    JAMMU: Senior BJP leader Devender Singh Rana on Monday exhorted the administration to take effective measures for allaying the fears of common masses about the ongoing anti-encroachment drive as per the clear directions of Lieutenant Governor Manoj Sinha, on the matter, saying that this will silence the vested interests who are out to exploit the situation as per their contingencies.

    Addressing a delegation of the Civil Society, comprising representatives of every walk and shade of life, which met him at his residence, here this morning, Rana referred to the assurance held out by Lieutenant Governor that the poor would not be touched and said those creating unnecessary apprehensions are actually doing to camouflage their nefarious activities or to further their political interests by inciting common masses.

    Prominent among those present on the occasion included Arun Gupta, President Chamber of Commerce, Jammu, Sahil Ji Maharaj, Mahant Mohan Giri, Mahant Rajesh Bittu, Mahant Rajeshwar Giri, Vinay Hindu, Suhail Qazmi ,Khalid Hussain, Rajeev Gupta, Mohammad Aslam Qureshi, Choudhary Iqbal, Haji Ashraf, S. Ravinder Singh, Haji Fareed, S. Manpreet Singh, Anwar Khan and many others.

    He said the administration has more than once reassured the common people not to nurture any apprehension but some elements were igniting the situation to cover up and protect their shady deals. In this misadventure, unfortunately some political elements have also jumped in to give spin after spin to the drive by claiming that only a particular community is being targeted to engineer demographic change.

    These political players with vested interest have already been rejected by their core constituency in the Valley for the sins committed over the decades and now they were misadventuring in this region to cook their breads, he said.

    “Let these political misadventurists understand that Jammu has immense capacity and capability to sort out its own issues unitedly and the proud Dogras– Hindu, Muslim, Sikh, Christians, all inclusive –need no diktat from the discredited Valley leaders,” Rana said, adding that these chameleons have inflicted lot many scars on their own innocent brethren back home and now making attempts to vitiate the atmosphere. Again they are wrong in their calculation about the wisdom of Jammu, he added.

    Rana said the Jammu people are unitedly acknowledging the assurance of the administration and want a comprehensive policy on anti encroachment drive as per the commitment of the Lieutenant Governor. He said the people believe in rule of law and were unequivocally against the land mafia.

    Rana cautioned the disruptive elements for taking law into their own hands, saying disturbing peace and order is not Jammu ethos. He said these elements were actually playing in the hands of vested interests and disgruntled politicians, who want disharmony and disaffection among the people. Actually these people are unnerved by the massive outreach of the visionary Prime Minister Narendra Modi to last person in the society, irrespective of caste, creed, culture, region or religion, as per his cherished agenda of Sabka Saath, Sabka Vikas, Sabk Vishwas, Sabka Prayàs. Spreading falsehood therefore is their only ulterior tool to create disruption in the society, he maintained.

    Devender Rana complimented the delegation for rising to the occasion once àgain to fight their cause as a single entity like they are known for doing in the past. He recalled how Jammu has withstood the test of times against the evil designs of vested interests whenever attempts were made to divide them by provocative actions like desecrations or by creating communal wedge. This is actually the real strength of Jammu, he added.

    Later, Devender Rana accompanied the delegation to meet the Divisional Commissioner to put their case for a Comprehensive Anti Encroachment Policy.

    Banihal: At least 45 shops were sealed and two others demolished during the ongoing anti-encroachment drive in Banihal township of Jammu and Kashmir’s Ramban district on Sunday, officials said.

    Two political activists were taken into preventive custody before the start of the drive to retrieve state land along the sub-district hospital road amid tight security arrangements, they said.

    A team of revenue officials led by Tehsildar, Banihal, Imtiyaz Ahmad had on Saturday served notices to the owners of the shops, mostly pharmacies and clinical laboratories, triggering a protest.

    The shopkeepers and local residents staged a sit-in at the tourist hostel, however, a police team swooped on the protesters around midnight and two sarpanches — Mohd Ilyas Wani of Democratic Azad Party (DAP) and Qaiser Hamid Sheikh of Congress — were taken into preventive custody, officials said.

    Additional security personnel were deployed across the town on Sunday morning and the notified shops were sealed while two were demolished.

    The shops that were sealed, included 22 pharmacies, nine clinical laboratories and five optical shops, officials said.

    “The shops have come up on the encroached state land over the years and were handed over to Municipal Committee Banihal after being sealed as per the law,” the Tehsildar said.

    He said eight marlas of state land, under illegal occupation of a private school, were also freed during the drive which is successfully going on and so far 40 per cent encroachment has been removed.

    President, Beopar Mandal of Banihal, Pervez Hamid Sheikh requested the district administration to take into account the plight of poor shopkeepers who have lost their livelihood.

    “We are thankful to the administration for providing enough time to the shopkeepers to vacate their shops which were not razed,” Sheikh said.

    More than 300 people have been rendered jobless by the closure of nearly 50 shops, he said.

    “We appeal to the government to take into account the plight of poor shopkeepers and their dependents and give back possession of shops to their owners as soon as possible,” he said.

    DDA’s anti-encroachment drive continues in Mehrauli for 2nd day

    Delhi: For a second consecutive day, the Delhi Development Authority (DDA) on Saturday continued an anti-encroachment drive in the Mehrauli area amid protests by locals.

    A large number of security personnel have been deployed on the spot with gears.

    Residents of the area said that the DDA had demolished two three-storeyed buildings near the Aulia Masjid at Andheria Mor along with shanties.

    On Friday, several three- and four-storeyed structures that had come up illegally on the agency’s land in the Aam Bagh, Brijwasi
    colony area of Mehrauli were demolished.

    The residents claimed that they were not given any prior notice by the agency.

    A joint team of DDA officials on Friday had bulldozed an illegal structure in the Ghousiya slum colony and then demolished shanties near a local mosque.

    The DDA also demolished one building and partially removed others in Brijwasi Colony and C-block.

    These areas are located close to the Mehrauli Archaeological Park.

    Some of the land here belongs to DDA, while few other stretches on which buildings and shanties have come up over the last decade are owned by the Archaeological Survey of India and the Waqf Board.

    SRINAGAR: An anti-encroachment drive began at the Malik market in Jammu amid tight security arrangements on Saturday, officials said.

    The authorities have engaged three JCBs to dismantle a car showroom at the market, said an official.

    He said the drive is being conducted under strict security arrangements and traffic movement has also been diverted.

    The area had witnessed protests by the locals with some of them pelting the police personnel with stones when the drive was started there last week.

    Seven people were detained by the police following the clashes.

    However, the situation was normal this time until the filing of this report. (KDC)

    SRINAGAR: Peoples Democratic Party (PDP) staged a symbolic protest march in Srinagar on Tuesday against the “bulldozer policy” initiated by Jammu and Kashmir administration.

    The protesters included PDP second-rung leaders and activists who marched from the PDP office near Municipal Park towards traffic headquarters and raised slogans against BJP and LG administration.

    They were carrying placards which read slogans like ‘Kashmir for Kashmiris’, ‘Stop ruling Jammu and Kashmir like a colony’, ‘Landless, jobless, homeless,’ ‘Stop bulldozing our homes.’

    PDP leader Mohit Bhan alleged that the BJP government has been dispossessing the people of Jammu and Kashmir from their land and homes. He alleged that demolition exercise was being carried out through the arbitrary use of bulldozers to invent homelessness in Jammu and Kashmir.

    In Delhi, they alleged the illegal housing settlements are being regularized while in Jammu and Kashmir, the land from natives is being snatched.

    The protester alleged BJP government is using police to suppress them. They sought a quick halt to the bulldozer policy.

    Srinagar: Former Jammu and Kashmir chief ministers Omar Abdullah and Mehbooba Mufti on Monday launched a frontal attack on the Union Territory administration’s anti-encroachment drive, with the National Conference leader saying that people should be allowed to prove their claim while the PDP leader said use of bulldozers has made Kashmir worse than Afghanistan.

    At a press conference on Monday, Abdullah said the government should allow people to prove their claim on the lands they occupy and make the use of bulldozers its last resort.

    The National Conference vice-president asserted that his party was not against those who have grabbed state land, but some proper procedure should be followed.

    “In Jammu and Kashmir, there is chaos everywhere. Bulldozers are being sent everywhere to demolish houses, complexes and buildings. But nobody knows what is the procedure.

    “My sister approached the high court with regard to the proposed demolition of the Gupkar house of Omar and was told by the government that the lists making rounds in the media are forged.

    “No government is supposed to bring trouble for the people. Bulldozers should be the last resort. The government must issue proper notice to those who have grabbed state land and give them at least six weeks time to prove their claim on land under them and show the documents.

    “In our case, my sister produced the documents before the high court that states that the lease of Gupkar house is still active and has some years to expire. Likewise, people should be given time to present the documents and let the revenue team verify the same. If after proper verification, land under anybody is found in illegitimate possession, then a bulldozer can be used.

    “The government should also make public a genuine list of people who have occupied state land. It seems that the ongoing drive is aimed at creating a wedge between communities. This drive lacks proper procedures.

    “Officials accompanying bulldozers at Nedous, told my relatives that they had pressure from the top and had to do something to show their bosses,” he said.

    Omar alleged in many areas the ongoing demolition-cum-eviction drive is becoming a hub of corruption.

    “I got many calls from several areas with people saying that they are being told to pay Rs 1 or 1.5 lakh to get their names removed from the list,” he said.

    He said that National Conference MPs will try to raise the issue in the Parliament if they are given time to speak.

    Former chief minister and Peoples Democratic Party (PDP) president, Mehbooba Mufti told a separate media conference on Monday that the use of bulldozers has made Kashmir worse than Afghanistan.

    She alleged that the anti-encroachment drive launched is being used as a weapon to suppress the people.

    She said they are not against the government’s move to retrieve the land from land grabbers but the livelihood of people should not be affected.

    Mehbooba also alleged that the drive is aimed at taking the shelters away from the people and the situation in Kashmir has turned worse than Afghanistan.

    She also alleged that the government is trying to divert attention from the main issue of restoration of statehood, Article 370 and other things.

    New Delhi: PDP president Mehbooba Mufti on Monday slammed the anti-encroachment drive, and hit out at the BJP and Jammu and Kashmir administration, accusing them of turning the union territory into Afghanistan by following a “bulldozer policy”.

    She said the BJP’s initial call for ‘Ek Samvidhan, Ek Vidhan, Ek Pradhan’ has given way to ‘one country, one language, one religion’, “where there is no Constitution”.

    Addressing a press conference here, the Peoples Democratic Party (PDP) chief appealed to Opposition leaders in the country not to be a mute spectator to the “atrocities being committed by the BJP”.

    “Parties including the Congress, Left, DMK, TMC, Samajwadi Party and others should raise their voices and not remain silent to the atrocities on common people in Jammu and Kashmir,” she said.

    When asked about the assurance of Lieutenant Governor Manoj Sinha that houses of poor will not be touched during the drive, Mehbooba said it is an attempt to create a discord between the rich and poor.

    The fact is that small houses with tin shed are also being demolished which makes it clear that his message is not being heard on the ground, she claimed.

    The People’s Democratic Party Chief alleged the BJP is using its brute majority to weaponize everything and “bulldoze” the Constitution.

    “Palestine is still better. At least people talk. Kashmir is becoming worse than Afghanistan the way bulldozers are being used to demolish homes of people. What is the purpose of demolishing small houses of people. Is there a bulldozer policy,” she said.

    “The brunt is borne by the people of Jammu and Kashmir. Whatever is happening since 2019 is an onslaught on our identity, on our economy, on our jobs, on our lands,” Mehbooba said.

    The former chief minister said the BJP is bulldozing everything including the Constitution. She said it scrapped Article 370 saying it will integrate Jammu and Kashmir with the rest of the country.

    “I don’t know about the integration but the destruction is massive. All the institutions including the media have been weaponised. They also want to subjugate the judiciary,” she said.

    Mehbooba added she would not say much on the judiciary to avoid a contempt case.

    Ruling party members and ministers are free to say anything e.g. Kiren Rijiju who keep speaking against the judiciary and gets away with it, she said

    “The laws brought in after Article 370 removal have been weaponised to an extent that when you visit Jammu and Kashmir, it will resemble Afghanistan because the bulldozer is there. After 370 they destroyed our identity, outsourced our jobs, our land, our minerals, our resources. When I said outsourced it means given to outsiders,” she said.

    She said all that was left with us is a roof on our heads because Jammu and Kashmir was the only state where people did not sleep on roads.

    “The BJP thought that since they cannot bring the entire country to the standards of Jammu and Kashmir so they will bring Jammu and Kashmir to the level of the rest of the country…,” she said.

    People taken out of poverty again slipped down the Below Poverty Line after the BJP come to power, and the party wants to replicate it in Jammu and Kashmir, Mehbooba said.

    Mehbooba said that according to the government even the centuries-old Shankaracharya Temple and cantonment built by the erstwhile Maharaja are also on encroached land.

    “The latest onslaught is our homes, our lives, our livelihood because houses and shops are being demolished in the name of so-called anti-encroachment drive. This too has been weaponised now.

    Till now, the Enforcement Directorate and National Investigation Agency were used against journalists, human rights activists, politicians in the country, but Jammu and Kashmir has a special status where officers have their own units and have competition who can catch and harass more people, she alleged.

    “What is happening in Jammu and Kashmir is extreme. Afghanistan which was not the USA’s own territory they bombed in one go but in our state destruction takes place everyday. I don’t think any state would have seen so many bulldozers which are now being moved in Jammu and Kashmir…Irony is crooks, fraudsters, scamsters, conmen have been given 45,000 square meter while land of common people are being snatched,” she said.

    Voice of anyone speaking about the Constitution is being crushed, she said.

    “Was removal of Article 370 in accordance with the Constitutional provisions?” she asked.

    SRINAGAR: On the instructions of Commissioner Secretary to Government, Revenue Department and Divisional Commissioners, the Evacuee Property Department with the active support of all District Administrations has retrieved huge chunks of evacuee land of different nature particularly agricultural at various places during last few months.

    As per an official statement issued here, it has been given out that the department has for the first time reconciled the figures of evacuee land in the Valley in due consultation with the Revenue Department and wherever the hidden property was found, the same was notified as an ‘Evacuee Property’ under Section 6 of J&K Evacuees` (Administration of Property) Act, Svt. 2006 and its retrieval on spot.

    The Evacuee Property department has the mandate towards safeguarding the evacuee property as such as and when reports of encroachment are available, the department acts swiftly with the collaboration of Revenue Department and retrieves illegally occupied evacuee land from the encroachers/ land grabbers/ illegal occupation.

    The department has appealed to the general public to refrain from raising illegal constructions on the evacuee land and illegal occupation thereof failing which action as warranted under the relevant provisions of J&K evacuees` (Administration of Property) Act, Svt. 2006 shall be taken against the violators.

    The Tehsildars who are also Assistant Custodian of the Evacuee property have been directed to ensure timely action on any type of encroachment if any surfaced within their jurisdiction.

    With the active support of relevant quarters, the department has been able to carry out reconciliation of E.P Record with Revenue Department for identification of evacuee property and its reflection in the revenue records. This has helped to trace out the hidden property, illegal occupation and total quantum of land.

    The department completed demarcation of evacuee land at various places and the process is still going on. This will follow retrieval thereof by removal of encroachment, illegal occupation/ cancellation of lease during last two years

    It has also prepared a proper inventory of evacuee land and land bank, besides, the exercise of photography and geo-tagging of evacuee property is underway.

    The identified chunk of land shall be utilized for developmental projects by UT Government either by lease or acquisition mode besides commercially viable land for gainfully utilization.

    So far, the department has also provided land for various public purposes such as setting up of government offices and institutions and for such noble causes as setting up of hostels for wards of police and armed forces martyrs.

    The practice of allotment of land on the basis of individual request has been done away with and now a transparent procedure of auction to determine lease premium of property has been adopted. In this connection recently the department has auctioned various flats and shops in Srinagar city and also auction of shops in Baramulla is under way. Various patches of land have also been identified which will put to auction to determine lease, after giving wide publicity.

    JAMMU: Five people were arrested and four detained in connection with stone pelting during an anti-encroachment drive here last week, police said on Monday.

    Three policemen were injured in the stone pelting that took place on Saturday during the drive to demolish a vehicle showroom built on encroached land in Malik Market in Narwal bypass area, they said.

    The owner of the showroom, Sajad Ahmed Beigh, is among those arrested, newspaper Daily Excelsior quoted police as having said.

    “We have arrested five people and detained four others in connection with stone pelting that took place during an anti-encroachment drive here,” a senior police officer said.

    They are being questioned at Trikuta Nagar police station, officials said.
