  • DSEK To Conduct Survey On Implementation Of National School Bag Policy 2020

    SRINAGAR: The School Education Department Friday proposed for conducting a survey on implementation of National School Bag Policy 2020 and Rule 8A of J&K School Education Act, 2002.

    Director of School Education Kashmir (DSEK) in a communique to Director of Jammu and Kashmir State Council of Education Research and Trainings (JKSCERT) has requested to conduct of survey on the implementation of Rule 8A of JK School Education Act, 2002, Rules & National School Bag Policy 2020 for reduction of school bag weight and homework burden.

    “As the School Bag weight and homework burden beyond the recommendations of Rule 8A of JK School Education Act, 2002 Rules and National School Bag Policy 2020 is depriving the children of their happy childhood and impede their different developmental domains to a greater extent,” reads the official communique.

    The director said that in this regard, a survey needs to be conducted as desired by School Education Department, as to whether the guidelines in Rule 8A of JK School Education Act, Rules 2002 and National School Bag Policy 2020 are being followed in the schools or not.

    DSEK has requested that a survey may be conducted in six schools including two government and four private institutions in each district and 12 Schools in Srinagar district that includes four government and eight Private schools.

    “The survey shall be involving DIETs of the Kashmir division in collaboration with Chief Education Officers so that the findings are shared with Administrative Department,” DSEK said. (KNO)

  • Three Dead As Vehicle Falls Into Gorge In JK

    SRINAGAR: Three persons were killed when a vehicle they were travelling in met with an accident in Reasi district, officials said on Sunday.

    They said that last night at about 2030 hours, one Eco car (JK20C-0599) skidded off the road and rolled down near Karg village of Tehsil Bhomag , resulting in the on spot death of three persons.

    The deceased have been identified as Karnail Singh (48) alias Karnailu son of Tirath Ram of Tote Tehsil Bhomag, Naseeb Singh (63) son of Sohan Mal of Karg Tehsil Bhomag  and Mohan Lal (33)  son of Suram Chand of Devi Garh Reasi.

    Confirming it, a police officer told GNS that a case has been registered in this regard.

    SRINAGAR: Amid heightened tensions along the border belts, particularly in Rajouri and Poonch districts, authorities again have intensified the construction works for underground bunkers constructed for the safety of the people living along the Line of Control (LoC) and International Border (IB) in Jammu province.

    The District Development Commissioner Rajouri Vikas Kundal chaired a crucial meeting and directed the officials to complete construction of all bunkers by June 30.

    The meeting was informed that against the target of constructing 1892 bunkers, the work on 1528 bunkers is complete in all respects.  The DDC also reviewed block wise progress in respect of bunker construction. He set June 30, 2023 as the deadline for completing work on the remaining bunkers.

    Reviewing the allotment of the tenders for the bunkers, he set the May 15 deadline for completing the pending allotments.

    The DDC emphasized the officers to put in all possible efforts to ensure that the set targets are achieved well in time so that necessary benefits are provided to the border residents with the completion of bunkers.

    Though there has been no major ceasefire violation since India and Pakistan signed a fresh agreement to maintain calm along the borders on February 25 this year, in the last few years, dozens of border residents have died in relentless shelling and firing by Pakistan along the border.

    SRINAGAR: In view of rising instances of unregistered vehicles plying on the roads, the Regional Transport Officer Kashmir has issued Standard Operating Procedures (SOPs) to address the same.

    According to the SOPs, the first offence of an unregistered vehicle being found on roads will be met with a ₹5,000 penalty under the Motor Vehicles Act, while the second offence will result in a ₹10,000 fine or a prison sentence for the owner which may extend to one year, or both.

    Additionally, non-display of registration mark on High Security Registration Plates (HSRPs) will be similarly punishable.

    “The showrooms must adhere to the rule of releasing vehicles with registration numbers on HSRP without fail. In case it is found that dealers have violated this norm, not only will the face penalty under MVA, but they will be held liable for any crimes committed using such vehicles”, an RTO official said.

    To ensure uniform implementation of laws, Standard Operating Procedures (SOPs) have been put in place. These SOPs require enforcement teams to record and preserve evidence of vehicles without registration numbers by taking photos or videos.

    Furthermore, enforcement teams must also prepare a daily report of vehicles fined or impounded and send it to the control room.

    Additionally, a fortnightly report of all vehicle challans/impounds, along with their respective Supplier Dealers, shall be presented to RTO/ARTO. This report can then be used to take action against the dealers, which may include forfeiture of their security deposits. (GNS)

    SRINAGAR: Expanding the scope of the investigation into the Poonch attack, the Special Operations Group (SOG) of the Jammu and Kashmir Police on Saturday detained a religious leader (Moulvi) from Jammu’s Bathindi area for allegedly having links with the militants involved in the recent attack. Although security forces are tight-lipped on the incident and restricted from sharing news with the media, reliable sources informed the news agency KNO that during the interrogation and questioning of detainees, the name of a Poonch-based Moulvi surfaced, allegedly having links across the border.

    “A team of SOG detained Moulvi Manzoor from the Madrassa, Markaz-ul-Maarif in Bathindi on suspicion of having links with the Poonch attack,” sources said, adding that the accused is a teacher in the Madrassa and hails from the Poonch district. The fresh raid in Jammu took place a day after Jammu and Kashmir Director General of Police (DGP) Dilbagh Singh claimed that the terror plot had been uncovered and six locals had been arrested for sheltering the militants.

    Earlier, on April 20, militants ambushed an army vehicle in which five soldiers were killed, and one was left injured. The soldiers were from a Rashtriya Rifles unit deployed for counter-terror operations.

    According to DGP Singh, the explosives and weapons came from Pakistan through drones. Singh said that the police had so far questioned more than 200 people, and the operation to neutralize the involved in the attack is underway. “Six persons (of a module) have been arrested. They include those who have provided material (weapons, ammunition, explosives) to the militants besides shelter and food and guided them from one to another place,” Singh told reporters during a visit to Rajouri district. He also claimed that there are 10 to 12 such elements operating in the area.

    Earlier, Army’s Northern Commander Lt. Gen. Upendra Dwivedi also visited the attack site and said that necessary action is underway against the militants responsible for the deadly attack on an army truck in Jammu and Kashmir’s Poonch district that left five soldiers dead.

    Meanwhile, a massive search operation to track down the militants is underway in Bhata Dhurian following the ambush. (KNO)

    SRINAGAR: Jammu and Kashmir Police in Rajouri have booked a notorious Over Ground Worker (OGW) under Public Safety Act (PSA) for allegedly facilitating the movement of militants.

    The notorious OGW identified as Waqar Hussain Bajran son of Manir Hussain resident of Village Bhanghai in Tehsil Thanamandi of Rajouri has been booked under Public Safety Act for facilitating the movement of militants, police said in an official statement.

    The accused indulged in anti- national activities and was working as active guide and facilitator for militant organisations till his arrest.

    Earlier, he had also visited the Gulf countries viz Saudi Arabia and from where he came into the contacts of militant organisation and was actively involved in providing logistics support to the militant outfit.

    Police said that a case under FIR number 223/2021 under section 307/120-B/121/122/212/216 IPC r/w 7/27 Arms Act, 13 ULA was also registered against him in Police Station Thanamandi and keeping in view the activities of accused as he poses threat to the security of the state and under these circumstances he was ordered to be detained under Public Safety Act, police said.

    Meanwhile, police said that aggressive counter insurgency operations are going on in the area with strict against being taken against those facilitating militants in any way—(KNO)

    In a statement issued, Dr. Farooq Abdullah cautioned the functionaries about the forces that are working against the interests of the people of Jammu and Kashmir. He said, “It is up to us to understand the consequences of dividing our voices. Any misstep at this juncture would have far-reaching consequences. They do not want the genuine representative voices of J&K to be heard. Having real and representative voices in place makes it more difficult for them to pursue reckless experimentation in the region.”

    Dr Farooq called for increasing the party’s outreach to the people and stated, “Our workers should knock on every door and make people aware of the challenges facing the region. The party’s vision and mission must reach every household. We currently see the emergence of political parties and leaders in every corner of Kashmir. However, the political vacuum created by the decisions of August 2019 cannot be filled by such airdropped leaders. Only a representative government can instill faith in the hearts of the people and meet this challenge.” (KNO)

    SRINAGAR: People’s Democratic Party (PDP) president Mehbooba Mufti on Saturday alleged that the people of Poonch and Rajouri districts were being harassed and tortured by the security forces after the recent attack in Poonch that left five soldiers dead. She also demanded an in-depth probe into the attack.

    Addressing a press conference at party headquarters, Mehbooba targetted the central government  over the militant attack and said that an in-depth investigation of the attack should be done.

    “How did the attack happen in a highly-secured area that is under the heavy presence of troops? There should be an investigation into the incident so that the truth comes forward. But the truth should not come at the cost of harassing the people of Rajouri and Poonch,” she added.

    The PDP chief said that ever since the attack took place the authorities have been “oppressing” the common people in the twin districts. “The situation is that the people of these areas are being harassed, caught, questioned, and tortured,” she alleged.

    Questioning the death of Mukhtar Shah, a resident of the Bataduria area of Poonch,  who allegedly committed suicide after being questioned in connection to the poonch attack Mehbooba said, “A purported video of Shah came out in which he says he was fed up because his family, friends, and villagers were harassed. There should be an investigation,” Mufti said,

    Adding further she said  that there are two others who have also been grievously injured because of sustained questioning and torture.

    In the aftermath of the Poonch incident, hundreds of people have been questioned and among which dozens of people are either in NIA, army or police custody, she said. “People of Rajouri and Poonch are the most peace-loving and have never supported guns,” she said.

    The PDP leader also alleged, “The locals are being oppressed ever since the start of G-20 events. Hundreds of local youth have been picked ahead of the G-20 meeting which is being held in Srinagar next month.”

    “Ever since the process of the G-20 meeting has started, an arrest spree has started and people are being questioned. The situation in J&K is worse than in Guantanamo Bay. Let them do the G-20 event, but why are the youth being arrested?” she asked—(KNO)

    Srinagar, April 29(GNS): ADGP Kashmir Vijay Kumar on Saturday held a high level meeting at South Kashmir’s Anantnag district on highway security special focus on emerging threat of VBIEDs and other modes of potential militant attack.

    In a handout to GNS, the police said that army’s GOC Victor Force Maj Genl Prashant Srivastava, IG CRPF Kashmir Ops Sector M S Bhatia, IG BSF Ashok Yadav, Joint Director IB, Army’s sector commanders in South Kashmir, DIGs of police, CRPF, SSB, ITBP & CID and SSsP of Anantnag, Pulwama, Kulgam and Awantipora attended the meeting.

    According to police spokesman, during the meeting, potential threats from militants on highway were discussed in detail and more counter measures were decided. SOP of convey movement were also discussed and accordingly upgraded. All field officers given their assessment. ADGP Kashmir instructed all SSsP to focus on anti-militant operations, busting of militant modules by apprehending terrorist associates. They were specially tasked to generate preventive intelligence and share timely amongst all stakeholders. GOG Victor force asked sector commanders to do extensive area domination in night too, reads the statement. (GNS)
