    Body Of A Newborn Found On Banks Of Jhelum

    SRINAGAR: A newborn baby boy was found dead on the banks of river Jhelum in Urdu Bazaar, M.R Gunj area of summer capital Srinagar on Tuesday morning.

    Quoting sources, news agency KDC reported that the body of the newborn boy was found by some locals who subsequently informed the police.

    They said that a police team reached the spot and shifted the body to SMHS hospital for medico-legal formalities.

    A police officer confirmed the incident and said cognizance of the incident has been taken and further investigation is on.

    SRINAGAR: The School Education Department Monday said it may transfer surplus teachers of the department without taking into consideration their period of stay and said that all the transfers shall be made through online mode only.

    Principal Secretary, School Education Department, Alok Kumar said, “All transfers shall be made through online mode via Online Transfer Portal for which the department shall issue Notification every year at the end of the Academic Session and such process shall be completed before the commencement of new Academic Session.”

    The salient principles of the policy state that Directorates of School Education shall maintain a complete e-database on transfer and postings of employees for effective implementation of transfer policy.

    According to the transfer Policy for Employees of the department, Kumar however said that on administrative exigencies, offline transfers can also be affected with the approval of the competent authority.

    “The surplus employee in a school or institution shall be transferred without taking into consideration their period of stay,” he said.

    The areas have been categorized as zone I, II and III, IV and V.  The tenure of the employees in Zone-I, II and III shall ordinarily be three years, at a particular school while Zone-IV and V shall ordinarily be two years and one year respectively, at a particular school.

    However, the mentioned tenure shall not be applicable to an employee who is willing to serve or continue in Zone III, IV and V.

    “Tenure for transfer of officers on administrative posts Viz CEOs, Principals, Headmasters, ZEOs and equivalent shall ordinarily be two years with a maximum period of three years,” it reads.

    The policy also states that in Zones VI and V, the period spent outside the actual place of posting on account of deputation, deployment, attachment and leave shall not be considered for claiming maximum tenure for transfer.

    “Employees would be rotated between Zone-I, II, III and VI as far as practicable. In addition, there will be Zone-V which shall comprise difficult locations or in-accessible areas within the UT,” it reads.

    Kumar said that an employee who has served in Zone-V will preferably be given posting in Zone-I and II to the extent possible. “Employees shall generally have to serve in Zones-III, VI and V on promotions, whether immediately or later, unless specifically excluded by the Administrative Department on some reasonable grounds.”

    He said that the new appointees shall be posted in Zones-III, VI and Vas far as practicable.

    Pertinently, Zone-I falls within municipal limit of district headquarter, Zone-II outside municipal limit upto 20km from district headquarter, Zone-III beyond 20km to 40Kms from district headquarter, Zone-IV beyond 40kms and above from district headquarter and also where change of residence is required. In addition, those schools where there is no motorable road and walking distance from the nearest motorable road is 7 KMs or more one way.

    Zone-V is in-accessible areas in the UT of JK.

    “The employees appointed under SRO-202 shall be eligible for transfer only after completion of five years tenure on the post against which they have been appointed,” Kumar said.

    He further said that the employees appointed under UT, Divisional or District cadre shall be transferable only within their own cadre and shall in no case be transferable from one Divisional cadre to another Divisional cadre or District Cadre, or from one District cadre to another District cadre or Divisional cadre post except as per the provisions as laid down.

    “In case of shortage of Teaching Staff in any specific subject within a School Complex, respective Directors shall make necessary arrangements for the same strictly as per instructions,” Kumar said.

    The principal secretary also said that any other extraordinary arrangement to meet the shortage or deficiency of staff shall strictly be made by the Administrative Department after taking inputs from the concerned Directorates.

    Stating the calendar for transfer, the School Education Department said that in order to maintain constancy during the academic session, transfers shall be made only at the close of academic session and there shall be no mid-term transfers.

    “However, teaching staff can be transferred from one school to another as per the requirement even during the mid-session on cogent reasons including performance of the teacher, school results, enrollment, and requirement of subject specific teacher or any other administrative measures,” reads the communiqué.

    It also said that the employees can be posted upon their promotion, revocation of suspension, resumption of duties after training or leave. “They shall be adjusted against vacant posts during the non-transfer period as far as practicable.” (KNO)

    SRINAGAR:  Jammu and Kashmir police have arrested a man from Gujarat in connection with a fake PMO official case registered in Srinagar.

    Official sources said that a man identified as Piyush Bhai, son of Kanti Bhai, a resident of Ahmedabad Gujarat, state was arrested from his Printing press ‘Akanksha Creation’ at Gujarat for making fake visiting cards of Kiran Bhai Patel, who conned the security establishment in Kashmir allegedly by forged means posing as Additional Director (Strategy & Campaigns) Prime Minister’s Office, New Delhi. Piyush was arrested in connection with FIR no 19 of 2023 registered at police station Nishat Srinagar.

    Kiran Bhai Patel, a resident of Gujarat was arrested with ten fake visiting cards and two mobile phones by a team of Srinagar police at Hotel Lalit in Srinagar on specific input received by CID wing of J&K Police. Accordingly, an FIR number 19 of 2023 was registered at Police Station Nishat and investigation was taken up.

    It was first Srinagar based news agency Kashmir Dot Com that broke this story “Srinagar police in a high profile case, have arrested this conman, a resident of ‘Gujarat’ allegedly by forged means posing as Additional Director (Strategy & Campaigns) Prime Minister’s Office, New Delhi, at Hotel Lalit in Srinagar on specific input received by CID wing of J&K Police.”

    The conman had taken the J&K administration and security structure for a ride by securing Z-plus security cover, a bulletproof Mahindra Scorpio SUV, accommodation at a five-star hotel, and a lot more.

    A police team of SP East Srinagar, SDPO Nehru Park, SHO Nishat are leading the investigation of this high profile case.

    While the Police investigations are going on, the J&K government on March 29 ordered an inquiry to probe into various aspects related to visits of Kiran Bhai Patel to Kashmir during the past months and security arrangements made during his visit.

    As per the government order, the Divisional Commissioner Kashmir, Vijay Kumar Bidhuri has been appointed as inquiry officer to inquire into the matter.

    “The inquiry officer shall identify the lapses on the part of the officers and officials concerned and submit a detailed report to the government,” reads an order issued by Additional Chief Secretary Home Department, Raj Kumar Goyal. (KDC)

    SRINAGAR: A driver from Ganderbal died due to heart attack in Udhampur district of Jammu district on Monday late night.

    An official said that driver identified as Adil Rashid wani son of Abdul Rashid wani resident of Kujjar Ganderbal fell unconscious at Udhampur. Wani was shifted to hospital where doctors declared him dead and apparent cause of death is said to be cardiac arrest, he said.

    Meanwhile further proceedings in this regard have been started and body is being brought back to Ganderbal. (KS)

    Srinagar Police in a tweet said that two boys in Eidgah park were severely beaten & injured by some persons.

    Police said that three accused persons namely Ahrar Sidiq Najar, Atif Zaffar Wani and Haseeb Ahmad Mir all from Wanganpora have been arrested and weapon of offence recovered.

    SRINAGAR: Amid forecast for generally cloudy weather with possibility of intermittent light rain from April 26, night temperature recorded a rise on Tuesday.

    A meteorological department official said that there was possibility of rain and snow over upper reaches at some places from Wednesday.

    “From April 26-28, weather is expected to be generally cloudy with possibility of intermittent light rain with thunder/lightning (light snowfall over higher reaches of Central and North, Northwestern parts of Kashmir) at many places with peak intensity on April 27,” he said, adding, (moderate intensity Rainfall at few places).”

    He said strong gusty wind towards late afternoon/evening with possibility of hailstorm can’t be ruled out during the period.

    “From 29-30th April, generally cloudy weather with light rain is expected at a few places for short period,” he said, adding, “there is no forecast of major rain/snowfall till ending April.”

    Regarding temperature, he said, Srinagar recorded a low of 8.3°C against 5.1°C on the previous night and it was 0.6°C below normal for the summer capital.

    Qazigund, he said, recorded a low of 4.8°C against 3.6°C on the previous night and it was 2.7°C below normal for the gateway town of Kashmir.

    Pahalgam, he said, recorded a low of 1.6°C against 0.5°C on previous night and it was 2.4°C below normal for the famous tourist resort in south Kashmir’s Anantnag district.

    Kokernag recorded a low of 6.2°C against 6.2°C on previous night and it was 0.4°C above normal for the place, the officials said.

    Gulmarg recorded a low of 4.6°C against 3.2°C on previous night and it was 1.3°C above normal for the world famous skiing resort in north Kashmir’s Baramulla district, he said.

    In Kupwara town, he said, the mercury settled at 3.2°C against 3.7°C on the previous night and it was 4.4°C below normal for the north Kashmir area.

    Jammu recorded a low of 20.6°C against 17.6°C on the previous night. It was 0.4°C below normal for J&K’s winter capital, he said.

    Banihal, he said, recorded a low of 7.8°C (below normal by 1.6°C), Batote 10.7°C (below normal by 1.3°C), Katra 16.1°C (2.0°C below normal) and Bhadarwah 7.9°C (0.5°C below normal). Ladakh’s Leh and Kargil recorded a low of minus 1.2°C and 3.1°C respectively, the officials added. (GNS)

    SRINAGAR: Jammu and Kashmir Police Headquarters has issued promotion order in respect of 20 Sub-Inspectors of the Ministerial Executive Cadre, seven Ministerial Executive Cadre (Steno) to the rank of Inspectors and two Assistant Sub-Inspectors Ministerial Executive Cadre to the rank of Sub Inspector.

    The Departmental Promotion Committee meeting was convened under the chairmanship of the Director General of Police J&K Dilbag Singh at Police Headquarters J&K. After a thorough scrutiny of the service records, promotion in respect of these officers has been ordered.

    DGP congratulated the promoted officers and their families. He expressed hope that the promotion will boost the morale of these officers and also inspire them to work with more dedication for the betterment of the department as well as for the people of J&K.

    SRINAGAR: The Srinagar-Kargil road remained closed for eighth consecutive day on Monday following the snowfall and snow avalanches along the Zojila Pass on the road.

    The road was closed on April 17 after the fresh snowfall and avalanches that  occured along the road and buried several vehicles.

    An official said that the no traffic movement will be allowed on Zojila Pass (Srinagar-Kargil road) on Monday as well due to snow accumulation and shooting stones at several places on the road, adding that the snow clearance work is going on.

    “In view of snow accumulation/avalanches there shall be ‘no vehicular movement’ on 24-04-2023(Monday) through Zojila” the Kargil Police tweeted.

    Meanwhile the Jammu and Kashmir traffic police said that Zojila Pass ( Srinagar-Kargil) will remain closed for traffic movement on April 24th, Monday in view of the snow accumulation and avalanches.

    Hundreds of vehicles including trucks and passengers vehicles are stranded on both sides of the highway for last 8 days.
