The FAA’s top spot sits vacant as air travel faces a summer surge

    [ad_1]

The agency has an acting administrator, but his decisions don’t have the heft of someone with a Senate-granted mandate to lead — such as spearheading major changes that might be needed to avoid a catastrophe while also keeping up with new technologies such as drones and air taxis.

Sen. Tammy Duckworth (D-Ill.), a helicopter pilot who leads the Senate subcommittee in charge of the FAA, said bluntly that she’s been frustrated with the delay and that a candidate needs to be put up “as soon as possible.”

The Republican crusade against Washington created partisan rifts that could leave the post vacant for months to come. Washington, a former municipal transit official and member of Biden’s transition team, didn’t have any aviation experience until he took the top job at Denver’s airport in 2021. Cruz and Wicker, both senior lawmakers on the Senate Commerce Committee, repeatedly hammered his nomination as a patronage hire.

But now, Cruz has embraced the person who’d likely be confirmed by the Senate the fastest — Billy Nolen, the acting administrator of the FAA and a former pilot and safety expert. That may tarnish Nolen’s chances with Democrats, who are still angry that Cruz torpedoed Washington’s nomination.

Shortly before Washington withdrew, Cruz publicly floated the idea that he would support Nolen for the job.

“A number of Democrats have expressed privately to me that they think it is a reasonable suggestion,” Cruz said in an interview last week. “To be clear, I don’t know Billy Nolen, it’s not like he’s a Republican or a friend of mine. He was Joe Biden’s choice to be acting administrator, he just happens to be qualified for the job.”

Nolen was a long-time pilot for American Airlines before taking on safety-related roles at American and Airlines for America, a trade association representing major U.S. airlines. He then held safety-related executive roles at Qantas and WestJet before joining the FAA as associate administrator for aviation safety in early 2022. Nolen held that role for less than four months before becoming acting administrator.

Whether or not the White House wants to elevate Nolen, he’s clearly acting the part, including television appearances and a high-profile decision to call a safety summit to try to get ahead of cracks in the system that may be behind the recent uptick in near misses.

“He’s [Nolen] clearly running for it. I’m not sure Cruz’s endorsement helps him though,” said one aviation industry lobbyist who was granted anonymity to describe private conversations about the White House’s stance. “What I’ve heard is the White House is going to nominate someone in the next couple weeks. I don’t think they are asking the Hill what they want.”

The White House did not respond to requests for comment. But after Washington withdrew, the White House pledged to pick a new nominee quickly and blamed Washington’s exit on a Republican smear campaign.

Senators on the Commerce Committee last week confirmed that the White House hadn’t reached out to them about a potential nominee, though Sen. John Hickenlooper (D-Colo.), a major supporter of Washington’s, said he would prefer someone who isn’t already working at the FAA. So far, Nolen has yet to pick up any public support from Senate Democrats.

In supporting Washington, some Democrats — including Sen. Maria Cantwell (D-Wash.), who chairs the Commerce Committee vetting the nomination, have said they prefer someone not part of the revolving door of the aerospace industry.

In the Senate, Democratic ire is also focused on holdouts within their own party that helped tank Washington’s nomination — chiefly Sens. Kyrsten Sinema (I-Ariz.) and Jon Tester (D-Mont.), who were noncommittal ahead of a committee vote on Washington’s nomination. That vote ultimately was postponed at the last minute. Washington withdrew shortly after.

Duckworth has blamed “one person” for the postponed vote but declined to say who.

And Senate Democratic aides also seem frustrated with the White House, with one suggesting it failed to understand the dynamics of the committee, on which Sinema sits and where Democrats have a one-vote majority.

“You can’t ignore Sinema,” said a Democratic aide who requested anonymity to recount private conversations. “The White House didn’t understand it, and his confirmation hearing showed that she wasn’t on board.”

They also groused that the White House didn’t account for Washington’s relative lack of aviation experience or the perception among Republicans that his nomination was a patronage pick.

A second aviation industry representative, granted anonymity to describe private conversations, said the White House is considering potential nominees beyond Nolen and agreed that it is wary of handing Cruz another victory.

“My understanding is the only person who really wants Billy is Ted Cruz,” the aviation source said. “The administration really seems interested in picking someone else.”

Cruz said his initial endorsement of Nolen was on a whim, after turning around to speak with his staff during a Commerce Committee hearing.

“I turned back to my staff and said, ‘What do you think about Nolen? Would it be crazy for me to suggest right now that they should withdraw Washington and nominate Nolen?’” Cruz said on his weekly podcast. “And my guys were like ‘No, that’s fine.’”

Duckworth said that elevating Nolen to the top FAA job would be “relatively smooth” because he’s already in a senior position, though she was not explicitly backing Nolen for the job.

“He’s already inside the agency. It would be relatively smooth in terms of him stepping up in that way, but I have not talked to my colleagues on the other side of the aisle,” Duckworth said. “He’s one of the names that gets floated on a regular basis.”

But Duckworth was referring to the potential confirmation process should Nolen garner Democratic support, which he doesn’t yet have. In the runup to the vote on Washington that the Commerce Committee abruptly abandoned, most Democrats who took a public position, including Cantwell, said they supported Washington because he doesn’t have any ties to the aerospace industry. Nolen, meanwhile, has more than 30 years of experience working at airlines.

Lobbyists and representatives from the aviation industry who spoke with POLITICO, many of whom work for companies or associations that did not weigh in on Washington’s nomination, said their main priority is getting someone confirmed.

Another aviation industry lobbyist agreed that won’t happen any time soon, however.

“It’ll be months — you have the individual work that Senate Commerce will do,” the lobbyist said, adding that getting someone confirmed by this summer will be nearly impossible. “We realize the timeline is not great.”

Valery Miftakhov, CEO of ZeroAvia, which is developing hydrogen-powered aircraft, said not having a Senate-confirmed leader means “we cannot expect to see the FAA take anything but small steps and it will be difficult to set the strategic direction.”

For instance, Miftakhov said his company’s attempt to create zero emission aircraft amid growing climate concerns “could end up sitting on a shelf in the FAA waiting for a willing advocate.”

Frustrated over the cancellations, the passengers who made prior bookings fumed over the management of the airlines and demanded better arrangements and alternatives in cases of emergency cancellations.

Several tweets protruded following the cancellation where one said, “Dozens of passengers left stranded at Shamshabad Airport in Hyderabad.”

Disappointed over the service, another passenger whose son just underwent surgery said that they suffered as the delay in the follow-up with the doctor had caused the boy discomfort.

Another passenger criticised the airline for the five-hour delay and then cancelling it abruptly.

Air India flight to London returns to Delhi after passenger ‘harms’ cabin crew

    [ad_1]

New Delhi: An Air India flight to London returned to Delhi on Monday due to the “serious unruly behaviour” of a passenger onboard.

The Air India flight AI 111 scheduled to operate on the Delhi-London-Heathrow route returned shortly after departure.

An FIR was lodged as the accused person allegedly misbehaved and caused physical harm to two of the cabin crew members.

    MS Education Academy

Officials said that the accused person continued to create a scene even after verbal and written warnings and the pilot-in-command had to return to Delhi. Subsequently, the accused person was handed over to the concerned security authorities and adequate action was initiated.

“Not heeding to verbal and written warnings, the passenger continued with unruly behaviour including causing physical harm to two of the cabin crew members. The pilot in command decided to return to Delhi and the passenger was handed over to the security personnel upon landing,” said an Air India spokesperson on Monday.

An FIR has also been lodged with the police. “Safety, security and dignity of all on board is important to us at Air India. We are providing all possible support to the affected crew members. We regret the inconvenience caused to the passengers and have rescheduled the flight to depart for London this afternoon,” added the spokesperson.

Airlines have witnessed many such incidents of unruly behaviour by some air passengers in the last few months.

Last week, a drunk flyer on board an Indigo flight from Delhi to Bengaluru tried to open the flap of the emergency doors. Subsequently, the matter was reported to the concerned agencies and appropriate action was initiated.

During the end of March, two passengers travelling on an Indigo flight from Dubai to Mumbai continued consuming alcohol onboard despite multiple warnings from the crew. They verbally abused the crew and co-passengers.

In order to deal withnunruly behaviour, DGCA has issued CAR, Section 3- Air Transport, Series M, and Part VI titled ‘Handling of unruly/ disruptive passengers’.

As per the procedure defined in the CAR, airlines are required to follow a prescribed procedure for holding passengers accountable before they are placed in the ‘No Fly List’ by the airline. Based on the information provided by the airlines, ‘No Fly List’ is maintained by the Directorate General of Civil Aviation (DGCA).

“No mention of PIB Fact Check…” Union Min clears air on notification about fake news

    [ad_1]

New Delhi: After a controversy arose over the Centre’s notification on Thursday that fake news about the Union government would be forcibly taken down and the agency that would declare content as fake news would be the Press Information Bureau, Union Minister Rajeev Chandrasekhar on Friday clarified that the rules notified yesterday do not mention “PIB Fact Check”.

Union Minister of State for Electronics and Information Technology Rajeev Chandrasekhar’s response came against the backdrop of various reports, claiming that as per the amended Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021 social media platforms and other intermediaries will now have to make sure that “fake news” articles about the Centre, declared as such by PIB, are taken down from their platforms once alerted.

The minister said that the rules do not suggest that the agency declaring fake news will be PIB Fact Check.

    MS Education Academy

“The rules do not at all suggest that it’s going to be PIB Fact Check. I think some of the grey area, or indeed the misapprehension, comes from the fact that the original draft of the rule that went for consultation talked about PIB Fact check. The rules that were notified yesterday do not mention PIB Fact Check,” Chandrashekhar told ANI.

He said, “So we have yet to take a decision on whether it will be a new organization that has trust and credibility associated with it, or do we take an old organization and repurpose it to build trust and credibility in terms of a fact-checking mission.”

Earlier on Thursday, the Centre issued notifications regarding amendments to the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, related to online gaming and spread of false and misleading information regarding government business.

As per the amended rules, it has been made obligatory on the part of intermediaries to make reasonable effort to not host, publish or share any online game that can cause the user harm, or that has not been verified as a permissible online game by an online gaming self-regulatory body/bodies designated by the Central Government.

The intermediary will also have to ensure that no advertisement or surrogate advertisement or promotion of an online game that is not a permissible online game, is hosted on its platform.

Apart from it, the amended rules now also make it obligatory on the intermediaries to not to publish, share or host fake, false or misleading information in respect of any business of the Central Government.

“These fake, false or misleading information will identified by the notified Fact Check Unit of the Central Government. it is to be noted that the existing IT rules already required the intermediaries to make reasonable efforts to not host, publish or share any information which is patently false and untrue or misleading in nature,” the IT ministry said in a press note.

“The rules already cast an obligation on intermediaries to make reasonable efforts to not host, publish or share any information which is patently false and untrue or misleading in nature,” it added.

  • Madhya Pradesh recorded 300% growth in air connectivity

Madhya Pradesh recorded 300% growth in air connectivity

    [ad_1]

New Delhi: Civil Aviation Minister Jyotiraditya Scindia on Friday said that Madhya Pradesh has witnessed a significant development with regard to air connectivity since the year 2014.

The Minister said that in 2014, the state of Madhya Pradesh had air connectivity with only eight cities in the country, but now it is connected to 26 cities, which is a 300 per cent growth.

The weekly air traffic movement from the state was 500 aircraft, and in 9 years, it has increased to 840.

Madhya Pradesh was given 60 routes under the RCS UDAN scheme, 33 of them are already operational and 12 will be operational soon.

Recently, Reva airport’s foundation was laid and Rs 50 crore will be invested in its development.

In Gwalior, a new integrated terminal building is being developed at a cost of Rs 500 crore.

A new integrated terminal building costing around Rs 475 crore is being developed in Jabalpur also, said the Minister.

The Minister on Friday inaugurated a direct flight between Indore and Sharjah.

The new route will enhance connectivity with the Middle East and promote trade, commerce and tourism in Madhya Pradesh.

It will operate three days a week commencing from March 31, 2023.

Scindia said that after Indore to Dubai, Indore to Sharjah will be Indore’s second air connectivity with the UAE.

This will not only boost trade and commerce but also connect families living in two different countries.

Speaking on connectivity and infrastructure development, Scindia said that in 2013-14, Indore was connected to only 6 destinations.

“In the 9 years of Prime Minister Narendra Modi-led government, it has increased to 24 including 2 international destinations, which is a 400 per cent growth. Earlier, weekly air traffic movement from Indore was 320 which has now increased to 500 which is a 52 per cent growth,” Scindia said.

Syrian air defences shoot down Israeli missiles over Damascus

    [ad_1]

Damascus: Syrian air defences on Friday most of the Israeli missile strike that targeted military sites in Damascus.

Local media said the forces shot down most of the missiles in the sky over Damascus and its vicinity, reports Xinhua news agency.

The Israeli forces carried out their attack from the Golan Heights, targeting military sites in the countryside of Damascus, the Syrian army said in a statement, adding that no casualty was reported.

Xinhua reporters heard several explosions in Damascus amid the attack and the air defence responses.

The attack is the second in 24 hours.

After midnight Thursday, Israel launched a missile strike, injuring two soldiers and leaving damage.

Israel has carried out hundreds of air attacks against targets inside government-controlled parts of Syria in recent years, including two missile strikes this month on Aleppo International Airport.

This was the third attack by Israeli forces on the air transport facility in six months.

Israel claims the strikes are aimed at bases of Iran-allied armed groups such as Lebanon’s Hezbollah.

Israel says such operations are aimed at preventing Iranian weapons from reaching armed groups in Syria that are backed by Iran.

Nearly half a million people have been killed in Syria’s civil war, and around half of the country’s pre-war population has been forced from their homes.
