    Sri Lanka, India to begin passenger ferry service from April

    Colombo: The much-delayed passenger ferry service between Sri Lanka and India is set to start by the end of April, Civil Aviation Minister Nimal Siripala de Silva said on Sunday.

    “On April 29, the ferry service between Karaikal and Kankesanthurai in port in Jaffna district would begin. Each passenger would be allowed a 100 kg baggage allowance at a very concessionary rate,” the minister said.

    De Silva said the opportunity would be open to any passenger ferry operator of both countries to run the service.

    A passenger terminal is being built by the Sri Lanka Navy at Kankesanthurai.

    The service would be a four-hour-long voyage, the Aviation Ministry here said.

    Riyadh: Saudi Transport General Authority has announced that all foreign trucks must present transit e-documents to enter the Kingdom from April 1, state media reported.

    The document will contain information about the sender and recipient of the shipment, trip itinerary and routes, among others, said the the Saudi Press Agency report on Saturday.

    The authority said the decision aimed to support local transportation and logistic services, ensure fair competition, enhance the investment environment and boost safety levels for cargo services, Xinhua news agency reported.

    The authority added that cargo transport within the kingdom is confined to the national carrier as per the accredited transport mechanism, and prohibits non-Saudi companies to carry out transport operations within the country.

    Delhi excise policy case: Court to hear Sisodia’s bail plea in money laundering case on April 5

    New Delhi: A court on Saturday adjourned till April 5 the hearing on the bail plea of AAP leader Manish Sisodia, who has been arrested by the ED in a money laundering case linked to alleged irregularities in implementing the now-scrapped excise policy in Delhi.

    Special Judge MK Nagpal adjourned the hearing after Sisodia’s counsel sought more time to prepare a detailed response to ED’s submission on the bail plea.

    Sisodia moved the bail plea on Tuesday and the court sought the Enforcement Directorate’s response by March 25.

    On Wednesday, after seven days of questioning by the ED, the court sent him to 14-day judicial custody.

    On Friday, the court reserved its order on a separate bail plea moved by Sisodia in the excise policy case lodged by the Central Bureau of Investigation.

    Special Judge Nagapal said the court will pronounce its order on the bail plea in the CBI case on March 31.

    The ED arrested the former Delhi deputy chief minister on March 9 at Tihar jail, where he was lodged in connection with the case being probed by the CBI.

    The CBI arrested him on February 26.

    Hyderabad: The 45-foot wide and 125-foot long Dr. B R Ambedkar statue will be inaugurated on April 14 in honour of Ambedkar Jayanti by chief minister K Chandrashekar Rao.

    The statue is being constructed along the Tank Bund PV Marg Necklace Road route. Chief Secretary Santhi Kumari inspected the ongoing construction works on Saturday.

    Santhi Kumari reviewed the status of the projects with engineer-in-chief Ganapathi Reddy and highways and buildings secretary Srinivasa Raju. She asked them to complete the projects by April 10. The chief secretary looked over the 100-seat amphitheater that is being constructed at the base of the statue.

    Hyderabad: The Xth class examinations will be held from 3rd April to 13th of April throughout the state. The exams will be held from morning 9.30 am to 12.30 pm. However, the duration of the composite course and science papers is from 9.30 am to 12.50 pm.

    4,94,620 students will be appearing in the exams of which 4,85,826 are regular students. The exams will be held in 2652 centers across the state.

    Examinations will be conducted with 6 papers instead of 11 papers. Hall tickets will be dispatched to all the schools in the state from the 24th of this month and also be available on the official website.

    The government has already issued guidelines for the smooth conduct of the exams. The DEOs have completed the verification of infrastructure facilities in the examination centers.

    Appointment of examination personnel, flying squads, distribution of confidential material to storage points, and other logistics like arrangement of CCTV cameras in all the examination centers, and issuing identity cards to all the personnel appointed for examination duties are completed.

    The Health Department will depute one ANM at each examination center along with ORS packets and first aid kits on all the days of examinations. The TSRTC will run more buses on time to enable the candidates to reach the examination centres, a press release informed.

    The electricity department will provide an uninterrupted power supply during preparation days and during the examination period, it further said.

    Meanwhile, chief secretary Santhi Kumari held a video conference with the District Collectors and DEOs and instructed them to coordinate with the police for Bandobust at all the examination centers and for providing escorts to the vehicles for the transportation of confidential material.

    New Delhi: Amid rising cases of COVID-19 and seasonal influenza, the government is planning a nationwide mock drill on April 10 and 11 to take stock of hospital preparedness.

    According to a joint advisory issued by the Union Health Ministry and the Indian Council of Medical Research (ICMR) on Saturday, both public and private health facilities in all districts are expected to participate in the exercise aimed at taking stock of availability of medicines, hospital beds, medical equipment and medical oxygen.

    The exact details of the mock drill shall be communicated to the states in the virtual meeting scheduled on March 27, the advisory stated.

    The joint advisory highlighted that in the past several weeks, COVID-19 testing has declined in some states and the current testing levels are insufficient as compared to the standards prescribed by the World Health Organization (WHO), i.e 140 tests per million.

    Testing at the levels of districts and blocks also varies, with some states heavily relying on the less sensitive rapid antigen tests.

    “Hence it is critical to maintain optimum testing for COVID-19, equitably distributed (with suitable modifications to address emergence of new cluster of Covid cases) across the states. This is especially important to identify any emerging hotspots and take pre-emptive steps to curb virus transmission,” it stated.

    The joint advisory is in continuation of the Union Health Ministry’s earlier communications dated March 10 and 16 on the issue of seasonal circulation of pan-respiratory pathogens in the country as well as public health response to COVID-19 in states and Union territories.

    The advisory signed by Union Health Secretary Rajesh Bhushan and Director General of ICMR Dr Rajiv Bahl stated that a gradual but sustained increase in trajectory of COVID-19 cases in the country is being witnessed since mid-February.

    As on date, most of the active COVID-19 cases in the country are largely being reported by a few states like Kerala (26.4 per cent), Maharashtra (21.7 per cent), Gujarat (13.9 per cent), Karnataka (8.6 per cent) and Tamil Nadu (6.3 per cent).

    “While the rates of hospitalization and death due to the disease remain low, largely because of the significant coverage achieved in terms of COVID-19 vaccination rates by all states and UTS, this gradual rise in cases needs reinvigorated public health actions to contain the surge,” the advisory said.

    The states and UTs have been asked too keep a close watch on the evolving etiologies (causes of diseases) of Influenza Like Illness (ILI) and Severe Acute Respiratory Illness (SARI) cases, adding India usually sees a seasonal rise in Influenza cases from January to March and again from August to October.

    Currently, the most prominent subtypes of Influenza in circulation in the country seem to be Influenza A (H1N1) and Influenza A (H3N2).

    “As you may be aware, COVID-19 and Influenza share a number of similarities in terms of mode of transmission, high risk population, clinical signs and symptoms.

    “While this may present a clinical dilemma for the attending doctors in terms of diagnosis, this also renders both these diseases easily preventable by following simple public health measures like avoiding overcrowded and poorly ventilated settings, using handkerchief/tissue while sneezing or coughing, wearing a mask in crowded and closed settings, maintaining hand hygiene, avoiding spitting in public places, etc,” the advisory mentioned.

    The Union Ministry of Health has already issued detailed guidelines for management of co-infection of COVID-19 with other seasonal epidemic prone diseases.

    All states and UTs have been advised to disseminate these guidelines to all health facilities and healthcare workers within the state to help in clinical case management.

    “Under Integrated Disease Surveillance Programme (IDSP), states and District IDSP units need to closely follow the trend of ILI/SARI, monitor the proportion of SARI cases among all ILI and SARI cases, and refer sufficient number of samples for testing for Influenza and SARS-CoV-2,” the joint advisory stated.

    It would also be helpful for all states and UTS to undertake re-orientation of frontline health workers on epidemiological case definitions to help early diagnosis and prompt treatment.

    The advisory stated in order to limit transmission of these diseases, it is important to raise community awareness regarding adherence to respiratory and hand hygiene particularly, avoiding overcrowded and poorly ventilated settings particularly by co-morbid, wearing of masks by doctors, paramedics and other healthcare works as well as patients and their attendants within health care facilities.

    “It would also be useful to take stock of hospital preparedness including drugs, beds including ICU beds, medical equipment, medical oxygen, capacity building of human resource on existing guidelines as well as vaccination coverage. To this effect, a nationwide mock drill is being planned on 10th and 11th April, 2023, wherein health facilities (both public and private) from all districts are expected to participate,” the joint advisory read.

    New Delhi: Fourteen political parties, including the Congress, Trinamool Congress, AAP, NCP, Shiv Sena (UBT), on Friday moved the Supreme Court against the alleged misuse of investigative agencies in arresting opposition leaders and sought guidelines on arrest.

    The parties sought guidelines to fulfil and realise the guarantee of personal liberty entrenched in Article 21 of the Constitution, for all citizens, including those targeted for exercising their right to political dissent and for performing their duties as the political opposition.

    The political parties forming the petitioners are: Congress, DMK, RJD, BRS, Trinamool Congress, AAP, NCP, Shiv Sena (UBT), JMM, JD(U), CPI(M), CPI, Samajwadi Party, J&K National Conference, together representing 45.19 per cent of the votes cast in the last Assembly polls, and 42.5 per cent of the votes cast in the 2019 general elections, and holding power in 11 states/union territories.

    Senior advocate A.M. Singhvi mentioned the matter before a bench headed by Chief Justice D.Y. Chandrachud for early hearing.

    The top court agreed to hear the matter on April 5.

    The counsel clarified that they are not attempting to affect the ongoing investigations.

    The plea said that 14 opposition political parties have filed a petition, in light of the alarming rise in the use of coercive criminal processes against their leaders and other citizens exercising their fundamental right to dissent and disagree with the central government.

    The plea submitted that investigating agencies such as CBI and ED are being increasingly deployed in a selective and targeted manner with a view to completely crush political dissent and upend the fundamental premises of a representative democracy.

    The petition has been drawn and filed by advocate Shadan Farasat and settled by Singhvi.

    According to the plea, only 23 convictions under the Prevention of Money Laundering Act, 2002 (PMLA) have been secured as of now, even as the number of cases registered by the ED under the PMLA have risen exponentially (from 209 in 2013-14 F.Y. to 981 in 2020-21, and 1,180 in 2021-22).

    “Between 2004-14, of the 72 political leaders investigated by the CBI, 43 (under 60 per cent) were from the Opposition of the time. Now, this same figure has risen to over 95 per cent. The same pattern is reflected in ED’s investigations as well, with the proportion of Opposition leaders from the total number of politicians investigated rising from 54 per cent (before 2014) to 95 per cent (after 2014),” it further added.

    The petitioners have sought from the apex court certain prospectively applicable guidelines governing the arrest, remand, and bail of persons in offences (which may or may not be punishable with imprisonment for above seven years) not involving serious bodily harm (thereby obviously excluding homicide, rape, terrorism etc.).

    “As for arrest and remand, the petitioners seek that the triple test (whether a person is a flight risk, or whether there is a reasonable apprehension of the tampering of evidence or of the influencing/intimidation of witnesses) be used by police officers/ED officials and courts alike for arrest of persons in any cognizable offences except those involving serious bodily violence. Where these conditions are not satisfied, alternatives like interrogation at fixed hours or at most house arrest be used to meet the demands of investigation.

    “As for bail, the petitioners seek that the principle of ‘bail as rule, jail as exception’ be followed by all courts throughout, especially in cases where non-violent offences are alleged, and that bail be denied only where the aforementioned triple-test is met,” the plea added.

    It further contended that where special laws such as PMLA with stringent bail conditions are concerned, the petitioners seek that such bail provisions be harmonised with Article 21 of the Constitution.

    “As such, therefore, where it appears that the trial is unlikely to complete within six months, the accused be released on bail even under special laws unless the conditions in the triple-test are not fulfilled.”
