    House Democratic Whip Katherine Clark called on Republicans to “be the grown-ups in the room,” in addressing the debt ceiling.

    “The American people are looking at us and saying, this shouldn’t be a partisan drama playing out that we are going to foot the bill for,” the Massachusetts Democrat said on MSNBC’s “Inside with Jen Psaki.” “Avoid a default crisis that is manufactured by the GOP. And then we can go and talk about investments.”

    But Republicans are continuing to blame President Joe Biden, who has called on Congress to pass a clean debt limit increase, saying he will not negotiate with Republican House Speaker Kevin McCarthy on the issue, citing historical precedent.

    “Happy to meet with McCarthy,” Biden said at the end of a brief press conference at the White House on Wednesday. “But not on whether or not the debt limit gets extended. That’s not negotiable.”

    House Majority Leader Steve Scalise called on Biden to come to the table Sunday.

    “The White House ultimately needs to get into this negotiation. The president has been in hiding for two months, Martha,” Scalise told host Martha Raddatz during an interview on ABC’s “This Week.” “That’s not acceptable to Americans. They expect the president to sit in a room with Speaker McCarthy and start negotiating.”

    Biden, Scalise said, is “trying to run out the clock and create a debt crisis.”

    “We passed a bill to address the problem. It’s time now for the president to get in this game, get off the sidelines and let’s start negotiating and figuring this out. Not in June when we get to the midnight hour, but today.”

    Sen. Chris Van Hollen (D-Md.) said Biden is willing to negotiate with McCarthy — just not over the debt limit.

    “What he said is that he’s not going to negotiate with people who are threatening to literally blow up our economy, right, put more people out of work, drive up costs, in order to get their way,” Van Hollen said on “Fox News Sunday.”

    “He will sit down with Speaker McCarthy to talk about these issues in the framework of the budget and the appropriations process,” Van Hollen added.

    If Congress fails to raise the debt ceiling the U.S. government could default on its debt in coming months, according to financial analysts, an event that could plunge the country into economic crisis, as well as harm the nation’s credibility internationally.

    But Biden knows “that we can’t default,” Rep. Ro Khanna (D-Calif.) said on CBS’ “Face the Nation.”

    One option he sees as a way forward: a sit-down between Biden and Senate Minority Leader Mitch McConnell.

    “He’s saying we can discuss that, we can negotiate but first pay your bills. And I think that — I think Senator McConnell understands this, and I think the President will sit down with Senator McConnell,” Khanna said.

    Planners have approved designs for what is believed to be Britain’s first women’s-only tower block.

    The scheme for 102 flats to be rented to single women is to be built in west London by a housing association founded in 1920 as part of the suffragette movement.

    Each home will have a deep balcony and will be designed specifically for women. Details could include slightly lower kitchen work surfaces and careful attention to ventilation to ensure comfort for menopausal women, said Women’s Pioneer Housing (WPH), the landlord.

    The 15-storey tower in Ealing will offer homes for low social rents to women who face inequality, abuse and disadvantages in the housing market. Tenants are likely to include victims of domestic abuse and black and minority ethnic women who face a significant pay gap, making housing less affordable.

    The person taking the tenancy must be a single woman, and men will only be able to live in the tower block if they become a tenant’s partner. The only way a tenant could be male is if they are the adult child of a female tenant and inherit the tenancy. Transgender women, including people intending to undergo gender reassignment, will be allowed, but men who cross-dress, transgender men, and anyone with a known history of male violence against women or children will not.

    “The benefit is security,” said one woman who has lived in a current WPH property on the site since she was a previously homeless student 20 years ago. “We’re not dealing with different types of people moving up and down [the stairs] all the time. I feel comfortable because I am around women only.”

    But the project is proving controversial with some of the current tenants who face years living elsewhere before returning to the tower or not being practically able to come back because their households are now too large. Several legal cases are under way arising from disputes over rehousing, residents have said.

    A woman who has lived in the complex for 40 years after a private landlord threatened her with rape said: “The benefit for me is there is more safety.” But she said she feared a high-rise could bring with it social problems seen in other tower blocks.

    The scheme also attracted opposition from some locals, who argued such a high concentration of women “will put the women at risk” and that “single women would find a high-rise very unpleasant”.

    “It’s a very 1950s attitude that if a women goes up three flights of stairs they might faint,” said Colin Veitch, the director of GRID Architects, which has designed the tower. “It’s ridiculous.”

    More people supported the scheme saying “we need cheaper housing especially for women” and “affordable housing is good. Nimbys are bad”. One person responding to the planning consultation said: “WPH rescued me from abusive and controlling relationships. Happier and more confident now. Without this housing, women like me face an almost impossible challenge.”

    WPH’s latest annual review said: “There is no region in England where a single woman on an average woman’s salary can afford to rent a private-sector home of her own. The gender pay gap builds up over a lifetime and older women are particularly impacted.”

    The same landlord is also planning to build another low-rise women’s-only complex in Shepherd’s Bush, in west London. It operates as a cooperative and community benefit society.

    The tower design features red brick and reconstituted stone walls, a roof garden and a green roof. Veitch said there were few differences in the design process compared with a mixed block, but there was “more focus on security and a feeling of safety”. Particular attention will be paid to lighting the surrounding areas so residents feel safe at night.

    The scheme is being developed in partnership with L&Q, one of London’s largest housing associations.

    Tracey Downie, the WPH chief executive, said the block would be home to women who “have been unable to afford good affordable housing themselves because of their level of income or vulnerability”. That may be because they have been sexually harassed by a private landlord, are full-time mothers relying on income from a partner from whom they are now separated, or have been the victim of domestic violence.

    She said the idea was to create homes where people could rebuild their lives. “We try to build in desirable locations where people can feel safe – Ealing is a leafy suburb.”

    She said the women would benefit from having a shared understanding of security they might not get in mixed blocks where men might leave doors on the latch.

    But on Thursday, the 11th Circuit Court of Appeals determined that Walker’s 288-page order was based on legal errors and “clearly erroneous” findings of fact. The appeals court sent the case back to the lower court for review.

    It also reversed the requirement that Florida needs prior clearance to change parts of voting law. It affirmed Walker’s ruling that a restriction on soliciting voters within 150 feet of a ballot drop box was unconstitutionally vague.

    Jeremy Redfern, deputy press secretary to DeSantis, hailed the ruling as a “great win for Florida’s voters.” Jasmine Burney-Clark, founder of Equal Ground, which was a plaintiff in the case, said she was disappointed and maintained that the election law diminished the power of Black voters.

    The case began in 2021, when the Florida Legislature approved voting restrictions that placed new limits on the use of absentee ballot drop boxes, blocked solicitation of voters within 150 of those drop-off points and placed restrictions on collecting and delivering voter registration applications. At the time, Democrats and civil rights organizations criticized the legislation and subsequent law, saying it disenfranchised Black voters and lead to voter suppression.

    The Legislature approved the measure in the wake of the 2020 election, when former President Donald Trump was publicly railing against — without evidence — election results.

    After the law was challenged in federal court, Walker, who was appointed to the bench by former President Barack Obama, framed the law as another in a long line of changes that were aimed at Democrats and placed illegal burden on minorities.

    “At some point, when the Florida Legislature passes law after law disproportionately burdening Black voters, this court can no longer accept that the effect is incidental,” Walker wrote, adding, “Florida has a horrendous history of racial discrimination in voting.”

    The 11th Circuit, however, said Walker erred from the start in establishing a pattern of discrimination in Florida’s voting laws.

    “We have rejected the argument that ‘a racist past is evidence of current intent,’” the appeals court said in citing another of its rulings in a 2021 Alabama voting case.

    Justice Jill Pryor of the appeals court dissented from the opinion, stating that the district court “in its thorough and well-reasoned order” had committed “no reversible error.”

    There was no immediate response from the House and Senate’s Republican leaders. But the Republican National Committee called the ruling “a landmark victory for election integrity and Florida voters and a major blow to Democrats’ election integrity misinformation campaign.”

    Blake Summerlin, statewide communications manager for the League of Women Voters of Florida, said while the group was disappointed by the reversal of the district court’s “well-reasoned, factually supported opinion, our fight is not over.”

    Hyderabad: Hyderabad, which has emerged as a key global hub in life sciences, is home to the largest number of US Food and Drug Administration (USFDA) approved companies in the world.

    With 214 units certified by the US drug administrator, Hyderabad is far ahead of New Jersey, which stands second with 189 USFDA approved units, Telangana Industries, Commerce and Information Technology Minister K.T. Rama Rao said on Tuesday.

    He said the state government would make efforts for setting up of USFDA office in Hyderabad.

    He also said the Telangana government has set the ambitious goal of doubling the size of the life sciences sector to $100 billion by 2028. It is also looking at increasing the workforce to 8 lakh from current 4 lakh employees.

    KTR, as the minister is popularly known, was interacting with a select group of journalists on the eve of BioAsia 2023, the marquee life sciences event organised by the Telangana government.

    The 20th edition of BioAsia, beginning on February 24, is expected to give further impetus to the state’s efforts to strengthen the life sciences sector.

    The minister pointed out that currently 9 billion doses of vaccines are made in Hyderabad annually and next year, this is likely to go up to 14 billion. “At present, Hyderabad accounts for 35 per cent of the global vaccine production and next year the city’s contribution is expected to increase to 50 per cent,” he said.

    KTR stated that Hyderabad also accounts for 40 per cent of the country’s pharmaceutical production.

    Listing out rapid strides made by the state in the life sciences sector, he said Medical Devices Park at Sultanpur near Hyderabad has run out of space. This is the largest medical devices park in the world, he said.

    KTR said Hyderabad Pharma City coming up on 14,000 acres of land will be the world’s largest pharma cluster. He hoped that some legal hurdles in the ambitious project would be cleared soon.

    He said in Genome Valley, the mega cluster for life sciences R&D, 30 lakh square feet of lap space has already been taken by the companies while another 20 lakh square feet of space is being developed. He hoped that in the next 2-3 years even this space would be taken by the companies.

    Genome Valley is home to more than 200 companies including marquee global names like Novartis, GlaxoSmithKline, Ferring Pharma, Chemo, DuPont, Ashland, United States Pharmacopeia, and Lonza.

    The minister stated that trade and investment to an extent of $3 billion were announced at BioAsia during the last 19 years, BioAsia helped attract $3 billion investment.

    More than 250 Letters of Intent, Bilateral Cooperation Agreements, and MoU were signed.

    The event hosted leaders from over 100 countries, helping in showcasing the ecosystem and policies to the global leaders.

    During the previous editions of BioAsia, over 20,000 partnering meetings were held, more than 30 knowledge papers and policy recommendations were submitted.

    Countries like Switzerland, Norway, Thailand, Korea, Argentina, Spain, UK, Germany, South Africa etc. have participated with large ministerial and industrial delegations in BioAsia.

    KTR said that the event has benefitted immensely from its participants of scientific and business excellence including Nobel Laureates, Lasker Awardees, breakthrough Prize winners and global industry leaders.

    One of the highlights of BioAsia has been the conferment of the prestigious Genome Valley Excellence Award. The award was instituted in 2004 to celebrate individuals, who have made remarkable contributions to the sector. This year the award will be presented to Prof Robert Langer for his immense contribution to research on mRNA technology.

    The theme for this year’s edition is ‘Advancing for ONE – Shaping the next generation of humanised healthcare’.

    Participation from about 50 countries is expected in BioAsia 2023. The UK will be the partner country and Flanders will be the international partner region.

    JAMMU: Jammu & Kashmir has abundant water resources and great potential for fish and fisheries development. However, due to some challenges like outdated infrastructure, inbreeding depression, limited variety of aquaculture species, fragile aquatic ecosystems and lack of modern aquaculture technologies, the Fish farming was not progressing.

    Now, to overcome these challenges and make Fish farming a prosperous sector, the UT government has approved a Rs. 176 crore project to boost fish production. The project involves importing genetically improved fish seed, upgrading existing hatcheries and fish rearing units, introducing species diversity in aquaculture through R&D, and commercializing trout and carp fish production using modern technologies such as RAS and Biofloc.

    Additional Chief Secretary (ACS), Agriculture Production Department (APD), Atal Dulloo, who leads the Agriculture Production Department of J&K, said that the aim of the project is to promote sustainable development of fisheries for nutritional security, employment generation, and economic prosperity in the UT of J&K. The programme aims to increase fish production, productivity, and growth rate, as well as to strengthen social security and welfare measures for the fishing community, facilitate improved post-harvest practices and value addition, and create market linkages, he added.

    “One of the prime requisites for successful aquaculture is the availability of good quality fish seed. The Technical Programme under the project includes importing genetically improved varieties of fish seed to ensure the overall success of fish farming practices. Quality fish seed determines the health, size, growth rate, disease resistance, and other physical and physiological characteristics of the fish, which in turn affect the overall fish production,” Dulloo said.

    The ACS further remarked that in addition to importing genetically improved fish seed, the Technical Programme also aims to establish new hatchery units and upgrade existing ones on modern scientific lines. This will improve the quality and quantity of fish seed available for fish farming, and enable the production of a more diverse range of aquaculture species, he added.

    Notably, under the programme, the UT government also plans to establish 10 new trout hatcheries and two carp hatcheries, and upgrade 8 carp and 10 trout units. ‘Technological Interventions for Fish Seed and Trout Production in UT of J&K’ is one among the 29 projects, which were approved by the Jammu and Kashmir administration after being recommended by the UT Level Apex Committee for holistic development of Agriculture and Allied Sectors in UT of J&K.

    The prestigious committee is headed by Dr Mangala Rai, Former DG ICAR and has other luminaries in the field of Agriculture, Planning, Statistics & Administration like Ashok Dalwai, CEO NRAA; Dr. P. K Joshi, Secretary, NAAS; Dr. Prabhat Kumar, Horticulture Commissioner MOA & FW; Dr. H. S Gupta, Former Director, IARI; Additional Chief Secretary, Agriculture Production Department, J&K, Atal Dulloo, apart from the Vice Chancellors of the twin Agriculture Universities of the UT.

    The project also includes introducing species diversity in aquaculture through research and development (R&D). The UT government recognizes that a limited variety of aquaculture species is a challenge to the sector, and aims to address this through R&D. The programme will develop and introduce new species of fish for aquaculture, which will not only enhance the variety of fish available for farming, but also reduce the risks of inbreeding depression.

    To commercialize the trout/carp fish production, modern technologies like RAS/Biofloc will be introduced at a large scale. RAS (Recirculating Aquaculture System) technology involves the reuse of water by removing waste and re-oxygenating the water, making it a more sustainable and eco-friendly option for fish farming. Biofloc technology is a culture system that involves the conversion of waste into protein-rich feed for fish, which reduces the cost of feed ingredients and promotes sustainable fish farming.

    The Technical Programme aims to revolutionize fish farming in the UT of J&K with ambitious targets for fisheries development. The program seeks to increase annual trout production by 2.5 times, from 1,663 to 4,000 tonnes, and add an additional 1,200 tonnes of carps every year. By doing so, the program intends to convert the current import of around 5,000 tonnes of fish from other regions into local commerce, generating 6,050 jobs and 150 enterprises. The program also aims to boost the growth rate of the fish sector from 3.28% to 40%, and increase revenue from INR 105.55 crores to INR 589 crores per year.

    The successful implementation of the project will not only promote sustainable development of fisheries but also contribute to nutritional security, employment generation, and economic prosperity in the UT of J&K.     Hyderabad: The building model for the Kala Bharati Auditorium, which is being built at the Old Collectorate Ground in the centre of Nizamabad town, has been finalised by chief minister K Chandrashekhar Rao.

    Rs 50 crore of the Special Development Fund had previously been approved by the chief minister for the auditorium’s development. The G-Plus3 edifice housing the 50,000 square-foot auditorium will have all the amenities required for a cultural centre.

    The building of the auditorium will begin as soon as possible, bids for which will be invited soon. The auditorium’s construction is likely to finish in less than 18 months.
