    SRINAGAR: Light rainfall lashed several areas across Kashmir including Srinagar, the summer capital of Jammu and Kashmir on Tuesday, bringing down the temperature in the Valley while the weatherman here has predicted more rains till April 28.

    A local Meteorological department has also advised farmers to postpone the spraying of orchards till May 01, 2023.

    Reports said that scattered places of Kashmir including Srinagar received fresh rainfall from around 6 PM on Tuesday.

    Director MeT, Sonum Lotus said that there is a possibility of more rains till April 28, 2023.

    He said that the rain/ thunderstorm accompanied by strong wind are expected at many places of Jammu & Kashmir from April 26- April 28, adding that there is a possibility of hailstorm at some places as well.

    He also advised farmers to postpone the spraying of orchards till May 01, 2023.

    Meanwhile, the officials in MeT said that the summer capital of J&K recorded a low of 8.3 degree Celsius while Qazigund and Pahalgam recorded a low of 4.8 degree Celsius and 1.6 degree Celsius respectively.

    In Kokernag, the night temperature settled at 6.2 degree Celsius while a famous ski-resort, Gulmarg recorded a low of 4.6 degree Celsius.

    Kupwara town, he said, the mercury settled at 3.2°C against 3.7°C on the previous night and it was 4.4°C below normal for the north Kashmir area. (KNO)

    New Delhi: The Supreme Court on Monday agreed to hear on April 28 a plea seeking an independent probe into the killing of gangster-turned-politician Atiq Ahmad and his brother Ashraf in Uttar Pradesh’s Prayagraj.

    Atiq Ahmad (60) and Ashraf were shot dead at point-blank range by three men posing as journalists in the middle of a media interaction on April 15 night while police personnel were escorting them to a medical college in Prayagraj for a checkup.

    The plea, filed by advocate Vishal Tiwari, has also sought an inquiry into the 183 encounters that have taken place in Uttar Pradesh since 2017.

    Tiwari mentioned the matter for urgent listing on Monday before a bench comprising Chief Justice D Y Chandrachud and Justice P S Narasimha.

    He told the bench that his plea was slated to come up for hearing on Monday but it has not been listed.

    “Since five judges are not available, some cases in which dates were given have not been listed. We will try to list this on Friday (April 28),” the CJI said, adding, some apex court judges are down with COVID-19 while some others are indisposed due to other reasons.

    The Uttar Pradesh Police had recently said that it has gunned down 183 alleged criminals in encounters in the six years of the Chief Minister Yogi Adityanath-led government and this included Ahmad’s son Asad and his accomplice.

    The plea filed in the apex court has sought the setting up of an independent expert committee to probe the killing of Atiq and Ashraf.

    “Issue guidelines/directions to safeguard the rule of law by constituting an independent expert committee under the chairmanship of a former Supreme Court justice to inquire into the 183 encounters which had occurred since 2017 as stated by Uttar Pradesh Special Director General of Police (Law and Order) and also to inquire into the police custody murder of Atiq and Ashraf,” it said.

    Referring to Atiq’s killing, the plea said “such actions by police are a severe threat to democracy and rule of law and lead to a police state”.

    “In a democratic society, the police cannot be allowed to become a mode of delivering final justice or to become a punishing authority. The power of punishment is only vested in the judiciary,” the plea submitted.

    It said extra-judicial killings or fake police encounters have no place in the law.

    When the police turn “daredevils then the entire rule of law collapses and generates fear in the mind of people against the police which is very dangerous for democracy and this also results in more crimes,” the plea stated.

    Bengaluru: Over 3,600 candidates have filed a total of 5,102 nominations for the May 10 Assembly polls in Karnataka till Thursday, the last day for filing of the papers, election officials said here.

    The process of filing nominations papers began on April 13 with the election notification being issued.

    Of the total nominations, 4,710 were filed by 3,327 male candidates and 391 nominations were by 304 female candidates. One nomination has been filed by an “other gender” candidate, the Office of the Chief Electoral Officer of Karnataka said in a Thursday night statement.

    It said 707 nominations were filed by candidates who identified themselves with the BJP, 651 Congress, 455 JD(S) and the rest from other smaller parties and Independents.

    According to the officials, one candidate may file up to four nominations.

    On Thursday, the sixth and last day for filing of the papers, 1,934 nominations were filed by 1,691 candidates, including several prominent leaders.

    In a surprise move just hours before the deadline for filing of nominations, Congress MP from Bangalore Rural D K Suresh entered the fray from the Kanakapura segment, from where his elder brother and state Congress chief D K Shivakumar is the party’s candidate.

    According to several Congress functionaries, Suresh has filed his papers as a “backup plan” in the event of the nomination of Shivakumar getting rejected.

    In Hassan, JD(S) candidate H P Swaroop filed his nomination with the backing of the entire family of former prime minister and JD(S) patriarch H D Deve Gowda.

    BJP candidate from Shivamogga Channabasappa, whose ticket was announced on Wednesday night by the party, filed his papers in the presence of senior leader and sitting MLA K S Eshwarappa, who has announced retirement from electoral politics.

    Accompanied by Independent MP Sumalatha Ambareesh and minister C N Ashwath Narayan, BJP candidate from Mandya Ashok Jayaram filed his nomination papers.

    According to reports, Congress working president Satish Jarkiholi filed his nomination from Yemakanmardi in Belagavi district. Minister Shashikala Jolle filed her papers from her traditional seat of Nippani in the district, accompanied by Union Minister Pralhad Joshi.

    Among others who filed their nominations on Thursday were the BJP’s M P Renukacharya (Honnali), Katta Jagadish (Hebbal) and Ramachandra Gowda (Sidlaghatta), and the Congress’ Ramanatha Rai (Bantwal) and Yogesh HC (Shivamogga).

    Scrutiny of nominations will take place on April 21, and the last day for the withdrawal of candidature is April 24.

    Pune: Amid intense speculation in Maharashtra’s political circles about his growing proximity with the ruling BJP, Nationalist Congress Party (NCP) leader Ajit Pawar on Monday dismissed as false the reports that he has called a meeting of MLAs on Tuesday.

    Ajit Pawar also said he had no scheduled events to attend on Monday amid reports that he had called off his engagements in Pune.

    “I was present at MGM Hospital in Kharagar, Navi Mumbai, on Monday to offer condolences to the families of the deceased and to provide comfort to those affected by heat during the ‘Maharashtra Bhushan’ Award ceremony on Sunday. I had no scheduled events (to attend) on Monday as I am still in Mumbai,” the opposition leader said in a statement.

    The NCP leader said he will be in Mumbai on Tuesday.

    “I will be present at my office in Vidhan Bhavan for regular work. Reports are being circulated in a section of the media saying I have called a meeting of MLAs on Tuesday. These are completely false reports. I have not called any such meetings of MLAs or officials,” he said.

    Speculation about Ajit Pawar’s next political move started swirling last week when he suddenly cancelled his scheduled meetings and also made comments which were seen as being soft on the BJP and Chief Minister Eknath Shinde’s camp. The BJP is part of the Shinde government.

    Shiv Sena (UBT) leader Sanjay Raut on Sunday added grist to the rumour mill claiming NCP chief Sharad Pawar recently told Uddhav Thackeray that his party will never join hands with the BJP even if anyone takes an individual decision to do so.

    In a write-up in the Shiv Sena (UBT) mouthpiece Saamana, Raut had wondered whether Maharashtra politics will witness the “second season of defections”.

    Earlier this month, Ajit Pawar, nephew of Sharad Pawar, had credited Prime Minister Narendra Modi’s “charisma” for the BJP’s victory in 2014 and said inflation and jobs for youth were more important issues than the PM’s academic degrees.

    When Maharashtra was under President’s rule after the results of the 2019 Assembly elections as Shiv Sena had severed ties with BJP and Opposition parties couldn’t forge alliances, Ajit Pawar secretly joined hands with Devendra Fadnavis of BJP and a government was formed with Fadnavis as the CM and Ajit as his deputy. However, that government lasted for just 80 hours as Ajit resigned.

    After the Shiv Sena (undivided) joined hands with NCP and Congress to form the MVA government, Ajit took oath as deputy chief minister and handled the finance portfolio.

    New Delhi: Amid rising COVID-19 cases, a nationwide mock drill to take stock of hospital preparedness will be held on April 10 and 11 in which both public and private facilities are expected to participate.

    Union Health Minister Mansukh Mandaviya will visit AIIMS, Jhajjar on April 10 to oversee the mock drill, officials said on Sunday.

    In a review meeting held on April 7, Mandaviya had urged state health ministers to visit hospitals and oversee the mock drills.

    He had also advised them to review the preparedness with district administrations and health officials on April 8 and 9.

    In the meeting with state health ministers, and principal and additional chief secretaries held virtually, Mandaviya had stressed the need to identify emergency hotspots by monitoring trends of influenza-like illness (ILI) and severe acute respiratory infection (SARI) cases, ramping up testing and vaccination, and ensuring readiness of hospital infrastructure.

    Besides enhancing genome sequencing and ramping up whole genome sequencing of positive samples, he had emphasised creating awareness about following Covid-appropriate behaviour.

    During the meeting, states and union territories were informed that currently the World Health Organisation (WHO) is closely tracking a variant of interest (VOI), XBB.1.5, and six other variants are under monitoring (BQ.1, BA.2.75, CH.1.1, XBB, XBF and XBB.1.16), a health ministry statement had said.

    It was highlighted that while Omicron and its sub-lineages continue to be the predominant variants, most of the assigned variants have little or no significant transmissibility, disease severity or immune escape.

    The prevalence of XBB.1.16 increased from 21.6 percent in February to 35.8 percent in March. However, no evidence of an increase in hospitalisation or mortality has been reported, the statement said.

    During the meeting, it was observed that 23 states and union territories had average tests per million below the national average.

    Mandaviya had said that irrespective of the new variants, the five-fold strategy of ‘Test-Track-Treat-Vaccinate and adherence to Covid-Appropriate Behaviour’ continues to remain the tested strategy for Covid management.

    States and union territories were also requested to expeditiously increase the rate of testing from 100 tests per million as on the week ending April 7. They were further advised to increase the share of RT-PCR in tests.

    Chandigarh: Congress leader Navjot Singh Sidhu is likely to be released from the Patiala jail on April 1, said his counsel HPS Varma on Friday.

    The 59-year-old was serving a one-year sentence in a 1988 road rage case.

    On May 20 last year, Sidhu, the former Punjab Congress chief, was jailed following his surrender before a court in Patiala after he was sentenced to one-year rigorous imprisonment by the Supreme Court.

    The top court had in its order said any sympathy in imposing an inadequate sentence would do more harm to the justice system and undermine the public confidence in the efficacy of law.

    A 65-year-old man, named Gurnam Singh, had died in the incident.

    Varma said as per the Punjab Prison rules, a convict with good behaviour is entitled for general remission.

    “He is most likely to be released on Saturday from the Patiala jail,” said Varma.

    New Delhi: The Supreme Court on Friday said it will dispose of the bail pleas of several convicts serving life imprisonment in the 2002 Godhra train burning case on April 10.

    A bench headed by Chief Justice D Y Chandrachud took note of the submissions of Solicitor General Tushar Mehta, appearing for the Gujarat government, that he has to verify certain factual details with regard to some convicts.

    The bench, also comprising justices P S Narasimha and J B Pardiwala, considered the submissions of the law officer and adjourned the hearing to April 10, and said it will “dispose of” the pending bail pleas of the convicts on that day.

    The bench, meanwhile, extended the bail granted to one of the convicts earlier on the ground that his wife was suffering from cancer.

    “His wife is suffering from cancer. My consent may be recorded,” said the law officer while supporting the extension of bail.

    Earlier on March 17, the top court had said it will hear on March 24 the appeal of the Gujarat government and the bail pleas of several accused in the case.

    On February 20, the state government had told the top court that it will be seeking award of death penalty to 11 convicts whose sentences in the 2002 Godhra train burning case were commuted to life imprisonment by the Gujarat High Court.

    “We will be seriously pressing for award of death penalty to the convicts whose death penalties were commuted into life imprisonment (by the Gujarat High Court). This is the rarest of rare cases where 59 people, including women and children, were burnt alive,” the solicitor general had said.

    “It is consistent everywhere that the bogei (coach) was locked from outside. Fifty-nine died, including ladies and children,” he had added.

    Giving details, the law officer had said 11 convicts were sentenced to death by a trial court and 20 others granted life term in the case.

    The high court upheld total 31 convictions in the case and commuted the death penalties of the 11 convicts to life term, Mehta had said.

    On February 27, 2002, 59 people were killed when the S-6 coach of the Sabarmati Express was burnt at Gujarat’s Godhra, triggering riots in the state.

    The state government has come in appeal against the commutation of death penalty into life term for 11 convicts, Mehta said. Several accused, he added, have filed pleas against the high court upholding their convictions in the case.

    The top court has granted bail to two convicts in the case so far. Seven other bail pleas are pending adjudication in the matter.

    The bench noted that a large number of bail applications have been filed before it in the case and said, “It has been agreed that the AORs (advocates-on-record) on behalf of applicants along with advocate Swati Ghildiyal, standing counsel for Gujarat, shall prepare a comprehensive chart with all relevant details. List after three weeks.” The Supreme Court had on January 30 sought the Gujarat government’s response on the bail pleas of some of the convicts sentenced to life imprisonment in the case.

    The court issued notice to the state government on the bail pleas of Abdul Raheman Dhantia alias Kankatto and Abdul Sattar Ibrahim Gaddi Asla, among others.

    The state government, on the other hand, said it was not “merely a stone pelting” case as the convicts had bolted a coach of the Sabarmati Express, leading to the death of several passengers on the train.

    “Some are saying their role was just stone pelting. But when you lock a bogei from outside, light it on fire and then pelt stones, it is not just stone pelting,” the solicitor general had said.

    On December 15, last year, the top court granted bail to Faruk, who was serving a life sentence in the case and noted that he had been in jail for 17 years.

    Faruk, along with several others, was convicted for pelting stones at a coach of the train.
