    SRINAGAR: A little girl’s playful afternoon turned into a nightmare when she was viciously attacked by a group of stray dogs in the south Kashmir’s Kulgam district. In her desperate attempt to escape, she fell into the water and suffered life-threatening injuries. She was shifted to Shri Maharaja Hari Singh (SHMS) Hospital where she is battling for her life.

    Dr Salim Khan, the head of Community Medicine at GMC Srinagar, took to Twitter to express his sorrow regarding the recent dog attack. He wrote, “Another dog-bite victim, a 7-year-old girl from Kulgam under intensive care at Children Hospital Srinagar, having septicemia as she fell in water while running away from attacking stray dogs.”

    The alarming rate at which the dog population is increasing in Kashmir has resulted in frequent incidents of dog bites and attacks. Over the past few years, a large number of such incidents have occurred, with children under 10 years of age being the most vulnerable group. As a result, there has been a significant increase in anxiety disorders among children, which has had a direct or indirect impact on the quality of life of the Kashmiri population.

    According to the records from SMHS in Srinagar, an average of 30 to 35 cases of dog bites are reported daily to the anti-rabies center. Shockingly, the Kashmir valley recorded a staggering 6,800 animal bite cases between April 1 last year to March 31, with more than 80% of them being caused by stray dogs. This is the highest number in the past three years, and it has raised concerns among experts who question the delay in completing the much-awaited animal birth control (ABC) centers in Srinagar city.

    The Anti-Rabies Clinic at Government Medical College (GMC), Srinagar’s SMHS, has treated 6,855 animal bite cases from across the valley during this period, with 4,912 of them being reported from the city alone. The number of cases in 2021-22 was 5,629, and it was 4,798 in 2020-21. Over the past six years, there have been 37,467 animal bite cases in the Kashmir valley, with 72% or 26,742 cases occurring in Srinagar alone.

    Speaking to Hindustan Times, Dr. Mohammad Salim Khan revealed that out of the 6,855 animal bite cases treated at SMHS; approximately 5,700 of them were caused by dogs. Recent data from the Anti-Rabies Clinic at the Shri Maharaja Hari Singh (SMHS) Hospital indicates that from January 1, 2022 to December 31, 2022, there were 4,695 dog bite cases in Kashmir. Srinagar alone reported 2,890 cases from January to December, with Ganderbal district reporting 269 cases, Budgam 218, Baramulla 131, Bandipora 126, Kulgam 10, Pulwama 106, Shopian 107, Kupwara 64, and Anantnag 43.

    According to a recent study conducted by the Department of Community Medicine GMC Srinagar, dog-bite victims in Kashmir are not only physically injured but also suffer from profound psychological and emotional instability. Many of them experience depression, feelings of defeat, and social disgrace. The study, titled ‘The Lived-In Experience and Psychological Recount of Dog Bite Victims Visiting the Anti-Rabies Clinic in Kashmir: A Qualitative Study,’ sheds light on the emotional toll of dog attacks on victims.

    The study aims to draw the attention of policymakers and planners towards the importance of implementing low-cost mass dog vaccination programs in order to reduce the incidence of dog bites and prevent the psychological distress faced by the victims.

    The study further states that there is a need to pay attention to the dog bite victims’ lived experience, and health care professionals need to support them through education, and counselling. “The policymakers should devise other supportive programs to minimize the psychological trauma caused by the dog bites, apart from enhancing measures towards elimination of dog mediated human rabies,” States study.

    Srinagar Municipal Corporation’s Veterinary Officer, Dr Tawheed, said, “We have to function according to the law. We cannot kill dogs nor can we shift them from one place to another. We are following the Animal Birth Control and Anti-rabies Vaccination Programme (ABC&ARV), under which we are sterilizing stray dogs and giving them anti-rabies vaccines as well.”

    The sterilization facility at Shuhama, which is running in collaboration with Sher-e-Kashmir University of Agriculture Science and Technology (SKUAST), is functional. “We are performing 10-12 sterilizations a day at the Shuhama centre, and our second ABC centre in Srinagar at Tengpora, with more than 200 kennel capacity, is also completed and will be operational soon. Our ABC centre at Chattarhama is also under construction,” said Tawheed.

    He further remarked that those involved in the meat and poultry industry engage in irresponsible disposal of waste, despite the fact that SMC offers free waste management services.

    The alarming increase in dog bites and attacks in Kashmir has become a major concern for the local population, especially children who are the most vulnerable group. The emotional and psychological distress experienced by dog-bite victims has highlighted the need for policymakers to implement low-cost mass dog vaccination programs and supportive programs for victims. While the Srinagar Municipal Corporation has initiated an Animal Birth Control and Anti-rabies Vaccination Programme, it is imperative to promote responsible waste disposal practices and create awareness among the public to ensure the safety and well-being of the Kashmiri population.

    Calls for negotiations to end the crisis in Africa’s third-largest nation have been ignored. For many Sudanese, the departure of diplomats, aid workers and other foreigners and the closure of embassies are terrifying signs that international powers expect the mayhem to only worsen.

    Thousands of Sudanese have been fleeing Khartoum and its neighboring city of Omdurman. Bus stations in the capital were packed Tuesday morning with people who had spent the night there in hopes of getting on a departing bus.

    Drivers increased prices, sometimes tenfold, for routes to the border crossing with Egypt or the eastern Red Sea city of Port Sudan. Fuel prices have skyrocketed, to $67 a gallon from $4.20, and prices for food and water have doubled in many cases, the Norwegian Refugee Council said.

    Those lucky enough to reach the border crossings face additional hardships.

    Moaz al-Ser, a teacher, arrived at the Arqin border crossing with Egypt early Tuesday with his wife and three children after a harrowing trip from Omdurman. They were among hundreds of families who were waiting to be processed. Many had spent the night in an open area near the border.

    “The crossing point is overwhelmed and authorities on both sides don’t have the capacity to handle such a growing number of arrivals,” he said.

    The new 72-hour cease-fire, announced by U.S. Secretary of State Antony Blinken was to last until late Thursday night, extending a nominal three-day truce over the weekend.

    The Sudanese military, commanded by Gen. Abdel Fattah Burhan, and the rival Rapid Support Forces, a paramilitary group led by Gen. Mohammed Hamdan Dagalo, said Tuesday they would observe the cease-fire. In separate announcements, they said Saudi Arabia played a role in the negotiations.

    But fighting continued, with explosions, gunfire and the roar of warplanes overhead around the capital region.

    “They stop only when they run out of ammunition,” Omdurman resident Amin Ishaq said. Al-Roumy, a medical facility in Omdurman, said it suspended its services after it was hit by a shell Tuesday.

    “They don’t respect cease-fires,” said Atiya Abdalla Atiya, a senior figure in the Sudan Doctors’ Syndicate, a group that monitors casualties.

    Dr. Bushra Ibnauf Sulieman, a Sudanese-American physician who headed the Faculty of Medicine at the University of Khartoum, was stabbed to death outside his home, the Doctors’ Syndicate said. He had practiced medicine for many years in the United States, where his children reside, but had returned to Sudan to train doctors. Colleagues said he had been treating those wounded in the fighting in recent days and that it was not known who killed him.

    The World Heath Agency meanwhile expressed concern that one of the warring parties had seized control of the central public health laboratory in Khartoum.

    “That is extremely, extremely dangerous because we have polio isolates in the lab. We have measles isolates in the lab. We have cholera isolates in the lab,” Dr. Nima Saeed Abid, the WHO representative in Sudan, told a U.N. briefing in Geneva by video call from Port Sudan.

    He did not identify which side held the facility but said they had expelled technicians and power was cut, so it was not possible to properly manage the biological materials. “There is a huge biological risk.”

    Russian Foreign Minister Sergey Lavrov told a press conference at U.N. headquarters in New York on Tuesday that representatives of UNICEF have requested that Russia’s embassy host and accommodate its staff because they are not in a safe location.

    “I’m not certain how this can be done, but we will tackle the situation.” said Lavrov.

    UNICEF, the U.N. children’s agency which is headquartered in New York, said it declines comment on issues related to staff security as a matter of standard practice.

    Clashes meanwhile escalated in the western Darfur region, residents said. Armed groups, wearing RSF uniforms, attacked several areas in Genena, a provincial capital, burning and looting properties and camps for displaced people.

    “Fierce battles are raging all over the city,” said a doctor in Genena, who asked to remain anonymous for fear of reprisals. “All eyes are on Khartoum but the situation here is unimaginable.”

    Women and children were fleeing homes in the city center, and the city’s main hospital has not functioned for days, with unknown numbers of dead and wounded, she said.

    More fighters on motorcycles and horses have flowed into the city to join the battles, with dead bodies lying in the streets, according to Darfur 24, an online news outlet focusing on covering the war-wrecked region.

    The RSF has its roots in Darfur, where it emerged from the notorious Janjaweed militias that committed atrocities there while putting down a rebellion in the 2000s.

    At least 459 people, including civilians and fighters, have been killed, and over 4,000 wounded since fighting began, the U.N. health agency said, citing Sudan’s Health Ministry. Among them were 166 deaths and over 2,300 wounded in Khartoum, it said.

    Those who are able have made their way to the Egyptian border, Port Sudan or relatively calmer provinces along the Nile. But the full scale of displacement has been difficult to measure.

    Mohammed Mahdi, of the International Rescue Committee, warned that resources were growing thin at the Tunaydbah refugee camp in eastern Sudan after 3,000 people fleeing Khartoum took refuge there, joining some 28,000 refugees from Ethiopia.

    At least 20,000 people have fled from Khartoum to the city of Wad Madani, 100 miles to the south, the U.N. Office for the Coordination of Humanitarian Affairs said. Some 20,000 Sudanese have fled to Chad and around 4,000 South Sudanese refugees living in Sudan have returned home, according to the U.N. refugee agency, which is gearing up for tens of thousands more to flee to neighboring countries.

    Meanwhile, airlifts of foreigners continued.

    Germany said its last rescue flight would take off Tuesday, having so far evacuated nearly 500 people over three days. French military spokesman Col. Pierre Gaudilliere told journalists Tuesday that the French evacuation mission was completed and had flown out more than 500 people from 40 countries, though a Navy frigate will remain off Port Sudan to help evacuations.

    The European airlift, pulling out a broad range of private citizens from many countries, has stood in contrast to more limited operations by the United States and Britain, which sent in teams Sunday to extract their diplomats but initially said they couldn’t organize evacuations for private citizens.

    After growing criticism of its failure to help civilians, Britain said Tuesday it conducted its first evacuation flight for U.K. private citizens from an air base near Khartoum for Cyprus, with two more flights expected overnight. Earlier, Foreign Secretary James Cleverly said those wanting to get on a flight would have to make their own way to the airfield, calling the situation “dangerous, volatile and unpredictable.”

    The U.S. said Monday it is now helping to connect private American citizens to other countries’ convoys making the journey from Khartoum to Port Sudan and then to find transport out of the country. White House national security adviser Jake Sullivan said reconnaisance assets are helping to determine safe routes but that no U.S. troops are on the ground.

    LONDON — As Elon Musk urged humanity to get a grip on artificial intelligence, in London ministers were hailing its benefits.

    Rishi Sunak’s new technology chief Michelle Donelan on Wednesday unveiled the government’s long-awaited blueprint for regulating AI, insisting a heavy-handed approach is off the agenda.

    At the heart of the innovation-friendly pitch is a plan to give existing regulators a year to issue “practical guidance” for the safe use of machine learning in their sectors based on broad principles like safety, transparency, fairness and accountability. But no new legislation or regulatory bodies are being planned for the burgeoning technology.

    It stands in contrast to the strategy being pursued in Brussels, where lawmakers are pushing through a more detailed rulebook, backed by a new liability regime.

    Donelan insists her “common-sense, outcomes-oriented approach” will allow the U.K. to “be the best place in the world to build, test and use AI technology.”

    Her department’s Twitter account was flooded with content promoting the benefits of AI. “Think AI is scary? It doesn’t have to be!” one of its posts stated on Wednesday.  

    But some experts fear U.K. policymakers, like their counterparts around the world, may not have grasped the scale of the challenge, and believe more urgency is needed in understanding and policing how the fast-developing tech is used.

    “The government’s timeline of a year or more for implementation will leave risks unaddressed just as AI systems are being integrated at pace into our daily lives, from search engines to office suite software,” Michael Birtwistle, associate director of data and AI law and policy at the Ada Lovelace Institute, said. It has “significant gaps,” which could leave harms “unaddressed,” he warned.

    “We shouldn’t be risking inventing a nuclear blast before we’ve learnt how to keep it in the shell,” Connor Axiotes, a researcher at the free-market Adam Smith Institute think tank, warned.

    Elon wades in

    Hours before the U.K. white paper went live, across the Atlantic an open letter calling for labs to immediately pause work training AI systems to be even more powerful for at least six months went live. It was signed by artificial intelligence experts and industry executives, including Tesla and Twitter boss Elon Musk. Researchers at Alphabet-owned DeepMind, and renowned Canadian computer scientist Yoshua Bengio were also signatories.

    The letter called for AI developers to work with policymakers to “dramatically accelerate development of robust AI governance systems,” which should “at a minimum include: new and capable regulatory authorities dedicated to AI.” 

    AI labs are locked in “an out-of-control race to develop and deploy ever more powerful digital minds that no one – not even their creators – can understand, predict, or reliably control,” the letter warned.

    Back in the U.K., Ellen Judson, head of the Centre for the Analysis of Social Media at the think tank Demos, warned that the U.K. approach of “setting out principles alone” was “not enough.”

    “Without the teeth of legal obligations, this is an approach which will result in a patchwork of regulatory guidance that will do little to fundamentally shift the incentives that lead to risky and unethical uses of AI,” she said.

    But Technology Minister Paul Scully told the BBC he was “not sure” about pausing further AI developments. He said the government’s proposals should “dispel any of those concerns from Elon Musk and those other figures.”

    “What we’re trying to do is to have a situation where we can think as government and think as a sector through the risks but also the benefits of AI — and make sure we can have a framework around this to protect us from the harms,” he said.

    Long time coming

    Industry concerns about the U.K.’s ability to make policy in their area are countered by some of those who have worked closely with the British government on AI policy. 

    Its approach to policymaking has been “very consultative,” according to Sue Daley, a director at the industry body TechUK, who has been closely following AI developments for a number of years.

    In 2018 ministers set up the Centre for Data Ethics and Innovation and the Office for AI, working across the government’s digital and business departments until it moved to the newly-created Department for Science, Innovation and Technology earlier this year. 

    The Office for AI is staffed by a “good team of people,” Daly said, while also pointing to the work the U.K.’s well-regarded regulators, like the Information Commissioner’s Office, had been doing on artificial intelligence “for some time.”

    Greg Clark, the Conservative chairman of parliament’s science and technology committee, said he thought the government was right to “think carefully.” The former business secretary stressed that is his own view rather than the committee view.

    “There’s a danger in rushing to adopt extensive regulations precipitously that have not been properly thought through and stress-tested, and that could prove to be an encumbrance to us and could impede the positive applications of AI,” he added. But he said the government should “proceed quickly” from white paper to regulatory framework “during the months ahead.”

    Public view

    Outside Westminster, the potential implications of the technology are yet to be fully realized, surveys suggest.

    Public First, a Westminster-based consultancy, which conducted a raft of polling into public attitudes to artificial intelligence earlier this month, found that beyond fears about unemployment, people were pretty positive about AI.

    “It certainly pales into insignificance compared to the other things that they are worried about like the prospect of armed conflict, or even the impact of climate change,” James Frayne, a founding partner of Public First, who conducted the polling said. “This falls way down the priority list,” he said.

    But he cautioned this could change. 

    “One assumes that at some point there will be an event which shocks them, and shakes them, and makes them think very differently about AI,” he added. 

    “At that point there will be great demands for the government to make sure that they’re all over this in terms of regulation. They will expect the government to not only move very quickly, but to have made significant progress already,” he said.

    Kolkata: The adenovirus menace in West Bengal seems to be assuming alarming proportions as deaths of four more children, admitted in a Kolkata hospital with its symptoms, were reported in the last six hours, taking the death toll of children to 40 in nine days.

    By Sunday morning, the deaths of two children – Atifa Khatun (18 months) and Aarman Gazi (4 years) – were reported from the B.C. Roy Children’s Hospital. However, by 4 p.m., four more child deaths had been reported from the same hospital, taking the number of deaths to six in the day.

    Hospital sources confirmed these four deaths of children admitted to the hospital in the period between 10.30 a.m. and 4 p.m. but their identities are yet to be disclosed. All the children reported to have died in the last 13 hours were under treatment with typical adenovirus symptoms like fever, cough and breathing problems and treatment failed to result in any sign of recovery.

    Already, the state Health Department has issued an advisory for doctors, especially paediatricians, to take special care of children being admitted with flu-like symptoms, especially children aged two years or below since they are most vulnerable to being affected by Adenovirus.

    The common symptoms of adenovirus are flu-like including cold, fever, breathing problems, sore throat, pneumonia, and acute bronchitis.

    The virus can spread through skin contact, by air through coughing and sneezing, and through an infected person’s stools. So far, there are no approved medicines or any specific treatment-line to treat the virus.

    Farm state Republicans raise alarm over Trump’s new China trade proposal

    “There are serious trade disparities that should rightfully be raised, but we should be honest about the potential economic impact to rural America,” said Rep. Kelly Armstrong (R-N.D.).

    Another farm state Republican lawmaker was more blunt when asked about how Trump’s new trade proposal could impact the U.S. agriculture economy, calling it “fucking suicide” for rural communities.

    Trump’s last tariff war with China originally targeted China’s steel dumping but provoked crippling retaliatory tariffs on U.S. agricultural exports to China — hitting farmers who were already struggling financially. Rural families, especially on small farms, felt the economic toll. Farms increasingly defaulted on their loans as China looked to Brazil and other foreign markets for farm exports, even after Trump spent $28 billion in federal funds on bailout payments. Trump eventually signed a trade deal with Beijing that he claimed would result in China purchasing $50 billion in U.S. farm goods, something China has failed to live up to. Tariffs on billions of dollars on Chinese goods put in place by Trump remain today. The Biden administration, which is reviewing the tariffs, has made no moves to ease them in the past two years.

    Sen. Tommy Tuberville (R-Ala.), a staunch Trump ally, cautioned against new trade moves that could hurt American agriculture. “I can understand what he’s doing — China is our biggest adversary,” Tuberville said. “But we’ve got to be careful about tariffs on farmers.”

    Some GOP lawmakers begrudgingly went along with Trump’s last tariff war with Beijing, in support of the general goal to punish China for intellectual property theft, steel dumping, broader state subsidies and a wide range of other malign actions. But they now caution that the process of disentangling the country’s complex economic relationship with China requires far more nuance than what Trump is proposing.

    “It’s important that we take a protective posture with regard to the sort of predatory practices of China,” said Rep. Rick Crawford (R-Ark.). But “I also know we have such a great deal invested in China, probably trillions of dollars,” Crawford continued, adding that the unwinding of those investments will need to be conducted “forthrightly” and “aggressively” while also protecting the U.S. agriculture economy.

    Some farm state lawmakers, however, lauded parts of Trump’s plans. Rep. John Rose (R-Tenn.), a former state agriculture commissioner, said the proposal to revoke China’s preferred nation trading status “makes some sense.” Sen. Marco Rubio (R-Fla.), a potential 2024 presidential contender himself, said tariffs are “the only angle we have to protect our markets from their unfair practices.” Sen. Pete Ricketts (R-Neb.) said he supported tariffs on Chinese goods, especially given that “they’re already not meeting their obligations under the previous trade agreement.”

    And there are a swath of Republican lawmakers who are still uneasy about publicly criticizing the former president, given his pull among a vocal slice of the party. Asked by POLITICO about Trump’s plan, more than a dozen pro-Trump Republicans said they didn’t want to weigh in since they hadn’t seen the proposal yet.

    Rep. Max Miller (R-Ohio), a former Trump aide who is now on the House Agriculture Committee, said he wanted to “look at the language” of any tariff proposals “and who it’s really going to hurt and who it’s really going to affect.”

    “Sometimes it provides a big relief to the bigger consumers within our country,” Miller said. “But sometimes it’s the little guy and the little woman at the end who really take on that burden sharing of actually having the tariff cost them more money.”

    Miller, who has endorsed Trump’s 2024 presidential bid, said he backed Trump’s previous tariffs on China. “I’m supportive of those tariffs,” Miller said, but added, he’s “a little bit different, more free trade individual myself.” Miller went on to say the “Milton Friedman model I believe is the best way for economic prosperity of the entire world,” referring to one of the most well-known advocates of free market trade — a belief system largely shunned by the former president.

    Trump’s campaign didn’t consult key agricultural groups before rolling out his new trade plans — even conservative-leaning groups he was close to during his presidency.

    Trump relied on the American Farm Bureau Federation during his initial trade war with China, as he argued farmers were doing their patriotic duty by helping to carry the financial burden on his larger effort to punish China for its economic tactics. But Zippy Duvall, the ag lobby’s president, said Trump aides hadn’t asked him about the former president’s new trade proposal. A Trump spokesperson didn’t respond to an inquiry regarding the Republican pushback to the plans or whether the campaign had reached out to any agriculture groups about it.

    Some Republicans said that while they haven’t yet seen or reviewed Trump’s proposal, they’re generally leery of enacting new tariffs on China, given the likely backlash on U.S. farm exports.

    “I like free trade. I think that’s what our country is built upon and the sooner we can get back to that, I think it’s going to help our farmers and ranchers,” said Rep. Mark Alford (R-Mo.), a pro-Trump freshman who represents a rural stretch of Missouri.

    “I really don’t have a lot of comment on this at this point, because it’s all speculation, right?” House Agriculture Chair G.T. Thompson (R-Pa.) said.

    Asked if he would support new tariffs on China in general, Thompson replied, “I still think we’re resolving the impact of tariffs now.”
