    Wary of cyclone, Odisha gears up for calamity in advance

    Bhubaneswar: After being hit by summer cyclones for three consecutive years in 2019, 2020 and 2021, the Odisha government on Wednesday geared up for such an eventuality in the coming days, though the IMD forecast no possibility of any low-pressure formation in the Bay of Bengal in a fortnight.

    The government decided to open a round-the-clock control room across the districts from May 1 for monitoring the situation, a senior official said.

    The decision was taken at a high-level meeting chaired by Chief Secretary P K Jena where the state government’s preparedness was reviewed.

    Senior officers of several government departments, the Director General of Police, Director General of Fire Service, the Special Relief Commissioner, and a senior official of IMD Bhubaneswar Centre were among others who attended the meeting.

    Jena asked line departments like revenue and disaster management, rural development, housing and urban development, health, home and panchayati raj and drinking water to be prepared for the possible summer cyclone.

    Discussions were held on information from Doppler radars installed at Paradeep and Gopalpur. These two radars will help track any summer cyclone formed over the Bay of Bengal.

    While Odisha encountered cyclone Fani in 2019, cyclones Amphan and Yaas hit the state in 2020 and 2021 respectively. However, there was no such cyclone in 2022.

    As the telecom service providers have introduced several measures to face cyclones, the state government asked them to take steps to provide uninterrupted service to people and send SMS/voice messages regarding updates on any possible cyclone this summer.

    IMD officials and senior weather scientist US Dash, who attended the meeting, said that steps have been taken for broadcasting weather bulletins and cyclone updates through radio and television channels.

    He said the state government was informed that there was no possibility of any low-pressure formation in the Bay of Bengal in the next 15 days and therefore no possibility of a summer cyclone now.

    “Cyclone mock drills will be held in each district on June 18 and 19 except Puri where a festival will be held on June 20,” an official said.

    The officials of 317 fire stations in the state have been kept ready to face any eventuality.

    At least 17 teams of NDRF can be deployed for rescue and rehabilitation work in case of any cyclone hitting Odisha this summer, a statement issued by the chief secretary’s office said.

    The state has altogether 879 multipurpose cyclone/flood centres to provide temporary shelters to people. The Odisha State Disaster Management Authority has been asked to keep all equipment ready for rescue and rehabilitation work, it said.

    While the Water Resources department has been told to introduce the necessary measures to manage flood-like situations during the cyclone.

    The Health and Family Welfare department will store adequate medicines, anti-venom injections and other essential items at the district headquarters hospitals. The department will also take prompt steps to relocate pregnant women to nearby hospitals, the statement said.

    The Food Supplies and Consumer Welfare department has been asked to store adequate amounts of dry food and other essential commodities.

    The decision, climate experts and advocates said, felt “like a dam breaking” after years of legal delays to the growing wave of climate lawsuits facing major oil companies.

    Without weighing in on the merits of the cases, the supreme court on Monday rebuffed an appeal by major oil companies that want to face the litigation in federal courts, rather than in state courts, which are seen as more favorable to plaintiffs.

    ExxonMobil Corp, Suncor Energy Inc and Chevron Corp had asked for the change of venue in lawsuits by the state of Rhode Island and municipalities in Colorado, Maryland, California and Hawaii.

    Six years have passed since the first climate cases were filed in the US, and courts have not yet heard the merits of the cases as fossil fuel companies have succeeded in delaying them. In March, the Biden administration had argued that the cases belonged in state court, marking a reversal of the position taken by the Trump administration when the supreme court last considered the issue.

    The Rhode Island attorney general, Peter Neronha, said his state was now finally preparing for trial after “nearly half a decade of delay tactics” by the industry. A joint statement from the California cities of Santa Cruz, San Mateo and Richmond and Marin county said the oil companies knew the dangers of fossil fuels but “deceived and failed to warn consumers about it even as they carried on pocketing trillions of dollars in profits”.

    The cases have been compared to tobacco lawsuits in the 1990s that resulted in a settlement of more than $200bn and changed how cigarettes are advertised and sold in the US.

    “It was a really amazing feeling to see that the supreme court was ruling in a very logical way by continuing with the unanimous decisions that have been made in the previous courts to not [grant petitions for review] and to allow these cases to move forward,” said Delta Merner, lead scientist at the Science Hub for Climate Litigation.

    “It removes this dam that industry has been building to prevent these cases from being heard on their merits,” she said. “We can finally have the real conversations about what the industry knew and what their actions were despite that knowledge.”

    She hopes communities will have the chance to speak in court about the climate emergencies they are experiencing as a result of the industry’s actions.

    As jurisdictional battles have dragged on, climate emergencies have added up.

    The Colorado case was filed in 2018. In 2021, the state saw the Marshall fire, the most destructive wildfire in its history, which killed two people, destroyed nearly 1,000 homes and businesses, contaminated drinking water and amounted to billions in damages.

    “There’s real impacts that are happening now, and that’s why it’s so important for these cases to have the opportunity to be heard, and have a chance for justice,” Merner said.

    The cases allege fossil fuel companies exacerbated climate change by concealing and misrepresenting the dangers associated with burning fossil fuels. The lawsuits say the companies created a public and private nuisance and violated state consumer protection laws by producing and selling fossil fuels despite knowing the products would cause devastating climate emergencies, including melting ice caps, dramatic sea level rise, and extreme precipitation and drought. Local governments are seeking damages for the billions of dollars they have paid for climate mitigation and adaptation.

    The oil companies have denied the allegations.

    Financial accountability

    “We were all pretty excited. It feels like justice might be possible,” Richard Wiles, president of the Center for Climate Integrity, said after reading the decision on Monday.

    “There’s clearly trillions of dollars of damages in the US alone from climate change that has to be dealt with.”

    The plaintiffs aren’t suing the companies to put them out of business, but the cases could ultimately affect the industry’s bottom line.

    If the lawsuits are successful, they could limit the fossil fuel industry’s ability to greenwash and lie to consumers, Merner said. Rulings against the companies could also reinforce banking industry concerns that fossil fuels are a risky investment.

    In state court, fossil fuel companies will attempt to have the cases dismissed.

    The Chevron attorney Theodore Boutrous said in a statement he was confident the cases would be dismissed, arguing that climate change requires a coordinated federal response, “not a disjointed patchwork” of actions from numerous state courts. “These wasteful lawsuits in state courts will do nothing to advance global climate solutions, nothing to reduce emissions and nothing to address climate-related impacts,” he said.

    “I don’t think there’s any reason for that confidence yet,” said Korey Silverman-Roati, climate law fellow at the Sabin Center for Climate Change Law, in response to Boutrous.

    It’s unclear what will happen in state courts, but Silverman-Roati pointed to the Hawaii case, in which a state court denied the industry’s motion to dismiss.

    If plaintiffs clear motions to dismiss, the cases move to discovery. The plaintiffs will use the process to try to gather more evidence of what the companies knew and when they knew it. Internal company documents will probably become public when the trials get under way.

    Recent studies have shown that Exxon accurately predicted that its products would cause climate change.

    Attribution science will play a key role in connecting local climate disasters to the industry’s responsibility. “Studies can explain how much hotter a heatwave is, or how much greater the intensity of a downpour is during a hurricane event due to climate change. And they can look to see where those emissions came from, and what percentage of those emissions tie into those direct climate impacts,” Merner said.

    With each decision in favor of plaintiffs, the cases are snowballing and more local governments are filing new cases. “There’s a growing number of lawsuits. And I imagine after today, that will continue,” Merner said.

    Hyderabad: Telangana Haj Committee (TSHC) chairman Md Saleem and the body’s executive officer Shafiullah informed in a joint statement that April 12 is the last date of remittance of advance Haj amount for provisionally selected haj pilgrims for Haj – 2023.

    Md. Saleem requested that the Haj pilgrims must pay the first advance amount of Haj-2023 by the end of the deadline.

    Required documents

    The selected Haj Pilgrims in the draw of lots (Qurrah) must submit the original passport along with a photocopy, downloaded Haj application and declaration form, medical fitness certificates of prescribed proforma of Haj Committee of India signed by a government medical officer or government doctor, payment receipt (Rs. 81,800 each) after bank reference number is generated online by Haj Committee of India, 2 photos with clear white background, COVID-19 certificates and bank details etc. before 14th April, 2023.

    The Intending pilgrims are requested to be ready to proceed for Haj in the month of June 2023, a press release said.

    The Haj pilgrims may download bank payment challan through the online website of the State Bank of India or Union Bank of India. The next payment will be informed shortly along with other details.

    The selected Haj pilgrims may be noted that their original passports have to be submitted to Telangana State Haj Committee on or before 14th April, 2023as per Circular – 8. This may be strictly adhered to and followed by, the press release further said.

    The Telangana State Haj Committee is not responsible for the passports received after the due date i.e., 14th April 2023 for their endorsement of visa for Haj-2023, it informed.

    The ISW’s report comes following claims of Russian progress earlier this week. The U.K. Defense Ministry said Saturday that paramilitary units from the Kremlin-controlled Wagner Group had seized most of eastern Bakhmut, with a river flowing through the city now marking the front line of the fighting. The assessment highlighted that Russia’s assault will be difficult to sustain without more significant personnel losses.

    The mining city of Bakhmut is located in Ukraine’s eastern Donetsk province, one of four regions of Ukraine that Russian President Vladimir Putin illegally annexed last year. Russia’s military opened the campaign to take control of Bakhmut in August, and both sides have experienced staggering casualties. Ukrainian President Volodymyr Zelenskyy has vowed not to retreat.

    In its latest report Sunday, the U.K. Defense Ministry said Sunday that the impact of the heavy casualties Russia is continuing to suffer in Ukraine varies dramatically across the country. The ministry’s intelligence update said that the major cities of Moscow and St. Petersburg remain “relatively unscathed,” particularly among members of Russia’s elite. In contrast, in many of Russia’s eastern regions, the death rate as a percentage of the population is “30-40 times higher than in Moscow.”

    The report highlighted that ethnic minorities often take the biggest hit. In the southern Astrakhan region, for example, about “75% of casualties come from the minority Kazakh and Tartar populations.”

    Russia’s mounting casualties are reflected in a loss of government control over the country’s information sphere, ISW said. The think tank said that Russian Foreign Ministry spokesperson Maria Zakharova confirmed “infighting in the Kremlin inner circle” and that the Kremlin has effectively ceded control over the country’s information space, with Putin unable to readily regain control.

    The ISW sees Zakharova’s comments, made at a forum on the “practical and technological aspects of information and cognitive warfare in modern realities” in Moscow, as “noteworthy” and in line with the think tank’s long standing assessments about the “deteriorating Kremlin regime and information space control dynamics.”

    Elsewhere in Ukraine, Russian attacks over the previous day killed at least five people and wounded another seven across Ukraine’s Donetsk and Kherson regions, local Ukrainian authorities reported on Sunday morning.

    Donetsk Gov. Pavlo Kyrylenko said that two people were killed in the region, one in the city of Kostyantynivka and one in the village of Tonenke. Four further civilians were wounded.

    Local officials in the southern Kherson province confirmed that Russian forces fired 29 times on Ukrainian-controlled territory in the region on Saturday, with residential areas of the regional capital, Kherson, coming under fire three times. Three people died in the province and a further three were wounded.

    In Ukraine’s northeastern Kharkiv province, the Kharkiv, Chuhuiv and Kupiansk districts came under fire, but no civilian casualties were reported.

    The head of Ukraine’s southern Mykolaiv province Gov. Vitali Kim said Sunday morning that the town of Ochakiv, set at the mouth of the Dnieper River, came under artillery fire in the early hours of Sunday. Cars were set ablaze, while private houses and high-rise buildings sustained damage. No casualties were reported.

    Mumbai: Benchmark Sensex and Nifty closed higher for a third session in a row on Wednesday as fag-end buying in banking, financial and oil stocks helped the indices rebound from early lows amid a bearish trend in global equity markets.

    Covering-up of short positions by bears supported a late recovery in stocks and helped wipe off losses, traders said. However, a weak rupee against major rivals overseas weighed on market sentiment and restricted gains, they added.

    In a largely subdued session, the 30-share BSE Sensex ended 123.63 points or 0.21 per cent higher at 60,348.09 as 17 of its constituents gained and 13 declined. The barometer opened lower and stayed negative for most part of the trading session due to losses in Asian markets.

    Fag-end buying in select index heavyweights helped the index to pare all the losses and settle in the green. During the session, the index touched a high of 60,402.85.

    The broader NSE Nifty settled higher by 42.95 points or 0.24 per cent at 17,754.40. Nifty made a negative start and fell by more than 100 points during the day to a low of 17,602.25.

    IndusInd Bank was the biggest gainer on the Sensex chart, rising 4.75 per cent, followed by M&M, L&T, NTPC, ITC, Ultra Cement, Tata Steel, Maruti and SBI.

    In contrast, Bajaj Finance, Tech Mahindra, Infosys and Sun Pharma were among the losers, shedding up to 2.30 per cent.

    In the broader market, the BSE midcap gauge rose 0.61 per cent, and the smallcap index gained 0.28 per cent.

    Among the sectoral indices, utilities rose 1.91 per cent, power gained 1.79 per cent, capital goods by 1.23 per cent, and auto by 0.95 per cent.

    Realty, metal, consumer durable, IT and healthcare were among the laggards.

    “Domestic equities opened gap down in line with global markets post the hawkish commentary from US Fed Chair Jerome Powell. But value buying at lower levels led the markets to reverse their losses and close in green,” Siddhartha Khemka, Head – Retail Research, at Motilal Oswal Financial Services Ltd said.

    The Indian equities despite negative global sentiment witnessed a sharp rebound from the lower end. The Nifty index remains in a buy mode as long as it holds the support of 17,500 on the downside where fresh put writing has been observed, said Kunal Shah, Senior Technical & Derivative Analyst at LKP Securities.

    “The global market has fallen back into the grip of uncertainty as the Fed chief signalled the possibility of a prolonged and faster rate hike, contradicting a dovish comment made by another Fed official last week.

    “The market now anticipates a 50 bps rate hike, which has pushed the dollar index to a three-month high. However, a strong recovery was seen in the domestic market towards the end of the day, which kept the bulls on the move,” according to Vinod Nair, Head of Research at Geojit Financial Services.

    Going ahead, the market is likely to continue with its volatility till the next US Fed interest rate decision outcome (due later this month), where investors are now building in expectation of a 50-bps rate hike.

    As per the Fed Chair, the ultimate rate hike is likely to be higher than previously anticipated given the stubborn inflation. Till there is clarity on the interest rate front, the market is likely to be volatile in a broader range, Khemka said.

    Elsewhere in Asia, markets in Shanghai, Seoul and Hong Kong ended with losses, while Tokyo settled in the green.

    Equity exchanges in Europe were trading with losses in the afternoon session. The US markets had ended significantly lower in the overnight session.

    The rupee slipped 13 paise to close at 82.05 (provisional) against the US dollar on Wednesday. International oil benchmark Brent crude was trading 0.16 per cent lower at USD 83.16 per barrel.

    Foreign Institutional Investors (FIIs) were net buyers in capital markets as they bought shares worth Rs 3,671.56 crore on Monday, according to exchange data.
