Hyderabad: Taking cognisance of the inconvenience caused to citizens by the foul smell that comes out of animal carcasses, frequently seen lying on roadsides, the Greater Hyderabad Municipal Corporation (GHMC) has decided to direct private agencies to remove dead animals in all six GHMC zones.
GHMC has asked the agencies to remove the animal carcasses within 24 hours of receiving a complaint, failing which a penalty of Rs 5,000 per day will be imposed.
Stray dogs, cats, and other animals often get crushed by speeding vehicles on the roadsides, and dead birds, mostly pigeons, are left unattended for hours until stray dogs consume their leftovers. Presently, all the dead animals from GHMC limits are brought to the Carcass Utilisation Centre at Autonagar and disposed of through deep burial methods to prevent pollution and the spread of communicable diseases.
The work of lifting dead animals and their safe disposal at Autonagar will be assigned to the agencies at the zonal level.
To bring this move to effect, tenders have been invited by the corporation for all the zones, including Charminar, L B Nagar, Serilingampally, Kukatpally, Secunderabad, and Khairatabad.
An agency that gets selected will use covered four-wheeler vehicles, each fitted with a GPS for lifting the dead animals.
It was further directed by GHMC officials that the agencies should bury the carcasses deep in trenches and sprinkle lime over them before covering them with soil.
The contractor is not permitted to extract oil from the carcasses.
The contractor should possess a high-configuration mobile for receiving complaints round-the-clock and will be responsible for lifting all types of dead animals in the city area, including cattle, horses, cats, dogs, and dead animals from Animal Care Centres.

Lucknow: The Lucknow bench of Allahabad High Court has said that the Centre should take an appropriate decision to ban cow slaughter and declare it as a ‘protected national animal’.
“We live in a secular country and must have respect for all religions. In Hinduism, the belief is that the cow is the representative of divine and natural beneficence. Therefore, it should be protected and venerated,” Justice Shamim Ahmad said while dismissing a plea seeking the quashing of criminal proceedings against a person under the Uttar Pradesh Prevention of Cow Slaughter Act, 1955.
The petitioner, Mohammad Abdul Khaliq, had pleaded that the police booked him without any evidence and hence the proceedings pending against him in the court of additional chief judicial magistrate should be quashed.
Dismissing the plea, the bench held that from the facts on record, prima facie case was made out against the petitioner.
While passing the order, the judge observed, “The cow has also been associated with various deities, notably Lord Shiva (whose steed is Nandi, a bull) Lord Indra (closely associated with Kamadhenu), Lord Krishna (a shepherd in his youth), and goddesses in general.”
He said, “According to legend, she emerged from the ocean of milk at the time of Samudramanthan (the great churning of the ocean by the gods and demons). She was presented to the seven sages and with time came into the custody of sage Vasishta.”
The judge further said that a cow’s legs symbolise the four Vedas and her milk is four ‘purushartha’ (or human objectives — ‘dharma’ or righteousness, ‘artha’ or material wealth, ‘kama’ or desire and ‘moksha’ or salvation. ‘Her horns symbolise the gods, her face the sun and moon, and her shoulders ‘Agni’ (the god of fire).
The cow has also been described in other forms: Nanda, Sunanda, Surabhi, Susheela and Sumana,’ Justice Ahmad said. He said that the origin of the veneration of the cow can be traced to the Vedic period.
“The Indo-European peoples, who entered India in the second millennium BCE, were pastoralists. Cattle had a major economic significance that was reflected in their religion. The slaughter of milk-producing cows was increasingly prohibited. It is forbidden in the Mahabharata, and in the ‘Manusmriti’. A cow which produces milk was said to be ‘unslayable’ in the Rigveda, the court said.
According to the high court bench, legends also state that Brahma gave life to priests and cows at the same time so that the priests could recite religious scriptures while cows could afford ghee as an offering in rituals.
“Anyone who kills cows or allows others to kill them is deemed to rot in hell for as many years as there are hairs upon his body,” the judge said.

SRINAGAR: Kashmir valley is set to have its own research-based animal feed supplement in order to meet the mineral needs of livestock.

Named KashMin, the supplement feed would meet the different geo-climatic conditions in the region which are different from the rest of the country.
The KashMin’s coming in is going to help the livestock farmers immensely as it will assist them in raising animals profitably by ensuring that they produce the best possible milk, meat, and fertility.
The KashMin is an outcome of the 10-year odd investigations on the mineral profile of soil, grasses, and feeds by faculty innovators from the Division of Animal Nutrition of Sher-e-Kashmir University of Agricultural Sciences and Technology-Kashmir (SKAUST-K)
The KashMin was conceived under the SKUAST-Kashmir’s slogan, Knowledge-based technology driven agri-economy, which was coined under incumbent Vice Chancellor Prof Nazir Ahmad Ganai and Head Animal Nutrition Division Prof Abdul Majeed Ganai.
The KashMin being in a more absorbable (chelated) form has all the required mineral elements, which will arrest poor production and poor reproductive performance, which otherwise goes unnoticed causing poor health, production, reproduction and body condition of animals.
What is KashMin?
KashMin is a research-based product and a faculty startup incubated at Sher-E-Kashmir Institute of Innovation, Incubation and Entrepreneurship Centre (SKIIE) of SKUAST-Kashmir containing specifically the mineral elements deficient in locally grown fodders, grasses and other feed ingredients in proper proportions with the aim to boost milk, meat production and animal fertility that largely depends upon the proper mineral supplementation.
Why KashMin?
Geographically Kashmir is different from the rest of the country so is its soil type, vegetation and mineral composition. The grasses, fodders, straws and agro-industrial byproducts available from such soils are therefore having a different composition of these micronutrients (minerals). The different species of herbivores (cattle, sheep, goats and other herbivorous animals) grazing and feeding upon such grasses are having specific deficiencies of minerals that can be corrected by supplementation of the deficient minerals only. So alternatively it can be safely stated that there is a Soil-Plant-Animal inter-relationship of minerals.
Dairy cows
Division of Animal Nutrition of SKUAST-Kashmir initiated the work of studying the mineral profile of soil, feed/fodder and animals in the year 2008 and have to date prepared different mineral premixes on district levels. The present formulation KashMin (A mixture of different mineral elements that specifically corrects the mineral deficiencies of Kashmir Livestock) will cover the whole region of Kashmir valley. Formulation of the region-specific product partially fulfils the commitment of SKUAST-Kashmir to serve the needs of the hill and temperate agriculture and ensure better production from animal rearing and the progression of our farming community.
How KashMin is different?
Other popular brands of mineral supplements present in the market are manufactured for the whole of the country covering all species of animals and birds predominantly serving other parts of the country (tropical region) having different soil, feed and fodder composition with respect to minerals. KashMin on the other hand is a species-specific and region-specific product formulated keeping in consideration the specific needs of animals of this temperate region based on the mineral profile of the locally grown grasses, feed ingredients and fodders. To start with KashMin for cattle is being launched and KashMin for sheep and goats will follow.
Will KashMin be Costlier?
No, one of the important aims of the present programme is to offer a product that is comparatively affordable to farmers, therefore it will cost almost half of the available popular brands of mineral supplements in the market without compromising on the quality of the product. There will be direct selling of KashMin from manufacturer to end users; therefore it will cost lower with quality assurances.
Where from to get KashMin?
While the product is expected to be formally launched on the Kissan Mela being observed by SKUAST-Kashmir in the first week of March 2023, the KashMin will be made available from district KVKs and some identified veterinary medicine outlets in the first phase.

Tentative seniority list of Livestock Development Officers of Animal Husbandry Department: Whereas. the department has issued seniority lists of Livestock Development Officers of Animal Husbandry Department in the year 2005, 2009 & 2022 vide circular No. AH-1/2004 dated 07.07.2005. Government order No. 100-ASH of 2009 dated 30.06.2009 and Government order No. 20-JK(ASH) of 2022 dated 08.02.2022 including the following Thirty Three (33) Livestock Development Officers.
Whereas all the above Thirty Three (33) Livestock Development Officers have retired from Government service. Whereas, on the recommendations of the J&K Public Service Commission, Srinagar vide letter No. PSC/DPC/ASH10612019 dated 09122022. the department regularized the services of Seventy One (71) Officers as Livestock Development Officers vide Governnment order No. 415-JK(APD) of 2022 Dated 23.12 2022, who have also retired from Government service: and Whereas. it has become expedient to update and notify the seniority list of Livestock Development Officers of Animal Husbandry Department.
Now. therefore, the tentative seniority list of Seventy One (71) Livestock Development officers of Animal Husbandry Department is notified as Annexure-“A”, for information of allI the concerned. Any officer, aggrieved of position assigned in the tentative seniority list can make a representation to the Administrative Department through respective Director, Animal Husbandry Jammu / Kashmir within a period of (07) days from the date of issuance of this notification with supporting documents otherwise, it shall be presumed that there is nothing against the seniority position assigned to him/her and final seniority list shall be issued accordingly.
The date of birth indicated therein shall be subject to further verification from service records / matriculation certificate. This issues without prejudice to the outcome of the writ petitions(s) if any, pending before any Competent Court of Law.
