    New Delhi: A group representing AGMUT cadre civil services officers has expressed “deep concern and anguish” over the release of former MP Anand Mohan, convicted for killing an IAS officer, following a change in the Bihar government’s prison manual.

    This tantamounts to a “denial of justice” to G Krishnaiah, who was Gopalganj district magistrate in 1994, and his family, the association said in a statement issued on May 4.

    Mohan was released by amending the classification rules of prisoners, the AGMUT Cadre IAS Officers’ Association said in a statement.

    The association represents IAS officers serving in Arunachal Pradesh, Goa, Mizoram, and Union Territories (AGMUT) cadre.

    “The association expresses solidarity with the Indian Civil and Administrative Service (Central) Association in demanding justice to the family of Late G Krishnaiah, IAS. The association stands firmly by the family of the deceased officer in its fight for justice,” it said.

    In a statement earlier, the Indian Civil and Administrative Service (Central) Association said Mohan’s release is “tantamount to denial of justice” and urged the Bihar government to reconsider its decision.

    Krishnaiah was lynched by a mob led by Mohan in 1994. His wife Uma Krishnaiah has challenged the former Bihar MP’s premature release in the Supreme Court.

    Mohan was released from Saharsa jail last month following an amendment in Bihar’s prison rules. His name figured in a list of more than 20 prisoners who were ordered to be set free by a notification issued by the Bihar government’s Law department as they had spent more than 14 years behind bars.

    Uma Krishnaiah has contended that the sentence of life imprisonment awarded to Mohan meant incarceration for his entire natural course of life and that it cannot be mechanically interpreted to last just 14 years.

    Mohan was convicted for the murder of Krishnaiah, a Dalit IAS officer. According to reports, Krishnaiah died after his car was attacked during the funeral procession of gangster Chotan Shukla.

    The former MP was part of the procession in Muzaffarpur and the police had charge-sheeted him for provoking his supporters to commit the crime.

    New Delhi: The wife of IAS officer G. Krishnaiah, who was lynched in 1994 by a mob led by former Bihar MP Anand Mohan Singh, has moved the Supreme Court against the latter’s premature release from prison.

    The plea filed by Uma Krishnaiah, the wife of G. Krishnaiah, contended that life imprisonment awarded as a substitute for death penalty has to be carried out strictly as directed by the court, and it would be beyond application of remission.

    The plea submitted that life imprisonment handed down to the gangster-turned-politician meant incarceration for his entire natural course of life.

    Under fire over the release of Anand Mohan, Bihar Chief Minister Nitish Kumar had claimed during an event on Friday evening that the decision was based on the Centre’s ‘Model Prison Manual 2016’.

    While referring to a book he carried with him, Nitish Kumar said: “This is a book on Model Prison Manual 2016. Please go through it and tell me whether any provision says that if an IAS officer gets killed, the convict will have to stay in jail for his entire life?”

    “There is no such law in any state of the country. Hence, we have removed it in Bihar. He (Anand Mohan) was serving a jail term for more than 15 years. In depth discussions preceded the decision. Since 2017, 22 meetings of remission (‘parihar’) have taken place in Bihar and 696 prisoners have been released. A number of inmates were released on my recommendation on Republic Day, Independence Day and birth anniversary of Mahatma Gandhi,” he added.

    He also asked if there is any difference in law required for common people and a government official.

    “Though 27 inmates have been released, why is it that only one person’s release is being opposed,” he asked.

    In 1994, Krishnaiah, then District Magistrate of Gopalganj, who hailed from Telangana, was beaten to death by a mob when his vehicle tried to overtake the funeral procession of gangster Chhotan Shukla. The mob was reportedly intigated by Anand Mohan.

    He asked whether Bihar Chief Minister Nitish Kumar, who is visiting other States in the country claiming himself to be the Prime Ministerial candidate, would give the message that his government has released a man who is convicted for the murder of a Dalit officer. Krishnaiah hailed from Telangana.

    It is regrettable that the IAS Officers’ Association in Bihar is silent on the issue, Owaisi said while addressing mediapersons here.

    He asked as to why the prison rules have been amended to release one person.

    The AIMIM president said he hopes that Nitish Kumar who used to claim that he would not compromise on corruption and criminal justice would rethink on his decision.

    Owaisi said a wrong message is being given to the weaker sections, especially Dalits, and to public servants in the State with the government’s move. “We demand that the Bihar government withdraw its decision,” he said.

    The government’s decision shows that the parties in power release such people from prisons for their political benefit whether it is BJP government in Gujarat or Nitish Kumar government in Bihar, he claimed.

    Saying that Krishnaiah’s wife stands alone today seeking justice for the murder of her husband, he said where is the social justice that Nitish Kumar and RJD talk about.

    When asked that no major political party in Bihar appears to be voicing opposition to the move, he alleged that the upper caste MPs in BJP are not opening their mouth. “What was done in the case of Bilkis Bano, you have done the same thing here by letting off the killers of Krishnaiah,” he said.

    Singh was released under a jail sentence remission order after the State government’s recent amendment of prison rules which allowed the early release of 27 convicts, including him.

    The former MP was convicted for his role in the 1994 murder of the then Gopalganj Collector Krishnaiah during the funeral procession of Muzaffarpur gangster Chotan Shukla.

    Owaisi said he would visit Uttar Pradesh in connection with the local body polls where his party is contesting.

    Patna: Gangster-turned-politician Anand Mohan, who was serving a life sentence for killing an IAS officer in Bihar three decades ago, walked out on Thursday amid protests by family members and well-wishers of the slain bureaucrat.

    Mohan, who had been an MP prior to his conviction in 2007, was released from Saharsa jail on Thursday morning after being behind the bars for 15 years.

    The gangster-turned-politician’s supporters who believe that their leader was “framed” in the murder of G Krishnaiah, the then district magistrate of Gopalganj, had planned a celebratory procession but the release was done in a manner which precluded any such gathering.

    Krishnaiah, who hailed from Telangana and was from a scheduled caste, was beaten to death by a mob in 1994 when his vehicle tried to overtake a funeral procession in Muzaffarpur district.

    Mohan, who was the sitting MLA from Mahishi, was leading the procession taken out upon the death of his close associate Chhotan Shukla, another dreaded gangster who fell to bullets of his rivals before realizing his political ambitions.

    Mohan’s name figured in a list of more than 20 prisoners who were ordered to be set free by a notification issued by the state law department earlier this week as they had spent more than 14 years behind bars.

    His remission of sentence followed an April 10 amendment of Bihar Prison Manual by the Nitish Kumar government whereby the restriction on early release of those involved in killing of a public servant on duty was done away with.

    This, critics claim was done to help release Mohan.

    The relaxation has predictably been opposed by the wife and daughter of Krishnaiah. They have appealed to the Bihar government to reconsider the move, which has also drawn condemnation from the IAS Officers’ Association.

    Red-faced over the controversy, the government got chief secretary Amir Subhani to address a press conference and assert that the release was in accordance with norms.

    “No special favour has been done to anybody. The prison rules are amended from time to time, in the normal course. The clause about government servant on duty was dropped because it was found to be discriminatory. Moreover, we found no other state treating such killings differently,” Subhani claimed.

    He said that the State Sentence Remission Board, which includes two members of the judiciary, has received 1,061 clemency petitions in the last six years during which it has met 22 times.

    “Release of 698 prisoners has been approved, based on the feedback on conduct of the inmates received from authorities concerned.

    “This is besides special pardons given to first-time offenders, who are serving jail terms of 10 years. Such prisoners are freed on occasions like Gandhi Jayanti, Republic Day and Independence Day,” Subhani said.

    He pointed out that Mohan had spent 15 years, nine months and 25 days in prison but parried questions as to whether aggrieved family members of Krishnaiah were given an opportunity to raise objections against his release.

    When some journalists asked whether alleged recovery of mobile phones from the possession of Mohan in 2021 was taken into account while certifying his good conduct in jail, the chief secretary said he was not aware of such a charge against the former MP.

    Subhani also urged that there should be “no politicization” of the issue.

    Opponents of the ruling ‘Mahagathbandhan’ have accused the regime of wrong doing.

    Some leaders of the BJP, the principal opposition in the state, were categorical in their condemnation of Mohan’s release.

    However, the party, which draws its primary support from among the upper castes, also seemed to be wary of annoying the Rajputs. Especially, as Mohan enjoyed a Robinhood-like image in his heydays.

    Upper caste leaders like Union Minister Giriraj Singh, former union minister Rajiv Pratap Rudy and ex-state minister Neeraj Kumar Singh Bablu have gone on record saying that they have “no problem with the release of Anand Mohan” but alleged “many other criminals have been freed alongside for political gains”.

    The allusion has been to the fact that more than half of the prisoners released vide the order dated April 24 are Yadavs or Muslims, who are said to be supporters of the RJD, the largest constituent of the ‘Mahagathbandhan’.

    Meanwhile, Mohan’s wife Lovely Anand, a former MP herself, expressed relief over his release for which she profusely thanked Chief Minister Nitish Kumar.

    She maintained that her husband, who was awarded death penalty by the trial court which got commuted to imprisonment for life by the High Court, was “innocent”.

    “We are pained by the brutal manner in which an honest officer like G Krishnaiah was killed. I fully empathise with the suffering of his wife. But my husband was not even present at the site of the incident. Had he been there, he would have tried to save Krishnaiah even at the cost of his own life,” she added.

    Saharsa: Gangster-turned-politician Anand Mohan Singh was released from Bihar’s Saharsa jail early Thursday morning, a jail official confirmed.

    Singh’s release was necessitated after the Bihar government recently amended the prison rules allowing the release of 27 convicts including him.

    He was serving a life sentence in the 1994 murder of then Gopalganj District Magistrate G Krishnaiah. After the Bihar Government amended the rules of the Jail manual, an official notification stated that 27 prisoners who have served 14 years or 20 years in jail have been ordered to be released.

    Posters welcoming the former MP Anand Mohan were put up at Veer Kunwar Singh Chowk in the district.

    The gangster-turned-politician was earlier on parole of 15 days to attend the engagement ceremony of his MLA son Chetan Anand. He had returned to Saharsa jail on April 26 following the end of his parole period.

    Earlier on Wednesday, the state prisons department had released nearly 14 convicts from various jails of the state.
    Singh was among eight others who could not be released yesterday.

    There has been a backlash regarding the former MP’s release from jail by the opposition in the state.

    Responding to the uproar over his imminent release, Anand Mohan Singh on Tuesday took a dig at the BJP and said convicts in Bilkis Bano case were also released under Bihar CM Nitish Kumar’s pressure.

    “In Gujarat also, some decision has been taken under the pressure of RJD and Nitish Kumar, go and see that. Some people have been released and garlanded. Yes, I am pointing out to that case (Bilkis Bano case) only,” Singh told mediapersons.

    He said that he has “full sympathy” with the slain IAS officer’s family.

    “I have full sympathy for G Krishnaiah’s family. This episode ruined two families, that of Lovely Anand (his wife), and G Kishnaiah,” the former MP added.

    Anand Mohan murdered Gopalganj District Magistrate G Krishnaiah on December 5, 1994, in Muzaffarpur. Krishnaiah was killed by a mob allegedly provoked by Anand Mohan Singh. He was dragged out of his official car and lynched.

    G Krishnaiah, a 1985-batch IAS officer who hailed from Mahbubnagar in present-day Telangana.

    Anand Mohan was sentenced to death by a trial court in 2007. A year later, the sentence was commuted to life imprisonment by the Patna High Court. Mohan then challenged the verdict in Supreme Court but no relief has been granted yet and he has remained in Saharsa jail since 2007.

    His wife Lovely Anand has also been a Lok Sabha MP, while their son Chetan Anand is an RJD MLA from Bihar’s Sheohar.

    Hyderabad: Senior Indian Administrative Service (IAS) officer Smita Sabharwal has requested the Supreme Court and Chief Justice of India to intervene in the release of convicts involved in the killing of IAS officer G. Krishnaiah in Bihar.

    Smita, who is secretary to the Telangana chief minister, on Wednesday, expressed solidarity with the family of Krishnaiah.

    “Sometimes one wonders if being a civil servant is worth it. Request the SC and CJI to intervene,” tweeted Smita, who is known for expressing her views on burning issues.

    She retweeted the statement of the Central IAS Association, which expressed its deep dismay at the decision of the Bihar government to release the convicts involved in the brutal killing of G. Krishnaiah, former District Magistrate of Gopalganj.

    A convict charged with murder of a public servant on duty, cannot be reclassified to a less heinous category. Amendment of an existing classification which leads to the release of the convicted killer of a public servant on duty is tantamount to denial of justice, said the IAS Association.

    It also stated that such dilution leads to impunity, erosion in morale of public servants, undermines public order and makes a mockery of the administration of justice. The Association requested the Bihar government to reconsider its decision at the earliest.

    Krishnaiah’s family, which lives in Hyderabad, has requested Prime Minister Narendra Modi to intervene and stop release of former MP Anand Mohan Singh, who had instigated the bureaucrat’s lynching.

    The slain Dalit IAS officer’s wife Uma said that she was shocked by Bihar government’s decision to release former MP Anand Mohan Singh by amending the Bihar prison manual.

    Uma said Prime Minister Narendra Modi should intervene and make Nitish Kumar withdraw his decision which will set a bad precedent and have serious repercussions for the entire society. “My husband was an IAS officer and it is the Centre’s responsibility to ensure that justice is done,” she said.

    She alleged that Bihar Chief Minister Nitish Kumar is releasing the killer of her husband for votes of Rajputs and to form government again.

    A day after the Bihar government decided to release Anand Mohan Singh by amending the Bihar prison manual, she said she was shocked by Chief Minister Nitish Kumar’s move.

    Uma Krishnaiah said Modi should intervene and make Nitish Kumar withdraw his decision which will set a bad precedent and have serious repercussions for the entire society. “My husband was an IAS officer and it is the Centre’s responsibility to ensure that justice is done,” she said.

    “He (Nitish Kumar) thinks that by releasing him, he will get votes of all Rajputs and this will help him form the government again. This is wrong,” said Uma, who lives in Hyderabad.

    “This goes on in Bihar but this is not good. There should be good people in politics and not criminals like Mohan,” she said.

    Krishnaiah, an IAS officer of 1985 batch, was killed on December 5, 1994. Then Gopalganj District Magistrate, he was killed by a mob allegedly provoked by Anand Mohan Singh. The mob, which was protesting with the body of Chhotan Shukla, a gangster-politician of Anand Mohan’s party, who was killed a day earlier, dragged Krishnaiah out of his car and lynched him.

    Anand Mohan Singh was sentenced to death by a lower court in 2007, but the Patna High Court commuted the penalty to life imprisonment in 2008. He has been in jail for 15 years.

    The widow of the slain bureaucrat said that she was not happy when he was awarded life imprisonment instead of the death penalty. “Now it is heartbreaking for me that he being released even before completing the sentence,” she said

    Uma Krishnaiah, who had moved to Hyderabad a few days after losing her husband, said the Rajput community should also think if a criminal like Anand Mohan Singh can do any good to them and to the society.

    She believes that this action of Nitish Kumar will embolden criminals to take law into their hands. Uma Krishnaiah, 60, is of the view that release of Mohan may endanger the lives of civil servants and government officers discharging their duties honestly as the criminals will think that they can take law into their hands and do whatever they want and come out of jail.

    She revealed that some IAS officers of 1985 batch are in touch with her and they were contemplating to move the Patna High Court or the Supreme Court to challenge the decision of Nitish Kumar government.

    It was a life full of struggle for Uma Krishnaiah. After losing her husband, she had moved to Hyderabad with two daughters, aged 7 and 5. The family was traumatised after what it had to go through.

    She took up the job of lecturer in a college in Hyderabad to look after the family. She was allotted a house site in Prashasan Nagar in Jubilee Hills, where she constructed her house.

    Retiring in 2017, she ensured good education for both the daughters, who are currently employed as a bank manager and a software engineer.

    Hyderabad: City police commissioner CV Anand on Tuesday commended the investigating officers and court duty officers, SHE teams officers for their work after the accused school driver of DAV public school who sexually assaulted a four-year-old was sentenced to imprisonment for 20 years.

    The commissioner said that the concerted efforts of all arms of the criminal justice system led to the conviction of the accused in record time.

    A fast-track court on Tuesday sentenced Beemana Rajani Kumar (34), a driver of a private school in Hyderabad to 20 years in jail for sexually assaulting a four-year-old LKG student. However, the court acquitted the school principal S Madhavi.

    Kumar, who was working as the principal’s driver, was arrested on October 19, 2022, for sexually assaulting the LKG student. The principal of DAV Public School in Banjara Hills was also arrested for negligence.

    The incident came to light after the parents of the victim noticed behavioural changes in her.

    The SHE teams and Bharosa team counselled the victim, comforted her and worked in tandem with the police officers throughout the trial.

    CV Anand felicitated P Rukmini, Bharosa and SHE teams inspector, legal counsellor Kalpana, counsellor Radharani, Dharani, who supported the team. Banjarahills subinspector B Manoj Kumar, court duty and summons officers K Naresh Kumar, S Ramulu, Venkat Krishna, MA Baig, V Venkatesh, Akkula Reddy and public prosecutor Pratap reddy.

    The entire trial was closely monitored by investigation officer, Narender under the supervision of West Zone deputy commissioner of police Joel Davis, said a press release.

    Hyderabad: City police commissioner C V Anand said here on Saturday that women alone can realise their potential and they should seize the day.

    “Women have to realize that no one is going to give you. You must go and get it,” the police commissioner said while attending the annual general session and Change of Guard of the Federation of Indian Chambers of Commerce & Industry The FICCI’s ladies’ organization and Young FICCI ladies’ organization.

    “I have always encouraged my wife to pursue her dreams, studies, go out, help others,” he said.

    “When I came to know that there has never been a woman SHO (station house officer), I promptly appointed one in Lalaguda police station. She has outperformed her male counterparts in the last year,” C V Anand said.

    Anand suggested women should actively take part and be encouraged to become entrepreneurs, including the rural areas.

    Ritu Shah succeeded Shubhraa Maheshwari as FLO chairperson and Arthi Shah succeeded Sonali Modi Saraf as YFLO chairperson for the year 2023-2024.
