    Sopore, Mar 15 (GNS): Amid growing resentment and widespread protests by the JKSSB aspirants over latter’s purported hiring of ‘blacklisted’ APTECH company for conducting written examinations for recruitment to various posts, Democratic Progressive Azad Party (DPAP) patron Ghulam Nabi Azad on Wednesday questioned as to why the authorities are allowing blacklisted agencies to conduct exams in Jammu and Kashmir?

    Speaking to media on the sidelines of a function in Sopore village, Azad, as per GNS, alleged that all the recruitment agencies in Jammu and Kashmir choose to conduct exams through the companies which otherwise have already been rejected and blacklisted by many states. “The trend to hire such companies has resulted in the postponement of exams many times in the last 5 years, something that hasn’t happened in the last 75 years.”

    “At a time when thousands of youth are facing trouble in getting jobs, it is beyond one’s understanding as to why the authorities are hiring these blacklisted companies and end up putting the careers of youth on stake” Azad said adding ironically why such blacklisted agencies are being allowed in J&K only.

    “The government should properly investigate such agencies for the sake of the careers of youth”, he said.

    Pertinently, several political leaders, cutting across the party lines have backed the protests by job aspirants and have sought disallowance of the APTECH Company to hold any exams in Jammu and Kashmir. (GNS)

    Jammu: Despite an assurance by Lieutenant Governor Manoj Sinha about transparent and merit-based selection in the recruitment process, dozens of job aspirants on Tuesday gheraoed J-K BJP president Ravinder Raina here over the issue of engaging a previously blacklisted company for conduct of computer-based written tests.

    Raina was encircled by the protesters at the office of the power development department in Gandhi Nagar where he had gone to deposit electricity charges after supply line to his residential quarter was snapped over non-payment of the bills.

    “I am already aware of your apprehensions because some of my own cousins are also part of the protests. The Lt Governor has made it clear that if you have evidence, he is ready to take appropriate action,” Raina told the protestors who submitted a file of papers as proof against the APTECH limited, which was hired by the J-K Services Selection Board (JKSSB) to conduct the examination to fill up vacancies in various government departments.

    The BJP leader heard the protesters patiently and assured them that he is ready to accompany them with these papers to the Lt Governor or the chairman of the JKSSB, saying that he had tried to contact both of them but they were not available.

    The protesters demanded immediate cancellation of the contract with the agency having a tainted track-record.

    They also questioned the statement of the Lt Governor of providing employment to 30,000 youths over the past three years.

    Addressing a function in Jammu on Monday, the Lt Governor said deliberate attempts are being made to stop the recruitment process by misleading the job aspirants.

    “We have provided government jobs to 30,000 youth in three years. Our effort is to provide another 12,000 jobs this year,” Sinha had said, assuring the job seekers that there will be complete transparency and jobs will be provided to meritorious students only.

    “We came across complaints in the past and cancelled the examinations. The cases were handed over to the CBI which has arrested many people. I assure you that nobody will be spared even if he or she is an influential person,” Sinha said, asserting that his administration has zero tolerance for corruption.

    Srinagar, Mar 13 (GNS): Lieutenant Governor Manoj Sinha while reacting to the agitation by JKSSRB aspirants against APTECH Company said the protests going around regarding the matter are just an attempt to stall the recruitment process, but those behind the plot are bound to fail.

    The LG Sinha, as per GNS, said that in the past three years, around thirty thousand youth from Jammu and Kashmir Union Territory have been provided jobs and the government is committed to providing jobs to twelve thousand youth in the 2023 year.

    The Lieutenant Governor of Jammu and Kashmir, Manoj Sinha, said what people can expect from those who give space to terrorism, who provide jobs to militant families and who have appointed lakhs of people for whom common masses in the UT are suffering.

    He said gone are the days when jobs were sold in shops and only approach-based people were given positions. “Those days are over now, people now need to come forward if they know of anyone involved in any wrongdoing, and strict action will be taken”, he said adding nobody will be spared who is involved in any wrongdoing.

    He said those people who spoil the dreams of young aspirants in broad daylight and have entirely damaged the whole ecosystem are those who were appointed but had never been in offices, and it is obvious those are hurting and it should be.

    “Don’t come to their talks, you don’t need to hold candle-lights”, LG said.

    “All those complaints received earlier have been strictly dealt with, and the matters later handed over to India’s best investigation agency, the CBI”, he said.

    Pertinently, scores of Jammu and Kashmir Services Selection Board (JKSSB) job aspirants are relentlessly protesting against the purported grant of contract to APTECH Ltd. for conduct of various exams. (GNS)

    Talking to media persons on the sidelines of an event pertaining to Tawi River Front, Sinha, as per GNS, said that any statement or comment at this point of time will tantamount to disrespecting and interfering into the Court decision.

    “I believe that if a case is under consideration (sub-judice) before a Court, and even when a decision has been made (into the matter) yesterday, discussing it or giving any comment regarding this tantamount to interfering into the Court decision and such a thing isn’t allowed by the Constitution of India.”

    Notably, a division bench of the Jammu & Kashmir High Court on Friday directed a single bench to hear and decide the petition challenging the engagement of the Mumbai-based APTECH firm by the Jammu & Kashmir administration for conducting various recruitment exams. The division bench set aside a single bench’s order to cancel the contract allotted to the firm and maintained that the interim directions shall remain in force. (GNS)

    SRINAGAR: As the protests over hiring of a previously blacklisted company for conducting recruitment examinations gained momentum, the Jammu and Kashmir Services Selection Board (JKSSB) chairman Rajesh Sharma on Friday assured the aspirants that there will be no compromise on transparency and merit.

    Calling the protests a malicious campaign to disrupt boards functioning, JKSSB chairman urged the aspirants to continue preparing for their exams and not to pay heed to the rumour mongers.

    “Board is very well aware of your concerns and we ensure you that there will be no compromise on transparency and merit. Focus on your studies and ignore these useless protests,” Sharma said while addressing a press conference at Jammu.

    He further said that the Aptech company is not blacklisted as of date, though it was blacklisted in 2019 for three years and that term expired in 2022, adding, “In accordance to the rules provided in General Financial Rules 2017 of GoI to deal with blacklisting the Aptech company has served its term,” Rajesh Sharma said.

    Adding further, Rajesh Sharma said that the agency is already conducting various important exams in other states of the country.

    “This agency is not permanently blacklisted for conducting exam. There is a difference between blacklisting and banning. These protests seem to be motivated to derail the functioning of the Board and deviate the hardworking candidates,” SSB chairman said.

    Assuring the aspirants that justice will be ensured and youth’s ability and merit will be respected, Sharma said, “Strict action will be taken against all those elements who are trying to harm the future of deserving aspirants,”

    He further added, “The matter of Aptech is still sub-judice and court will have a final say in this. The issue will be settled by law and not by sloganeering.”

    Maintaining that the board has taken major steps to ensure transparency and fairness in exams Sharma said, “ Installation of jammers and cameras in all exam centres, observers from General Administration Department and district administration to look after the exam centres , magistrates, presence of police, third party audit all has been taken care of.”

    Srinagar, Mar 10: A division bench of the Jammu & Kashmir High Court on Friday requested the single bench to hear and decide afresh petition challenging engagement of Mumbai-based APTECH firm by Jammu & Kashmir administration for conducting job tests.

    It set aside the single bench order cancelling allotment of contract to the firm and maintained its interim directions shall remain in force.

    The division comprising Justice Tabi Rabistan and Justice M.A Choudhary today remitted the writ petition back to the writ court for deciding the matter afresh.

    “……Therefore, in view of what has been discussed above, we, without discussing the merits of the case, deem it proper to dispose of the appeals and remit the writ petition back to the Writ Court for deciding the matter afresh. Ordered accordingly. Accordingly, the order and judgment impugned is hereby set aside, the writ petition is restored to its original number and the writ petition is remitted back to the learned Single Judge with a request to decide the matter afresh. Writ respondents through their learned counsel are directed to file objections/counter to the writ petition within two weeks from today, thereafter, rejoinder, if any, to be filed within next one week. Registry is directed to list the writ petition before the learned Single Judge on 5th of April, 2023, when the learned Single Judge is requested to finally decide the writ petition. Till then interim direction dated 09.12.2022 shall remain in force,” reads the order, a copy of which is in possession of news agency—Kashmir News Observer (KNO)

    In its interim directions on December 09, the DB had directed that Services Selection Board shall proceed with the selection process of Junior Engineer (Jal Shakti Department) and Sub-Inspector (Home Department), however, the result of the same shall await further orders from this Court—(KNO)

    Jammu- Cautioning the job seekers against certain elements trying to malign the process of recruitment, Jammu and Kashmir Services Selection Board (JKSSB) chairman Rajesh Sharma on Friday assured the youth that there will be no compromise on transparency and merit.

    The remarks of Sharma came amid back-to-back protests by groups of job aspirants in the twin capital cities of Jammu and Srinagar for the past two days over the hiring of a previously blacklisted company, APTECH Limited, by the JKSSB for the conduct of computer-based written tests.

    “The board is very much aware of your concerns and all efforts will be made to conduct exams in a fair, transparent and secure manner. Do not pay heed to rumour mongers and those with ulterior motives, who are only here to disrupt the processes,” Sharma told reporters here.

    He said there would be no compromise on transparency and merit.

    “Justice will be ensured. Youth’s ability and merit will be respected and strict action will be taken against all those elements who are trying to harm the future of meritorious aspirants,” the JKSSB chairman said.

    Allaying apprehensions on the hiring of APTECH Limited, he said the agency is not blacklisted as on date, though it was blacklisted in Uttar Pradesh in May 2019 for a period of three years that expired in May 2022.

    I would like to clarify that blacklisting is a restrictive term valid for a period. It has to be distinguished from disbanding i.e. permanent blacklisting. The present protests seem to be motivated to derail the functioning of the board,” he said.

    Sharma said the particular agency is already conducting exams across the country and at the Centre.

    “It has been and is executing prime projects in NTA, CBSE (2023) and other government bodies and has successfully completed many CBT based examinations like UGC NET (2020, 2021), JNU Entrance Examination (JNUEE 2021), Delhi University Entrance Test (DUET 2019, 2020, 2021) wherein 52 lakh candidates have participated,” he said, adding the agency also conducted Income Tax (2022), RPF Jhansi (2022), Railway Vadodara (2022) exams.

    “The agency has qualified the parameters prescribed for tendering and was the highest bidder on quality-cum-cost based selection (QCBS) mode. There are specific rules provided in General Financial Rules 2017 of GoI to deal with debarment/ blacklisting,” he said.

    The official said the tendering process has been undertaken strictly as per the rules on the subject.

    It is not that Mr A or Mr B will decide blacklisting, let the court give judgement. It cannot be decided by a few on a road or in a rotary. These persons levelling unsubstantiated allegations have clear ulterior motives,” he claimed.

    Without identifying anyone, he said there are certain elements spreading distortion and misinformation on the issue.

    “As far as the allegation against the recruitment agency is concerned, the matter is sub-judice and the high court will take a decision in the matter. The issue will be settled by the law and not by sloganeering. The instant protests seem to be an attempt to influence the high court,” Sharma said.

    He said before initiating the tendering process, the board held deliberations with the stakeholders and it was realised that continuous updation of systems is very vital for any agency during the conduct of exams.

    “The board has not given the selection process to any single agency. Rather the board has engaged these agencies for rendering necessary assistance to conduct the exams,” he said.

    He said the board is taking all safety measures like the appointment of observers by the General Administration Department, observers of district administration, magistrates, as well as additional frisking, third-party audits and installation of jammers to conduct free and fair exams.

    “We are committed to conduct exams including those scheduled from March 16 with the highest degree of security. Our mission is to uphold the sanctity of the recruitment process,” he said.(PTI)
