The U.K conducted its last evacuation flight from Sudan on Saturday, as the U.S. and France also brought groups of foreign nationals out of the conflict-torn African country.
The moves come amid a deteriorating security situation in Sudan, as fighting continues between the Sudanese Armed Forces and its rival paramilitary Rapid Support Forces.
The British government decided to end evacuation flights “because of a decline in demand by British nationals, and because the situation on ground continues to remain volatile,” the U.K. Foreign Office said in a statement.
“Focus will now turn to providing consular support to British nationals in Port Sudan and in neighboring countries in the region,” it said, noting that more than 1,888 people were evacuated on 21 flights during the operation.
A French plane arrived in Chad on Friday carrying staff from the United Nations and international humanitarian non-profit organizations. France has evacuated over a thousand people from Sudan since the outbreak of hostilities.
The U.S. State Department said on Saturday that a convoy of U.S. citizens, locally-employed staff and citizens of partner countries arrived in Port Sudan and that it is assisting those eligible to travel onward to Saudi Arabia.
“Intensive negotiations by the United States with the support of our regional and international partners enabled the security conditions that have allowed the departure of thousands of foreign and U.S. citizens,” the State Department said.
“We continue,” it added, “to call on the Sudanese Armed Forces and the Rapid Support Forces to end the fighting that is endangering civilians.”

KYIV — From the glass cage in a Kyiv courtroom, Roman Dudin professed his innocence loudly.
And he fumed at the unusual decision to prevent a handful of journalists from asking him questions during a break in the hearing.
The former Kharkiv security chief is facing charges of treason and deserting his post, allegations he and his supporters deny vehemently.
“Why can’t I talk with the press?” he bellowed. As he shook his close-cropped head in frustration, his lawyers, a handful of local reporters and supporters chorused his question. At a previous hearing Dudin had been allowed during a break to answer questions from journalists, in keeping with general Ukrainian courtroom practice, but according to his lawyers and local reporters, the presence of POLITICO appeared to unnerve authorities.
Suspiciously, too, the judge returned and to the courtroom’s surprise announced an unexpected adjournment, offering no reason. A commotion ensued as she left and further recriminations followed when court guards again blocked journalists from talking with Dudin.

Ukraine’s hunt for traitors, double agents and collaborators is quickening.
Nearly every day another case is publicized by authorities of alleged treason by senior members of the security and law-enforcement agencies, prosecutors, state industry employees, mayors and other elected officials.
Few Ukrainians — nor Western intelligence officials, for that matter — doubt that large numbers of top-level double agents and sympathizers eased the way for Russia’s invasion, especially in southern Ukraine, where they were able to seize control of the city of Kherson with hardly any resistance.
And Ukrainian authorities say they’re only getting started in their spy hunt for individuals who betrayed the country and are still undermining Ukraine’s security and defense.
Because of historic ties with Russia, the Security Service of Ukraine and other security agencies, as well as the country’s arms and energy industries, are known to be rife with spies. Since the 2013-14 Maidan uprising, which saw the ouster of Viktor Yanukovych, Moscow’s satrap in Ukraine, episodic sweeps and purges have been mounted.
As conflict rages the purges have become more urgent. And possibly more political as government criticism mounts from opposition politicians and civil society leaders. They are becoming publicly more censorious, accusing Ukrainian President Volodymyr Zelenskyy and his tight-knit team of using the war to consolidate as much power as possible.

Last summer, Zelenskyy fired several high-level officials, including his top two law enforcement officials, prosecutor general Iryna Venediktova and security chief Ivan Bakanov, both old friends of his. In a national address, he said authorities were investigating more than 650 cases of suspected treason and aiding and abetting Russia by officials, including 60 who remained in territories seized by Russia and are “working against our state.”
“Such a great number of crimes against the foundations of national security and the connections established between Ukrainian law enforcement officials and Russian special services pose very serious questions,” he said.

But while there’s considerable evidence of treason and collaboration, there’s growing unease in Ukraine that not all the cases and accusations are legitimate.
Some suspect the spy hunt is now merging with a political witch hunt. They fear that the search may be increasingly linked to politicking or personal grudges or bids to conceal corruption and wrongdoing. But also to distract from mounting questions about government ineptitude in the run-up to the invasion by a revanchist and resentful Russia.
Among the cases prompting concern when it comes to possible concealment of corruption is the one against 40-year-old Roman Dudin. “There’s something wrong with this case,” Ivanna Klympush-Tsintsadze, a former Ukrainian deputy prime minister and now opposition lawmaker, told POLITICO.
And that’s the view of the handful of supporters who were present for last week’s hearing. “This is a political persecution, and he’s a very good officer, honest and dignified,” said 50-year-old Irina, whose son, now living in Florida, served with Dudin. “He’s a politically independent person and he was investigating corruption involving the Kharkiv mayor and some other powerful politicians, and this is a way of stopping those investigations,” she argued.
Zelenskyy relieved Dudin of his duties last May, saying he “did not work to defend the city from the first days of the full-scale war.” But Dudin curiously wasn’t detained and charged for a further four months and was only arrested in September last year. Dudin’s lead lawyer, Oleksandr Kozhevnikov, says neither Zelenskyy nor his SBU superiors voiced any complaints about his work before he was fired.
“To say the evidence is weak is an understatement — it just does not correspond to reality. He received some awards and recognition for his efforts before and during the war from the defense ministry,” says Kozhevnikov. “When I agreed to consider taking the case, I told Roman if there was any hint of treason, I would drop it immediately — but I’ve found none,” he added.
The State Bureau of Investigation says Dudin “instead of organizing work to counter the enemy … actually engaged in sabotage.” It claims he believed the Russian “offensive would be successful” and hoped Russian authorities would treat him favorably due to his subversion, including “deliberately creating conditions” enabling the invaders to seize weapons and equipment from the security service bases in Kharkiv. In addition, he’s alleged to have left his post without permission, illegally ordered his staff to quit the region and of wrecking a secure communication system for contact with Kyiv.
But documents obtained by POLITICO from relevant Ukrainian agencies seem to undermine the allegations. One testifies no damage was found to the secure communication system; and a document from the defense ministry says Dudin dispersed weapons from the local SBU arsenal to territorial defense forces. “Local battalions are grateful to him for handing out weapons,” says Kozhevnikov.
And his lawyer says Dudin only left Kharkiv because he was ordered to go to Kyiv by superiors to help defend the Ukrainian capital. A geolocated video of Dudin in uniform along with other SBU officers in the center of Kyiv, ironically a stone’s throw from the Pechersk District Court, has been ruled by the judge as inadmissible. The defense has asked the judge to recuse herself because of academic ties with Oleh Tatarov, a deputy head of the presidential administration, but the request has been denied.
According to a 29-page document compiled by the defense lawyers for the eventual trial, Dudin and his subordinates seem to have been frantically active to counter Russia forces as soon as the first shots were fired, capturing 24 saboteurs, identifying 556 collaborators and carrying out reconnaissance on Russian troop movements.

Timely information transmitted by the SBU helped military and intelligence units to stop an armored Russian column entering the city of Kharkiv, according to defense lawyers.
“The only order he didn’t carry out was to transfer his 25-strong Alpha special forces team to the front lines because they were needed to catch saboteurs,” says Kozhevnikov. “The timing of his removal is suspicious — it was when he was investigating allegations of humanitarian aid being diverted by some powerful politicians.”

Even before Dudin’s case there were growing doubts about some of the treason accusations being leveled — including vague allegations against former prosecutor Venediktova and former security chief Bakanov. Both were accused of failing to prevent collaboration by some within their departments. But abruptly in November, Venediktova was appointed Ukraine’s ambassador to Switzerland. And two weeks ago, the State Bureau of Investigation said the agency had found no criminal wrongdoing by Bakanov.
The clearing of both with scant explanation, after their humiliating and highly public sackings, has prompted bemusement. Although some SBU insiders do blame Bakanov for indolence in sweeping for spies ahead of the Russian invasion.
Treason often seems the go-to charge — whether appropriate or not — and used reflexively.
Last month, several Ukrainian servicemen were accused of treason for having inadvertently revealed information during an unauthorized mission, which enabled Russia to target a military airfield.
The servicemen tried without permission to seize a Russian warplane in July after its pilot indicated he wanted to defect. Ham-fisted the mission might have been, but lawyers say it wasn’t treasonable.
Spy hunt or witch hunt? With the word treason easily slipping off tongues these days in Kyiv, defense lawyers at the Pechersk District Court worry the two are merging.

LUXEMBOURG — Ukrainian Foreign Minister Dmytro Kuleba on Monday implored EU foreign affairs ministers to move faster on their promises to supply Kyiv with ammunition. But his plea came as officials were given new details showing the EU still has a long way to go to meet its lofty pledges.
According to several diplomats, Kuleba — who addressed a meeting of foreign ministers in Luxembourg via video link — was critical of the slow pace of the EU in delivering ammunition and missiles as part of a plan to provide 1 million shells in the next 12 months as Ukraine fights off Russia’s invasion.
The plan has already been endorsed by EU leaders but, when it comes to the technical details, has only been partially agreed upon by member states, which are still discussing the so-called track two of the scheme, which involves the joint purchase of ammunition.
The bone of contention is a legal one about exemptions for companies based outside the EU in the supply chain of the defense companies involved in the plan, but in the background doubts also remain as to whether the EU defense industry can really deliver all of these shells.
Kuleba on Monday “repeated that Ukraine needs desperately the ammunition to stand against the Russian attacks, and also to organize the counterattack,” Margus Tsahkna, the foreign minister of Estonia, which put forward the ammo plan, told POLITICO. “And ammunition is crucial.”
The problem is not only the speed of the EU in delivering the ammo, but also the quantity. The plan is being funded by a pot of money called the European Peace Fund, which partially reimburses the member states for ammo and missiles. That cash, meant to help provide ammunition quickly, comes from the so-called track one of the plan — worth a total of €1 billion — which has already been fully agreed upon. EU top diplomat Josep Borrell, speaking to journalists Monday, said that “we have received requests for reimbursement for €600 million.”
Yet according to three diplomats, not all the material that member states want reimbursing for has actually been delivered. Of the €600 million that Borrell mentioned, €180 million was for the provision of 1,080 missiles (six of which have not yet been reported as delivered) and the rest of the money was for 41,000 pieces of ammunition, of which 28,000 have not been reported as delivered, the diplomats said.
Those numbers are well short of 1 million.
Kuleba stressed “that if there is one priority, and if it’s a single burning issue, this is weapons delivery, in particular ammunition … he also asked for not being hesitant on delivering the aircraft and other modern pieces of military technology,” Slovakia’s foreign minister, Rastislav Káčer, told POLITICO. “He was pushy, politely,” Káčer added.
Borrell tried to offer reassurance on the speed of the EU decision-making process, saying: “There has been some disagreement but the work continues. We are not waiting for the legal document to be finished to start working. The work continues and everything is being prepared,” he said at a press conference after the meeting.
Diplomats reckon it’s a matter of days, likely Wednesday, before track two of the plan will be finalized.
“The truth is that there is not satisfaction about how we’re delivering on track one, in the quantity and the speed,” Káčer said. “We can do more, we can scratch more. Slovakia is trying. We are putting everything we have in the stockpiles.”

The Russian government is kicking several German diplomats out of the country in an alleged tit-for-tat move, its foreign ministry said on Saturday.
“The German authorities have decided on yet another mass expulsion of employees of Russian diplomatic missions in Germany. We strongly condemn these actions of Berlin, which continues to defiantly destroy the entire array of Russian-German relations,” the ministry said in a statement, arguing that Germany’s actions were “hostile.”
The foreign affairs ministry did not specify how many diplomats it would expel, although ministry spokeswoman Maria Zakharova told state-run television Zvezda that Moscow had decided to expel “more than 20,” according to AFP.
Russia said it took the decision in response to Germany ordering a “mass expulsion” of Russian diplomats, without specifying further details. The German foreign ministry confirmed to German outlet Deutschlandfunk only that it had been in contact with Russian authorities regarding personnel questions.
Germany had been informed of the move at the beginning of the month, the Russian foreign ministry added in the statement.
Since the war in Ukraine began, tensions between Moscow and Berlin have increased. In April last year, the German government expelled some 40 Russian diplomats from the country.
MOSCOW — A Moscow city court on Tuesday dismissed American journalist Evan Gershkovich’s appeal to be released from a high-security jail where he is being held on espionage charges.
Gershkovich’s defense team had requested that the Wall Street Journal correspondent be transferred to house arrest, another jail or released on bail.
Although the outcome of the appeal hearing was never really in doubt, it was significant as the first time Gershkovich has been seen in public since he was arrested last month in the Ural mountains’ city of Yekaterinburg.
Confined to a glass cage, as is customary for defendants facing criminal charges in Russia, Gershkovich seemed tense but composed. Ahead of the hearing he even flashed a couple of smiles at some of those colleagues and attendants he recognized, before the courtroom was emptied and the hearing began.
Espionage cases in Russia are veiled in secrecy and held behind closed doors.
A handful of journalists were allowed back into the courtroom for the judge’s verdict. Gershkovich, dressed in light jeans and a checkered shirt, looked downcast as he paced back and forth in his glass cage.
Russia’s Federal Security Service, the FSB, detained Gershkovich on March 29, accusing him of spying “for the American side.” A day later he was transferred to Moscow’s high-security Lefortovo prison, where he has remained largely in isolation barring a handful of meetings with his lawyers, state prison observers and, on Monday, a visit from the U.S. ambassador after more than two weeks of being denied consular access.
Speaking outside the courthouse on Tuesday, Ambassador Lynne Tracy told journalists that Gershkovich was “in good health and remains strong despite his circumstances.”
Gershkovich, who faces up to 20 years in jail, is the first foreign journalist to be arrested on espionage charges since the Cold War and his case sends a chilling signal to both Americans in Russia and the country’s foreign press corps.
Inside the courthouse, a man dressed in civilian clothes covertly filmed journalists who came to cover the case.
‘In fight mode’
Though details are sparse, the Kremlin has repeatedly claimed, without providing evidence, that Gershkovich was “caught red handed.”
Gershkovich’s employer, the Wall Street Journal, has dismissed the charges as bogus and the White House has classified him as “wrongfully detained,” implying Gershkovich was primarily targeted for being an American citizen.
Gershkovich’s supporters hope he will eventually be released as part of a prisoner swap with the U.S. But in the past, such deals have only taken place after a conviction, which in the journalist’s case is likely to take months if not years.
Outside the court, Gershkovich’s lawyer Tatiana Nozhkina said he was “in fight mode,” determined to prove his innocence and the right to free journalism.
In prison, she said, Gershkovich spent much of his time reading, watching television, including culinary programs, and trying to stay fit with exercise.
She added that Gershkovich, who is the son of Soviet emigrés to the U.S., told his mother jokingly in a letter that the prison’s porridge breakfast reminded him of his youth.
The next time Gershkovich could appear in court will be in late May, when a judge will have to decide whether to extend the term or his pre-trial detention.

The Group of Seven richest countries set higher 2030 targets for generating renewable energy, amid an energy crisis provoked by Russia’s war on Ukraine, but they set no deadline to phase out coal-fired power plants.
At a meeting hosted by Japan, ministers from Japan, the U.S., Canada, Italy, France, Germany and the U.K. reaffirmed their commitment to reach zero carbon emissions by the middle of the century, and said they aimed to collectively increase solar power capacity by 1 terawatt and offshore wind by 150 gigawatts by the end of this decade.
“The G7 contributes to expanding renewable energy globally and bringing down costs by strengthening capacity including through a collective increase in offshore wind capacity … and a collective increase of solar …,” the energy and environment ministers said in a 36-page communiqué issued after the two-day meeting.
“In the midst of an unprecedented energy crisis, it’s important to come up with measures to tackle climate change and promote energy security at the same time,” Japanese industry minister Yasutoshi Nishimura told a news conference, according to Reuters.
The ministers’ statement also condemned Russia’s “illegal, unjustifiable, and unprovoked” invasion of Ukraine and its “devastating” impact on the environment. The ministers vowed to support a green recovery and reconstruction in Ukraine.
They also published a five-point plan for securing access to critical raw materials that will be crucial for the green transition.
Before the meeting, Japan was facing criticism from green groups over its push to keep the door open to continued investments in natural gas, a fossil fuel. The final agreed text said such investments “can be appropriate” to deal with the crisis if they are consistent with climate objectives.
The ministers’ meeting in the northern city of Sapporo comes just over a month before a G7 leaders’ summit in Hiroshima.

For Turkey’s President Recep Tayyip Erdoğan, next month’s election is of massive historical significance.
It falls 100 years after the foundation of Mustafa Kemal Atatürk’s secular republic and, if Erdoğan wins, he will be empowered to put even more of his stamp on the trajectory of a geostrategic heavyweight of 85 million people. The fear in the West is that he will see this as his moment to push toward an increasingly religiously conservative model, characterized by regional confrontationalism, with greater political powers centered around himself.
The election will weigh heavily on security in Europe and the Middle East. Who is elected stands to define: Turkey’s role in the NATO alliance; its relationship with the U.S., the EU and Russia; migration policy; Ankara’s role in the war in Ukraine; and how it handles tensions in the Eastern Mediterranean.
The May 14 vote is expected to be the most hotly contested race in Erdoğan’s 20-year rule — as the country grapples with years of economic mismanagement and the fallout from a devastating earthquake.
He will face an opposition aligned behind Kemal Kılıçdaroğlu, nicknamed the “Turkish Gandhi,” who is promising big changes. Polls suggest Kılıçdaroğlu has eked out a lead, but Erdoğan is a hardened election campaigner, with the full might of the state and its institutions at his back.
“There will be a change from an authoritarian single-man rule, towards a kind of a teamwork, which is a much more democratic process,” Ünal Çeviköz, chief foreign policy adviser to Kılıçdaroğlu told POLITICO. “Kılıçdaroğlu will be the maestro of that team.”
Here are the key foreign policy topics in play in the vote:
EU and Turkish accession talks
Turkey’s opposition is confident it can unfreeze European Union accession talks — at a standstill since 2018 over the country’s democratic backsliding — by introducing liberalizing reforms in terms of rule of law, media freedoms and depoliticization of the judiciary.
The opposition camp also promises to implement European Court of Human Rights decisions calling for the release of two of Erdoğan’s best-known jailed opponents: the co-leader of the pro-Kurdish Peoples’ Democratic Party Selahattin Demirtaş and human rights defender Osman Kavala.
“This will simply give the message to all our allies, and all the European countries, that Turkey is back on track to democracy,” Çeviköz said.
Even under a new administration, however, the task of reopening the talks on Turkey’s EU accession is tricky.

Anti-Western feeling in Turkey is very strong across the political spectrum, argued Wolfango Piccoli, co-founder of risk analysis company Teneo.
“Foreign policy will depend on the coherence of the coalition,” he said. “This is a coalition of parties who have nothing in common apart from the desire to get rid of Erdoğan. They’ve got a very different agenda, and this will have an impact in foreign policy.”
“The relationship is largely comatose, and has been for some time, so, they will keep it on life support,” he said, adding that any new government would have so many internal problems to deal with that its primary focus would be domestic.
Europe also seems unprepared to handle a new Turkey, with a group of countries — most prominently France and Austria — being particularly opposed to the idea of rekindling ties.
“They are used to the idea of a non-aligned Turkey, that has departed from EU norms and values and is doing its own course,” said Aslı Aydıntaşbaş a visiting fellow at Brookings. “If the opposition forms a government, it will seek a European identity and we don’t know Europe’s answer to that; whether it could be accession or a new security framework that includes Turkey.”
“Obviously the erosion of trust has been mutual,” said former Turkish diplomat Sinan Ülgen, a senior fellow at the Carnegie Europe think tank, arguing that despite reticence about Turkish accession, there are other areas where a complementary and mutually beneficiary framework could be built, like the customs union, visa liberalization, cooperation on climate, security and defense, and the migration agreement.
The opposition will indeed seek to revisit the 2016 agreement with the EU on migration, Çeviköz said.
“Our migration policy has to be coordinated with the EU,” he said. “Many countries in Europe see Turkey as a kind of a pool, where migrants coming from the east can be contained and this is something that Turkey, of course cannot accept,” he said but added. “This doesn’t mean that Turkey should open its borders and make the migrants flow into Europe. But we need to coordinate and develop a common migration policy.”
NATO and the US
After initially imposing a veto, Turkey finally gave the green light to Finland’s NATO membership on March 30.
But the opposition is also pledging to go further and end the Turkish veto on Sweden, saying that this would be possible by the alliance’s annual gathering on July 11. “If you carry your bilateral problems into a multilateral organization, such as NATO, then you are creating a kind of a polarization with all the other members of NATO with your country,” Çeviköz said.

A reelected Erdoğan could also feel sufficiently empowered to let Sweden in, many insiders argue. NATO allies did, after all, play a significant role in earthquake aid. Turkish presidential spokesperson İbrahim Kalın says that the door is not closed to Sweden, but insists the onus is on Stockholm to determine how things proceed.
Turkey’s military relationship with the U.S. soured sharply in 2019 when Ankara purchased the Russian-made S-400 missile system, a move the U.S. said would put NATO aircraft flying over Turkey at risk. In response, the U.S. kicked Ankara out of the F-35 jet fighter program and slapped sanctions on the Turkish defense industry.
A meeting in late March between Kılıçdaroğlu and the U.S. Ambassador to Ankara Jeff Flake infuriated Erdoğan, who saw it as an intervention in the elections and pledged to “close the door” to the U.S. envoy. “We need to teach the United States a lesson in this elections,” the irate president told voters.
In its policy platform, the opposition makes a clear reference to its desire to return to the F-35 program.
Russia and the war in Ukraine
After the Russian invasion of Ukraine, Turkey presented itself as a middleman. It continues to supply weapons — most significantly Bayraktar drones — to Ukraine, while refusing to sanction Russia. It has also brokered a U.N. deal that allows Ukrainian grain exports to pass through the blockaded Black Sea.
Highlighting his strategic high-wire act on Russia, after green-lighting Finland’s NATO accession and hinting Sweden could also follow, Erdoğan is now suggesting that Turkey could be the first NATO member to host Russian President Vladimir Putin.
“Maybe there is a possibility” that Putin may travel to Turkey on April 27 for the inauguration of the country’s first nuclear power reactor built by Russian state nuclear energy company Rosatom, he said.
Çeviköz said that under Kılıçdaroğlu’s leadership, Turkey would be willing to continue to act as a mediator and extend the grain deal, but would place more stress on Ankara’s status as a NATO member.
“We will simply emphasize the fact that Turkey is a member of NATO, and in our discussions with Russia, we will certainly look for a relationship among equals, but we will also remind Russia that Turkey is a member of NATO,” he said.
Turkey’s relationship with Russia has become very much driven by the relationship between Putin and Erdoğan and this needs to change, Ülgen argued.

“No other Turkish leader would have the same type of relationship with Putin, it would be more distant,” he said. “It does not mean that Turkey would align itself with the sanctions; it would not. But nonetheless, the relationship would be more transparent.”
Syria and migration
The role of Turkey in Syria is highly dependent on how it can address the issue of Syrians living in Turkey, the opposition says.
Turkey hosts some 4 million Syrians and many Turks, battling a major cost-of-living crisis, are becoming increasingly hostile. Kılıçdaroğlu has pledged to create opportunities and the conditions for the voluntary return of Syrians.
“Our approach would be to rehabilitate the Syrian economy and to create the conditions for voluntary returns,” Çeviköz said, adding that this would require an international burden-sharing, but also establishing dialogue with Damascus.
Erdoğan is also trying to establish a rapprochement with Syria but Syrian President Bashar al-Assad says he will only meet the Turkish president when Ankara is ready to completely withdraw its military from northern Syria.
“A new Turkish government will be more eager to essentially shake hands with Assad,” said Ülgen. “But this will remain a thorny issue because there will be conditions attached on the side of Syria to this normalization.”
However, Piccoli from Teneo said voluntary returns of Syrians was “wishful thinking.”
“These are Syrians who have been living in Turkey for more than 10 years, their children have been going to school in Turkey from day one. So, the pledges of sending them back voluntarily, it is very questionable to what extent they can be implemented.”
Greece and the East Med
Turkey has stepped up its aggressive rhetoric against Greece in recent months, with the Erdoğan even warning that a missile could strike Athens.
But the prompt reaction by the Greek government and the Greek community to the recent devastating earthquakes in Turkey and a visit by the Greek Foreign Minister Nikos Dendias created a new backdrop for bilateral relations.

Dendias, along with his Turkish counterpart Mevlüt Çavuşoğlu, announced that Turkey would vote for Greece in its campaign for a non-permanent seat in the United Nations Security Council for 2025-26 and that Greece would support the Turkish candidacy for the General Secretariat of the International Maritime Organization.
In another sign of a thaw, Greek Defense Minister Nikos Panagiotopoulos and Migration Minister Notis Mitarachi visited Turkey this month, with Turkish Defense Minister Hulusi Akar saying he hoped that the Mediterranean and Aegean would be a “sea of friendship” between the two countries. Akar said he expected a moratorium with Greece in military and airforce exercises in the Aegean Sea between June 15 and September 15.
“Both countries are going to have elections, and probably they will have the elections on the same day. So, this will open a new horizon in front of both countries,” Çeviköz said.
“The rapprochement between Turkey and Greece in their bilateral problems [in the Aegean], will facilitate the coordination in addressing the other problems in the eastern Mediterranean, which is a more multilateral format,” he said. Disputes over maritime borders and energy exploration, for example, are common.
As far as Cyprus is concerned, Çeviköz said that it is important for Athens and Ankara not to intervene into the domestic politics of Cyprus and the “two peoples on the island should be given an opportunity to look at their problems bilaterally.”
However, analysts argue that Greece, Cyprus and the EastMed are fundamental for Turkey’s foreign policy and not much will change with another government. The difference will be more one of style.
“The approach to manage those differences will change very much. So, we will not hear aggressive rhetoric like: ‘We will come over one night,’” said Ülgen. “We’ll go back to a more mature, more diplomatic style of managing differences and disputes.”
“The NATO framework will be important, and the U.S. would have to do more in terms of re-establishing the sense of balance in the Aegean,” said Aydıntaşbaş. But, she argued, “you just cannot normalize your relations with Europe or the U.S., unless you’re willing to take that step with Greece.”

BRUSSELS — China and other powerful countries need to step up to help steer the world away from a potentially “catastrophic” hunger crisis this year, the new head of the United Nations’ World Food Programme said.
Cindy McCain, an American diplomat and the widow of the late U.S. Senator John McCain, also told POLITICO that the EU and U.S. should see world hunger as a national security issue due to its impact on migration. She furthermore accused Russia of using hunger as a “weapon of war” by hindering exports of Ukrainian grain.
McCain, formerly the U.S. ambassador to the U.N. food agencies, took the helm of the WFP on April 5 and begins her five-year term at a time of increasing world hunger. The number of people facing food insecurity around the world rose to a record 345 million at the end of last year, up from 282 million in 2021, according to the WFP’s figures, as Russia’s war in Ukraine deepened a food crisis driven by climate change, COVID-19 and other conflicts.
This year could be worse still, McCain warned, with the Horn of Africa experiencing its worst drought in 40 years and Haiti facing a sharp rise in food insecurity, among other factors. “2023 is going to be catastrophic if we don’t get to work and raise the money that we need,” she said. “We need a hell of a lot more than we used to.”
Non-Western countries, which have traditionally contributed much less to the WFP, need to step up to meet the shortfall, McCain said, pointing specifically to China and oil-rich Gulf Arab countries. China contributed just $11 million to WFP funds last year, compared to $7.2 billion donated by the U.S.
“There are some countries that have just basically not participated or participated in a very low fashion. I’d like to encourage our Middle Eastern friends to step up to the plate a little more; I’d like to encourage China to step up to the plate a little more,” said McCain. “Every region, every country needs to step up funding.”
Her entreaty may fall on deaf ears, however, given rising geopolitical tensions between the U.S. and China. The WFP’s last six executive directors have been American, dating back to 1992, and Beijing may prefer to distribute aid through its own channels. Last summer, for example, China shipped food aid directly to the Horn of Africa following a drought there.
National security
Countries hesitant to throw more money into food aid should think about the alternative, McCain said, particularly those in Europe that are likely to bear the brunt of any new wave of migration from Africa and the Middle East.
“Food security is a national security issue,” she said. “No refugee wants to leave their home country, but they’re forced to because they don’t have enough food, and they can’t feed their families. So it comes down to if you want a stable world, food is a major player in this.”
The WFP is already having to make brutal decisions despite raking in a record $14.2 billion last year — more than double what it raised in 2017. In February, for instance, it said a funding shortfall was forcing it to cut food rations for Rohingya refugees living in camps in Bangladesh.
The problem is compounded by surging costs following Russia’s invasion of Ukraine last year, which sent already-high food prices soaring further, as grain and oilseed exports through Ukraine’s Black Sea ports plunged from more than 5 million metric tons a month to zero.
A U.N.-brokered deal allowing Ukrainian grain exports to pass through Russia’s blockades in the Black Sea has brought some reprieve, but Moscow’s repeated threats to withdraw from the agreement have kept prices volatile.

The deal, initially brokered in July last year, was extended for 120 days last month; Russia, however, agreed to extend its side of the Black Sea grain initiative only for 60 days. Last week, Russian Foreign Minister Sergey Lavrov threatened, once again, to halt Moscow’s participation in the initiative unless obstacles to its own fertilizer and food exports are addressed.
Moscow claims that “hidden” Western sanctions — those targeting Russia’s fertilizer oligarchs and its main agricultural bank, as well as others excluding Russian banks from the international SWIFT payments system — are hindering its fertilizer and foods exports and causing hunger in the Global South.
Ukraine and its Western allies have countered that Russia is deliberately holding up inspections for ships heading to and from its Black Sea ports, creating a backlog of Ukraine-bound vessels off the Turkish coast and inflating prices.
These delayed food cargoes are hindering the WFP’s ability to respond to humanitarian crises, said McCain, who did not hold back on the issue.
“Let’s be very clear, there are no sanctions on [Russian] fertilizer,” she said. “It is not sanctioned and never has been sanctioned.”
Russia is “using hunger as a weapon of war,” said McCain. “it’s unconscionable that a country would do that — any country, not just Russia.”

BEIJING — Chinese President Xi Jinping showed no sign of changing his position over Russia’s war on Ukraine after talks Thursday with French counterpart Emmanuel Macron.
On the second day of Macron’s state visit to China, Xi took his long-standing line on Russia’s full-scale invasion of Ukraine — saying that “all sides” have “reasonable security concerns” — and gave no hint he would use his influence to help end the conflict.
“China is willing to jointly appeal with France to the international community to remain rational and calm,” was as far as the Chinese leader would go during a press conference at the Great Hall of the People in Beijing.
“Peace talks should be resumed as soon as possible, taking into account the reasonable security concerns of all sides with reference to the U.N. Charter … seeking political resolution and constructing a balanced, effective and sustainable European security framework,” he added, sitting next to Macron.
The French president arrived in China on Wednesday in the hope of pushing China to use its leverage with Russia to end the conflict, and to get Beijing to speak out against the Kremlin’s threat to host nuclear missiles in Belarus.
During his private meeting with Xi, Macron raised Western concerns that Beijing will deliver weapons to China, according to a French diplomat with knowledge of the talks. But the French leader didn’t seem to get far.
“The president urged Xi not to make deliveries to Russia that would help its war against Ukraine. Xi said this war is not his,” the diplomat said, speaking anonymously to describe the private session.
The talks — which an Elysée Palace official nonetheless described as “frank and constructive” — ultimately lasted an hour and a half.
Afterward, the action moved to a signing ceremony, where officials and business leaders inked several deals, including the sale of 160 Airbus aircraft. According to the Elysée, the Chinese government approved the purchase of 150 A320 Neo planes and 10 A350s — a delivery that was part of a €36-billion deal Airbus announced last year. The information contradicted previous information from an Elysée official, who said a new sale was being negotiated.
During the deal-signing ceremony, every Chinese minister and business executive bowed deeply to Xi before signing the contracts with their French counterparts.
Xi and Macron then stepped in for their joint appearance, billed as a “press conference with Communist characteristics” — essentially meaning no press questions allowed.
The two leaders’ contrasting styles were immediately apparent. Xi read his carefully scripted remarks while staring straight ahead before ceding to Macron. The French leader then proceeded to speak for roughly twice as long as his host — a protocol faux pas that members of Xi’s Chinese entourage noticed.
Xi himself at times looked impatient and annoyed as Macron continued speaking. The Chinese leader heaved several deep sighs and appeared uncomfortable as Macron addressed him directly while apparently ad-libbing on the Ukraine war and their joint responsibility to uphold peace.
Macron also appealed to Xi to explicitly condemn Russia’s aggression against Ukraine.
“Speaking about peace and stability means talking about the war waged by Russia against Ukraine. You’ve made some important comments,” the French leader said. “This is a war that involves all of us because a member of the Security Council has decided to violate the U.N. charter. We cannot accept that.”

French lawmaker Anne Genetet, who also held talks Thursday with Chinese officials, admitted there were “no surprises” in the Chinese position on Ukraine, but argued it was still useful to lay some groundwork on the issue.
“It’s the beginning,” Genetet said. “There will be more talks and some private moments [between Xi and Macron]. Maybe we’ll get some other messages.”
Xi and Macron will head to the Chinese city of Guangzhou on Friday, where they will hold more talks and a private dinner.
However, in what will be read as a concession to the French, Xi did talk about the need for the warring parties to “protect victims including women and children,” which comes after the International Criminal Court issued an arrest warrant against Putin over his role in illegally transferring Ukrainian children to Russia.
Xi didn’t explicitly mention Russia in his remarks, though. And in a move likely to irk U.S. officials, Xi also said that China and France should “resume exchanges between the legislative bodies and militaries.” He then included France in a common refrain that Chinese officials use to criticize the U.S.
“China and France shall continue to … oppose Cold War mentality and bloc confrontation, joining hands in addressing all types of global challenges,” Xi said.
On Thursday, Xi also held talks with Macron and with European Commission President Ursula von der Leyen, who was invited by Macron to showcase European unity but who will not take part in many of the events between the Chinese and French leaders.
Indeed, von der Leyen held her own solo press conference as night fell on Thursday in Beijing. Unencumbered by the formalities of a state visit, the EU leader took questions from reporters and sent several pointed messages to Beijing.
She warned it against aiding Moscow’s war effort in Ukraine: “Arming the aggressor is a clear violation of international law — he should never be armed,” she said. “This would indeed significantly harm the relationship between the European Union and China.”
And she touched a diplomatic third rail: Taiwan.
“Nobody should unilaterally change the status quo by force in this region,” she said, alluding to China’s threats toward the self-governing island. “The threat of the use of force to change the status quo is unacceptable.”
Von der Leyen did echo Macron’s message, however, that China could play an important role in Ukraine, calling Beijing’s stance “crucial.”
She added: “We expect China will play its role and promote a just peace, one that respects Ukraine’s territorial sovereignty.”

Chinese leader Xi Jinping had one overriding message for his visiting French counterpart Emmanuel Macron this week: Don’t let Europe get sucked into playing America’s game.
Beijing is eager to avoid the EU falling further under U.S. influence, at a time when the White House is pursuing a more assertive policy to counter China’s geopolitical and military strength.
Russia’s yearlong war against Ukraine has strengthened the alliance between Europe and the U.S., shaken up global trade, reinvigorated NATO and forced governments to look at what else could suddenly go wrong in world affairs. That’s not welcome in Beijing, which still views Washington as its strategic nemesis.
This week, China’s counter-offensive stepped up a gear, turning on the charm. Xi welcomed Macron into the grandest of settings at the Great Hall of the People in Beijing, along with European Commission chief Ursula von der Leyen. This was in sharp contrast to China’s current efforts to keep senior American officials at arm’s length, especially since U.S. Secretary of State Antony Blinken called off a trip to Beijing during the spy balloon drama earlier this year.
Both American and Chinese officials know Europe’s policy toward Beijing is far from settled. That’s an opportunity, and a risk for both sides. In recent months, U.S. officials have warned of China’s willingness to send weapons to Russia and talked up the dangers of allowing Chinese tech companies unfettered access to European markets, with some success.
TikTok, which is ultimately Chinese owned, has been banned from government and administrative phones in a number of locations in Europe, including in the EU institutions in Brussels. American pressure also led the Dutch to put new export controls on sales of advanced semiconductor equipment to China.
Yet even the hawkish von der Leyen, a former German defense minister, has dismissed the notion of decoupling Europe from China’s economy altogether. From Beijing’s perspective, this is yet another significant difference from the hostile commercial environment being promoted by the U.S.
Just this week, 36 Chinese and French businesses signed new deals in front of Macron and Xi, in what Chinese state media said was a sign of “the not declining confidence in the Chinese market of European businesses.” While hardly a statement brimming with confidence, it could have been worse.
For the last couple of years European leaders have grown more skeptical of China’s trajectory, voicing dismay at Beijing’s way of handling the coronavirus pandemic, the treatment of protesters in Hong Kong and Xinjiang’s Uyghur Muslims, as well as China’s sanctions on European politicians and military threats against Taiwan.
Then, Xi and Vladimir Putin hailed a “no limits” partnership just days before Russia invaded Ukraine. While the West rolled out tough sanctions on Moscow, China became the last major economy still interested in maintaining — and expanding — trade ties with Russia. That shocked many Western officials and provoked a fierce debate in Europe over how to punish Beijing and how far to pull out of Chinese commerce.
Beijing saw Macron as the natural partner to help avoid a nosedive in EU-China relations, especially since Angela Merkel — its previous favorite — was no longer German chancellor.
Macron’s willingness to engage with anyone — including his much-criticized contacts with Putin ahead of his war on Ukraine — made him especially appealing as Beijing sought to drive a wedge between European and American strategies on China.

Not taking sides
“I’m very glad we share many identical or similar views on Sino-French, Sino-EU, international and regional issues,” Xi told Macron over tea on Friday, in the southern metropolis of Guangzhou, according to Chinese state media Xinhua.
Strategic autonomy, a French foreign policy focus, is a favorite for China, which sees the notion as proof of Europe’s distance from the U.S. For his part, Macron told Xi a day earlier that France promotes “European strategic autonomy,” doesn’t like “bloc confrontation” and believes in doing its own thing. “France does not pick sides,” he said.
The French position is challenged by some in Europe who see it as an urgent task to take a tougher approach toward Beijing.
“Macron could have easily avoided the dismal picture of European and transatlantic disunity,” said Thorsten Benner, director of the Berlin-based Global Public Policy Institute. “Nobody forced Macron to show up with a huge business delegation, repeating disproven illusions of reciprocity and deluding himself about working his personal magic on Xi to get the Chinese leader to turn against Putin.”
Holger Hestermeyer, a professor of EU law at King’s College London, said Beijing will struggle to split the transatlantic alliance.
“If China wants to succeed with building a new world order, separating the EU from the U.S. — even a little bit — would be a prized goal — and mind you, probably an elusive one,” Hestermeyer said. “Right now the EU is strengthening its defenses specifically because China tried to play divide and conquer with the EU in the past.”
Xi’s focus on America was unmistakable when he veered into a topic that was a long way from Europe’s top priority, during his three-way meeting with Macron and von der Leyen. A week earlier the Biden administration had held its second Summit for Democracy, in which Russia and China were portrayed as the main threats.
“Spreading the so-called ‘democracy versus authoritarianism’ [narrative],” Xi told his European guests on Thursday, “would only bring division and confrontation to the world.”
