    SRINAGAR: The MeT office on Saturday forecast a generally cloudy sky in Jammu division with likelihood of rain or snow in Kashmir division during the next 24 hours.

    According to a MeT official, the union territory experienced a dry weather on Friday.

    “Generally cloudy sky in Jammu division with chances of light to moderate rain/snow is likely in Kashmir division during the next 24 hours”, the official said.

    Meanwhile, Srinagar registered 1.7 degrees Celcius, Pahalgam minus 6.9 and Gulmarg minus 7.2 degree as the minimum temperature.

    In Ladakh region, Kargil reeled under minus 14.8 degree and Leh was at minus 13.6.

    Jammu recorded 6.1 degrees, Katra 6.6, Batote 2.5, while Banihal and Bhaderwah clocked minus 0.4 and minus 1.4 degree respectively.(IANS)

    SRINAGAR: The Government on Friday ordered the constitution of ‘Revamped Union Territory Forest Development Agency, UT Level Executive Committee, UT Steering Committee and District Steering Committee(s) for effective planning, implementation and monitoring of the National Mission for Green India (GIM) in the Jammu and Kashmir.

    The Revamped UT Forest Development Agency will be headed by Lieutenant Governor and members include Chief Secretary, J&K , Administrative Secretary, Department of Forests, Ecology and Environment , Principal Chief Conservator of Forests , Chief Wildlife Warden , Nodal Officer (Forest Conservation) , Chairman, Executive Committee, all FDAs (CFs), Member Secretary, Executive Committee, all FDAs (Hq DFOs (T)), Nodal officer (State CAMPA), Representative of three “eminent” NGOs of the UT— Representative of WWF- India Nazir be Nazir, National Society for protection of Water Resources, Wetlands & Forests (NGO) and Nadeem Qadri, Wildlife Conservation Fund, (NGO)— as well Nodal Officer, GIM, Chief Conservator of Forests, (Planning & Projects).

    Its terms of reference among others include to provide for overall guidance for the Mission in achieving Mission goals and objectives, according to a government order, a copy of which lies with news agency GNS. It has been also tasked to oversee implementation of the board policy framework in achieving Mission goals and objectives. “The committee shall meet at least once a year.”

    Union territory Level Executive Committee shall be 12-member and will be headed by administrative Secretary, Department of Forests, Ecology and Environment, as per the order.

    Its terms and conditions include preparation of UT APO and its submission to UT Screening Committee for finalization; Technical approval of District level APOs; Preparation of the annual reports of the UT GIM; Ensuring programmatic convergence at the L1 landscape level and Providing technical guidance for implementation of GIM The committee shall meet at a frequency to be decided by the UT Government but at least twice in a year.

    The UT Steering Committee comprises 14 members and would be headed by Chief Secretary. The District Steering Committee, comprising eights members and headed by respective District Magistrate.

    SRINAGAR: Multiple Avalanches have blocked the Kishanganga river flowing the Tulail valley in northern Kashmir’s Gurez sector, officials said here on Friday.

    “Some avalanches have blocked the Kishanganga river at some places including chakwali and Angikoot in Tulail Tehsil of Gurez,” but there’s no report of any damage yet,” news agency KNO quoted an official as having said.

    He said that these areas are prone to avalanches due to its mountainous terrain.

    Following the incident, the official said that several teams from administration have been deputed to these areas to assess the situation.

    He said that the administration in Gurez has also advised people living around the river to take necessary precautions to ensure their safety.

    Similarly, another avalanche hit remote Paddar area of Kishtwar district, but there was no loss of life or damage to property, an official said, that the avalanche rolled into a river near a hamlet in Machil belt, but there was no damage caused as the village was away from the area.

    Meanwhile, the JKDMA said that an avalanche with medium danger level is likely to occur above 2500 metres over Bandipore, Baramulla, Ganderbal in the next 24 hours. “General public is advised to restrict movement to only carefully selected safer routes with extreme care and Evacuate from unprotected settlements near the avalanche path,” it said.

    SRINAGAR: A 16-year-old boy has allegedly committed suicide by hanging himself to death in Batapora locality of Sopore town in north Kashmir’s Baramulla district, officials said here on Friday evening.

    Quoting an official the news agency KNO reported that a boy (name withheld) hanged himself to death at his residence in Sangrampora Batapora area of Sopore town.

    They said that he was rushed to SDH Sopore where doctors declared him dead on arrival.

    Meanwhile, a police official told KNO that they have taken the cognizance of the incident and started the further investigations into the matter.

    SRINAGAR: Bhabha Atomic Research Center (BARC) is inviting applications for the position of Trainee Scientific Officers. The BARC test is expected to be held in March 2023.

    The application mode is completely online as well as the BARC examination. The last date to apply for the application process is February 22, 2023.

    The qualified applicants will receive a one year training program at BARC training school. Furthermore, after being selected, the candidates will be awarded INR 67,700-56,100/- per month. The number of vacancies will be announced soon.

    The eligibility criterion for BARC is that the aspirants must possess BE/ B.Tech/ B.Sc or Engineering/ M.Tech from a recognized university.

    The BARC selection process contains three stages involving Written Stage, Gate Score, and the interview. The candidates must also have a valid Gate Score in the concerned discipline.

    Quoting an official the news agency KNO reported that the commercial structure belonging to Ghulam Hassan Khan, a former Social Welfare Minister was demolished at Main Chowk Shopian.

    He said was demolished as part of the anti-encroachment drive to reclaim Kahcharai and State land from encroachers.

    The official said no one is above law and such demolition drives will continue in the district.

    SRINAGAR: The J&K government on Friday ordered creation of 486 posts, 104 Gazetted and 382 Non-Gazetted) for transfer to Ladakh. Besides, it ordered creation of 1083 posts of Teacher (Grade-II/III), in applicable Pay Levels as per the relevant Recruitment Rules for transfer to Ladakh, with immediate effect. Cumulatively 1569 posts have been created by the government.

    The order by the government is in with the apportionment of Assets, Liabilities and Posts of the erstwhile State of Jammu & Kashmir between the Union Territory of J&K and UT of Ladakh.

    “S.O 339 dated 30.10.2020, provides for detailed listing of additional 325 Gazetted and 3000 Non-Gazetted posts from overall strength of the Union territory of Jammu & Kashmir to the Union territory of Ladakh,” reads a government order issued here.

    Vide Government order (No. 102-Edu of 2021) dated 22 April 2021, the government noted that the School Education Department transferred 1284 Non-Gazetted posts including 1083 supernumerary posts of Teacher Grade II & III, to Ladakh.

    “After considering list of posts provided by Union territory of Ladakh vide communication No. UTL/GAD/22/2020(l) dated 14.12.2020, 1756 additional posts (221 Gazetted and 1535 Non-Gazetted) were transferred to Union Territory of Ladakh on 15.11.2022,” it said, adding, “The General Administration Department, Union Territory of Ladakh vide communication No. A/23/2021-GAD-SEC dated 04.02.2022 shared revised list of additional 104 Gazetted and 382 Non-Gazetted posts for detailed listing and also requested to transfer regular 1083 Teacher Grade II/III posts instead of supernumerary posts.”

    The GAD Ladakh order also intimated that if the posts are not available in a particular department, the posts from other departments with similar nomenclature and pay levels be considered and if no such posts are available, then posts of similar pay levels may be apportioned to Union Territory of Ladakh.

    “In the High-level meeting held under the Chairmanship of Union Home Secretary, Ministry of Home Affairs, Government of India held on 16.11.2022, it was decided that the Government of Jammu and Kashmir shall get the remaining posts created including the 1083 supernumerary posts of Teacher Grade-II and III and list the same for transfer to Union Territory of Ladakh,” the order by the government, a copy of which lies with GNS said, adding, “the Finance Department vide U.O. No. FD-Code/99/2021-03-Part(l)-1793 dated 20.12.2022 conveyed concurrence to the creation of 486 posts (104 Gazetted and 382 Non Gazetted) for transfer/ listing in favour of the Union Territory of Ladakh in terms of S.O. 339 dated 30.10.2020.”

    The Administrative Council vide its decision (No. 1/1/2023) dated 22 January this year approved creation of 486 posts (104 Gazetted and 382 Non Gazetted) and 1083 substantive posts of Teachers for transfer to the Ladakh in terms of S.O. 339 dated 30.10.2020, the order said.

    “Now therefore, sanction is hereby accorded to the creation of 486 posts (104 Gazetted and 382 Non Gazetted) in the Pay Levels indicated below for transfer to the Union Territory of Ladakh,” it said, adding, “Further, sanction is also accorded to creation of 1083 posts of Teacher Grade-II/III in applicable Pay Levels as per the relevant Recruitment Rules for transfer to Union Territory of Ladakh, with immediate effect.”

    SRINAGAR: A teenager was injured after hit on the face by a shot fired from a 12 bore rifle by an unknown person at Payerpora Hyhama area of north Kashmir’s Kupwara district, officials said on Friday.

    Quoting a police officer, GNS reported that information was received that one unknown person has “utilized” 12 bore illegally at Payerpora Hyhama, resulting in minor injuries on face of a teenager identified as Sahir Ahmad Khan son of Niyaz Ahmad Khan of Payerpora Hyhama.

    The Injured was shifted to SDH Kupwara wherefrom he was referred to GMC Baramulla. In this regard, he said, a case (FIR No 12/2023) under section 307 IPC (attempt to murder) and 3/27 Arm Act (use of prohibited arms or ammunition) stands registered investigation taken up.

    SRINAGAR: To nurture an entrepreneurial spirit and innovative thinking among youth, Jammu and Kashmir entrepreneurship development institute (JKEDI) today organized a day-long entrepreneurship awareness programme (EAP) in coordination with Himalayan Degree College at Rajouri.

    Ajaz Ahmad Bhat, Director, JKEDI attended the event as the chief guest. He is on a tour to twin border districts of Rajouri and Poonch.

    In his address, he commended the initiative of Himalayan Degree College, Rajouri for imbibing a spirit of leadership among the students. “This spirit acts as a guiding philosophy for the holistic development of students,” the director said, discussing his experience of the overall entrepreneurial scene in J&K.

    With a special emphasis on his tenure in the Industries and Commerce Department and Horticulture Department, he spoke about the learning he gained from his service career. He elucidated how the various policies of the UT Government have encouraged the spirit of entrepreneurship.

    He added that the need of the hour was to generate consciousness among parents to foster entrepreneurship culture in children.

    The Director also enumerated the benefits of the term loan scheme under National Minorities Development and Finance Corporation (NMDFC) and how this initiative of the Government is generating self-employment amongst the minority community. “There is no dearth of innovation and initiative among the youth of J&K. They should set up entrepreneurial ventures rather than wait for government jobs. A focus should be placed on the creation of enterprises that make use of locally available raw materials. Unemployment is a serious challenge for all of us and only entrepreneurship is the way forward,” he added.

    The gathering was also informed that the Government is revising the Guidelines of J&K Startup Policy in order to make it more startup-friendly. “This will boost the startup ecosystem of the UT and will help the innovators and aspiring entrepreneurs in J&K. We need a robust startup ecosystem in the UT. We have to nurture the innovation and passion of our youth in a positive direction. The Government is committed to this goal,” said Ajaz Ahmad Bhat.

    The Director further added that the Institute was in the process of starting short-term courses in entrepreneurship for school and college students. The aim behind starting such courses was to enable young minds to develop an entrepreneurial mindset at an early stage and equip them to counter the challenges of building a new venture. In the coming days the Institute is releasing a compendium of various entrepreneurship and self-employment related schemes. This will be a great help for the youth of the UT and will enable them to make informed career choices.

    The Director thanked Himalayan Education Mission Society for their cooperation and support to make this event successful. He directed all the District Nodal Officers of the Institute to provide free counselling in their office and display telephone numbers so that people can reach out and start a profitable venture. In addition to this, two model counselling control rooms have been established at the regional campuses of Pampore and Jammu.

    Dr. Mehraj Ud Din Bhat and Vishal Ray, senior faculty members of JKEDI gave an overview of how to start a new business. They also gave a presentation highlighting the prerequisites to becoming a successful entrepreneur. Hundreds of aspiring entrepreneurs and students attended the event. Mohammad Muslim Wani, Chairman, Himalayan Degree College, Rajouri, Arif Ahmad Khan, Communications Officer, JKEDI, Sheikh Nowsheen, District Nodal Officer, JKEDI Rajouri, Adil Rasool, Manager Estates, JKEDI and Showkat Ahmad, Social Worker, were also present on the occasion.
