    Abu Dhabi: Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, on Friday appointed two deputy rulers of Dubai, the Dubai Media Office (DMO) reported.

    Sheikh Mohammed bin Rashid Al Maktoum, issued decree appointing Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, as First Deputy Ruler of Dubai, and Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, as Second Deputy Ruler of Dubai.

    Decree No. 21 of 2023 annuls Decree No. 5 of 2008. The new Decree is effective from its date of issuance and will be published in the Official Gazette.

    Sheikh Maktoum has held the position of Deputy Ruler of Dubai since 2008 and held this position alongside the late Sheikh Hamdan bin Rashid Al Maktoum, who was also the UAE Minister of Finance until his death in March 2021.

    Sheikh Ahmed is currently the Chairman of the Dubai Media Council.

    New Delhi: Aam Aadmi Party (AAP) in its bid to expand its wings in South India has made an organisational revamp and appointed Advocate Vinod Wilson Mathew as the new president of its Kerala unit and PC Cyriac as National Joint Secretary on Saturday.

    The party also appointed two State Vice Presidents, one State General Secretary, two State Secretaries, one State Treasurer, 10 different Wings Presidents and 14 District Presidents.

    AAP will bring new faces and have an organisational revamp in Kerala after the local body polls, said the then party State election in-charge Vinod Mathew Wilson in February this year.

    “AAP has decided to contest in three panchayat wards and one block panchayat ward in Kerala in the upcoming local body bypolls. AAP is contesting against the immoral politics of the CPI(M) in Kerala. We will perform well in these seats and open an account in Kerala,” the AAP leader told media persons.

    Wilson said, “AAP National Committee has decided to find new faces who can influence Kerala and bring them to the leadership of the party in Kerala.” He said such names will be announced in the coming time.

    Attacking Congress, the AAP leader said the main opposition party in Kerala has been showing a “disappointing performance”.
    Wilson said AAP’s new organizational structure in Kerala will soon be in place. He said the party had already held protests across Kerala including the Raj Bhavan March against the Adani issue and issues pertaining to the budget.

    Kathmandu: Nepali Congress leader N.P. Saud was on Sunday appointed the country’s new Foreign Minister – filling the key post that was lying vacant for over one and half months.

    Saud, who is considered close with former Prime Minister Sher Bahadur Deuba, was administered the oath of office and secrecy by President Ram Chandra Poudel.

    After assuming the office, he said that homework for the India visit of Prime Minister Pushpa Kamal Dahal ‘Prachanda’ will now begin.

    According to some media reports, Prachanda is now planning to visit India by mid May, instead of April as planned earlier.

    “I have just assumed office today… I will take a briefing from the officials regarding the India visit of the Prime Minister,” Saud said after assuming the office.

    A slew of agreements across various sectors are expected to be signed during Prachanda’s visit, including signing of an agreement for the construction of the Raxaul-Kathmandu railway with India’s financial assistance as its detailed project report (DPR) has been prepared by the Indian consultant Konkan Railway Corporation Ltd (KRCL).

    The KRCL has already handed over the DPR to India’s Ministry of External Affairs.

    During a press conference on March 27, Deputy Prime Minister Narayan Kaji Shrestha, who then held the Physical Infrastructure and Transport portfolio, had said that the DPR of the proposed Kathmandu-Raxaul railway would be prepared within a month and the Nepali side could receive the report a month later.

    To discuss the DPR of the 136-km-long railway that will link Kathmandu with the Indian town Raxaul, Nepal and India are holding a meeting of their joint working group on railway by the end of this week, said an senior official at the Ministry of Physical Infrastructure and Transport.

    Some other agreements and issues related to development of two hydropower projects in Nepal, energy cooperation, trade, commerce, digital payments, import of wheat, air routes, water resources, transit, cross-border transmission line among others will be signed or discussed in the visit.

    SRINAGAR: The Jammu and Kashmir Administration has nearly completed the appointment of 10,000 educated and young individuals from different villages across the Union Territory as Lumbedars and Village Guards (Chowkidars). This reformative measure, which began a few months ago, aims to strengthen the grassroots level of governance in the region.

    The information was revealed during a meeting chaired by Chief Secretary, Dr Arun Kumar Mehta, and attended by various officials including the DG, CID; Commissioner Secretary GAD; Commissioner Secretary IT & Information; Divisional Commissioners; Secretary PD&MD; Secretary, Revenue, and all Deputy Commissioners of the UT, either physically or virtually.

    Dr Mehta commended both the Divisional and District Administration for achieving this feat in record time. He emphasized the need to provide training to these young individuals to sensitize them about their important role as frontline workers who must work for the welfare and well-being of their villages.

    He urged authorities to ensure that these workers are given due respect and recognition as they will act as a bridge between the common masses and higher authorities. He advised the creation of a WhatsApp group for these workers to enable continuous communication between them and the District and Divisional Administration.

    Dr Mehta noted that as these workers are educated and have a good reputation in their villages, their services will be authentic, genuine, and seamless with respect to ground level verification about the implementation of different welfare programs. He emphasized their role in reporting malpractices such as encroachment of state land and other incidents of laxity or unprofessional conduct on the part of government officials in their respective villages. Their reporting will be vital in taking action against the delinquents.

    The Chief Secretary highlighted that these workers’ role during accidents and disasters in their areas would provide the Administration with instant information for early intervention and rescue operations. He also noted that they would act as a link between people and the administration to raise genuine grievances before the authorities for timely redressal.

    The meeting revealed that there are 7,056 sanctioned posts of Lumbedars and 2,718 posts of Chowkidars in the UT. Out of these, 2,220 previously appointed Lumbedars and 1,165 Chowkidars were found eligible to continue working after verifying their character and antecedents. The process was initiated to replace the 4,832 Lumbedars and 1,553 Chowkidars who were found worth replacing as per the rules in vogue. All candidates, including the old continuing ones, were selected based on merit and their character and antecedents were verified by concerned authorities.

    The meeting also discussed revamping the role and responsibilities of these workers as per the requirements of modern times. This will bring a change in the administration, transforming it towards a more responsive, responsible, transparent, and accountable entity in discharging its day-to-day affairs.(KNO)

    UAE President issued a decree appointing his brother, Sheikh Mansour bin Zayed, as Vice President of the State, along with Sheikh Mohammed bin Rashid Al Maktoum, Prime Minister and Ruler of Dubai, with the approval of the Federal Supreme Council.

    Sheikh Mohamed bin Zayed also issued a new decree appointing his two brothers, Sheikh Tahnoon bin Zayed and Sheikh Hazza bin Zayed, as deputy rulers of Abu Dhabi.

    In May 2022, Sheikh Mohamed bin Zayed assumed the presidency of the Emirates, succeeding the late Sheikh Khalifa bin Zayed.

    Who is Khalid bin Mohamed bin Zayed?

    Khaled bin Mohamed bin Zayed Al Nahyan, born on January 8, 1982, is the eldest son of the President of the UAE and holds several positions, most notably Deputy National Security Adviser, Head of the State Security Apparatus in the Emirates, and Head of the Abu Dhabi Executive Office.

    The new crown prince graduated from the Royal Military Academy Sandhurst in the United Kingdom and served in the state security apparatus, and his name appeared on the political scene as head of the Supreme Council for National Security in the Emirate of Abu Dhabi in early 2010.

    He assumed the presidency of the UAE State Security Agency and the position of Deputy National Security Adviser with the rank of Minister in 2016, heads the Abu Dhabi Executive Office, member of the Executive Council of the Emirate of Abu Dhabi, Chairman of the Executive Committee, and Vice Chairman of the Abu Dhabi Committee for Strategic Affairs since 2019.

    Who is Sheikh Mansour bin Zayed?

    Mansour was born on November 20, 1970 in Abu Dhabi, and he is a prominent member of the ruling family in the Emirate of Abu Dhabi, and one of the most prominent businessmen in the country.

    Mansour is the son of Sheikh Zayed bin Sultan Al Nahyan, who served as ruler of the Emirate of Abu Dhabi between 1966 and 2004, and president of the United Arab Emirates between 1971 and 2004.

    He held the position of Head of the Office of the President of the UAE between 1997 and 2004, and was Minister of Presidential Affairs in 2004.

    Mansoor is best known for his activism in the financial field, heading several financial entities in Abu Dhabi, including the Abu Dhabi Fund for Development, First Gulf Bank (now part of First Abu Dhabi Bank), and the International Petroleum Investment Company (now part of Mubadala Investment Company).

    He served on the boards of several other entities, including the Supreme Council for Financial and Economic Affairs.

    New Delhi: The Delhi High Court has appointed former Chief Justice of India, N.V. Ramana as the sole arbitrator to settle a dispute between Arvind Techno Globe and the Delhi Metro Rail Corporation Ltd (DMRCL).

    A bench of Justice Chandra Dhari Singh’s ruling came in response to concerns raised by petitioner Arvind Techno Globe over the independence of the candidates named by the DMRCL to serve as arbitrators.

    “Justice N.V. Ramana, former Chief Justice of India is appointed as a sole arbitrator to adjudicate the disputes between the parties which have arisen under the Contract Agreement dated July 22, 2013,” the order stated.

    Justice Singh further stated that the Delhi International Arbitration Centre (DIAC) (Administrative Cost and Arbitrators Fees) Regulations, 2018, must be followed for paying the arbitrator’s fees.

    He ordered the parties be present before the arbitrator within 10 days.

    The payment that DMRCL owes to Arvind Techno Globe for work completed under their 2013 contract gave rise to a disputes between the parties.

    The petitioner claims that the project it was given by the DMRCL was finished in 2018, following a 27-month delay that it blamed on the DMRCL’s conduct.

    Following the completion of the work, the petitioner made multiple claims totaling Rs 20,64,14,428. Nonetheless, it is claimed that DMRCL has refuted this assertion.

    The parties initially sought to resolve their disputes through conciliation, but when that process did not end in a fair amount of time, they moved on to arbitration.

    In addition, the petitioner claimed that the DMRCL had declined to appoint an independent arbitral tribunal. Because of this, the petitioner brought a claim under Section 11 (appointment of arbitrators) of the Arbitration and Conciliation Act, 1996, before the High Court.

    The petitioner informed the court that the DMRCL has proposed five names in defiance of the ruling rendered by the Supreme Court in the case of Voestalpine Schienen GmbH vs. Delhi Metro Rail Corporation Ltd.

    The DMRCL recommended the names of individuals who either came from the Indian Railway Service of Engineers (IRSE) or the National High-Speed Rail Corporation Ltd (NHSRCL).

    None of these candidates, according to the DMRCL, which is a joint venture between the Delhi and the Central governments, were connected to the DMRCL.

    The seventh schedule to the Arbitration Act, which deals with the disqualification of people from being appointed as arbitrators due to probable bias, is therefore not applicable to these people, according to it.

    After noting that there was no disagreement as to whether the issue was of an arbitral nature, the court eventually opted to refer the matter to a single arbitrator it selected.

    “As agreed on behalf of the parties, this Court finds it appropriate to refer the disagreements arising between the parties with respect to the Contract Agreement dated July 22, 2013 to an independent sole arbitrator for its redressal,” the judge said and disposed of the plea.

    Washington: US President Joe Biden has announced his intent to appoint two prominent Indian-Americans corporate leaders, Punit Renjen and Rajesh Subramaniam, to his powerful Export Council which is the principal national advisory committee on international trade.

    The president on Tuesday announced a list of members he intends to appoint to the the council, according to a White House press release.

    Renjen, the former CEO of Deloitte Consulting and Subramaniam, CEO and president of FedEx, have their names on the list of members the president intends to appoint as members of the influential President’s Export Council.

    The council will be headed by Mark Edin, chairman of Kastle Systems.

    More than two dozen leaders from the corporate sector, labour, real estate, national security and law, have been tapped into the President’s Export Council.

    Prominent among them are Karen S Lynch, president and CEO of CVS Health; John Lawler, the chief financial officer of Ford; Gareth Joyce, CEO at Proterra; Brett Hart, president of United Airlines; Beth Ford, president and CEO of Land O’Lakes; and Qualcomm CEO Cristiano R Amon.

    “The Council advises the President on government policies and programmes that affect US trade performance; promotes export expansion; and provides a forum for discussing and resolving trade-related problems among the business, industrial, agricultural, labour, and government sectors,” the White House said.

    On December 31 last, 62-year-old Renjen retired as Deloitte Global CEO after having served in the role since June 2015.

    He now serves as Deloitte Global CEO Emeritus. Under his leadership, Deloitte launched WorldClass a global effort to prepare 100 million underprivileged people for a world of opportunity based on the belief that business thrives when society thrives, the White House said.

    Recently, Deloitte made a commitment to be net zero by 2030 under its WorldClimate initiative and joined the First Movers Coalition.

    Renjen is deeply committed to advancing diversity and inclusion at Deloitte through measurable actions toward gender balance.

    Over his career, Renjen has been recognised by numerous organisations for his leadership, business acumen and commitment to societal impact.

    In 2022, Renjen was recognised by the Economic Times as “Global Indian of the Year” and the Carnegie Corporation of America as one of 34 “Great Immigrants. Great Americans.”

    In 2021, the US-India Strategic Partnership Forum recognised Renjen with its Global Achievement Award. In 2020, Renjen was awarded the Oregon History Makers Medal.

    Subramaniam, as President and Chief Executive Officer of FedEx Corporation, is responsible for providing strategic direction for all FedEx operating companies.

    Subramaniam, 55, is chair of the five-person Executive Committee, which plans and executes the corporation’s strategic business activities.

    He is also chair of the FedEx Strategic Management Committee, a select group of the company’s top leadership, which sets the strategic direction for the enterprise.
    Before being named President and CEO-elect in March 2022, he was President and Chief Operating Officer of FedEx Corporation. Previously, Subramaniam held various leadership roles in operations and marketing across the FedEx portfolio of operating companies.

    Subramaniam serves on the board of directors of FedEx Corporation, the Procter & Gamble Company, the U.S. Chamber of Commerce’s China Center Advisory Board, FIRST, US-India Strategic Partnership Forum, and the US-China Business Council, and a member of the US-India CEO Forum.
