    Jitendra aims dig at UPA regime, says Modi govt does not interfere in CBI’s affairs

    Jammu: Asserting that the Narendra Modi-led government does not interfere in the affairs of the CBI, Union Minister Jitendra Singh on Saturday said it was during the UPA regime the Supreme Court had pointed out that the CBI was a “parrot in a cage”.

    Singh was replying to a question seeking his reaction about the Central Bureau of Investigation (CBI) summoning former Jammu and Kashmir governor Satya Pal Malik in connection with an alleged insurance scam.

    Singh told reporters after a BJP programme, “The CBI is an autonomous institution. Let it act on its investigation. Nobody can interfere with it.”

    The Prime Minister Narendra Modi-led government does not interfere in the CBI’s affairs, he added.

    Asked for his response on Congress leader KC Venugopal’s tweet about central agencies being the BJP’s ”lapdog”, Singh said, ”He is still carrying the mentality that used to be there during the Congress’ time.”

    The Union minister also said that during the UPA regime, the Supreme Court said the CBI was a parrot in a cage.

    “Post 2014, the situation has changed. In Modi ji’s government, interference in the function of the CBI does not happen. They are given full independence,” Singh said.

    Tirana: H.H. Sheikh Abdullah bin Zayed Al Nahyan, Minister of Foreign Affairs and International Cooperation met Olta Xhacka, minister for Europe and Foreign Affairs of the Republic of Albania in Tirana.

    During the meeting, which was held as part of the UAE top diplomat’s working visit to Albania, the two ministers held discussions on enhancing cordial ties between the two countries and the prospects of enhancing relations across various fronts.

    The two sides exchanged views on a number of issues of interest, including the situation in the Middle East and the Balkans, in addition to the latest regional and international developments.

    Sheikh Abdullah hailed the privileged relations between the UAE and Albania and their desire to develop them in various fields for the common good of their two peoples.

    For her part, the Albanian minister expressed her country’s aspiration to strengthen relations of friendship and cooperation with the UAE in all sectors.

    The meeting was attended by Omar Saif Ghobash, Assistant Minister of Foreign Affairs and International Cooperation for Cultural Affairs, Saeed Mubarak Al Hajri, Assistant Minister for Economic and Commercial Affairs, and Sulaiman Al Mazrouei, the UAE’s non-resident ambassador to Albania.

    Bengaluru: External Affairs Minister S Jaishankar on Sunday said that the West has had a “bad habit” for a long time, of commenting on others, and it thinks it has a “God-given right” to speak about the internal matters of other countries.

    He said this during a ‘Meet and Greet’ interaction organised by Bengaluru South MP Tejasvi Surya and Bengaluru Central MP P C Mohan with over 500 young voters, joggers and visitors at Cubbon Park here.

    The Minister was responding to a question on Germany and United States’ remarks on the disqualification of Congress leader Rahul Gandhi as a Member of Parliament.

    “There are two reasons. It is because the West has had a bad habit for a long time of commenting on others. They somehow think it is some kind of God-given right. They will have to learn only by experience that if you keep doing this, other people will also start commenting and they will not like it when it happens. I see that happening,” Jaishankar said.

    He said, “The second part of the truth — in our arguments, you are inviting the people to comment on you. Then more and more people are tempted to comment. We also need to stop giving generous invitations to the world saying there are problems in India; America and Europe, why are you standing by and doing nothing?

    “So if somebody from here goes and says ‘why are you standing by and saying nothing’, then obviously they are going to comment. Part of the problem is them, part of the problem is us. And I think both need fixing,” he added.

    Bengaluru South and Central MPs Surya and Mohan were present during the interaction.

    Responding to a question on freebie culture, Jaishankar said some people in Delhi were masters of it. “They are doing it because they do not have the responsibility of raising resources,” he commented.

    “You can’t run a country on the basis of freebies. Somewhere, somebody has to pay for it. Anybody who is giving a freebie here is taking away something elsewhere,” he said. Freebie culture was a way of getting quick popularity in a very irresponsible way, he said, adding that it was not sustainable.

    Kolkata: The defeat in the recent bypoll to the Sagardighi Assembly constituency in Murshidabad district, which hinted at substantial erosion of a dedicated vote-bank in the minority-dominated erstwhile Trinamool Congress stronghold, has prompted Chief Minister Mamata Banerjee to replace the minister in charge of minority affairs and madrasa education and take charge of the same herself.

    The decision to remove Ghulam Rabbani as the minority affairs minister was announced on Monday, when it was also said that the affairs of the department will now be under the purview of the Chief Minister. Rabbani has been transferred to the horticulture department.

    The current minister of state in charge of MSMEs and textiles department, Chandranath Sinha, has been given the additional charge of minister of state for minority affairs and madrasa education.

    In the Sagardighi bypoll, Left Front supported Congress candidate Bayron Biswas had defeated Trinamool’s Debashis Banerjee by a margin of 22,980 votes. The result came as a shocker for Trinamool, as Sagardighi — a minority-dominated constituency — was a traditional stronghold of the ruling party, where it won by big margins since 2011.

    Recently, Trinamool had also reshuffled the party’s minority cell.

    Now the Chief Minister herself taking charge of the minority affairs and madrasa education department becomes significant in West Bengal’s evolving political situation.

    New Delhi: After returning from London, Congress leader Rahul Gandhi attended the meeting of the parliamentary committee on external affairs where, sources said he responded to the BJP MPs without naming him about MPs going abroad and speaking against the country.

    The meeting was held on Saturday.

    Sources said Rahul Gandhi said that he has not spoken anything which is against the country. The members of the ruling party objected to this, but Rahul was supported by the opposition members, sources said. After which External Affairs Minister S. Jaishankar intervened and said the members should speak on the subject.

    Rahul has been insisting that he wants to speak in the House and met the Speaker a few days ago. He said four Ministers have raised allegations against him in Parliament House so he has the right to respond.

    “It is my right to be allowed to speak on the floor of the House. I requested the speaker today. I went to his chamber and I requested him. I said – look, I would very much like to speak. I told him that people from the BJP have made allegations against me and as a Member of Parliament, it is my right to speak,” he said on Thursday.

    The BJP has ceased the opportunity to target Rahul Gandhi, and BJP National President J.P. Nadda has said that Rahul Gandhi has become “a permanent part of this anti-nationalist toolkit”.

    Nadda said: “It’s unfortunate that the Congress party is indulging in anti-national activities. After being repeatedly rejected by the nation, Rahul Gandhi has now become a permanent part of this anti-nationalist toolkit.”

    New Delhi: The government informed Parliament on Thursday that there has been a reduction of 38 percent in the budgetary allocation of the minority affairs ministry for 2023-24 compared to the current fiscal. This was owing to the adoption of a new mechanism for release of central funds and changes made in the pre-matric scholarship programme.

    Minister for minority affairs Smriti Irani in response to a question in the Lok Sabha, seeking to know the reasons behind the huge cut in budgetary allocation for the ministry, said that the budget was reduced from Rs 5,020.50 crore for 2022-23 to Rs 3,097.60 crore for 2023-24.

    The Pradhan Mantri Jan Vikas Karyakram (PMJVK) and pre-matric scholarship schemes consist of around 80 percent of the ministry’s budget.

    Several opposition MPs had raised the issue of pre-matric scholarships having been stopped by the government, during the Winter session of Parliament last year.

    Replying to the question, which was posed by BSP MP Danish Ali, Irani said that the reduction in the ministry’s budget was effected due to the adoption of a new mechanism for release of the Central share of funds under the Centrally sponsored schemes and Central sector schemes, for which the state nodal agencies (SNA) and the Central nodal agencies (CNA) were required to be appointed.

    As per the revised procedure of the finance ministry’s expenditure department, the release of funds under PMJVK is not tied to the individual projects and the amount available in the account of the SNA forms a common pool.

    As on March 1, 2023, the unspent amount with the states in their SNA account was Rs 2,466.48 crore, and the states are required to first incur expenditure from the SNA account, to complete the ongoing projects, the minister informed.

    Secondly, she said that the scholarship schemes of the minority affairs ministry were to be aligned with the pattern followed by the education ministry as well as the tribal affairs and social justice ministries.

    However, since the verification of the institutions is being carried out, funds under the scholarship schemes are not being released.

    Further, the minister informed that the Centre has taken the decision to limit the coverage under the pre-matric scholarship scheme for minorities to only classes ninth and 10th, as it was observed that the participation of students from the minority communities is at par with the national average at the primary and elementary level.

    Also, the students at these levels are already covered under the Right to Education (RTE) Act, Irani said. A need was felt to harmonise the coverage under the pre-matric scheme for minorities with similar schemes implemented for other target groups like SCs, STs and OBCs, she said in her reply.

    Cairo: Egyptian President Abdel-Fattah al-Sisi met with visiting Iraqi Prime Minister Mohammed Shia’ al-Sudani here to discuss issues of mutual interest.

    During the meeting on Sunday, the two leaders agreed that sustained coordination is a must for facing challenges and restoring peace and stability in the region, according to the Egyptian Presidency.

    Sisi highlighted Egypt’s unwavering support for Iraq and its people at all levels, particularly in the fight against terrorism and for the country’s security and stability, Xinhua news agency reported.

    Egypt is willing to diversify and put into work various frameworks of political, economic, and cultural cooperation with Iraq, Sisi said, stressing the need to intensify cooperation within the framework of the Trilateral Cooperation Mechanism among Egypt, Iraq and Jordan.

    For his part, al-Sudani lauded the firm and historical bonds between the two countries and Egypt’s efforts to support Iraq at all levels.

    In this respect, he appreciated the “prominent role” that Egypt has played in forwarding the mechanisms of joint Arab action to maintain peace and development in spite of challenges in the region.

    NEW DELHI:  J&K’s first International Education Fair, a collaborative effort of SKUAST-Kashmir and ICCR was inaugurated by Union Minister for External Affairs Dr Subrahmanyam Jaishankar today in presence of Union Minister for Education,  Dharmendra Pradhan; Union MoS, PMO, Dr Jitendra Singh; Lieutenant Governor, Jammu & Kashmir,  Manoj Sinha and President ICCR, Vinay Sahasrabuddhe at Sushma Swaraj Bhawan, New Delhi on Tuesday.

    Union External Affairs Minister, Dr Subrahmanyam Jaishankar, Chief Guest for the event, complemented the SKUSAT-Kashmir for the International Education Fair initiative. He said three years ago, the process of change started in J&K which was intended to ensure that full benefits of the development and progress that the rest of India had seen for many many years are also now completely available to the people, especially to the youth of J&K.

    In that sense, people of J&K being in the national mainstream was extremely important. It was also by doing so, they would connect up with the rest of India and the International mainstream. For me it is not just an education event, it is a very integral part of ensuring that a very important region of India is connected to what is happening in the world,” Dr Jaishankar said.

    He also observed that Indian universities should focus on inviting more foreign students to their campuses.

    “Today, India has projects done or under-delivery in 78 countries of the world. So, if our relationships are so extensive, investments are so deep & networking is so good, we need to see that translated into a greater flow of international students to India,” Dr Jaishankar said.

    “In a globalised world, it’s absolutely essential that young people of India are fully aware of what’s happening in the world and there is no better way to do that than having international students among you,” Dr Jaishankar added.

    Union Minister for Education, Dharmendra Pradhan congratulated the Government of J&K for showcasing the strength and vibrancy of India’s higher education landscape as well as the knowledge legacy of Jammu & Kashmir.

    “J&K is witnessing a new dawn of development under the visionary leadership of Hon’ble Prime Minister. With the implementation of National Education Policy, we are internationalising our education sector. The Education Ministry will support, encourage and facilitate the globalisation of SKUAST-Kashmir,” Pradhan said.

    He also encouraged all the universities to join efforts to establish India as a global study destination.

    Union MoS, Dr Jitendra Singh said the National Education Policy brought by Prime Minister holds the promise to open career and Start-up opportunities driven by aptitude, skill and flexi options at capacity building.

    “Jammu Kashmir has a rich legacy of unexplored agricultural avenues, Aroma Mission and Purple Revolution, which imparts it the potential of being the torchbearer of Agri StartUp movement in India, Dr Jitendra Singh said.

    Lieutenant Governor of J&K,Manoj Sinha expressed his gratitude to Prime Minister Narendra Modi for accelerating development of J&K and transforming it into a favourite destination for students, travellers and entrepreneurs.

    The Lt Governor said with this initiative J&K has launched a dedicated programme for foreign students.

    “Our aim is to invite international students to J&K for short-term and long-term courses in various disciplines & strengthen the international connect. Over the past three years, we have focused on strengthening education sector, developing knowledge workers for sectors like industries, agriculture & health care. Sincere efforts have been made to convert the knowledge dividends into wealth for process of innovation & growth,” the Lt Governor said.

    The Lt Governor also observed that the initiative of SKUAST-Kashmir will set an example for other universities of the country as well.

    “Apart from campuses nestled in nature’s paradise, professional faculties, high standard of living, J&K is also offering variety of courses starting from Artificial Intelligence, Robotics to Agri science, Yoga, Sanskrit & interface with the industries for research & innovation,” the Lt Governor further said.

    The Lt Governor said with more than 150 higher education institutions, two central universities, seven state universities, two AIIMS, IIM, IIT, NIT, NIFT, IIMC and two Agriculture Science and Technology universities, Jammu Kashmir has emerged as a favourite destination for students in India.

    He also said that paradigm shift towards virtues of life which humanity is witnessing is also an opportunity for enhancing quality of life by exchange programs between the countries and learn from each other and enable each other to achieve greater heights in our journey.

    “The whole world is looking at India with admiration and hope. There never was a better time to be in India to witness and comprehend the glorious chapters of ancient civilization and immortal organic composite culture. The foreign student’s residential and exchange programmes, people-to-people contacts and institutional interactions with different institutions of Jammu Kashmir will enrich and strengthen global cultural synergies,” the Lt Governor added.

    Dr Vinay Sahasrabuddhe, President Indian Council for Cultural Relations (ICCR) assured the cooperation and support of ICCR to J&K in organizing the exchange programs of artisans and fairs whereby the message of changing new aspirational J&K goes loud and clear to other countries.

    Distinguished Ambassadors, High Commissioners and members of ICAR, ICCR, UGC, and SKUAST-K were present on the occasion.
