demand by the BJP for sending the proposed legislation to the Select Committing for proper vetting.

    Thakur said setting up two more universities would result in increasing enrolment of students for higher education. There are 16 private universities in Jharkhand.

    New Delhi: Union Minister Anurag Thakur on Tuesday wondered why Congress leader Rahul Gandhi was running scared when it came to sharing details of survivors of sexual assault he had mentioned in his speeches during the Bharat Jodo Yatra.

    Thakur’s remarks came in the wake of the Delhi Police serving a notice on Gandhi seeking to know details about references he had made in the speech in Srinagar about women being sexually assaulted.

    “As a Parliamentarian, it was Rahul Gandhi’s responsibility to inform police about such incidents. When he can ride in a convoy to Hathras, why is he running scared now? What is the compulsion? Does he not want women to get justice,” Thakur asked.

    In 2020, Gandhi and his sister Priyanka Gandhi-Vadra marched along with scores of Congress workers to meet the family members of a 19-year-old woman who was gang raped in Hathras in western Uttar Pradesh.

    The Congress leaders were detained by the police near the Delhi-Uttar Pradesh border.

    Police had served him a notice on March 16, asking him “to give details about the women who approached him regarding sexual harassment”. The notice said the police can take action in favour of women if Gandhi provides more details.

    Thakur said the BJP wanted the House to function during the all-important budget session.

    “We want Rahul Gandhi to apologise so that the House can function,” the senior BJP leader said.

    Hitting out at Gandhi for “maligning” India on foreign soil, Thakur said the Lok Sabha member from Wayanad had claimed that “democracy was being wiped out from India”, but in reality, the Congress was being wiped out from the country’s democracy.

    Mumbai: The Bombay High Court on Monday asked the Maharashtra government to consider granting reservation to transgenders in state-run educational institutions and government jobs.

    A division bench of Acting Chief Justice S V Gangapurwala and Justice Sandeep Marne asked a committee set up by the state government for the issue to consider and submit a report by June 7.

    When Advocate General Birendra Saraf sought more time, the court remarked, “If there is a hanging sword then things move faster.”

    Vinayak Kashid, a transgender who is a graduate in Electrical Engineering and post graduate in Technology (Electrical Power System Engineering), had filed a petition seeking modification to the advertisement issued by MahaTransco in May this year for mass recruitment to include transgender category.

    Kashid’s lawyer, Advocate Kranti LC, informed the court that 1 per cent reservation was provided for transgenders in all caste categories in Karnataka, and sought that such reservation policy be adopted in Maharashtra as well.

    The court then sought to know why such a policy was not adopted by the state government.

    Saraf informed the court that transgender persons got reservation under the Socially and Economically Backward Classes (SEBC) section.

    The bench, however, asked what would happen if a transgender person was from the general category.

    “There may be some transgenders from the scheduled caste, some in general…so why not give reservation across all categories,” the court asked.

    The court asked the AG to convey its suggestion to the newly-formed committee under the social justice department of the state government.

    The state had issued a government resolution (GR) on March 3, 2023 for recruitment of transgenders in employment and education.

    As per the GR, a committee would be set up under the social justice department comprising 14 members, who were majorly secretaries of various state departments and psychologists.

    When the court asked the committee to look into the issue of reservation for transgender persons, Saraf in a lighter vein said the government had “woken up from a slumber” eight years after the Supreme Court ordered for opening doors of education and employment for transgender persons.
